Title: Field Office Program Co-coordinator

Location: Tabora

Reports To: Associate Director of Field Programs

Essential Responsibilities:
In collaboration with the Ministry of Health, USAID, CDC and local partners, our objective is to expand PMTCT and Care and Treatment programs within the National plan. EGPAF provides grants to local partners to assist health care facilities in the implementation of the PMTCT and Care and Treatment services. Reporting to the Associate Director of Field Programs, the Field Office Program Co-ordinator is responsible for direct oversight of program staff for Tabora office and monitor project contracts within the program for Project HEART, care and treatment and PMTCT in the area, ensuring that the program and program staff and site staff deliver the designed objectives and impact. Also in so doing is responsible for the programme work that supports implementation of the country strategy.
[h=1]Duties: [/h] The Field Office Program Coordinator is responsible to the Associate Director of Field Programs based in Dar es Salaam. Essential duties and responsibilities include, but are not limited to, the following:

MAJOR ACTIVITIES OF THE JOB

Responsibility 1: Supervision and mentoring of program staff in Tabora

Human resources management:
- facilitate and participate in the recruitment of program staff for Tabora
- Orient and mentor new program staff for the program
- Complete performance management activities for direct reports and recommend personnel actions to the HRM in consultation with the Associate Director of Field Programs and Associate Director of Operations

Individual and team performance management:
- Support program staff and their teams to develop and implement individual and joint work plans of high quality and relevance to the country strategy plan
- Provide mentoring and coaching to program staff to develop identified competencies, and promote team building

Project performance management:
- Ensure that all program staff are familiar with program objectives for care and treatment and PMTCT; identify gaps in capacity among program staff and other program staff, and provide on-the-job training and capacity-building accordingly

Financial, administrative and logistics management:
- Ensure that all program staff are conversant with EGPAF's financial, administrative and logistical systems, and apply them properly and consistently;

- Review program budgets forecasts and approve and tracking budget against expenditure and proper use of approved budgets and share with the ADFP;

- Ensure proper financial records are kept, financial procedures are followed and monthly financial reports are submitted to the country office on time

- Represent EGPAF in the field offices meetings, providing back-stopping support with programme support staff

Responsibility 2: Oversight of program activities in the region and ensure implementation

- Provide technical inputs and assistance to districts and health facilities with particular reference to implementation of the PMTCT and care and treatment program, supervision and other relevant activities.

- Assist in identifying new partners for PMTCT and/or Care and Treatment service implementation in the region.

- Receive and review program officers narrative reports and ensure proper finalisation in a timely manner, and submit final versions to the Technical Advisors and Technical Director with a copy to the Associate Director of Field Programs

- Support follow-up of issues raised by program officers and C&G staff from sites
- Liaise with visiting donors or their representatives, representing EGPAF in management meetings, and back-stopping program officers in their routine interaction with sites and other partners

- Ensure United States Government rules and regulations as well as the Foundation's policies are followed by all staff and partners implementing the programs

Responsibility 3: Participate in the development of country office staff to consistently apply agreed programme tools
- Be conversant with the agreed program implementation plan, Monitoring and Evaluation standards and tools, participate in design and implementation of programme technical and co-ordination meetings, and provide support to program and operations staff

- Provide leadership to EGPAF's program staff in developing and sharing best practice experience, and ensure that technical staff have up-to-date information about national guidelines, policies and protocols

- Work with closely with the Technical Director to provide technical guidance to the initiatives of the program

Responsibility 4: Other Duties
The FOPC will be expected to undertake other duties from time to time, as discussed and agreed with the Associate Director of Field Programs or his delegate.

Required Qualifications
· Medical Officer or Nursing Officer preferably with Masters in Public Health or related field

  • Demonstrated experience in managing human and financial resources
  • At least four years professional experience in HIV program management and practical experience in HIV/AIDS programs in developing countries is required

Desired qualifications

  • Ability to oversee program implementation in care and treatment and PMTCT with minimal supervision
  • At least five years experience in HIV&AIDS program management and in working with INGOs in a rural or peri-urban health facility in Tanzania
  • Practical experience in treatment with ARVs and or PMTCT would be an added advantage
  • Proven ability to manage more people and handle multiple tasks simultaneously, set priorities and work independently
  • Strong computer literacy
  • Fluency in written and spoken English and Kiswahili
  • Ability to work as part of a team and motivate a team


Job Title: Program Officer, Laboratory services

Responsible to: Field Office Program Coordinator, Regional Technical
Team Lead and Program Coordinator Laboratory Services
Technical Supervisor: Program Coordinator Laboratory Services

Purpose of post:
The purpose of this position is to strengthen the implementation and management of overall laboratory quality assurance activities and training as needed for the EGPAF supported sites in Tabora region. The Program Officer Laboratory Services [POLS] will provide technical assistance to laboratory sites and/ or serve a coordinating role in ensuring that the appropriate resources are recruited in order to assist sites in maintaining the highest level of quality systems. The POLS will report to Regional Technical Team Lead (RTTL) and Program Coordinator Laboratory Services (PCLS) at EGPAF Tanzania HQ in DSM.

Location: Tabora region

MAJOR ACTIVITIES OF THE JOB

All activities mentioned below will be performed under the leadership of the PCLS and RTTL.

