    Katika utendaji wa serikali, ninavyoelewa, mawaziri majukumu yao ni uanasiasa zaidi ya utendaji maana wao kama political commisars wa wizara zao wanatakiwa kusimamia sera na ilani ya uchaguzi wa chama kilicho madarakani.Aidha shughuli zote za kiutendaji ziko chini ya Katibu Mkuu ambaye ndiye chief executive officer wa wizara husika.KM ndiye pia accounting officer kwa maana ya kuwa budget ya wizara na maidhinisho ya matumizi ya fedha au malipo anapaswa kusimamia na kuwajibika moja kwa moja.Kinachonitatiza au kunishinda kuelewa ni vipi mawaziri wamegeuka watendaji wakuu na kuwa na nguvu na usemi zaidi kwenye masuala ya kiufundi na wakati mwingine hata katika fedha hasa ukizingatia kuwa Mawaziri si lazima wawe wataalam wa masuala yanayoshughulikiwa na wizara hizo.Mara nyingi hii hupelekea migogoro na vita baridi kwenye mawizara baina ya mafahali hawa wawili.Wakati mwingine watendaji au technocrats kwenye wizara hujikuta wakiumia kutokana na migongano hii na kukosa hata morale wa kufanya kazi.Tuchukulie hili suala la matumizi mabaya ya madaraka lililopelekea mawaziri wawili kushtakiwa mahakamani, ingekuwa mgawanyo wa kazi na madaraka unaheshimiwa, mawaziri hawa wasingepata hiyo jeuri ya kutumia nafasi zao vibaya.Suali la kujiuliza ni je, serikali imepata fundisho lolote hapa na hivyo kuweka bayana majukumu, madaraka, mamlaka na uwajibikaji katika utendaji wake? Pengine ni wakati muafaka kujiuliza na kurekebisha kasoro zilizopo ili kuwakinga wengine wasijikute wanaishia keko.

    Hizi kesi zote tunazozijadili hapa - kuanzia za akina Mramba, Yona na hata ya Masha na siku saba zinatokana na huu mkanganyiko.Sijui kama wananchi tunaelewa mipaka ya nguvu/mamlaka ya hawa wakuu.Wakati mwingine waziri anaweza akatoa amri kwa watendaji wa chini nao wakavuta miguu maana wanajua kuwa mlolongo wa amri na uwajibikaji wao ni kwa Katibu Mkuu.Katibu Mkuu naye akiona Waziri anamuingilia sana basi anaweza naye kukaa pembeni na mambo yakapinda.Kwa wale wajasiri ndipo utakapoona mvutano usiokuwa na tija.Kimsingi kwa maoni yangu nadhani Mawaziri wakati mwingi wanavuka mipaka ya mamlaka yao na ni wakati muafaka sasa wananchi waelewe ili wahoji pale ambapo kuna abuse.

    Ni kweli kuwa mawaziri si watendaji wakuu wa wizara, bali wanatakiwa kusimamia sera na ilani za vyama vyao. Hata hivyo kwa mazoea tu au kutokua mipaka ya majuku yao wengi wamekuwa wakiimgila shuli za kila siku za wizara, ikiwa ni pamoja na kutoa amri kwa makatibu wa kuu nini wafanye au wasifanye.

    Mwingiliano huu kwa kiasi kikubwa unatokana na mfumo mzima wa serikali ambapo kama walivyo mawaziri, viongozi wengine kama makatibu wa kuu na wakurugenzi nao huteuliwa na rais, na hivyo kujikuta nao kama viongozi wa kisiasa.

    Laiti kama makatibu wakuu na wakurugenzi wangekuwa wanaajiriwa kwa sifa na utalaam wao hali ingeweza kuwa tofauti. Kwa muundo wa sasa wote mawaziri, makatibu wakuu na wakurugenzi hutegemea fadhila za rais ili waendelee kuwapo katika nafasi zao. Hivyo makatibu wakuu na wakurugenzi hujikuta wakiwa na uoga kwa mawaziri ili wasichafuliwe na hata kusukwa mipango ya kuondelewa. Uoga huu husababisha kufanya kazi kwa kujipendekeza na kwa mawaziri na hivyo kujikuta wakiendeshwa na mawaziri badala ya kusimamia mipango na mikakati ya wizara.

