Conflicts of interest between domestic and tourism demands have once resurfaced in the construction of tarmac road linking Arusha and Mara regions.
This time it was residents of Ngorongoro who asked the government to construct the said road without hesitation, despite external pressures on account that the construction of this road will disturb wild animals and the ecology of this area.
Shout-africa.com had the opportunity of meeting members of the Jukwaa la Wanataluma na Sauti ya Jamii Wilayani Ngorongoro, which is a professional forum comprising people born and/or living in Ngorongoro, on Sunday this week at the Ubungo Plaza in Dar es Salaam.

Voicing the call of Ngorongoro people was Onesmo Olengurumwa, who was accompanied by their legislator Kaika Saning’o Ole Telele, board member Patrick Ngwediagi, Coordinator Valentine Ngorisa and Mesha Pius Assistant Secretary.
“The forum has been following with a keen interest the ongoing debate at different fora and media outlets surrounding the construction of a tarmac road,” said Olengurumwa.
He argued that his organization has observed that for many, years now, the Tanzanian government has had good intentions of constructing a tarmac road from Mtowambu-Loliondo/Mugumu Makutano which would not only benefit the residents of Ngorongoro, Monduli and Serengeti districts but the whole of Tanzania and even the East African region.
The construction of this road has been in the government’s pipeline since the early 1980s. In recent years the government has just renewed its intentions. “These opponents don’t even know our needs or they have just chosen to ignore the truth,” he added. He added that opponents of this plan, who include international conservationists, have been using different tactics to attract support from the international community, including incorrectly renaming the road the “Serengeti Super Highway”.
This call was echoed by the MP for Ngorongoro Ole Telele, who was of the opinion that a neighbouring country is behind this campaign,
because they know that once the road is fully constructed the flow of tourists will increase in Northern Tanzania.
The most recent strong pronouncement on the position of the Tanzanian government was made on 30th March 2012 by President Dr. Jakaya Mrisho Kikwete, during an award-giving ceremony to best journalists, in Dar es Salaam.
In his speech, President Kikwete urged Tanzanians in general and journalists in particular, to stop supporting the opponents of what he termed as noble decision, which is after all for the betterment of their country.
The argument of Ngorongoro is that the cost of essential commodities transported to the area would be reduced significantly. Those living in the vicinity also say the road will interlink their regions more appropriately.

Wild life is Tanzania's, the road is for Tanzanian, and decision is by Tanzanians. Why opposition is foreign? I thing they have to fight Carbon emissions rather than concetrating on making the poor, poorer!

Kwa barabara hii tuachane na mataifa ya magharibi, tutafute fedha zetu au marafiki wanaotuelewa na tuijenge. aibu ioje kama ilivyotokea hivi karibuni eti serikali ya Tanzania kubwagwa chini na NGO ya kenya kwenye mahakama ya africa mashariki. dharau za namna hii ni kudhalilisha utaifa wa taifa kubwa katika afrika mashariki. tusikubali. tusikubali kuwekewa ngumu na hata majirani zetu kwa sababu zao kama ilivyotokea kenya na rwanda kuwa vinara katika kushinikiza cites itupilie mbali ombi la Tanzania la kuuza vipusa vya ndovu. wakati umefika tufanye yote yenye kuleta maslahi kwa taifa. kuendekeza majirani na wengineo ni kuendelea kudumaza maendeleo ya taifa letu wakati ndio walioko mstari wa mbele kutucheka kwa umasikini wetu.
 
