    Miradi ya barabara kibao imekamilika bongo
    Na Mwandishi Maalum,

    MIRADI 15 mikubwa ya ujenzi wa barabara nchini imekamilishwa katika miaka mitatu iliyopita na miradi mingine 33 iko kwenye hatua mbali mbali za kukamilishwa katika jitihada kubwa za kuboresha mawasiliano ya barabara nchini.

    Kati ya miradi hiyo 15, barabara saba zenye urefu wa kilomita 441 na zilizogharimu kiasi cha sh bilioni 161.2 tayari zimefunguliwa na Rais Jakaya Mrisho Kikwete.

    Miradi mingine minane yenye urefu wa kilomita 370.95 na iliyogharimu kiasi cha sh bilioni 135.16 tayari imekamilika na inasubiri kufunguliwa na Rais Kikwete.

    Hayo ni baadhi ya maelezo ambayo Mtendaji Mkuu wa Wakala wa Barabara Tanzania (TANROADS) Ephraim Mrema alimpa Rais Kikwete mwishoni mwa wiki wakati wa mkutano wa kutathimini utendaji wa Serikali, Wizara na mashirika yaliyoko chini ya Wizara uliofanyika Ikulu, Dar Es Salaam, Ijumaa, Januari 16, 2009.

    Katika mkutano huo uliohusu Wizara ya Miundombinu na mashirika yake, Mrema alimwambia Rais Kikwete kuwa miradi mingine ya barabara yenye urefu wa 2, 706.81 yenye kugarimu sh bilioni 1, 165.29 inaendelea kujengwa katika sehemu mbali mbali za nchi.

    Alisema kuwa mchakato wa kwanza utekelezaji wa miradi mingine mitano mikubwa umekamilika na unasibiri kutiwa saini, mingine 18 iko kwenye hatua ya manunuzi, mingine 23 iko kwenye hatua ya maandalizi ya usanifu.
    Alisema kuwa usanifu wa miradi mingine 11 umekamilika lakini bado fedha za ujenzi wa barabara hizo zinaendelea kutafutwa na Serikali.

    Mrema alisema kuwa miradi saba iliyokamilishwa na kufunguliwa na Rais Kikwete katika miaka mitatu iliyopita ni Buzirayombo-Geita, Issuna-Singida, Singida-Iguguno, Iguguno-Sekenke, Sekenke-Shelui, Tinde-Mwanza/Shinyanga Border na Nzega-Tinde-Isaka. Barabara hizo zote zimejengwa kwa kiwango cha lami.

    Kati ya miradi hiyo, miwili imegharimiwa na Serikali ya Tanzania (GOT), mwili imegharimiwa na Jumuia ya Ulaya (EU) na mitatu imegharimiwa kwa pamoja kati ya Serikali ya Tanzania na Benki ya Dunia (WB).

    Mrema alisema kuwa miradi minane ambayo imekamilika na inasubiri kufunguliwa na Rais ni Kyamyorwa-Buziyarombo, Mbwemkulu-Mingoyo, Sam Nujoma Road, Daraja la Ruvu, Tarakea-Rongai-Kamwanga, Kidahwe-Uvinza, Kisili-Buhigwe, na Uvinza-Malagasi.

    Kati ya miradi hiyo, mitano imejengwa kwa kiwango cha lami na mitatu imejengwa kwa kiwango cha changarawe na kati ya yote, mitano imegharimiwa na Serikali ya Tanzania, na mitatu ya kiwango cha lami imegharimiwa na Shirika la Mafuta Duniani (OPEC).

    Mrema alisema kuwa miradi 33 ambayo ujenzi wake unaendelea ni Geita-Sengerema, Manyoni Isuna, Sengerema-Usagara, Mwandiga-Manyovu, Kagoma-Kidahwe, Ndundu-Somanga, Dodoma-Manyoni, Naguruku-Mbwemkulu, Bagamoyo-Msata, na Mbeya-Lwanjilo ambayo yote inagharimiwa na Serikali ya Tanzania.

