Draft TORs for consultancy to compile a parallel report on HIV/AIDS

1. Background
United Nations Association of Tanzania is an NGO that works to promote the principles and purpose of the United Nations. Currently UNA Tanzania is implementing a project on MDGs around lake Victoria Region in collaboration with UNA Sweden and Uganda funded by SIDA Lake Victoria office in Nairobi.

As part of its mandate in the Project, UNA Tanzania in collaboration with the partner UNAs in the Lake Victoria region, envisage to publish a parallel report on the implementation of the declaration of Commitment on HIV/AIDS. This report will be instrumental in the ongoing review of the declaration and is envisaged to be completed by June 2008 where the governments will meet again to review progress and revive their commitment to the plight of eradicating HIV/AIDS and its related issues.


2. Assignment
The UN has published a monitoring guide and reporting toolkit that give a comprehensive picture of progress made in implementing declaration in its broad dimensions.

UNA Tanzania will only focus on two of the 9 core indicators for the implementation of the Declaration which are

1. Amount of national funds disbursed by governments in low- and middle-income countries.
2. National Composite Policy Index.

The assignment is to produce an alternative report to the UNGASS Country progress report for Tanzania January 2006- December 2007 submitted by TACAIDS to the United Nations for the review specifically on the two core indicators described above.

The consultants are expected to use the tools and guidelines of provided by the UN guideline for monitoring the declaration of commitment focusing on, but not limited to

A: Amount of national funds disbursed by governments in low- and middle-income countries.

ii. Budget Analysis (allocations)

3. Objectives
The main objectives for the report will be
• to give an alternative view to the UN review process
• to inform the government of the other dimensions of implementation from a CSO perspective
• to inform stakeholders including CSOs, donors, private sector etc on key areas of concern and priorities for implementing the declaration commitment
• to inform the implementation process of the 2nd Tanzania National Mutli-Sectoral strategy on HIV/AIDS


4. Expected outputs
• A comprehensive alternative report on the implementation of the declaration of commitment with respect to funding and policy index
• A power point presentation summarizing the findings and recommendations.
• A brief report on the process highlighting the challenges, lessons and recommendations for improving the exercise as per UNA Tanzania LVI reporting format

5. Proposed steps (action plan)

i. Designation of 1 lead consultants and supporting facilitators
One lead consultant will be enlisted for the exercises. The consultant will be aided by 1 assistant consultant and 2 facilitator to assist with data collection, conducting interviews and other tasks in planning, analysis and reporting.

ii. Familiarization and developing the basic documents
The second step can include going through the UNAIDS guidelines with special emphasis on the 2 selected core indicators for this assignment and develop the tentative skeleton for the report and list of references and respondents to be consulted.

This stage can also include agreeing on (i) the process and timeline; (ii) the selection of best respondents for each section; and (iii) the final results from both parts.

Examples of key respondents are
• National AIDS accounts and budget analysis: Controller and auditor generals office, TACAIDS TOMSHA system and RFA reports.

• Strategic Plan and Political Support: the Director or Deputy Director of the National AIDS
Control Programme or TACAIDS.
• Monitoring and Evaluation: officers of the National AIDS Committee or equivalent, Ministry of Health and HIV focal points of other ministries.
• Human rights: experts such as the Ministry of Justice officials, human rights commissioners, and representatives of human rights nongovernmental organizations or legal aid centers/institutions.
• Civil society participation: representative sample of major civil-society organizations working in the area of HIV and AIDS.
• Prevention and care and support sections: major implementing agencies in those areas.

iii. Data gathering
Each section should be completed by desk review and by interviewing the two or three people most knowledgeable about that topic.

The UNA Tanzania report on the situation of AIDS in the lake Victoria regions and the PETs report can also be used for reference at this stage.

iv. Data entry, analysis and interpretation
Once the data for both indicators is collected, the technical consultants need to carefully review similar questions and check whether there are any discrepancies between the government and other counterparts’ responses then document them.

This should be followed by establishing the variance of the report from the government clearly explaining the variance and also where there is new information not presented in the government report should also be presented and explained its significance and impact on the implementation of the declaration of commitment on HIV/AIDS.

v. Compiling final draft report
The final report will be submitted to UNA Tanzania for dissemination to various relevant stakeholders including the UNGASS review process and the government.


6. Reporting requirements
The consultant and their team are expected to report on a weekly basis on the progress made. The first draft report should be ready by 14th June for a review meeting on 16th June. The final version after review should be ready by 20th June before it is launched on a press conference on 30th June.
