Obama pledges funds for referendum

The United States has pledged financial support for the upcoming referendum on a new constitution, Prime Minister Raila Odinga announced on Saturday.

The pledge came through a telephone call from President Barack Obama to President Kibaki and Prime Minister Raila Odinga earlier this week.

Mr Odinga said that both principals had assured Mr Obama that the country would achieve broad support for a new consensus.

“Early this week, US President Obama called President Kibaki and me and expressed fears that we would not have a new constitution. We both assured him that there was no doubt on our part that we will make it this time round in a peaceful way,” Mr Odinga told a political rally in Homa Bay.

It was not immediately clear how much financial support President Obama had pledged.

This week, the Interim Independent Electoral Commission announced that it would be seeking an estimated Sh10 billion to conduct a voter drive and the referendum. They have targeted a minimum of 15 million voters.

“The US is ready to fund our referendum, but that is not to say that, as a country, we are too broke to finance it. We have money ready for this important exercise because it is the only way the public can make their voices heard regarding what they want,” Mr Odinga said.

“An acceptable constitution will ensure that we do not go back to physical fighting,” he added.

And in Mwingi, Vice-President Kalonzo Musyoka urged Kenyans to support the work of the Naivasha Parliamentary Select Committee on the constitution which is consensus-driven because it will lead to an uncontested referendum.

“There are various contentious issues that the PSC is working on, and it is therefore important for Kenyans to give the team and Parliament time so they can make the necessary changes that will lead to the production of a good document,” Mr Musyoka said.

In Homa Bay, Lands minister James Orengo said citizens would have a greater say in the new constitution.

At his rally, Mr Odinga launched a countrywide drive to galvanise support for the ODM ahead of the 2012 General Election.

He said the move was aimed at reinforcing the party’s grassroots support ahead of the next elections, even as the hidden squabbles within the party at one point went physical between delegates who could not agree on who was to represent their constituencies.

“The basis of a party is the grassroots and the masses. As a party, we have realised that we must reinforce the foundation. Today we have begun a countrywide programme to meet grassroots leaders and iron out differences,” Mr Odinga said.

This round of activity comes in the wake of another strategy in which the PM was meeting community elders to boost his grassroots support.

Si unajuwa hawa jamaa walivyo! Akianza sasa, basi term ya pili inakuwa ndoto hata kabla hajamaliza kipindi hiki cha kwanza.

MAREKANI imeahidi kutoa msaada wa kifedha kwa Serikali ya Kenya ili kuisadia kufanya marekebisho ya katiba mpya itakayoiongoza nchi hiyo.

Waziri Mkuu wa nchi hiyo, Bw. Raila Odinga alitangaza juzi kuwa ahadi hiyo hipo katika simu waliyopigiwa na Rais Barack Obama yeye na Rais Mwai Kibaki mwanzoni mwa wiki iliyopita.
Bw. Odinga alisema kuwa baada ya kupokea simu hiyo wote wawili walimuhakikishia Rais Obama kuwa taifa hilo litafikia malengo hayo kwa msaada wa kimataifa.

"Mapema wiki hii Rais wa Marekani , Obama alimpigia simu Rais Kibaki na mimi akitueleza kuwa anahofia hatutakuwa na katiba mpya. Ila sote tukamdhibitishia kuwa hakuna wasiwasi kwa upande wetu na tutalitekeleza jambo hilo kwa njia ya amani ," Bw. Odinga aliuambia mkutano wa wanasiasa uliofanyika Jumamosi iliyopita katika eneo la Homa Bay.

Hata hiyo haikufahamika wazi ni kiasi gani ambacho Rais Obama ameahidi kutoa.

Mapema wiki hii Tume ya Uchaguzi ilidai kuwa inahitaji kupata kiasi cha sh. bilioni 10 kwa ajili ya kuendesha uchaguzi na marekebisho ya Katiba ambapo imelenga kuwafikia watu milioni 15.

"Marekani ipo tayari kufadhili marekebisho yetu lakini jambo hilo siyo kwamba taifa limeshindwa kufanya hivyo kwani tunazo fedha za kutosha kufanya kazi hiyo muhimu ambayo ndiyo njia ya kuwawezesha wananchi kuzungumza wanachokihitaji,"alisema Bw. Odinga.

"Kwa kupata katiba mpya itatuhakikishia kuwa hatutarudi nyuma katika mapambano halisi," aliongeza.

Katika mkutano huo, Bw. Odinga alizindua mpango wa nchi nzima kwa ajili ya kuweka mikakati ya maandalizi ya kukiunga mkono chama chake cha ODM kwa ajili ya Uchaguzi Mkuu wa mwaka 2012.

Akjizindua mikakati hiyo Waziri Mkuu Odinga alisema kuwa mpango huo una lengo la kukiimarisha chama kuanzia ngazi ya chini ili kuhakikisha wanaibuka na ushindi katika uchaguzi huo.
 
Waungwana mtambue kwamba Obama alitelekezwa na baba yake huyo Mkenya, kwa hiyo wakenya wasibweteke tu. Ila tu jamaa alilelewa katika jamii ya kistaarabu(kama ya bongo) ndio maana anapakumbuka kwa baba yake, else, angekuwa ni ke-nyani real, angewatosa.
 
Obama stops Sh530m FPE aid and calls for reforms

The Obama Government cracked the whip on Kenya by withholding $7 million (Sh532 million) in aid to the Ministry of Education and demanding an acceleration of the reform agenda.

The suspended aid - meant for capacity building - would not be released until those implicated in the loss of Free Primary Education funds are prosecuted.

Speaking at a luncheon hosted by the American Chamber of Commerce in Nairobi, US Ambassador Michael Ranneberger stressed Washington's message that "corruption must be addressed" before it can loosen the purse strings.

Ranneberger gave five action points that need immediate attention. He asked President Kibaki and Prime Minister Raila Odinga to resolve the contentious issues in the Draft Constitution, reiterated the need for bold and decisive steps to counter corruption, emphasised the significance of bringing the perpetrators of post-election violence to account, asked for judicial reforms, and speeding up of national reconciliation.

Ranneberger recalled that US President Barack Obama and Secretary of State Hillary Clinton each called President Kibaki and Raila to urge them to reach a compromise on contentious issues in the Revised Harmonised Draft Constitution.

The envoy explained the US had not "put forward any specific proposals", but "it is important that whatever draft is agreed upon" limits power andEncourages participation.

He said the new constitution should "ensure a coherent government, which limits power through a system of checks and balances and ensures full participation and fair representation of all the people of Kenya," he said.

He commended the progress reportedly being made by the Parliamentary Select Committee reviewing the Revised Draft Constitution in Naivasha.

Prominent personalities

He, however, warned the US Government would not conduct business as usual with those who frustrate reforms. Ranneberger added his Government would announce more travel bans affecting prominent personalities fingered for obstructing reforms "in the coming weeks".

The diplomat stressed that the US position is that the Government must tackle corruption and prosecute perpetrators of post-election violence.
