To create an autonomous state in Kenya is Greek mythology, asserts Intelligence analyst David James of Strategic Intelligence. ‘The current push by the secessionist Mombasa Republican Council is political. According to James of SIN, Mombasa will be the next theater of ethno-political violence if we do not act. Mombasa Republican Council drew great media interest though the analysis by the fourth estate hardly sufficed to tell away the dynamics surrounding its resurgence.

Africa Intelligence in 2011 reported that the Mombasa Republican Council had links to certain port trade unionists. The provincial administration reported Al-Shabaab-like activities conducted by MRC besides warning Sheihks and pastors offering MRC youths podiums to meet and further their cause. In August 2011, former Malindi mayor Mr. Fredrick Kazungu Diwani and former Malindi council Chairlady Mrs. Elena Mbaru were taken in policy custody and grilled by CID officers. They have links with MRC.
MRC wants the Coast to be an autonomous state. This means Kenya will be landlocked and will solely depend on the Coast to import and export. The tourism sector that generates billions in revenue for the GOK will be lost to the Coast. Any secessionist movement cannot compromise the Lamu port, the tourism sector of Kenyan economy, besides other critical facilities including the San Marco space station, Kenya defense forces barracks, Mombasa airport, State House Mombasa, and massive investments by the political and business elite of Kenya. As such, it is foolhardy to even think MRC can succeed.
However, MRC may be emboldened by force used by the government of Kenya to stymie their aggressive ethno-political objectives. There are worrying aspects of MRC though; their constitution, military wing, and funding by top businessmen and politicians in Mombasa. This intelligence is based on their response about their identity and support; the same is available on their social media pages.
More worrying is the Digo supremacy and influence in MRC operations and leadership. Paul Goldsmith points out that the Digo wing of MRC is a very volatile element of its membership. Goldsmith adds weight to David James view that the Coast will be the next theater of ethno-political violence by pointing out Sentinel Project for Preventing Genocide that concluded that the potential for violence in Kenya in 2012 is very high. Sentinel Project reports that ‘objective conditions on the ground indicate there is significant potential for violence on the coast independent of the MRC or other factors.'
A close analysis on the Digo sheds some disturbing religious-political nexus. The Digo occupies the southern coastal strip of Kenya between Mombasa and the border of Tanzania with most of the community members Muslim. Their religious practices are deeply rooted in spiritism and folk Islam unlike the Somali and Swahili of the Coast. The Digo adopted Islam recently; towards the end of 19[SUP]th[/SUP] Century. Intelligence shows that a militia group trains in Mulungunipa jungle under ex-army captain Omari. This militia is largely made up of Digo young men, all who take oaths, raise funds by crime and donations from sympathizers.

Crisis Group Africa Report No 137, 21/2/2008 reports that MRC militia wing is responsible to recent wave of crime in Mombasa. Their targets were tourists and wealthy Europeans. The report further sheds light on some critical threats on national security and issues including economic sabotage attempts on GOK. According to Crisis Group Africa Report , the MRC militia wing aim is ‘two-fold: to destroy the tourism industry and raise money to buy weapons from Somalia.' This begs the question, ‘Was MRC behind the abductions of tourists in Kenya?'
The possibility of connecting the two is largely dwarfed by the distance between Kwale district and Southern Somali. However, coordinating attacks and collaborating to accomplish such operations require mere logistical and communication support. A link between MRC and Al-Shabaab is not however so farfetched. If their objective is to raise funds and buy arms from Somalia definitely, they have links with Al-Shabaab that has a large cache of weapons for sale.
The MRC focus and operations base is in Mombasa, hence, the possibility of coordinating with Al-Shabaab is high. Al-Shabaab recruits the poor, jobless, and willing to their ranks. Mombasa is ripe with such characters. Poverty, lack of education, drugs, and joblessness are a panacea for militancy. Land militancy backed by a brutal secessionist ethno-political outfit is dangerous and MRC is just that. The land ownership problem is the proxy, militancy is the precipice of MRC, and it should not come as a surprise, they have armed themselves and their little acts in the streets are alibis to keep police and intelligence officers away from the training fields of Mulungunipa.
Recommendations
Addressing the land issues will not suffice rather dismantling the MRC leadership, dismembering its following, and delinking militancy is the resolve. This requires a multi-pronged operation/scheme. Each schema should have a principal objective ‘destroy membership and restore civility.' One prong should stop land militancy, the other solves land issues and resource management in the coast, and the third one should enforce civility in the coast.
Young politicians besides others leaving their plum positions to venture in Mombasa politics should be closely monitored since first time politicians use a horde of schemes to ascend to power. The business community and local leadership particularly community level leadership should be put to task to stop MRC which is a threat to national security. Politicians and their cronies will use all sorts of schemes to win sympathy from their target electorate, particularly the poor ones.
