    Kampuni ya Dowans Tanzania Ltd imetangaza rasmi zabuni ya kuuza mitambo yake ya kuzalisha umeme ikiwa ni miezi mitatu baada ya serikali kusitisha mkataba wake na Shirika la Umeme Tanzania (Tanesco).

    Dowans Tanzania Limited ilirithi mkataba wa kuiuzia umeme wa megawati 120 Tanesco kutoka kwa Kampuni ya Richmond Development LLC ambayo baadaye iligundulika kuwa ni kampuni hewa. Serikali ilifikia uamuzi wa kusitisha mkataba huo Agosti mosi mwaka huu baada ya kuridhika kuwa mkataba huo haukuwa halali wala haukuwa na nguvu kisheria.

    Serikali pia ilisema ilibaini iwapo mkataba husika ungekuwa halali, uhamishaji wa mkataba kutoka RDVCO badala ya Richmond Development LLC kwenda Dowans Tanzania Ltd, haukufuata msingi wa mkataba.“Hivyo uhamishaji haukuwa halali na ifahamike kwamba mkataba ulikuwa baina ya Richmond Development Company LLC na Tanesco na siyo na REDVCO na Tanesco,” alisema.

    Tangazo ambalo limetolewa na kampuni hiyo leo kwa vyombo vya habari, limesema watu au kampuni makini ambazo zitakuwa na nia ya kununua mitambo hiyo wanakaribishwa kuinunua. Kutolewa kwa tangazo hilo la kuuza mitambo yake, huenda ikawa ni ishara ya kampuni hiyo kufungasha virago baada ya kimya kingi tangu mkataba huo usitishwe.

    Baada ya kusitishwa kwa mkataba huo, Tanesco imekuwa ikitumia pamoja na vyanzo vingine vya umeme, mitambo yake ya megawati 100 iliyojengwa na Kampuni ya Watsilla ya Finland ili kufidia upungufu uliotokana na kuondoka Dowans. Tanesco pia imekuwa ikinunua umeme kutoka kwa kampuni za Songas na IPTL.

    Siku chache baada ya kusitishwa kwa mkataba huo, mmoja wa maofisa wa Dowans aliiambia HabariLeo kuwa walikuwa na njia nyingi za kufanya na mitambo hiyo ikiwa kuikodisha au kuiuza kwa watu wengine. “Kukatishwa kwa mkataba haina maana hatuwezi endelea na kazi, tutatafuta wateja wengine kama kampuni za migodi na kuwauzia umeme au tunaweza kukodisha mitambo yenyewe,” alisema ofisa huyo.

    Kwa mujibu wa tangazo hilo, mitambo hiyo ina mashine tano za uzalishaji wa umeme ambazo mnunuzi atazinunua kwa bei ya hali yake ilivyo kwa wakati wa kununua. “Vifaa vyote ikiwa pamoja na vipuri na vifaa vingine vya pembeni vipo na vitauzwa kwa pamoja kama bidhaa moja,” lilisema tangazo hilo.

    Mkataba kati ya Tanesco na kampuni ya Richmond Development LLC umekuwa ni mmoja wa mikataba ambayo ilivuta hisia za watu wengi kitu ambacho kilisababisha kuundwa kwa Kamati iliyokuwa chini ya uenyekiti wa Mbunge wa Kyela, Dk. Harrison Mwakyembe (CCM), ambako kutokana na ripoti hiyo, aliyekuwa Waziri Mkuu Edward Lowassa alijiuzulu.

    Wengine waliojiuzulu ni aliyekuwa Waziri wa Nishati na Madini, Nazir Karamagi na Ibrahim Msabaha ambaye alikuwa Waziri wa Wizara hiyo na kabla ya kuhamishiwa Ushirikiano wa Afrika Mashariki. Kutokana na mapendekezo ya ripoti hiyo, serikali iliahidi kuyafanyia kazi mapendekezo ya ripoti hiyo, ambapo moja ya hatua iliyochukuliwa ni kusitisha mkataba na Dowans.

Serikali ilifikia uamuzi wa kusitisha mkataba huo Agosti mosi mwaka huu baada ya kuridhika kuwa mkataba huo haukuwa halali wala haukuwa na nguvu kisheria.

