    WABUNGE wameibana Serikali na Shirika la Umeme nchini(Tanesco), wakitaka majibu ya kina kutoka kwa Waziri wa Nishati na Madini, William Ngeleja kuhusu ukiritimba wa shirika hilo la umma, mikataba mibovu, mgawo wa nishati ya umeme na bei yake.

    Hayo yalitokea jana mjini hapa wakati wa semina iliyoandaliwa na Ngeleja kwa wabunge hao kuhusu uendeshaji wa sekta ya umeme nchini.

    Wabunge waliochangia mjadala huo walionyesha kukerwa na huduma mbovu za Tanesco wakieleza kuwa haziridhishi huku baadhi yao wakilalamikia bei kubwa ya umeme.

    Mbunge wa Kibakwe, George Simbachawene alimjia juu Ngeleja na kueleza kuwa ndiye chanzo cha tatizo hilo kwa kuwa sera na mipango yake havitekelezeki.

    "Kila mwaka unakuja na mipango hiyo hiyo, naweza kusema kuwa tangu Ngeleja uwe waziri, hujatusogeza hata hatua moja,"alisema.

    Aliongeza:"Ngeleja huna jambo lolote ambalo umelifanya tangu ulipoingia katika wizara hii, kila siku ni michakato ambayo haina majibu. Watanzania wanataka umeme siyo porojo, acheni porojo za makabrasha ya karatasi.''

    Simbachawene, ambaye pia ni mwenyekiti wa Bunge alimwambia Waziri Ngeleja kuwa taifa linataka umeme na siyo mipango isiyotekelezeka ambayo haiwasaidii kuwaondolea umaskini wananchi

    Naye Mbunge wa Vunjo, Augustine Mrema (TLP) aliitaka Serikali ieleze kwa nini mitambo ya Dowans iliyozua mjadala mzito nje na ndani ya Bunge kutokana na kile kilichoelezwa kukosa ubora sasa inaendelea kutumika.

    "Mimi nashindwa kuelewa, hivi tatizo kwenye mitambo ya Dowans ilikuwa nini? Maana tulielezwa kuwa ni mibovu na haina viwango, lakini hivi juzi alikuja Mwarabu akazungumza na Rais (Jakaya Kikwete) na sasa tunaambiwa kuwa mitambo hiyo ni bora sana…tatizo ilikuwa kweli mitambo au mtu, nataka majibu"alieleza.

    Juma Nkamia, ambaye ni Mbunge wa Kondoa Kusini (CCM), alihoji mantiki ya bomba la gesi kutandazwa kutoka Mtwara hadi Tanga wakati kuna maeneo mengi njiani ikiwamo Kanda ya Kati, ambayo hayana nishati hiyo ya gesi au hata umeme.

    "Kwa nini bomba litoke Mtwara lipite Dar es Salaam mpaka Tanga? Hivi Kanda ya Kati mnaionaje? Kwa nini lisipite huku? Hivi ni kwa sababu Mkurugenzi Mkuu wa Tanesco (William Mhando) anatoka Tanga au kwa sababu Makamba (Januari) , ambaye ni Mwenye,kiti wa Kamati ya Bunge ya Nishatianatoka huko?"alihoji.

    Baada ya kauli hiyo, Mbunge wa Muleba Kaskazini, Charles Mwijage alisimama na kuomba taarifa, kisha akasema, "Sio sahihi kusema hivyo kwani Makamba na Mhando ni watekelezaji tu wa mipango siyo wapangaji. "

    Mwenyekiti wa semina hiyo ambaye ni Mbunge wa Viti Maalum (CCM), Diana Chilolo alikazia hoja ya Mwijage akisema, "Utungaji wa sera unaanzia kwenye wizara na baadaye inakuja Baraza la Mawaziri na mwisho kwenye Kamati za Bunge.

    Kamati ina wajumbe 27 na Makamba hawezi kuwaburuza wenzake 26,"alisema Chilolo na kuongeza:

    "Na mimi ni mwanamke, mbunge kwa miaka 15 sasa. Siwezi kuburuzwa na mtu mmoja."

    Baadaye, Nkamia aliilipua Mamlaka ya Udhibiti wa Mafuta na Maji (Ewura), akisema ni taasisi inayotumia vibaya fedha za umma kwa kulipana posho za vikao huku ikiwa haina utendaji uliotukuka.

    "Posho ya ofisa wa Ewura kutoka Dar es Salaam hadi Dodoma ni kubwa kuliko nauli ya mbunge kwenda Marekani. Mimi nimewahi kuwa mwandishi wa habari na mara kadhaa tumekuwa tukisikia Ewura wamekamata mafuta yaliyokuwa chini ya viwango. Hebu leo watuambie mafuta hayo huwa wanayapeleka wapi?"Alihoji.