    Mingine ni Arusha-Mananga unaogharimiwa na Banki ya Maendeleo ya Afrika (AfDB), Kilwa Road Phase Two inayogharimiwa kwa pamoja na GOT na shirika la JICA la Japan, Chalinze-Tanga Phase One unaogharimiwa na Tanzam Highway (Iyoyi) inayogharimiwa na DANIDA, Marangu-Rombo Mkuu unaogharimiwa na NORAD, Daraja la Unity Bridge linalogharimiwa na GOT na Serikali ya Mozambique, na Nelson Mandela unaogharimiwa na EU.

    Mrema aliitaja miradi mingine kama Tingi-Kipatimu, Nanganga-Ruangwa, Nachingwe-Kilimarondo, na Nachingwe-Liwale ambayo yote inagharimiwa na OPEC na inajengwa kwa kiwango cha changarawe.

    Miradi mingine ni miradi mingine ni miradi miwili ya kuboresha mwasiliano Mkoani Rukwa na mingine miwili ya Jiji la Mwanza ambayo yote inagharimiwa na GOT na Wakala wa Maendeleo wa Kimataifa (IDA), Masasi-Mangaka Phase One, Masasi-Mangaka Phase Two ambayo inagharimiwa na GOT kwa kushirikiana na JICA, Rombo Mkuu-Tarakea unaogharimiriwa na BADEA, barabara mbali mbali za mikoa mbali mbali yenye urefu wa kilomita 497 na inayogharimiwa na DANIDA.

    Mrema aliitaja miradi mingine kuwa ni Kidatu-Ifakara, Singida-Katesh, Katesh-Dareda, na Dareda-Minjingu.

    Mrema alisema kuwa miradi mikubwa ambayo inasubiri kutiwa saini ili utekelezaji uanze ni Same-Mkumbara, Mkumbara-Korogwe, Kigoma Lusahunga na ujenzi wa barabara za Tanga mjini.

    Alisema kuwa miradi iliyoko katika hatua ya manunuzi ni Tabora-Nyahua, Mkata-Handeni, Korogwe-Handeni, Handeni-Mziha, Mwigumbi-Maswa-Bariadi-Lamadi Bariadi-Lamadi, Dodoma-Babati, Sumbawanga-Mpanda, Sumbawnga-Kanazi, Sumbwanga-Mpanda-Kanazi-Kizi-Kibaoni, Kyaka-Kayanga-Bugene, Sumbawanga-Matai-Kasesya, Barabrara za Kuzungumza Mkoa wa Dar es Salaam (ring roads) ambao ni mradi maalum, na Kitumbi, Segera-Tanga.

    Mingine ni Tunduma-Laela-Sumbawanga, Tunduma-Kana, Tanga-Horohoro, Songea Mbinda, Songea-Namtumbo ambayo yote itagharimiwa chini ya msaada wa MCC wa Serikali ya Marekani.

    Hawa nao hawaishi ngonjera barabara zote zilizotajwa hapo asilimia zaidi ya 90 zilianza kipindi cha mzee Ben, na ndiye aliyeanzisha initiative ya serikali kugharimia.

    Sasa tunachotaka ni initiative za awamu ya nne na idadi ya miradi mipya ya barabara iliyoanzishwa kipindi hicho............... How can you convince a layman kwamba hata hivyo vipande vya Dodoma - Shinyanga ni awamu ya nne?

    Mbona pale mbagala bado na ukielekea Mtwara kuna kilomita kama 90 zimelala,halafu barabara hazina taa inakuwa kama njia kwenye mbuga za wanyama tofauti ni lami tu.

    Je, hizo barabara zina kiwango cha ubora unaotakiwa? Nasikia Kilwa Road ina walakini. Hivi huwa zinakaguliwaje?

    Kimsingi na ni kwa nini nicomment namna hiyo ni kwa sababu kuna a lot of spinning with a focus ya kulazimisha kuaminisha wananchi kwamba serikali ya awamu ya nne is well performing. Ndio maana Kapuya hakuona haya kutuambia kuna ajira milioni moja na ushee zimetengenezwa for the last 3 years!!

    Binafsi nimeendesha gari kutoka Dar mpaka Bukoba kupitia Chato ni zaidi ya Km 1,460 kati ya hizo kuna kipande cha manyoni na kipande cha kuitafuta Muleba jumla ya kama km 150 hivi ndio za tabu lakini Manyoni kuna jamaa site wanapiga mzigo. Safari ya Singida, Nzega, Kahama, Shinyanga na Mwanza watu wanatembea siku moja kwa Tanzania hii ni Historia.

