Job Title: Monitoring & Evaluation Program Officer – Qualitative Data
Department: Monitoring and Evaluation (M&E)
Reports To: Team Leader, M&E

Location: CHF International-Rwanda

ESSENTIAL DUTIES AND RESPONSIBILITIES
The M&E Program Officer-Qualitative Data will work closely with the M&E Team Leader and the technical teams to ensure accurate, timely and effective reporting of all program activities. He/she will support the M&E Team Leader in designing and managing data collection systems, analyzing qualitative results, recording lessons learned, highlighting success stories, producing accurate quarterly reports that summarize program progress against the approved work plan, highlighting innovative activities, and working with the technical team to address any programmatic or reporting issues.

KEY RESPONSIBILITIES:
• Provide technical guidance and assist with training for USAID/Higa Ubeho grantees/RPOs in data planning, collection, recording and reporting requirements;
• Work in collaboration with USAID/Higa Ubeho grantees/RPOs to help ensure that annual workplans reflect and state the appropriate USG(PEPFAR) and Rwanda National Monitoring and evaluation framework indicators for each major activity;
• Actively support the information dissemination plan on USAID/Higa Ubeho achievements towards local partners, program beneficiaries and the Government of Rwanda;
• Guide staff and implementing partners in preparing their progress reports. Together, analyze these reports in terms of problems and actions needed.
• Prepare consolidated progress reports for USAID/Higa Ubeho program to submit to CHF Head quarter, USAID and other relevant stakeholders, in accordance with approved reporting formats and timing.
• Review monitoring reports; analyze them for impact evaluation and to identify the causes of potential bottlenecks in USAID/Higa Ubeho program implementation.
• Collaborate with staff and implementing partners on qualitative monitoring to provide relevant information for ongoing evaluation of USAID/Higa Ubeho program activities, effects and impacts.
• Foster participatory planning and monitoring by training and involving RPOs, program component and/or GOR in the M&E of activities.
• Plan for regular opportunities to identify lessons learned and implications for USAID/Higa Ubeho program’s next steps. Participate in these events when possible
• Oversee the achievement of performance indicators across USAID/Higa Ubeho program components and RPOs.
• Support the Team Leader in preparing reports related to component achievements.
• Communicate activities, events and progress to the Team Leader, senior management, RPOs and other stakeholders.
Given the nature of the work, the M&E Program Officer Qualitative may be asked to carry out duties which are not specifically listed above. The job description may be revised after discussion between the staff member and the organization.

KNOWLEDGE, SKILLS
• Thorough knowledge of statistics and research methodology, including quantitative and qualitative research methods, tools, techniques.
• Strong analytical skills, including ability to gather and analyze a variety of information pertaining to issues and to develop appropriate recommendations for action.
• Ability to establish and maintain effective working relationships in a multi-cultural environment.
• Strong presentation skills in English, including experience in facilitation of training programs.
• Ability to work effectively, both independently and in a team environment, in an atmosphere of multiple projects, shifting priorities, and deadline pressure.
• Advanced computer skills in a Windows based environment including the Microsoft Suite. Ability to use statistical analysis software.
• Fluency in English (excellent oral and writing skills), in Kinyarwanda and French. Must be able to read and interpret documents, and communicate with others as necessary to perform job duties effectively

QUALIFICATIONS
• Bachelor’s degree in Social Sciences (Demography or Sociology), development economics, statistics, or any field relevant to monitoring and evaluation.
• 3-5 years professional experience, with at least 3 years’ experience implementing development programs in Rwanda. USAID experience a plus.
• Proven experience of successful report and document writing, process planning, and monitoring and evaluation.
• Demonstrated capacity to work with wide range of stakeholders, including staff from international organizations, local civil society organizations and Government of Rwanda.
• Knowledge of promising practices in Monitoring and Evaluation
• Proven organizational skills; able to manage and use knowledge effectively.
• Ability to prioritize and multi-task, while working effectively in a team.

WORKING CONDITIONS
This position requires significant travel to the target districts. At least 30% of the time of this position will be in the field.
