Idi Amin Dada who was president of Uganda from 1971-1979. Idi Amin killed more than 500,000 Ugandans including opposition leaders, foreign investors, and even archbishops. He did not kill all these people with guns. In fact, he killed some with his bare hands, he buried some alive and fed others to his hungry crocodiles. He raped almost all the beautiful girls surrounding his palace. He also confirmed to eating human flesh and in fact they found several human heads in his refrigerator. Charles Taylor who was president of Liberia from 1997 to 2003 was the cause of the Liberian civil war and the deaths of untold number of innocent people in Liberia. He encouraged his followers to use rape as weapon and together they raped several innocent girls and destroyed several families. He also encouraged his followers to cut off the hands of people so they cannot rebel against him and together they caught of the limbs of several innocent people including babies and toddlers that is why you see so many Liberians today with no limbs

Muammar Gaddafi is another famous mad man who has been president of Libya for more than 42 years brutalizing his people up till now. He has destroyed several innocent lives and continues to destroy lives. He is a confirmed mad man who doesn't care what people say. He is a terrorist and has supported many terrorist organizations in the past and continues to terrorize the west. His children especially the boys took after him and if not removed, they may follow their father's footsteps. One of his boys is a confirmed rapist and drug addict. Another one is a womanizer who spends millions of dollars partying while the poor Libyans don't even have voices to speak out. Gaddafi has no heart and he kills for fun. He has destroyed so many lives and continues destroying lives.
Jakaya Kikwete (mentally disabled)
Graduating with a degree in economics in 1975, he opted for a low-paying job as an executive functionary/officer of the ruling Party (TANU later CCM). This gave him the opportunity to work at the grassroots in rural regions and districts of Tanzania.
President Kikwete has been blamed for electing his friends to the cabinet, a result of which he has no power to condemn them for their irresponsibility. The example of two consecutive Bomb blasts at Mbagala and Gongo la Mboto arm base respectively in 2009 and 2011 where the Head of army General Mwamunyange as well as the defense minister Mr. Mwinyi were in charge but they insisted that it wasn't their fault for the blast and denied to brief the country about the reason for the blasts. The President himself, kept praising his two official that they are working to secure a country something that raised anger among the victims of Blasts.
Also it has been revealed by Diplomatic officials that Kikwete successfull used his religion (Islam) to cover his weakness to win 2010 election
