    Position Description:

    Africare is an International Non Governmental Organization seeks to fill the position for Regional Grants Officers for implementation of Orphans and vulnerable Children (OVC) Care program in Tanzania in (Pamoja tuwelee program).

    The incumbent will be responsible for management of regional sub-awards to civil societ organizations implementing OVC interventions.

    Duties/Responsibilities:

    Grants Management:

    • Implement the Africare grants management system at system at regional level including screening, evaluation approval and monitoring systems.

    • Monitor and update grantee progress to the zonal Manager on the monthly quarterly and annual program financial and activity progress.

    • Development and implementation of grant compliance materials and training modules for sub-recipients. Orientation of grate sub recipients on the USAID administrative requirements and cost principles for such fund.

    • Provide on-going Monitor grant agreement compliance through on-site supportive supervision visits and program audits.

    Data Management:

    • Coordination, documentation and security of program data and information for use by stakeholders participating in development and implementation of standardized grant tracking tools.

    Financial Management:

    • Technical support to sub-recipients in programmatic and financial reporting.

    • Track financial expenditures against sub recipients progress towards meeting program specific planning and reporting requirements

    • Review of sub grantee monthly financial reports and gives feedback with direction on corrective action

    • Oversees annual work plans by sub recipients with close eye on budgets. Develop and maintain budget tracking and monitoring systems.

    • Ensure for sub-recipients use proper expenditure documentation and control practices and timely submission of required technical and accountability reports.

    • Capacity building of sub recipients especially on preparation of financial report and budget.

    Qualifications and Experience:

    • Degree in Business Management (Accounting option is an added advantage) or Bachelor Degree in Health Sciences

    • Experience in working with NGOs (Experience with USG funded project is an added advantage)

    • Minimum three years practical experience in grants management, capacity building and program monitoring (including financial reporting) is preferred.

    Additional Qualifications:

    • Strong management and facilitation skills.

    • Excellent communication, organizational and leadership skills

    • Excellent command of English and Kiswahili.

    Following the approval of the High Level Panel Report on the System Wide Coherence in 2006, Tanzania was chosen as one of the 8 countries to pilot the concept of Delivering as One (DaO).

    The overall purpose of UN reform in Tanzania is to ensure a more efficient and effective UN that delivers results in support of national priorities.

    Through avoiding fragmentation and duplication of efforts, the UN will have a greater impact on the development and humanitarian challenges that face Tanzania. The implementation of the DaO requires a "step change" in the way the UN does business.

    The past 3 years of DaO have seen substantial progress in the way the UN agencies operate at the country level.

    There is now a need to sustain and improve further the performance both in programme delivery and operations management. In order to ensure further progress, the Resident Coordinator's Office (RCO) in Tanzania needs the services of a UN Coordination Advisor to lead the RCO team and support the implementation of the 2011-2015 UNCT Vision on DaO and UN Development Assistance Plan (UNDAP)

    Duties and Responsibilities:

    Under the guidance of the Resident Coordinator, the UN Coordination Advisor will

    • Manage the Office of the Resident Coordinator

    • Supervise and guide the work of RCO Staff

    • Oversee and manage the budget of the RCO

    • Be responsible for annual RCO planning and reporting.

    Advice the RC on all matters related to the UNDAP, DaO and inter agency matters:

    • Provide technical and policy advice to the RC on UN wide programme related issues

    • Liaise closely with the Regional and District health authorities in implementation of the cervical cancer screening program in the region.

    • Build working relationship and provide technical support to Pwani Regional and Council Health Management Teams (RHMT and CHMTs) in planning, coordination and supervision of cervical cancer screening activities in the region.

    • Build capacity of the health facility staff to ensure the necessary equipment and supplies including C02 and 5% vinegar are available.

    • Orient PEs and auxiliary staff on cervical cancer screening in order to mobilize women.

    • Work with available community support structures/authorities to mobilize and sensitize the communities in the region to participate in the program.

The holder of the position will also oversee emergency obstetric and newborn care activities in the region. This position is part of a multidisciplinary, cohesive team and requires excellent communication skills and extensive travel.

    Principal duties and responsibilities:

    • Provide direct, onsite support to health care workers working on sites in ICAP supported districts to establish and strengthen services and provide ongoing mentoring and support to implement the national PMTCT guidelines.

    • Work closely with the regional ICAP staffs, the Regional Manager, PMTCT Program Officer and the PMTCT advisor to jointly implement the PMTCT work plan.

    • To provide support for initiation and implementation of early infant HIV diagnosis at ICAP-supported sites and provide ongoing support to health care workers in implementation of EID activities in their respective facilities

    • Develop linkages between various HIV programs and community based organizations within the region.

    • Work with health facility staff, ICAP PSG field officer and HIV positive pregnant/postpartum women from Psychosocial Support Groups to support the establishment and monitor the Psychosocial Support Groups PSG's (FSG's) for PMTCT at the facilities.

    • Collaborate with Adherence and Psychosocial Support officer to ensure proper utilization of peer educators

    • Ensure IEC materials and job aids are available at every PMTCT site.

    • Reviews and maintains a resource binder (resource mapping) of current PMTCT information for Health care worker education purposes and referral resources.