Mawazo ya kumtegemea mtu mwingine hiyo ni tabu,hivi wanaecology wetu,wahandisi,wanakazi gani maana tunachuo kikuu cha sokoine,mweka hakuna maprofesa wanaoweza kutoa ushauri wao kuhusu hio barabara ila sishangai kwani bunge lililopita tuliambiwa mkulo ameenda marekani kuandaa bajeti. Ndugu zangu wana JF, hivi reli ya TAZARA imepita SELOUS kumekuwa na shida gani? Barabara ya DAR to MBEYA imepita kati ya mbuga ya MIKUMI kuna tatizo lolote? Au sababu inawasaidia kupitisha mali zao? Mbona ninapita kila mara nakuta tembo, swala, twiga nk wapo kama kawa tena na askari wa pori wapo kibao? Mie naomba watanzania tusifuate mawazo ya hawa wanaopinga huo ujenzi wa hiyo barabara, kumbukeni kwenda mwanza tulikuwa ni lazima kupitia kenya, siku hizi hatupiti kwao, mkoa wa mara ni kati ya mikoa yenye ukaribu na kenya kwa kila kitu, kwa nini tusiwarahisishie usafiri? Wanasema wanyama wana-migrate kwani wanadhani katika Enviromental Impact assessment haijazingatiwa kwamba sisi ni ma-bogus ki namna hiyo, ile barabara itafungua biashara ukanda wa Mara. Tuangalie faida zaidi kwa upana wake!

najua, njia hiyo ushapita? Unajua ilivyo? Unajua adha wanayopata wakazi wa loliondo? Njia inahitajika si tu kurahisisha maisha ya wakazi wako bali hata kwenye kupeleka vyakula pia, haiwezekani wakategemea gulio, wachuuzi toka kenya wawaletee vyakula....
Mahali gani huko unatumia masaa 6-8 kufika ukitokea arusha? Nyanyachungu 1 shilingi 100?

Kimsingi ni kwamba wananchi wana haki ya kupata huduma nzuri ya barabara bila kujali ni wapi wanakaa katika nchi hii.Lakini pia hoja ya wanamazingira imepatiwa uvumbuzi kwamba kipande cha barabara hiyo chenye urefu wa kilometa 53 kuanzia Kleins gate(loliondo) had Tabora B(Mugum) hakitawekwa LAMI ili kufanya uhalisi wa hifadhi Serengeti uendelee kuwepo lakin pia kusaidia magari yasiende kwa speed kubwa ili kuzuia wanyama wasigongwe ovyo na magari.Kwa upande wa faida za barabara hiyo Kiuchumi,ni kwamba,barabara hiyo itasaidia kufungua fursa mbalimbali za kiuchumi ambazo zimedumaa katima maeneo ya ukanda huo mzima,kwa maana ya ukanda wa Ziwa mzima na Arusha na Moshi kwa mfano kusafirisha samaki kutoka Ziwa Victoria kuleta Arusha na Moshi.Pia itasaidia kukuza Utalii katika eneo zima la Loliondo Game Controlled Area na Serengeti kwa ujumla.Kwa wananchi wa wilaya ya Ngorongoro itasaidia kupatikana kwa usafiri wa uhakika na wa haraka na hivyo kufungua masoko ya mifugo yao kwa miji mikubwa ya Arusha na moshi.Vilelvile itasidia kupunguza gharama kubwa za usafirishaji kutoka Arusha-Loliondo au Mwanza-Loliondo na hivyo bei ya bidhaa kupungua na kusaidia wananchi maskini.Kwa taarifa tu ni kwamba sasa hivi mifugo yote kutoka wilayani ngorongoro inauzwa nchini Kenya kwa kukosa usafirishaji mzuri kutoka Loliondo hadi Arusha,kwaiyo sio ajabu wakenya wanaipinga hiyo barabara maana wanajua watakuwa wamepoteza cheap supply of raw material kwa nyama na viwanda vyao vita ngozi.Pia Wakenya wanaipinga barabara hiyo kwa sababu wanajua utalii utaboreka katika ene zima la Serengeti na hivyo kuwakozesha biashara kwa upande wao maana wanajua serengeti is by far beautiful kuliko Masai mara yao!!.Tunaomba watanzania wenzetu waache kufuta mkumbo na kupinga barabara ambayo inamaslahi kwa Taifa na kushabikia watu ambao wanatetea maslahi yao(wanamazingira na wakenya) binafsi.Kwa wale walobahatika kwenda kwa Babu wa Samunge naamini watajua hali ya barabara katika eneo hilo na kwa hakika wataunga mkono kwa ujenzi wa barabara nzuri kwa wananchi wa ngorongoro na mkoa wa Mara.
