You can't put Nyerere and Mkapa on the same scale. Something happened on the way to heaven. Looks like Mkapa was hit with bug, a virus of sort that completely threw him off-balance.
Nyerere trusted Mkapa, hoping that his "smartness" coupled with the supposed mentoship he garnered under Mwalimu's leadership would steer Tanzania to some sizeable progress.
But as it turns out, Mkapa was looking forward to the demise of the old man. The departure of JKN saw the revelation of the true BWM.
History is already in the making, BWM might go down as the worst nightmare Tanzania ever had.
Besides the policies under JKN which many are trying to fault with no success, Mwalimu managed to safeguard resources while slowly building capacity for the indigenous to benefit.
BWM used his "smartness" to do exactly the opposite. Fool the citizenry with petty developments and a smokescreen economy, and squander the country big-time.
Nyerere was a Statesman. Mkapa is a Thief. One of the Terms of reference for a president is to facilitate development and raise the economy, so this is no news if he did something. Stealing is against the Law, and he did that, plus the issue of Leadership Ethics, let the Law take its toll.