    Tangazo ambalo limetolewa na kampuni hiyo leo kwa vyombo vya habari, limesema watu au kampuni makini ambazo zitakuwa na nia ya kununua mitambo hiyo wanakaribishwa kuinunua. Kutolewa kwa tangazo hilo la kuuza mitambo yake, huenda ikawa ni ishara ya kampuni hiyo kufungasha virago baada ya kimya kingi tangu mkataba huo usitishwe.

    Baada ya kusitishwa kwa mkataba huo, Tanesco imekuwa ikitumia pamoja na vyanzo vingine vya umeme, mitambo yake ya megawati 100 iliyojengwa na Kampuni ya Watsilla ya Finland ili kufidia upungufu uliotokana na kuondoka Dowans. Tanesco pia imekuwa ikinunua umeme kutoka kwa kampuni za Songas na IPTL.

    Tutanunua mitambo ya Dowans tukishauriwa – Ngeleja

    Serikali imesema itakuwa tayari kununua mitambo ya Kampuni ya Dowans Tanzania Ltd endapo Shirika la Umeme Tanzania (Tanesco), litaishauri kufanya hivyo. Dowans Tanzania Ltd jana ilitangaza rasmi zabuni ya kuuza mitambo yake ya kuzalisha umeme ikiwa ni miezi mitatu baada ya serikali kukatisha mkataba wake na Tanesco.

    Waziri wa Nishati na Madini, William Ngeleja aliiambia HabariLeo jana kuwa kimsingi serikali haitakuwa na tatizo na mitambo hiyo endapo wataalamu wa Tanesco watashauri hivyo. “Tanesco ndiyo wataalamu wetu, tutawauliza wakisema tununue tutanunua, lakini kwa kufuata taratibu na sheria za manunuzi ya mitambo hiyo,” aliongeza Ngeleja.

    Endapo serikali au Tanesco watanunua mitambo hiyo, itasaidia kupunguza uwezekano wa kutokea mgawo wa umeme mara mitambo mingine ikipata hitilafu. Mwezi uliopita, Tanesco ililazimika kutangaza mgawo wa umeme baada ya mashine moja ya Kampuni ya Songas yenye uwezo wa kuzalisha megawati 40 kuharibika.

    Hata hivyo, Meneja Mawasiliano wa Tanesco, Badra Masoud alisema jana kuwa shirika hilo halijaamua kama watanunua au la. Alisema watatoa taarifa uamuzi ukifikiwa. Dowans Tanzania Limited ilirithi mkataba wa kuiuzia umeme wa megawati 120 Tanesco kutoka kwa Kampuni ya Richmond Development LLC ambayo baadaye iligundulika kuwa ni kampuni hewa.

    Serikali ilifikia uamuzi wa kusitisha mkataba huo Agosti mosi mwaka huu baada ya kuridhika kuwa mkataba huo haukuwa halali wala haukuwa na nguvu kisheria. Tangazo lililotolewa jana na kampuni hiyo lilimtaka mtu yeyote, taasisi, kampuni itakayotaka kununua mitambo hiyo ipange bei inayoona inaweza kutoa kuipata mitambo hiyo.

    badala ya kuzungumzia kukunua mitambo hiyo au la, Ngeleja anapaswa kutuambia hasara tuilitoipata baada ya kuingizwa mkenge na akila Gile wa Richmond tunalipwaje? Suala la kununua mitambo wala si la kusumbua na si lazima tuinunue hiyo na Rostam kwani kamati ya Mwakyembe ilishaonyesha iwapo tutaihitaji mitambo tutaipata wapi na vipi, tena kwa bei nafuu.
    naishauri serikali iachane kabisa na mpango wa kununua mitambo hiyo na iangalie masuala ya kulipwa fidia ya hasara waliyotusababishia

    JENERETA za kufufua umeme za kampuni ya Dowans Tanzania Ltd ambazo zinatumia gesi asilia na ambazo ziliibua mjadala mkubwa wakati serikali ilipotaka kuzinunua, zimeuzwa nje ya nchi kwa zaidi ya Sh101 bilioni.

    Kampuni ya kufua umeme ya Cyprus, Independent Power Corporation (IPC) ndiyo iliyonunua mitambo hiyo yenye uwezo wa kuzalisha megawati 112.

    Kwa mujibu wa taarifa iliyotolewa nchini Uingereza na mkurugenzi mtendaji wa IPC, Peter Earl, kampuni yake imeshafikia makubaliano ya kununua mitambo hiyo na kampuni ya Dowans Tanzania.

