    A Cross section of Members of Parliament have expressed grave concern over the cartel of oil dealers who for the second day running yesterday defied the government order to lower pump prices in line with the Energy and Water Utilities Authority (Ewura) indicative and cap prices.

    An MP said oil dealers had guts to defy the order because they colluded with government officials who held shares in big oil companies operating in the country.

    The law-makers were giving their views in separate interviews with `The Guardian`.

    Oil companies hiked pump prices of petroleum products during Yearend festivities, compelling the government, through Ewura, to intervene and set lower fuel prices.

    The Busega legislator, Dr Raphael Chegeni said that oil dealers were being stubborn because some government officials were part of the problem.

    ``The oil dealers can`t be stubborn for nothing. That`s why they have the guts to refuse lowering the fuel prices because some government officials have shares in oil companies,`` said Dr Chegeni.

    He said that the government should not deal with the pricing issue only, but also finance the Tanzania Petroleum Development Corporation (TPDC) to enable it purchase oil and distribute it to the dealers.

    ``The only way out is to finance TPDC because once dealers buy oil in this way, the government would be able to control the oil prices,`` he said.

    He said if the government used sheer force, oil companies would simply choose to close down their stations.

    If the oil dealers cannot do what the government wants, they would rather close down their filling stations, the way others have already started.

    The government should seriously deliberate on this matter,`` he said .

    Kigoma-north law-maker Zitto Kabwe said that Ewura should handle the matter carefully and find out why the oil dealers had defied the order and maintained their stance of charging high prices.

    He said that other oil dealers might have purchased the oil at high price in a way that was hard for them to lower prices simply because of a government warning.

    ``The government should handle this matter seriously. Dealers found guilty of lying should not be given licences,``said Kabwe.

    Lucas Selelii, Nzega Member of Parliament, said that the government has not been making a serious follow-up on oil dealers, including their stock levels, savings and profit.

    ``The oil dealers cannot reduce the oil prices because they know the government doesn’t have sufficient data to compel them to lower the prices because it has never been serious,`` said Selelii.

    He said that serious follow-up would have given the government enough power to compel the oil dealers to reduce the prices.

    Hamad Rashid, leader of the opposition in Parliament said: ``Our government drags its feet when it comes in tackling issues that have directly concern ordinary people.``

    He added that the government was not serious in dealing with the oil crisis because it has lost the required trust, especially with the failure of TPDC to regulate the oil industry.

    A Dar es Salaam resident Hamis Chegele, who telephoned `The Guardian` on yesterday, alleged that the government was hiding the truth to the public that ``it is impossible for oil dealers to ignore the warning.``

    ``Since last year, the oil dealers have been singing a song of clearing old stock. What’s that old stock that is still being sold up to now?

    The Tanzania Revenue Authority is the one that knows how many litres the oil dealers do import, so they should be held responsible,`` he said.

    He said that it was so strange that the oil companies were working under government supervision, yet they couldn`t obey its orders.

    Chegele calls upon the government to allow TPDC to continue importing petroleum products on its behalf.

    A thorough survey carried out on Monday revealed that many filling stations still charged high prices, meaning that they did not comply with the Ewura order, and yesterday some of them remained closed.

    Stations which stopped services in Dar es Salaam include the Morocco Total filling station and Gapco station at Victoria.

    For instance, some Oilcom and Total filling stations in Dar es Salaam were still charging high prices compared to Ewura indicative and cap prices, 1,600/- for petrol and 1,450/- for diesel, while the set price for petrol is around 1,300/- and diesel 1,200/-.

    A similar experience was recorded in Kilimanjaro, Arusha, Mwanza and Iringa, among up-country regions, where pump prices on display were still high.

    In Mwanza’s Gapco filling station petrol was sold at 1,500/- and diesel at 1,580/- while at the BP, petrol was 1,560/- and diesel 1,610/-. Indicative and cap prices announced by Ewura for Mwanza are 1,375/- for petrol and 1,480/- for diesel.

    In Iringa, the survey revealed that various filling stations were still selling their petroleum products at old pump prices.

    In Moshi, Kilimanjaro oil prices were still high. At Gapco filling station, one of the supervisors, Mulah Omary said the government should have made a thorough study before interfering the market.

    Naomba thread hii iunganishwe na ile ya awali ya "EWURA lowers oil price by 27%" ili zijadiliwe kwa pamoja.

    Pia naomba wenye hints watupatie. Jana niliuliza hili swali kwamba kuna taarifa (zilitangazwa na baadhi ya magazeti ya jana) kuwa baadhi ya vigogo wa serikali wana hisa kwenye makampuni ya kuagiza/kuuza mafuta na ndio kikwazo dhidi ya utekelezaji wa agizo la EWURA. Bado naomba wenye taarifa watupatia kwani sasa serikali na EWURA wanaonekana kama kituko tu!

    Mafuta yako bei poa Zambia kuliko sisi ambao tuko baharini na mafuta ndiko yanakoingilia. Wakati mafuta yalipofikia 2000 kwa lita TZ Zambia ilikuwa kama 4000 Tshs kwa lita. Sasa imekuwaje wenztu waweze kushusha bei halafu sisi tushindwe wakati Zambia hawana hata bandari?????

