    Nimesoma leo na baada ya kufuatilia ule mkutano wa wahandisi kuel Arusha, nimefurahishwa sana na kufunguka kwa mawazo ya watendaji wetu wa "Road Sector" hapa Tanzania.... Article yenyewe ni kutoka kule kwenye "Guardian" ya leo, 28/02/2008

    Ni jambo zuri sana lakini naomba niwashauri wale wenzetu ambao ni wanachama wa JF ambao pia wameshaika mpini kwenye hii sekta.

    Huu mpango wa PPP umepigiwa debe sana na wenzetu wa South Africa, ikiwemo kutolewa mifano wakati wa ile warsha mapema wiki hii kule Arusha. BOT ilifanyika kwa kasi kubwa sana kule Sauzi lakini sidhani kama waSauzi wenyewe leo ukiwauliza wataipamba kama walivyokuwa wanaipamba ile miaka ya mwishoni mwa 90 na mwanzoni mwa 2000. Jamaa waliliingilia hili bila kuangalia mambo muhimu ya utekelezaji na matokeo yake kuna miradi yao mikubwa mitatu ambayo ilianguka headfirst na sasa wana makesi mengi kwenye "Arbitration Courts - International"!!!

    Kwa ufafanuzi angalia mifano hii kule Sauzi ambapo yote ilifeli vibaya sana:
    1. N1 kuanzia Pretoria ambayo wanaiita Platinum Highway! Hapo wale wa "Concession" wanaitwa Bakwena walishindwa kazi kabisa na sasa ni kuitengeneza kila kukicha
    2. Kuna ile N3 inayoenda mpaka Zeerus (mpakani na Botswana to Francis Town), kule napo hawa jamaa wamefeli!!

    Sasa kwa mifano hiyo hai maoni/ushauri wangu ni huu:
    1. Kwa sasa issue ya miradi hapa nyumbani ni swala ambalo mikataba tupo nyuma sana. Nikiangalia miradi ya kujenga 30km ya barabara as a "once off option" yaani design, construct and comissioning imetushinda (angalia Singida, Lindi, Mwanza kule nk); Je tutaweza tengeneza mikataba ambayo ni complicated and sensitive kama ya BOT?? Kuna maswala kama original condition, standard of maintenance, required condition at expiry ya contract, contract duration etc??

    2. Sasa hivi hapa nyumbani kuna kasumba ya "Cheap is the best"... Hii itatumaliza manake kwa mifano ya haraka na mawazo ya wanaJambo wengi humu jamvini ni kwamba kujaa kwa waChina kwenye ujenzi wa mabarabara hapa nyumbani ni kutokana na sisi kuangalia "quantity" na sio "quality" ambayo inawezekana ilipelekea kukimbia kwa makampuni ya nchi za magharibi

    3. Rushwa.... Hapa sihitaji kusema mengi

    4. Jingine muhimu na ambalo ni muhimu ni kwamba nimeangalia kwa haraka nikaona kwamba sehria inatengenezwa (inakuja) lakini sijaona walipoandika kuhusu "Cost recovery mechanism" by the kampuni itakayopewa hizi BOT projects.... Are we going to the most common "Toll Road mechanism" au itakuwa kulipwa kutoka RFB moja kwa moja?? Hapa ninasema hivi sababu kuna vitu kama "Cost Regulation" ambapo lazima tukiangalie sasa haswa tukizingatia kwamba Tanzania budget yetu inategemea kutoka kwenye kodi na haswa ni kwenye mafuta..... Hapa tunaweza kuingia mahali halafu tukajikuta ndio tumemuua kabisa mTanzania wa kawaida manake kutakuwa na effect from top to grass root.

    5. Mwisho ni uchaguaji wa barabara za kuwekwa kwenye hii PPP under BOT. Lazima kuwe na balance ya selection based on importance ya route economically & socially, condition of the road, availability of reliable alternate route, na mengine mengi ya kuangaliwa. Swali ni, Je wakuu mmeangalia au mnategemea kuyaangalia haya??

    Nadhani inatosha kwa leo nimeamu niliweke hili jamvini ili wakuu tuweze kuchangia mawazo kukiwa mapema tusije anzisha mjadala wakati maji yameshafika shingoni!!!

    Wakuu naomba kuwakilisha!!!!

    Ahsante Mkuu..wengine hapa sii wataalamu wa barabara ni wazalendo tu wa nchi yao!

    Ila kweli quality ya barabara zetu ni chini.. and cheap is expensive in the long run!