    Kwa mujibu wa habari za kuaminika kutoka Shirika la Umeme (Tanesco), mitambo hiyo imeuzwa kwa kampuni ya IPC kwa gharama ya dola 77 milioni za Kimarekani (sawa na zaidi ya Sh101 bilioni za Kitanzania).

    Pamoja na kwamba Tanesco hawakuhusishwa katika uuzwaji wa mitambo ya Dowans, imeuzwa kwa zaidi ya dola milioni 77 za Kimarekani kwa kampuni ya IPC, kilisema chanzo chetu
    Akizungumza na gazeti hili jana mbunge Kigoma Kaskazini (Chadema), Zitto Kabwe aliitaka serikali isiruhusu mitambo hiyo kuondoka nchini.

    Zitto, ambaye pia ni mwenyekiti wa Kamati ya Hesabu za Mashirika ya Umma (POAC), alifafanua kwamba mitambo hiyo haipaswi kuruhusiwa kuondoka nchini kutokana na kuwepo kwa kesi baina ya Tanesco na Dowans pamoja na kampuni hiyo kudaiwa Sh12 bilioni na serikali.

    Tunawezaje kuacha mitambo iondoke wakati hatuna umeme,alihoji Zitto na kuongeza: Serikali isiruhusu mitambo ya Dowans iondoke nchini kwa kuwa kampuni hiyo inadaiwa na serikali. Pia kuna kesi mahakamani.

    Waziri wa Nishati na Madini, William Ngeleja hakuwa tayari kuzungumzia suala hilo alipotafutwa na Mwananchi.
    Kwa sasa siwezi kusema lolote kuhusu hizo taarifa za uuzwaji wa mitambo ya Dowans, alisema Ngeleja.

    Taarifa za kuuzwa kwa mitambo hiyo ziliibuliwa wiki iliyopita jijini Dar es Salaam katika ofisi ndogo za Bunge, wakati wa kikao cha kujadili ripoti ya hesabu za Tanesco za mwaka 2008.
    Ripoti hiyo ilikuwa imewasilishwa kwa kamati ya POAC.
    Taarifa ya kuuzwa kwa Dowans ilibainishwa na Zitto katika kikao hicho.

    Sasa walitegemea jamaa auweke tu kama pambo pale Tanesco, kauza 101b, anakata 12b za Tanesco na kubaki na balance yake...kwa wabongo haisumbui, mbona kuna vibatari vya kutosha na majenereta ya mchina ya bei poa.

    mambo ya ajabu. kweli Nchi hii ni shamba la bibi. kimsingi hapa serikali inatakiwa kuitaifisha hiyo mitambo . leo hii bei ya umeme iko juu mara mia zaidi ukifananisha na majirani wenzetu sababu ya mitambo hiyohiyo. ningeliweza kuingia vichwani mwa watanzania wenzangu , ningeliwashawishi tuwakatae wahusika na chama chao waliotufikisha hapa.     IPC today announces that its Cyprus based affiliate, IPC Independent Power Corporation (Cyprus) Limited has entered into an agreement to acquire the Dowans Power Plant in Tanzania with an installed capacity of 112 MW.

    IPC is one of the United Kingdom's leading developers and operators of power plants. Since it was founded fifteen years ago by Colin Moynihan, British Energy Secretary under Margaret Thatcher and John Major, and Peter Earl, an investment banker, IPC has developed, owned or operated more than 4,000 MW of thermal and hydro plant. It has operated power capacity for British Petroleum and the Ras al Khaimah Investment Authority. IPC has spun off two regional power companies serving Latin America and South Africa both of which are quoted on the London Stock Exchange. Rurelec PLC is the largest British power company in Latin America with some 700 MW of installed capacity. IPSA Group PLC owns and operates South Africa's first gas fired power plant which is also the countrys first combined cycle plant.

    IPC today has operating contracts in Argentina, Bolivia and the United Arab Emirates and is developing some 1,500 MW of new gas fired capacity in Bangladesh, Indonesia, Moldova and the United Kingdom.

    Ukiunga dots vizuri unaona hiyo kampuni ya IPC inavery powerful political connections ndani ya UK. Kwa hiyo in hindsight hao waingereza MI-5/MI-6 pamoja na CIA wanatumia mwanya wa ujinga na ulafi wa viongozi wetu kuhakikisha hatutoki kwenye lindi la umaskini.