    Nchi zote zimeshusha bei, nenda Bots, Nam, RSA. Sasa sisi hiyo stock tuliyonunua sijui kubwa kiasi gani na haiishi???

    Hii nchi bwana imetawaliwa na viongozi walafi mithiri ya fisi ambao wako tayari kwa lolote ili kulinda maslahi. Hili suala la kusubiri eti mpaka wamalize stock waliyonunua ndo washushe bei ni sababu ya kipumbavu. Hivi unafikiri nani mpaka leo bado anayo stock aliyonunua wakati wa bei juu!! Hata kama wamemaliza unafikiri watakuja kusema kuwa tumemaliza stock ya zamani!! Lakini cha ajabu ni kuwa wanaponunua mafuta kwa bei ya chini kama wanavyoingiza hivi sasa ikitokea bei kupanda hawasubiri stock ya zamani iishe ndo wapandishe bei. Wanapandisha papo hapo. Hatuwezi endelea kuwaogopa viongozi hawa tunaowachagua waendelee kufanya tu wanavyotaka. Wafunge hivyo vituo vyao #¤%&¤¤¤?#! Wao walafi wa hela nasi tunahitaji mafuta.

    Huku makampuni ya kuuza mafuta yakiendelea kukaidi agizo la Mamlaka ya Udhibiti wa Nishati na Maji (Ewura) la kuyataka yashushe bei ya nishati hiyo, mamlaka hiyo imeshusha zaidi bei ya bidhaa hiyo na sasa imeweka utaratibu wa kutangaza bei mpya kila wiki, kulingana na mwenendo wa soko la mafuta duniani.

    Taarifa iliyotolewa na Ewura jana ilieleza kuwa kutokana na bei ya mafuta kuendelea kushuka katika soko la dunia, mamlaka hiyo imelazimika kushusha zaidi bei ya mafuta kwa soko la ndani ili kuweka uwiano wa haki wa kibiashara kati ya wafanyabiashara na watumiaji.

    Wiki iliyopita, Ewura ilitangaza bei ya mafuta ya petroli na dizeli ambazo vituo vyote vinavyouza bidhaa hiyo nchini vitalazimika kuzifuata, baada vituo hivyo kushindwa kushusha bei licha ya bei kushuka kwa kiasi kikubwa katika soko la dunia.

    Katika agizo hilo lililotolewa na Ewura kupitia Mkurugenzi Mkuu wake, Haruna Masebu, Ijumaa ya wiki iliyopita, makampuni hayo yalitakiwa kuanzia Jumatatu ya wiki hii yaanze kuuza petroli kwa bei ya kati ya Sh1,166 na Sh1,249, wakati dizeli yalitakiwa yauze kwa Sh.1,367 na Sh.1,469 na mafuta ya taa Sh.814 na Sh.875 kwa lita moja kwa mkoa Dar es Salaam.

    Awali, kabla ya kutolewa kwa agizo hilo, bei ya mafuta ilitofautiana kati ya kituo kimoja na kingine ingawa vituo vingi viliuza nishati hiyo kwa kati ya Sh.1,600 na Sh.1,700 na dizeli Sh.1,700 na Sh.1,750 kwa mkoa huo.

    Hata hivyo, makampuni hayo hadi sasa yameigomea serikali baada ya kukaidi agizo la kushusha bei ya nishati hiyo, hivyo kuendelea kuuza kwa bei ya juu.

    Uchunguzi uliofanywa na Nipashe katika baadhi ya vituo vya kuuzia mafuta jana jijini Dar es Salaam umebaini kuwa agizo hilo halijatekelezwa, badala yake makampuni hayo yameendelea kuuuza kwa bei ya juu.

    Katika uchunguzi huo, ni vituo vichache peke ndivyo vilivyobainika kuitikia wito wa Ewura kwa kushusha mafuta ya dizeli pekee, lakini petroli na mafuta ya taa, vimeendelea kuuza kwa bei ya juu.

    Aidha, uchunguzi umebaini kuwa katika vituo vingi vya mafuta mabango yanayopasa kueleza bei ya mafuta, hakuna bei iliyobandikwa na badala yake yanasomeka 0000.

    Baadhi ya wateja waliokuwa wakifika katika vituo hivyo vya mafuta walionekana kupigwa butwaa baada ya kuona kuwa bei za mafuta hazina mabadiliko kama ambavyo serikali imeagiza.

    Wakati makampuni hayo yakiendelea kukaidi agizo hilo la Ewura, mamlaka hiyo imeibuka tena na kushusha rungu jingine kwa wafanyabiashara ya mafuta, kwa kuwataka washushe zaidi bei kwani bei katika soko la dunia kwa wiki hii imeshuka zaidi.

    Taarifa mpya kwa umma iliyotolewa jana na Ewura kuhusu bei za mafuta aina ya petroli, ilionyesha kuwa vituo vya mafuta vinatakiwa kushusha tena bei.

