Jenerali Ntaganda ateka miji miwili DRC

Imebadilishwa: 30 Aprili, 2012 - Saa 17:45 GMT

• Alizaliwa mwaka 1973 nchini Rwanda

UNAWEZA CHEKI HIZI HABARI

By 1996, the war and genocide in neighboring Rwanda had spilled over to the DRC (then Zaire). Rwandan Hutu militia forces (Interahamwe) who fled Rwanda following the ascension of a Tutsi-led government were using Hutu refugee camps in eastern Zaire as bases for incursions against Rwanda.
In October 1996, Rwandan troops (RPA) entered the DRC with an armed coalition led by Laurent-Desire Kabila, known as the Alliance des Forces Democratiques pour la Liberation du Congo-Zaire (AFDL). With the goal of forcibly ousting Mobutu Sese Seko, the AFDL, supported by Rwanda and Uganda, began a military campaign toward Kinshasa. Following failed peace talks between Mobutu and Kabila in May 1997, Mobutu left the country, and Kabila marched into Kinshasa on 17 May 1997. Kabila declared himself president, consolidated power around himself and the AFDL, and renamed the country the Democratic Republic of Congo (DRC). RPA units continued to operate with the DRC's military, which was renamed the Forces Armees Congolaises (FAC).

Congolese Tutsis, as well as the Governments of Burundi, Rwanda, and Uganda, all relied on the Rwandan military presence in DRC for protection against hostile armed groups operating from the eastern part of the country.

During 1997, relations between Kabila and his foreign backers deteriorated. In July 1998, Kabila ordered all foreign troops to leave the DRC. Most refused to leave. On 2 August 1997, fighting erupted throughout the DRC as Rwandan troops "mutinied," and fresh Rwandan and Ugandan troops entered the DRC. On 4 August 1997, Rwandan troops flew to Bas-Congo, with the intention of marching on Kinshasa, ousting Laurent Kabila, and replacing him with the newly formed Rwandan-backed rebel group called the Rassemblement Congolais pour la Democratie (RCD). The Rwandan campaign was thwarted at the last minute when Angolan, Zimbabwean, and Namibian troops intervened on behalf of the DRC Government. The Rwandans and the RCD withdrew to eastern DRC, where they established de facto control over portions of eastern DRC and continued to fight the Congolese Army and its foreign allies.

In February 1999, Uganda backed the formation of a rebel group called the Mouvement pour la Liberation du Congo (MLC). Together, Uganda, and the MLC established control over the northern third of the DRC.
At this stage, the DRC was divided de facto into 3 segments, and the parties controlling each segment had reached a military deadlock. In July 1999, a cease-fire was proposed in Lusaka, Zambia, which all 6 parties (The DRC, Zimbabwe, Angola, Namibia, Uganda, and Rwanda) signed by the end of August 1999.

Zimbabwe
The Zimbabwean government sent troops to assist Kabila in 1998.[SUP][13][/SUP] President Robert Mugabe was the most ardent supporter of intervention on Kabila's behalf. Zimbabwe was the only country with a modern and most experienced air force during the conflict. The Air Force of Zimbabwe and the Zimbabwe National Army special forces who included the Zim Commandos, Paras, as well as the Special Air Service all played a crucial role in securing Kinshasa as well as repulsing the rebel soldiers who were on the outskirts of the capital. The Air Force planes played a major role in the destruction of the enemy columns which were about to enter the capital. It was also the Zimbabwean troops who secured the Inga dam intact from the rebel hands resulting in the restoration of electricity in the capital.

Angola

The Angolan government had fought against Mobutu Sésé Seko in the First Congo War because of his support for rebel UNITA in the Angolan Civil War.[SUP][14][/SUP] The Angolan government wanted to eliminate UNITA operations in southern Congo, which exchanged diamonds extracted from rebel-held Angola for foreign weapons. Angola had no confidence that a new president would be more effective than Kabila, and feared that continued fighting would lead to a power vacuum that could only help UNITA. The intervention of the experienced Angolan forces was essential to decide the outcomes of both wars.

Namibia

President Sam Nujoma had interests in Congo similar to that of Mugabe, with several family members deeply involved in Congolese mining. Namibia itself had few issues of national interest at stake in the war and the Namibian intervention was greeted with dismay and outrage by citizens and opposition politicians.
Chad

Kabila had originally discounted the possibility of support from Francophone Africa but after a summit meeting in Libreville, Gabon on 24 September, Chad agreed to send two thousand troops. France had encouraged Chad to join as a means of regaining influence in a region where the French had retreated after the 1994 Rwandan genocide. Nevertheless Chadian intervention resulted in a real fiasco. Chadian forces were accused of serious human right violations and looting since the very beginning. Therefore they withdrew very quickly under international and national pressure and shame.

Sudan

Unconfirmed reports in September indicated that Sudanese government forces were fighting rebels in Orientale Province close to the Sudanese and Ugandan borders. However, Sudan did not establish a significant military presence inside the DRC, though it continued to offer extensive support to three Ugandan rebel groups-the Lord's Resistance Army, the Uganda National Rescue Front II and the Allied Democratic Forces-in retaliation for Ugandan support for the Sudan People's Liberation Army
