The post holder will provide a variety of administrative support services in budget, banking or any other administrative matters to the Head of the Regional Bureau (RB) , and the officers assigned to the RB. The incumbent will be responsible for ensuring that the bureau is equipped with the appropriate office supplies, and will also be expected to assist in the organization of meetings and working groups, providing support services as and where needed.

Principal tasks - activities

Duty 1. As directed, perform administrative and general support duties within the RB and ensure the efficient preparation and expedition of correspondence and documentation in relation to the daily work carried out by the RB.

  • Register incoming and outgoing mail, and ensure that all documents can be traced easily by maintaining an efficient filing system to assist both the personnel of the RB, and other officials who may request a document linked to the RB’s activities and/or projects.
  • Keep available all necessary materials to enable the Head of the RB and the officers to prepare letters, reports, etc.
  • Prepare routine correspondence and other correspondence as requested by the Head of the RB and the officers.
  • Handle specific files such as budget, logistics, banking or any other administrative and/or assignments at the request of the Head of the RB.
  • Respond to internal/external requests as they concern all the activities of the RB.
  • Ensure that the offices of the RB are well maintained and ensure that it is well stocked with sundry supplies.
Duty 2. Provide support to the Head of RB by preparing correspondence and handling specific files and act as a replacement during the secretary’s periods of absence.

  • Prepare, process, type and format correspondence and documentation.
  • Respect administrative instructions and deadlines imposed regarding the processing of files.
  • Assume an active role in the preparation and organization of missions, international meetings and regional conferences. Perform a secretariat function for meetings and conferences as necessary.
Duty 3. Receptionist duties, receiving visitors and responding to telephone calls.

  • Be responsible for greeting and looking after visitors to the RB and either direct or accompany them to their respective appointments or meetings at the RB premises.
  • Respond to telephone calls received at the RB and ensure that the caller is put through to the appropriate person and take messages when necessary.
  • Make telephone calls as requested by the Head of RB or his secretary to set up appointments, meetings, obtain information, check flights schedules etc.
Duty 4. As directed by the Head of RB, undertake personnel-related administrative tasks.

  • Maintain and develop a local contact network with Government departments in order obtain information and/or documentation to facilitate the execution of personnel-related procedures i.e. applications for visas, resident permits, insurance etc.
  • Ensure that all the administrative procedures are followed with respect to the assignment of new personnel to the RB.
  • Assist newly-arrived personnel with their installation and orientation.
  • Ensure that personnel forms, documents and annual evaluation reports are completed in a timely manner.
Duty 5. Provide administrative support to all officers assigned to the RB in support of its activities.

  • Ensure the implementation of administrative directives from the Executive Directorate Police Services and NCB and Regional Police Services Directorate.
  • Any other tasks assigned by the Head of the RB and/or officers to facilitate the functioning of the RB from an administrative perspective.
Minimum Requirements for the post

Training/Education required

  • A vocational diploma in secretarial support or related area.
Languages

  • Professional fluency in English;
  • Knowledge of a local language
  • Knowledge of another of the Organization’s official languages.
Experience required

  • A minimum of 1 year experience in an administrative position.
  • Experience in a national or regional police organization would be an additional asset.

Working conditions

Remuneration: INTERPOL does not pay a salary to seconded officials. Depending on the nationality of official, an expatriation allowance may be paid for a maximum period of six years.

The incumbent will be occasionally required to work irregular hours or overtime based upon workload.

This post requires occasional travel on missions, sometimes of a long duration and at a short notice.

Confidentiality Regime

In application of Article 114.1 of INTERPOL’s Rules on the Processing of Data (RPD), the General Secretariat is “responsible for determining authorization procedures or a system of security clearance at each data confidentiality level”. Member states which are not able or willing to assist INTERPOL in performing such a check should be aware that some INTERPOL information might not be made available to their nationals working at INTERPOL.

In order to be able to access police information classified as “INTERPOL For official use only” or “INTERPOL RESTRICTED”, the individual has to obtain “INTERPOL Restricted” security clearance. This clearance is granted after Basic security screening.

For seconded or other officials assigned to work or assist at the General Secretariat by a member country, in lieu of Basic security screening, the respective NCB shall attest that the equivalent of the INTERPOL Basic security screening has been satisfactorily completed. This means that the following verifications will not be performed by the General Secretariat but are considered to have been taken care of by the respective NCB.

In order to be able to access police information classified as “INTERPOL CONFIDENTIAL”, the individual has to obtain “INTERPOL Confidential” security clearance. This clearance is granted after Enhanced security screening.

Under no circumstances should clearance be granted simply because of an official’s rank, post held, or length of service. Staff may only gain access to General Secretariat premises and to police information if the appropriate INTERPOL security clearance has been obtained. In order to reduce the secondment timeline, and as the Enhanced security screening may take some time, the seconded Official requiring INTERPOL Confidential security clearance may be authorized to start the secondment if the NCB can confirm that the equivalent to Basic security screening has been performed. Access to INTERPOL CONFIDENTIAL information will not be authorized until Enhanced security screening is confirmed.