Ensuring good quality clinical laboratory testing in EGPAF supported regions, districts and sites

· Conduct assessments of needs, site- and staff readiness at new sites.
· Conduct ongoing assessments of Laboratory Quality Systems within the EGPAF supported labs; identify areas for quality improvement and provide advice and technical assistance.
· Ensure that SOPs, laboratory manuals, guidelines, worksheets and forms are being appropriately utilized at all sites and assist in the modification of these forms whenever appropriate.
· Ensure constant availability of reagents/ other lab supplies and equipment proper functioning to the sites
· Prepare and facilitate trainings for laboratory staff and other stakeholders, to ensure quality of lab services.
· Liaise with the EGPAF Technical Team at Field office and EGPAF Tanzania HQ (Dar es Salaam) and provide strategic technical guidance on laboratory activities in field and strategies for improvement.

Capacity building of lab services in districts and sites:


  • Liaise with Laboratory Quality Officers and other stakeholders in the region in developing strategies to improve and standardize the quality systems through all the EGPAF supported laboratories in the region
  • Liaise with the RTTL, PCLS and other POLS to identify additional regional and international technical assistance needs and resources for laboratory quality assurance
  • Actively propose innovative strategies for strengthening laboratory activities in the region, including the local capacity to implement and supervise these activities.

Reporting and documentation of lab services in the organization to Field Office and EGPAF Dar es Salaam


  • Follow up to receive quarterly lab reports and produce laboratory improvement reports.
  • Collaborate with other EGPAF staff to regularly inform all local stakeholders about the EGPAF supported laboratory activities in the region.
  • Provide any other information / reports as requested by senior management.
  • Involved in documentation of technical findings e.g. piloting

Meetings:

  • Participate in annual lab technical meetings organized by EGPAF PCLS
  • Participate in partners and other stake holders meeting for lab issues

Qualifications:
· Applicants must be the laboratory technologist completed from the Government recognized institution
· At least four years bench laboratory experience in general clinical laboratory testing, including HIV rapid test and ELISA testing, Immunophenotyping test (CD4 testing), Hematology, Clinical Chemistry, Microbiology and Parasitology
· Supply chain and EID issues knowledge
· Capable of using different machines; FACS Count, FACS Calibur, ABX Micros 60, Screen Master and Pentra 80 machines, Fully etc.
· Attended Good Laboratory Practice/ Good Clinical Laboratory Training, Laboratory Safety Management Training and additionally Transportation of infectious materials training (IATA)
· Ability to conduct Laboratory trainings and Supportive supervision
· Writing and performing Lab presentation
· Ability to plan, develop and work independently
· Familiarity with the Tanzania MOHSW laboratory guidelines and policies
· Clear demonstration of interpersonal skills and ability to communicate (written and oral communication) effectively
· Basic knowledge in computer soft ware applications such as MS Word, Excel, and the Internet.
Job Title: Program Officer, Community Linkages

MAJOR ACTIVITIES OF THE JOB
In collaboration with the Ministry of Health, CDC, USAID and local partners, EGPAF implements two main projects in assigned regions of Tanzania. The main goal for Project HEART is to "save lives, preserve families, and restore hope to communities devastated by HIV/AIDS''. The second project of Call To Action aims at ''reducing mother to child transmission of HIV/AIDs by providing technical and financial support to prevent new born babies being infected ''.
Under the supervision of the Field Office Program Coordinator [FOPC] and the Program Coordinator Community Linkages [PCCL], the Field Officer Community Linkages [FOCL] will provide leadership in community initiatives that support effective referrals and follow-up of clients between the health facilities in the project sites and the surrounding communities that promote care and treatment and PMTCT services.

RESPONSIBILITIES AND TASKS

Essential Duties

The FOCL will function as part of the team to provide technical leadership in facilitating collaboration and networking between the facility based activities for PMTCT and care and treatment with the ongoing HIV&AIDs related services in the community and ensure that effective linkages within the health facilities and follow-up mechanism for care and treatment adults, positive pregnant women and exposed children are in place.

Specific responsibilities (include-, not limited to-)

Under the leadership of the FOPC (responsible for daily management of the Field Office) and the PCCL (responsible for the overall leadership of EGPAF's community activities):

· Strengthen capacity of partners and PLHA support Groups in improving community linkages;
· Work with the sites to strengthen linkages within the different departments and programs of the health facilities;
· Provide technical support in best approaches for improving referrals and follow-up of clients in the community;
· Participate in development and translation of IEC materials for the community support;
· Organize trainings for lay counselors in the project areas;
· Provide mentorship for the site liaison persons and lay counselors;
· Conduct routine site visits for technical support and improvement of performance in related program areas;
· Monitor implementations of community linkages by the sub-grantees;
· Share experiences of implementing community linkages with other EGPAF staffs and other partners;
· Assist field community linkage officers in planning and implementing their duties;
· Compile and prepare quarterly programmatic report on community linkage activities;
· Take a leadership role in identifying field success stories for publication;
· Participate in preparation and planning for different EGPAF meetings;
· Initiate regional meetings for HIV/ AIDs partners to increase networking in the project areas;
· Represent the organization in different collaboration meetings between the government and other CBOs and NGOs that focus on strengthening continuum of care in the community;
· Work with the field officers to facilitate networks and linkages between the sub-grantees with potential organizations that are involved in supporting PLHAs (in counseling, nutrition and income generating programs) in the project sites;
· Willingness to travel up to 30% nationally and on occasions internationally (travel will be planned as much as possible during the week);
· Undertake any other duties as assigned by the FOPC or PCCL.

Job specifications

· Degree in Social sciences or equivalent, CO, or Nursing Officer; preferably with Masters in Public Health.
· Preference will be given to the following:
o Previous training in PMTCT according to the Tanzania NACP guidelines will be preferred.
o Experience in providing RH services and/or PMTCT program implementation.
o Proven experience with working with community based programs
o Writing analytical reports.
· Computer literacy, with comfortable working experience with the basic Microsoft packages (Word, Excel & power point).