    Mwaka 2006 rais Kikwete alimchagua Prof Maghembe kuwa waziri wa maliasili na Utalii na Salehe Pamba kuwa Katibu Mkuu. Salehe Pamba alikuwa amekaa kwenye wizara ile kwa zaidi ya miaka 20 na alikuwa anaelewa vizuri majukumu yake. Mara nyingi alipingana na Prof Maghembe na hivyo ulizuka uhasama mkubwa kati yao, kwa sababu Prof Maghembe alikuwa akiingilia sana utendaji wake na kwa sababu yeye ni Prof alijiona always yuko sahihi. Hakutaka kusikiliza ushauri wa mtu. Matokeo yake Prof Maghembe alisuka mpango wa kumuondoa Salehe Pamba na baadaye Mama nyoni ndo akachaguliwa kuwa KM

    Wakati mwingine mawaziri na makatibu wakuu wote hujikuta siyo wataalam wa sekta wanazozisimamia. hivyo katibu mkuu ambaye siyo mtaalam wa sekta anayoisimamia hawezi kuwa na upeo mzuri wa shughuli za kila siku za sekta hizo na hivyo kukosa confidence ya kumpiga waziri. Hebu angalia mfano mdogo tu, sasa hivi Mama Nyoni ambaye taaluma yake ni Mhasibu na amekuwa akifanya kazi kama mhasibu kwa muda mrefu. Sasa ni katibu mkuu wizara ya Afya, chini ya Prof Mwakyusa daktrai wa muda mrefu. Nini unategemea hapa.

    Kutokana na ukweli kuwa mawaziri wako karibu zaidi na rais, mara nyingi wanatumia hiyo ku-legitimise vitendo vyao. Makatibu Wakuu nao kwa sababu ya kuogopa kuchongewa na kupenda nafasi zao, basi wanakubali kuwaachia wawaingilie kiutendaji. Wengine wao wanaingia katika mtego wa kujiona wao ni makada wa chama tawala wakati haitakiwi kuwa hivyo. Kwa wenzetu, hata serikali ikibadilika, mara nyingi makatibu wakuu hawaguswi. Wakati umefika kwa matechnocrat kufanya kile walichoajiriwa kufanya na sio vingine.

    Katiba mpya ndilo jibu. Rais apunguziwe madaraka, iundwe independent civil service commision ya kusimamia watumiwshi wote wa serikali. Katibu Mkuu na wataalamu weingine wizarani wasiwe wanateuliwa na rais au waziri, bali wawe wanaajiriwa kwa contract kupitia civil service commision: renewable subject to performance.

    Nimekuwa nikijiuliza mara kibao ni kwanini waziri Karamagi alisaini mkataba wa Buzwagi badala ya katibu mkuu wa wizara ya nishati na madini.Nadhani kuna haja ya kuangalia [kupitia upya] utendaji kazi baina ya KM & Waziri,kuna wakati Tanzania inapopewa misaada unamwona KM anasaini document za kupokea msaada nadhani hii ni sahihi kabisa.Tatizo la wasiasa kuingilia kazi za watendaji [Accounting Officer] lipo pia mikoani utakuta mara nyingi mkuu wa mkoa anaingilia kazi za katibu tawala mambo yanaendelea hivyo hivyo katika level ya wilaya.