    Katika mchango wake, Mbunge wa Kigoma Kusini, David Kafulila (NCCR- Mageuzi) alipinga mpango wa Tanesco wa kupeleka umeme wa uhakika mkoani Kigoma mwaka 2016 akisema ni mbali mno na hiyo itaathiri mradi wa kutengeza saruji uliopangwa kuanza mkoani humo.

    Alisema katika kipindi kifupi alipatikana mwekezaji kutoka Marekani, lakini alishindwa kuwekeza katika kiwanda ambacho kingezalisha saruji kwa wingi na kufanya bei ya bidhaa hiyo kupungua kwa kiasi kikubwa.

    Hata hivyo, mbunge huyo aliwataka Tanesco kutafuta fedha hata kama ni kwa kukopa, ili kutimiza malengo yao na kwamba fedha hizo zitaingia katika utaratibu wa tozo kupitia makampuni ya simu za mikononi.

    Kafulila alisema kulingana na idadi kubwa ya Watanzania wanaotumia simu za mikononi, deni hilo linaweza kulipwa ndani ya miaka mitatu.

    Mbunge wa Singida Mashariki, Tundu Lissu (Chadema) alitaja chanzo cha kukwama kwa maendeleo ya Tanesco kuwa ni mikataba mibovu inayoingiwa na watalaamu wa shirika hilo.

    Lissu alilaani utaratibu mbovu wa shirika hilo wa kupitisha maji kwenye mabomba na umeme juu ya nguzo, lakini wananchi wanaoishi katika maeneo hayo wanasikia na kuona faida kwa wengine.

    Waziri wa Nchi, Ofisi ya Rais, Menejimenti ya Utumishi wa Umma, Hawa Ghasia aliitahadharisha Serikali kuhusu mpango wa kutandaza bomba la gesi kutoka Mtwara kwenda Tanga akisema anaamini hawatakubali kwani wanaona mpango huo hauna faida kwao.
    "Watu wa Kusini hawatakuwa tayari kuona mabomba ya gesi yakipita katika mashamba na karibu na nyumba zao wakati wao hawanufaiki na mpango huo,"alisema Ghasia.

    Ghasia alisema kitendo hicho kinawakwaza na kuwavunja moyo wananchi wa maeneo hayo jambo litakalochangia kuhujumu miundombinu hiyo.

    Akijibu hoja ya Mrema kuhusu Dowans, Waziri Ngeleja alisema,"Mheshimiwa Mrema, ili maisha yaende ni vyema watu wakasahau historia ile. Tuliitana majina mbalimbali, lakini sasa tunasema hivi:

    "Serikali haikununua mitambo hiyo, imesema inataka umeme. Ikatokea kampuni ikaiona mitambo hiyo kuwa ni bora na kuiambia Serikali itaizalishia umeme.

    "Sasa kwa kuwa sisi tunachotaka ni umeme hatuna sababu ya kuhoji tena mitambo hiyo ya Dowans,"alisema.

    Ngeleja, pia alimwomba Waziri Ghasia kuwa mtu wa kwanza kuwashawishi wakazi wa Kusini ili waupokee mradi huo wa kuweka bomba la gesi kwa kuwa mipango ya Serikali inafanywa kwa awamu.

    "Mipango hiyo inafanywa kwa awamu. Tunaomba ndugu zetu wa Kusini wakubali bomba lipite ili awamu hii imalizike,"alisema.

    Awali, Katibu Mkuu wa Wizara ya Nishati na Madini, David Jairo alisema Tanesco inakabiliwana changamoto nyingi ikiwamo tatizo la mgawo wa umeme uliotokana na kupungua kwa kina cha maji katika mabwawa yanayozalisha umeme.

    Alisema bwawa la Mtera litafungwa mwezi Agosti mwishoni kutokana na uhaba huo wa maji, lakini Serikali inajitahidi kuweka mipango ya muda mfupi na mrefu kwa ajili ya kupunguza tatizo hilo.

    Wanamuonea Ngeleja; Kikwete alikuwa waziri hapo kwa muda mrefu tu mbona hakutatua tatizo la umeme? Tatizo la umeme linahusiana na CCM. Its as simple as that. Hakuna tatizo la "vyanzo vya umeme" Tanzania.

