South Koreas military said that they are ready to retaliate if necessary. In South Korea, the presidential election is coming up in December but they fear that North Koreans action might alter the outcome of the election. Organizations like the anti-North Korean group planned to release balloons with propaganda leaflets on Monday in Imjingak, South Korea. A North Korean official stated that when the balloons are launched, the North Korean Peoples Army will start attacking in Imjingjak and its nearby areas. It also states that the leaflets were a sign of psychological warfare; therefore, North and South Koreans are technically at war. According to the law markers from South Korea, this event happened before but North Korea never followed through with their threat. Though, they will attack back if necessary. Park Sang-hak who is organizing the leaflet event acknowledged that the group is sending facts about the North Korean regime in a very peaceful way