    Hata hivyo, taarifa hiyo inayoonyesha kuwa bei hiyo itashuka kwa kiwango tofauti kutegemea umbali wa eneo husika.

    Taarifa hiyo inaonyesha kuwa vituo vya mafuta jijini Dar es Salaam vinatakiwa kuuza petroli kwa bei ya rejareka kati ya Sh 1,147 na Sh. 1,233 badala ya Sh 1,166 na Sh. 1,249 iliyotangazwa wiki iliyopita; mkoa wa Arusha kati ya Sh 1,243 na 1,336 badala ya Sh. 1,262 na 1,345; Dodoma kati ya Sh. 1,216 na 1,303 badala ya Sh 1,235 na 1,318, Iringa kati ya Sh. 1,232 na 1,325 badala ya Sh 1,251 na 1,334.

    Bukoba ni kati ya Sh. 1,404 na 1510 badala ya Sh. 1,423 na 1,506; Kigoma Sh. 1,404 na 1,510 badala ya Sh. 1,423 na 1,506; Moshi kati ya Sh. 1,225 na 1,317 badala ya Sh 1,244 na 1,327 na Lindi kati ya Sh. 1,243 na 1,337 badala ya Sh 1,262 na 1,345.

    Mbeya Sh 1,243 na 1337 badala ya 1,269 na 1,352; Tanga Sh 1,216 na 1,308 badala ya 1,235 na 1,318; Morogoro Sh 1,185 na 1,274 badala ya 1,204 na 1,287; Mwanza Sh. 1,356 na 1,458 badala ya 1,375 na 1,458; Musoma Sh. 1,387 na 1,491 badala ya 1,406 na 1,489; Babati Sh. 1,263 na 1,358 badala ya 1,282 na 1,365; Mtwara Sh. 1,227 na 1,319 badala ya 1,249 na 1,329; Songea Sh. 1,265 na 1,360 badala ya 1,284 na 1, 253 na 1,366; Singida Sh. 1,235 na 1,327, Shinyanga Sh. 1,279 na 1,375 na Tabora Sh. 1,279 na 1,375.

    Kuhusu bei ya mafuta ya taa kwa wiki hii makampuni yanatakiwa kuuza lita moja kwa kati ya Sh. 800 hadi 1,050 badala ya Sh 800 na 1,071 iliyotangazwa wiki iliyopita.

    Akizungumza na waandishi wa habari makao makuu ya Wizara ya Nishati na Madini, jijini Dar es Salaam juzi, Waziri wa Wizara hiyo, William Ngeleja alisema serikali iko makini katika suala hilo na kwa hiyo, haitakubali kamwe sababu zozote zitakazotolewa na makampuni hayo kupandisha bei ya mafuta kienyeji.

    ``Hatua kali zitachukuliwa dhidi ya watakaokaidi na hili hatuna mchezo nalo hata kidogo,`` alisema Waziri Ngeleja alipokuwa akielezea mafanikio yaliyopatikana katika wizara yake pamoja na changamoto zinazoikabili, katika kipindi cha miaka mitatu ya utawala serikali ya awamu nne.

    Mkurugenzi Mkuu wa Ewura ameileza Nipashe kuwa kupitia mapendekezo hayo vituo vya kuuza mafuta vitakuwa huru kuuza bidhaa za mafuta kwa bei ya ushindani kwa kuzingatia bei hizo hazizidi bei ya kikomo iliypangwa na mamlaka hiyo.

    Alifafanua kuwa bei ya kikomo iliyopangwa ni asilimia 7.5 ya bei elekezi kama ilivyokokotolewa na fomula iliyopitishwa na Ewura.

    Alieleza kuwa sheria ya Ewura na Sheria ya Mafuta kama ilivyorekebishwa kwenye Sheria ya Fedha namba 16 ya mwaka 2007 inaipa nguvu mamlaka hiyo kuingilia na kurekebisha mfumo wa uchumi kwa kutoa watoa huduma wanaodhibitiwa kwa lengo la kupunguza mwenendo usiokidhi katika kupanga bei, kupata faida na jinsi ya kufanya manunuzi.

    Zambia wana-import crude oil wanasafisha wenyewe. Sisi kwa kujua sana, tukaamua kufunga TIPPER. Tumekuwa na matatizo ya mafuta, lami na gesi tangu tulipofunga TIPPER. Ni muhimu Serikali ianze kufikiria kufufua TIPPER - ili iwe na uwezo wa kusimamia biashara ya mafuta kikamilifu. Tuna TPDC lakini uwezo wao ni mdogo sana (expertise). The other thing is, oil companies (worldwide) are very good in lobbying. This explains the reluctancy on the regulators side, when they are supposed to act.

    TIPPER ilikufa kwa ajili ya watu kujineemesha kwen ye biashara ya mafuta. Walioiua ni viongozi hao hao ambao leo wanataka tuamini kuwa wamekuja na nia ya kutuokoa na gharama kubwa ya maisha.

    Naapa hakuna jinsi ya kuondokana na matatizo ya ujumla ambayo yamesukumwa kwa wananchi na utawala mbovu wa CCM hadi tuiondoe madarakani.