    Mjomba kweli umedhihirisha kwamba wewe una tatizo dhahiri na Kikwete. Toka alipoondoka pale wizarani ni miaka 16 na baada ya hapo mawaziri kibao (zaidi ya 8) wamepita lakini wewe unakumbuka wakati wake tu. Tena wakati huo hakukuwa na tatizo hili tulilo nalo leo. Ngeleja amekuwa akitoa mipango ambayo hata kwa kuangalia mdomo wake tu haitekelezeki na ahadi alizotoa zote hakuna iliyotimia hata moja. Can't you find other ways of settling scores with Kikwete, than you obsession with this uncalled and unfair criticism?

    Shida niliyo nayo mimi ni kwamba wabunge hawa hawa watampitishia Bajeti yake tena kwa mbwembwe na jioni kuhudhuria pati ya kujipongeza. Hivi hakuna vote of no confidence dhidi ya waziri?

    Ngeleja lazima awajibishwe ameshatoa kauli zaidi ya mara3 mgao mwisho lakini Mgao ndo unazidi afadhali ya jana mie nawashangaa hawa wabunge nao wanalalamika kama sisi badala yakumwajibisha kwa kauli zake.

    Hata hivyo, mbunge huyo aliwataka Tanesco kutafuta fedha hata kama ni kwa kukopa, ili kutimiza malengo yao na kwamba fedha hizo zitaingia katika utaratibu wa tozo kupitia makampuni ya simu za mikononi.

    Kafulila alisema kulingana na idadi kubwa ya Watanzania wanaotumia simu za mikononi, deni hilo linaweza kulipwa ndani ya miaka mitatu.

    Mbunge wa Singida Mashariki, Tundu Lissu (Chadema) alitaja chanzo cha kukwama kwa maendeleo ya Tanesco kuwa ni mikataba mibovu inayoingiwa na watalaamu wa shirika hilo.

    Lissu alilaani utaratibu mbovu wa shirika hilo wa kupitisha maji kwenye mabomba na umeme juu ya nguzo, lakini wananchi wanaoishi katika maeneo hayo wanasikia na kuona faida kwa wengine.

    Waziri wa Nchi, Ofisi ya Rais, Menejimenti ya Utumishi wa Umma, Hawa Ghasia aliitahadharisha Serikali kuhusu mpango wa kutandaza bomba la gesi kutoka Mtwara kwenda Tanga akisema anaamini hawatakubali kwani wanaona mpango huo hauna faida kwao.
    “Watu wa Kusini hawatakuwa tayari kuona mabomba ya gesi yakipita katika mashamba na karibu na nyumba zao wakati wao hawanufaiki na mpango huo,”alisema Ghasia.

    Ghasia alisema kitendo hicho kinawakwaza na kuwavunja moyo wananchi wa maeneo hayo jambo litakalochangia kuhujumu miundombinu hiyo.

    Akijibu hoja ya Mrema kuhusu Dowans, Waziri Ngeleja alisema,”Mheshimiwa Mrema, ili maisha yaende ni vyema watu wakasahau historia ile. Tuliitana majina mbalimbali, lakini sasa tunasema hivi:

    “Serikali haikununua mitambo hiyo, imesema inataka umeme. Ikatokea kampuni ikaiona mitambo hiyo kuwa ni bora na kuiambia Serikali itaizalishia umeme.

    "Sasa kwa kuwa sisi tunachotaka ni umeme hatuna sababu ya kuhoji tena mitambo hiyo ya Dowans,”alisema.

    Ngeleja, pia alimwomba Waziri Ghasia kuwa mtu wa kwanza kuwashawishi wakazi wa Kusini ili waupokee mradi huo wa kuweka bomba la gesi kwa kuwa mipango ya Serikali inafanywa kwa awamu.

    “Mipango hiyo inafanywa kwa awamu. Tunaomba ndugu zetu wa Kusini wakubali bomba lipite ili awamu hii imalizike,”alisema.

    Awali, Katibu Mkuu wa Wizara ya Nishati na Madini, David Jairo alisema Tanesco inakabiliwana changamoto nyingi ikiwamo tatizo la mgawo wa umeme uliotokana na kupungua kwa kina cha maji katika mabwawa yanayozalisha umeme.

    Alisema bwawa la Mtera litafungwa mwezi Agosti mwishoni kutokana na uhaba huo wa maji, lakini Serikali inajitahidi kuweka mipango ya muda mfupi na mrefu kwa ajili ya kupunguza tatizo hilo.

    Inastajaabisha sana huyu Ngeleja pamoja na kushindwa kazi kwa kipindi kirefu lakini bado yuko kazini. Inaelekea kuna ukweli katika zile rumours zilizoenea nchini kwamba fisadi RA anamkingia kifua huyu hivyo Kikwete kamwe hawezi kumstaafisha kwa manufaa ya umma pamoja na kuvurunda kulikokithiri kama mkuu wake wa kazi.