    • Update and maintain a site dossier for assigned geographical area as per ICAP SOP for site support

    • Help facility staff improve preparation and use of ma:t11hly summary reports on PMTCT. Assist in quarterly data collection from the health facility for reports to NACP and ICAP.

    • Establish and maintain a strong relationship with health facility staff delivering PMTCT services in districts.

    • Work closely with the regional PMTCT program officer and central PMTCT Advisor to ensure quality implementation of the program.

    • Ensure timely ordering and stocking of PMTCT drugs, supplies and equipment including FP commodities. Travel to the sites to oversee prg ram implementation (travel up to 90 0'0 of the time in the field)

    Columbia University's International Center for AIDS Care and Treatment Programs (ICAP) in Tanzania, works in partnership with the Ministries of Health and Social Welfare (MOHSW) in mainland and Zanzibar. ICAP Tanzania provides quality comprehensive family focused HIV Prevention, Care and Treatment services at 127 health facilities. The facilities involved include regional and district hospitals, health centers and dispensaries in Kagera, Kigoma, Pwani and Zanzibar. This program is part of a broader US Government HIV / AIDS initiative in Tanzania and receives funding from Centres for Disease Control Tanzania (CDC), PEPFAR and the support of the American People. A key aspect of the program is to build the capacity of the MOHSW, at the national and sub-national levels, and indigenous CBO/NGOs to manage HIV programs including financial, administrative, program management and technical advisory skills. The program has employed competent dynamic individuals with programmatic understanding, clinical background as well as public health management knowledge in implementing the program objectives.

    Org. Setting and Reporting

    International Criminal Tribunal for Rwanda, Division of Administrative Support Services, General Services Support Section.

    Responsibilities

    • Under the direct supervision of Chief of General Services Support Section, the incumbent is responsible for the following activities:

    • overall supervision of activities of Assets Management unit including preparation and submission of periodic and special reports;

    • plan and preparation of cost estimates and budgets of various units under GSSS considering long term plan; Staff management of the unit.

    • Identify operational and administrative problems of the unit and recommend the solutions.

    • Manage, monitor and follow up action on Support Services allotment accounts and other activities;

    • organization, operational planning, management and day to day administration of the following components within General Services & Support Section:

    • Claims/Property Disposal Unit /Property Survey Board- preparation and processing of property write-off and claims cases; Receipt, storage and disposal of write-off of UN owned property as per LPSB recommendation; produce periodical reports on claims and disposal.

    • Receiving & Inspection (R&I) - ensure all goods and assets are properly received and recorded in close liaison with the Asset Managers and in accordance with UN rules and regulations; produce periodical reports.

    • Property Control & Inventory Unit (PCIU)- ensure regular and timely inspections of all ICTR owned equipment as per UN rules and regulations and produce reports and answer the audit quires. Good working knowledge in Galileo and FACS.

    • Supply Unit - Develop, review, monitor, access and manage technical contracts for the provision of support services such as external printing services, photocopying services, dry-cleaning and laundry services, Air-OPS- ground handling/landing and parking services and jet-fuel etc for the UN Beech-Craft; Mail Operations, Freight Services for goods purchased by the Tribunal etc;

    • Initiates actions in FACS/Galileo to receipt, store, issue goods to the end users, maintenance and disposal of assets.

    • Establish and review requirements related to equipment and general supplies for the tribunal.

    • perform other duties as may be directed by the Chief of GSSS.

    Education

    Advanced university degree (Master's degree or equivalent) in Business Administration or Logistics Management or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

    At least 5 years of progressively responsible experience in support services and demonstrated expertise in logistics/supply/asset management or related field. Experience gained in UN operations is essential.

    Languages: English and French are the working languages of the United Nations International Criminal Tribunal for Rwanda (ICTR). For the post advertised, fluency in oral and written English is required. Knowledge of any other UN official working language would be an advantage.

    The project director provides strong management leadership and operational oversight for the UJANA project.     Minimum Requirements:

    BS/BA and 9-11 years relevant experience with international development programs and includes 3-5 years of supervisory experience; MS/MA in public health or related field and 7-9 years relevant experience with international development programs and includes 3-5 years of supervisory experience; PhD/MD or equivalent degree and 5-7 years relevant experience with international development programs and includes 3-5 years of supervisory experience. Overseas field experience required.

    LDSP SCHOOL OFFICER - Intervita Onlus
    Intervita Onlus is an Italian, non-confessional, non-political, independent Non-Governmental Organization (NGO) cooperating for development. It collaborates with local partners in thirteen countries of the World, in order to improve the living conditions of vulnerable populations and to fight against poverty and inequality.




    The projects of Intervita are multidimensional. They are focused onto education, health, food security, economic development, gender parity, child rights and environment.     LDSP SCHOOL OFFICER



    S/he will be responsible for:

    - LDSP operations in the schools, such as information about students, photo collection, activities with children and teachers

    - Constant relationship with school staff, in order to monitor and update the information

    - Processing of LDSP data

    - Preparation of material and information to be sent to the Italian headquarter

    - Perform any other duty connected to the function, that might be assigned by the Country representative and/or the Project Officer



    Candidates' profile:

    - Bachelor's degree in Social Work / Social Administration / Community Development or equivalents

    - Previous experience in community work (experience with children is an advantage)