    Hata kama kupinga poa lakini jamaa kuna kazi wamefanya hata kama hailizishi, ukizungumzia Uvinza-Malagarasi-Nguruka mpaka Kaliua mwenyewe sijawahi kuona panapitika hata kama changarawe lakini mwaka huu kumepitika, na imesaidia wakazi na wafanyabiashara wa maeneo hayo na binafsi nimepita na kuona changes.

    Inawezekana wengine wanatazama screen na kupinga tu bila kwenda huko kuona na kudhani CCM itang'oka kirahisi kwa kuchangia na kupiga vita ufisadi kwenye magazeti na mtandao tu! watu waingie chaka na kufukua madudu mengi zaidi na kwenda kwa wananchi ambao achilia mbali computer na magazeti, hata tv hawajawahi kuona. Hao ndio noma kwani wako wengi na ndio silaha ya CCM ukimaliza huko town kwepesi. Town watu hawana imani na rahisi kurubunika.

    Mbona hawasemi pia ni wangapi wameathirika na barabara zilizotifuliwa kipindi cha krismasi kuwaonyesha waungwana toka mikoani kuwa kuna kazi zinaendelea ili iwe rahisi kwao kupata michango ya kampeni. Sasa hivi huko Machame , Kibosho na hata Old Moshi huwezi kula chakula bila kufunga madirisha na milango kwa wakaao karibu na barabara maana utabadilika rangi na kuwa brown tu. Tunaomba michango ya kujenga hospital za TB kwenye vijiji hivi. Chami wapiga kura wako wafa!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

    Kwa hiyo hakuna haja kwa wasafiri wa Dar kwenda Mwanza kupitia Kenya, na wale wa Dar kwenda Bukoba kupitia Kenya na Uganda tena, siyo?

Pamoja na kwamba nami ni mmojawapo wa wale ambao kwa kweli tumeweza kubaini mapungufu kadha wa kadha katika hizi barabara zetu mpya, lakini kwa kweli ukiangalia kwa historia ya nchi yetu kweli tuwape credits.... Na kwa kwa msisitizo nasema pongezi ni kwa serikali (kuanzia awamu ya kwanza - "inception" na pia kwa hii ya nne - "implementation, or rather continuation").

    Mkuu Eaka, hilo lazima tukubaliane nalo pale ambapo ujenzi unafanyika. Ni kweli watu wataugua mambo kama flu na nini lakini baada ya muda flani ujenzi ukisogea, watakuwa raha-mu-starehe manake watakuwa na lijibarabara la lami mpaka mlangoni. Tukumbuke kuwa pamoja na kwamba tunafanya ujenzi huu, ninadhani sio rahisi kutokana na fungu lenyewe vikawepo vipengele vya kazi kama "construction works dust control"; nakubaliana na wote watakaosema kwamba lakini ni muhimu kwa afya za watu, lakini inawezekana fungu lisingefikia huko mahala!!!

    Kwa hizi quality za kazi, kwa kweli kuna mapungufu lakini sio ya kuwekwa kwa Serikali, haya ni kati ya mhandisi, mjenzi "contractors" na pia mtoaji kazi "client". najua itasemekana kwamba client ndiye serikali, lakini sio state bali ni agencies (TANROADS,MOW,PORALG etc) ambao ndiyo wangekuwa blamed, JK na wengine walipita wapewe credits kwa kile walichodhamiria kukifanya na kukitekeleza!!

    Naomba kuwakilisha!!!

    Unapomalizia kazi aliyoanza mwenzio utaje huo ukweli. Usifanye ionekane kama ni kazi ulizozibuni wewe. Chuma kasema ingekuwaje kama "wangeacha"? Kwa nini "waache"? Ni kazi yao "kumalizia", na ilitakiwa waseme "wamemalizia" tu.

    Ya nini kuhesabu barabara ile ile mara nyingi? Kwani nini kuhesabu Kidawe - Uvinza, Uvinza - Malagasi mara mbili badala ya mara moja kama Kidawe - Malagasi?

    Chema chajiuza, kibaya chajitembeza. Ukiona mtu anahesabu ujenzi wa barabara ya Dar hadi Mwanza kama miradi 15 ya barabara ujue hata yeye anaamini kazi haifanyiki inavyotakiwa.

