My taking of this matter is this: CCM understands that tribal/religious roots go much deeper than the shallow flowers of democracy. The problem is for Waislamu to understand is that in competitive politics enfeebled parties like CCM look for the easiest way to establish their superiority in voters' eyes; providing services like health, schools and roads/ fighting impunity is one way of winning electorates approval, but such things are hard to party which suffers from parochialism to deliver! CCM has played ethnic/ religious identity cards before but it failed in the previous attempts, but this time around it has proved incredibly easily.