    Kwa mtaji huu wa kuogopana - waziri kashika mpini, watendaji wameshika makali, ni vigumu sana kuona utendaji wa kiwango stahili na hata uwajibikaji utakaoleta maendeleo kwa nchi yetu.Tutaendelea kusikia au kuona matumizi mabaya ya madaraka na kupotea kwa moyo wa kufanya kazi kwa wataalam wetu serikalini.Tusishangae kwamba pamoja na kuwa na wataalam waliobobea kwenye fani mbalimbali, bado ufanisi ni kitendawili.Na ndio maana wataalam hawa hawa hutafuta ajira kwenye sekta binafsi na mashirika ya kimataifa na kufanya kazi nzuri.Mshahara mzuri pekee si kivutio kama wengi wanavyofikiri.Kule kutambuliwa na kuheshimiwa na kuachiwa fursa kutenda ni motisha tosha.No wonder wengi huona heri kutoka maofisini na kufanya shughuli nyingine kama kuhudhuria warsha na semina kuliko kubaki maofisini....

    Mfumo wa sasa wa kuchanganya siasa na taaluma hauna ufanisi. Inahitaji utashi wa kisiasa kukubali kutenganisha siasa na utendaji.Kichuguu hapo juu ametoa wazo la kuangalia upya Katiba. Hii ni njia moja wapo.Njia nyingine ni kutoa mikataba na hadidu za rejea kwa watendaji ili kuondoa ile hofu ya ghadhabu ya wanasiasa.Huenda ziko njia nyingine zaidi ya hizi.

    Woman of Substance, well said. Lakini nadhani hizo njia ulizoziandika hapo juu hazina nguvu za kurekebisha tabia ya wanasiasa kuingilia kazi za watendaji. Katiba inasema vitu vingi sana, na mbona hadidu za rejea na job description zipo pia? karatasi tu. Changamoto ni jinsi ya kubadilisha utamaduni wetu wa kuwapa wanasiasa majukumu kupita kiasi. I don't think the solution lies in the formal paper trail...

    I hear you loud and clear and I totally agree with you that papers by themselves are as good as nothing.It is all in the mindset.

    How do we change mindsets?
    I also believe that papers can provide a basis for bringing up sound argument for change.

    Implementation is where the rub is, au siyo? One of my biggest annoyances/disappointments in how we conduct our governance is this reliance on wanasiasa to do things. Whenever there's a problem, we run to the President first and if he is not available, his Prime Minister and finally his Ministers. We play the political/vote card all the time when we should be yelling at the technocrats for not doing their jobs. Got no water? Bully an engineer. Need textbooks? Bully the headmasters, the DEO, work up the chain from the bottom. Make those politicians irrelevant to technical problems. Stop accepting election time bribes (tutawajengea mashule! tutawaletea maji! vaeni hizi t-shirt za chama!). Whenever we run to a politician to solve a technical problem we circumvent the technocrats and disempower them.

    Example: professional educators (technocrats) will tell you that pre-school, teacher:pupil ratios, appropriate curricula, well-trained teachers, access to materials, parental participation and child-friendly schools will do more to increase the quality of education than school uniforms and hastily-built classrooms. These are relatively affordable measures! So of course politicians erect buildings and fill them with half-trained secondary-school leavers instead- si kitu kinaonekana? Kazi kwetu.

    Ingewezekana kuwafanya wanasiasa redundant we would have made headways! Tatizo hawatataka kuachia. Nadhani the starting point ni kukataa kile kipindi cha maswali na majibu bungeni maana huo ni usanii mtupu ni kupoteza muda maana hayo majibu sidhani yana ukweli wowote ndani yake.Ni kudanganya wananchi tu.. hakuna follow up wala hakuna mtu anayekumbuka kufuatilia.

    Ingeanzishwa forum ya kukutana na technocrats kupata ukweli wa mambo.Nimeona kwa mfano kuna maonyesho kama yale ya menejiment ya utumishi ambapo watu walipata fursa kuelimishwa nii kinaendelea.Hizi forums zingekuwa nyingi zaidi na zilenge kuwapa wananchi fursa kuuliza na kupatiwa ufumbuzi wa matatizo ya kila siku na siyo wabunge kuuliza bungeni na kujibiwa na mawaziri.