    ......kumpeleka Mh Rais kufungua barabara zilizo inferior/sustandard.......ni matusi na dharau kwa Rais na wananchi kwa ujumla......hasara ambayo Taifa inaingia kutokana na huyu Mrema haistahili kuvumiliwa hata kidogo.........Mrema should be FIRED.........

    Heshima mbele wakuu. Mkuu Agustine Moshi, kwa hilo la kuhesabu barabara moja mara mbilimbili ni kutokana na fact kwamba wakuu wa TANROADS wali"spli" miradi hii katika sections fupi fupi ambazo kila kipande kilikuwa kama mradi huru, yaani "separate tender", "separate contractor etc:. Sasa wao kama idara wanaita miradi hiyo kama ambavyo inaonekana kwenye vitabu vya kumbukumbu kitu ambacho kwangu nadhani sio kosa. Pili hata ukiangalia mapungufu katika miradi hii (kila kipande) yam,etofautiana sana na hata wajenzi pia nao wameanzia local contractors, Chinese, Japanese, Italians, na hata South Africans (be the one to judge on the variations hapo).

    Mkuu Ogah, tupo ukurasa mmoja lakini je kumuondoa mkurugenzi mkuu bila kusafisha idara ni tija?? Tukumbuke kuwa kuna idara ndogo nyingi ndani ya TANROADS ambazo zina majukumu tofauti katika kutayarisha, kusimamia na kukagua miradi anuai. Hivyo, lawama kwa Mkurugenzi Mkuu pekee zisiwe kwamba aondoke bali afanye mabadiliko na kuweka watu wenye kumudu majukumu yao kuliko ilivyo sasa.... tusisahau vilevile mambo ya "10%", "political inteference", "who knows who" etc etc etc

    Naomba kuwakilisha!!

    nakubaliana na nyambala.barabara zote hizi ni mipango ya serikali ya awamu ya tatu.kingine kilichonisikitisha ..sijaona barabrara ya Iringa-Dodoma.hii barabara kila siku inadezainiwa upya.inafika mpaka level ya detailed design then hakuna chochote kinachofanyika baada ya miaka kadhaa wanaanza process upya kabisa.kama mkazi wa iringa imeniboa kweli kweli

    Ni kweli kwamba miradi mingi ilianza awamu ya tatu. Na enzi zile za Pombe Magufuri kasi ilikuwa kubwa na miradi mingi ilikuwa iishe 2006. Lakini kutokana na uwezo mdogo na ubabaishaji wa awamu ya nne miradi hiyo wanayoisema imepitiliza kama miiaka miwili sasa. Hiyo haitakiwi kuwa mchumi kuona ni kiasi gani hawa jamaa wametutia hasara kwa kushindwa kumalizia hiyo miradi in time. On top of that kuna miradi ambayo ilitakiwa iishe about two years ago mapka leo haijaisha. Mfano ni barabara ya Dar-Lindi na Dodoma Mwanza. Nasema hivyo kwa kuwa Rais alipotembelea Huku bondeni aliahidi kuwa by the end of 2006 mtu ataweza kusafiri kwenye barabara ya lami kutoka Mwanza mpaka Mtwara. Je hilo limetimizwa?????

    ......GWAAA WAJINGA HAWA ..WOTE...BARA BARA YA KWENDA KWENYE MAGHOROFA YA KIKWETE PALE KILIMANI MSATA PIA IMEKAMILIKA .....amesahau kuweka na hiyo.....na ile ya nyumba zake za bagamoyo...,amesahau...na ile ya migombani kwenye ghorofa lake pia amesahau...NA PIA WAMESAHAU KUWEKA HIYO MIRADI KWENYE MAFANIKIO YA UTAWALA WA MIAKA MITATU..YA KIKWETE......kwani hiyo ni ile ambayo hata kipofu anaiona....kuacha ile ya serengeti...amabako hatuwezi kuongelea kwa kuwa ushahidi wake mwepesi!!

    Kwani nazo zipo chini ya Tanroad? Mimi nadhani zipo chini ya Halmashauri za Wilaya husika. Kumbuka hii haikuwa taarifa ya Wizara (inajumuisha bara bara zote) bali Tanroad peke yake.