    The time for promises, explanations and excuses for the longstanding power problems is over, MPs told the government yesterday.Speaking during a seminar for MPs organised by the Energy and Minerals ministry, parliamentarians said the government should immediately accord the crisis the urgency it deserves.
    They made this observation even as Energy minister William Ngeleja promised that electricity rationing would ease this week when Independent Power Tanzania Limited (IPTL) starts supplying an additional 90MW into the national grid.

    IPTL currently generates about 10MW of its installed capacity of 100MW, but Mr Ngeleja told journalists the Treasury had released funds for the purchase of more fuel that would enable the company to operate at full capacity.

    Earlier during the seminar on the state of electricity generation, MPs told the government that Tanzanians were fed up with “explanations, excuses, theories, promises and grandiose plans”, adding that what they wanted was reliable power supply.

    “We’re not interested in your PowerPoint presentations or grand-sounding plans. What we want is electricity and we want it now! Your expertise or your education is useless to us if you cannot find ways to solve the power problems once and for all,” Mr George Simbachawene (Kibakwe-CCM) told experts from Tanzania Electric Supply Company Limited (Tanesco), who made presentations during the seminar.

    Mr Simbachawene accused Mr Ngeleja of having done nothing to improve power generation since he was given the energy portfolio three years ago.
    Briefing reporters earlier, Mr Ngeleja could not state by how many hours rationing would be reduced, or even saye when IPTL would switch on the rest of its generators. He said Tanesco would issue more information any time from today.

    “What I can tell you is that by August, this year, we expect to increase power production through Symbion from the current 80MW to 112.5 MW, and from Aggreko we expect to get 100MW. This will reduce the shortage that has necessitated rationing,” Mr Ngeleja said.

    As usual, the minister mentioned some of the government’s plans to eaddress the crisis in the next few months, saying a 100MW gas plant and 60MW heavy furnace oil generators would be commissioned in Dar es Salaam and Mwanza, respectively, before the end of the year, taking the total addition of power to the national grid between now and December to 192.5MW.

    However, Tanesco managing director William Mhando said rationing might continue until 2014/15 when power generation would be enough to end load shedding.

    “We can only avoid rationing when there is a generation surplus of 15 per cent of installed capacity. We call this the reserve margin or reserve spin margin. We will reach this in the 2014/15 financial year,” he said.
    On the state of hydropower generation, Mr Ngeleja told reporters that the water level at the Mtera dam had reached 690.87 metres above sea level by Saturday. The level is expected to have dropped to the minimum of 690 metres by August, and this will force the shutdown of the Mtera and Kidatu stations, which currently produce 33MW and 40MW, respectively.

    “We can only continue generating at these two stations at 688 metres if the government permits us as it did in 2008,” Mr Mhando told MPs.
    He added that Tanesco was in talks with the Energy and Water Utilities Regulatory Authority (Ewura) to find ways to increase tariffs, which were “too low to meet power generation and supply costs”.

    “We are now buying a unit of electricity for 12 US cents, but we are selling at eight US cents only, and to make matters worse, over 70 per cent of our revenue goes into purchasing electricity from companies that provide us only 30 per cent of the total power supplied,” Mr Mhando said.

    Mr David Kafulila (Kigoma South-NCCR-Mageuzi) advised the government to revise power purchase agreements with independent power producers (IPPs) so that Tanesco only pays when it does not buy power generated by the companies. Tanesco currently pays capacity charges even when it buys power from IPPs. Mr Mhando and Mr Ngeleja said the suggestion would be considered.

    “We began revising these capacity charges two years ago, and we are now saving about $1 million (Sh1.5 billion) monthly,” Mr Ngeleja said.

    Mr Kafulila also advised the government to charge power contribution fees on mobile phone airtime at the rate of Sh27 per minute, adding that this could earn Tanesco Sh3 trillion in five years. Both the ministry and Tanesco accepted the advice.

    Mr Augustine Mrema (Vunjo-TLP) wanted to know why the government had agreed to buy electricity generated by Dowans plants that were bought by Symbion, while the same government refused to allow Tanesco to buy the generators.

    “We were told that the plants were in a poor condition, that they were second-hand, and so Tanesco could not buy them, but when the Americans came, they bought the same, and we are now being told that they are in a very good condition and will help the country. Why? What is going on here?” Mr Mrema queried.

    Mr Ngeleja appealed to MPs to forget the Dowans issue, saying it was “mired in politics”.
    “I was the one who proposed the purchase of the plants to the government at $59.7 million, but that is now history. The good thing is that we can now still buy electricity from the same plants,” Mr Ngeleja said.