    Nasikia system ya uingereza ni ngumu kwa wanasiasa! civil servants wakimchoka waziri wao wanamtilia ngumu hadi anaonekana hafai, anakuwa replaced. Yani technocrats wanayo professional authority, na hata wamarekani pamoja na mchezo wao wa Dems vs Republicans wanajua kwamba kimsingi nchi inaendeshwa na watendaji. legislators wakiwaingilia sana wananza kufokeana! na Bills zao zinakuwaga na input kubwa sana ya wataalam, siyo kama za kwetu ambazo hata kuzichapisha kwenye Government Gazette ni vigumu. ukiona jinsi tunavyoandaa hizi bills zetu unaweza ukapata shinikizo la damu.

    Sikubaliani na wewe kuhusu the great show that is Bunge, nadhani tuendelee na maswali na majibu bungeni kwa kuwa inatupa nafasi ya kupima kama wanasiasa wetu wamelala au wanasomaga report za watendaji wao. Cha msingi ni kukumbuka kwamba hawa ni wanasiasa tu, tutenganishe maneno yao na vitendo ya serikali. Besides, sijui kwanini tunawaogopa kiasi hicho wanasiasa wetu. At least ma-PS ni professionals hired for that capacity, wanasiasa wanakuja kutuomba sisi kura ili watutumikie sisi. Any political representative, even the President, is the Servant of even the meanest and most destitute Citizen of this country. Kusahau jambo hili ndiyo inatuletea matatizo ya kuwaachia wanasiasa wafanye wanavyotaka bila kudhibitiwa.

    Unajua hayo maswali yanapoulizwa na wabunge, mawaziri nao huwapa maofisa kujibu.Sasa basi inategemea ofisa muhusika siku hiyo anajisikiaje kujibu na kama ana muda kufanya research.Akishajibu, huyapeleka kwa
    " ofisa wa bunge" wa wizara husika na huyo huyaweka katika mtiririko na kumpa waziri asome bungeni.Utamu ni pale yanapokuja maswali ya nyongeza ambapo waziri hutakiwa kujibu off the cuff.Sasa unadhani kweli kuna faida kubwa kiasi hicho kusikiliza kipindi kirefu cha maswali na majibu kama mtindo ni huo? Je isingewezekana kipindi hicho kuboreshwa kikawa na maana zaidi?

    Fair enough, ni kweli kwamba inatokea kipindi cha maswali na majibu kinaweza kupunguzwa ili kuwapa wabunge nafasi ya kufanya kazi nyingine, kwa mfano kusoma miswada kabla hawajapiga kura ili wajue wanachokifanya (i know that many are allergic to reading) au kutembelea maktaba ya bunge kujielimisha kidogo...

    Lakini kwa upande wa pili, kipindi hicho kinawapa wapinzani na wabunge walio na upeo nafasi ya ku-pressurize serikali, kuonyesha sehemu ambazo sera zimekaa vibaya, kutuma ujumbe, kuwapasha na ku-challenge serikali na kuhakikisha kwamba executive branch hawalali usingizi kabisa wakati wa bunge session. Not every question is about getting an answer, sometimes they are about highlighting faults or letting the government know what areas you intend to attack them on next...opposition is very good at this.

    Mimi naomba kuuliza- sifa ya kuwa KM ni nini? Office tenure ni mda kiasi gani? Je KM anawajibika kwa raisi moja kwa moja au KM kiongozi?

    In an ideal situation, KM kama CEO anapaswa kuwa na knowledge ya utawala na hata uendeshaji. Lazima awe pia msomi angalau first degree.Office tenure depends on the pleasure of the president.Uwajibikaji wa moja kwa moja ni kwa KM Kiongozi.
    In practice however I am not sure.Labda wachangiaji wengine watujuze.

    A good thing to do would be to list all permanent secretaries and see their CVs and compare them to those of their political overlords. Where can PS profiles be found?
