    Hii habari ninayoiweka ni kutoka kwenye gazeti la Guardian, 09/07/2007. Kwa kweli UCLAS wamekuja na mpango mzuri. Lakini kwa wale ambao wapo kwenye vyombo kama ERB, UDSM, DIT na vyuo vingine kwa pamoja na serikali na sekta binafsi ikiwemo Polisi, Ujenzi, TANROADS, Conslutants, SUMATRA, MUWADA etc wachangie mawazo. Wenzetu wa UCLAS kama mpo jumuisheni wadau wengine ili mpango wenu uwe maridhawa na utoe suluhu ya tatizo hili la usafiri.

    Wazee wa vyuo vikuu, jamani wanafunzi wakati wanafanya projects kwa nini wasipewe mwamsho wa kuweza chunguza na kutoa mapendekezo yao kuhusu suala hili...tayari UCLAS wameshatupa "skeleton" what we need now ni "flesh and blood". Congrats UCLAS but don't hide the info to yourself, share and improve it to cater for the need......

    UCLAS: Here is the major solution for Dar congestion

    The University College of Lands and Architectural Studies (UCLAS) has come with a cost effective and permanent solution on road traffic jams in Dar es Salaam.

    UCLAS Assistant Research Fellow, Hussein Rajab, told The Guardian that should the government take into account the said solution, traffic congestion in the city of Dar es Salaam would become history.

    He said: ``Most traffic congestions arise at the junctions. The only answer to traffic jams is to improve the intersections where vehicles converge. Improvement here means construction of either flyovers (overpass) or underpass lanes.

    ``Overpass or underpass is a permanent solution as vehicles will not meet at the junctions as the situation appears at the moment,`` he said.

    He said the lanes would facilitate movement of vehicles heading to final destinations without meeting at the junctions (where there are traffic lights).

    Rajab said the solution would be suitable for small vehicles rather than daladalas due to stoppages and heavy vehicles, as 80 percent of traffic to city centre is made up of small vehicles.

    He said that overpasses could be applicable at the junctions of Mwenge, Morocco, Ubungo, Tabata, Shekilango to mention a few, while the underpasses could be built at the slopes of Kawe Road, St Peter road junction etc.

    ``Construction of an overpass or underpass is a one time investment,`` he said.

    Rajab said expansion or adding more roads would not reduce traffic jams but would instead facilitate vehicles to meet at the junctions.

    He said that traveling on congested roads resulted in increased fuel consumption.

    He mentioned effects of traffic congestion as time wastage, environmental pollution, tear and wear and stress. He further mentioned other effects as difficulties in case of emergencies, noise as motorists try to divert to other quiet areas such as hospitals and schools.

    Dar es Salaam has been experiencing traffic jams, which normally occur during peak hours in the mornings and evenings, as most traffic is heading to and from the city centre due to most offices being located there.

    Mimi hapa pia nimeuona huo mchoro kwenye ippmedia.com, unapendeza kwa kweli, i'm not proficient in architectures but i really do think that there are much simpler drawings,cheaper and more efficient plans than what has just been unveiled today by UCLAS in solving the same problem.

    Msongamano wa magari Dar wamtisha balozi wa Japan

    BALOZI wa Japan nchini, Makoto Ito, ameishauri serikali kuchukua hatua za haraka kuhakikisha tatizo la msongamano barabarani kutokana na magari mabovu na kukosekana kwa alama za usalama barabarani jijini Dar es Salaam linamalizwa.

    Alisema serikali ya Japan inaamini kuwa uchumi wa Tanzania ambao asilimia 40 ya mapato yake inatokana na shughuli mbalimbali za kiuchumi zinazofanyika jijini Dar es Salaam, hautapiga hatua ikiwa utaratibu uliopo sasa wa usafiri kutoka maeneo mbalimbali ya uzalishaji hautotafutiwa ufumbuzi.

    "Pamoja na kusaidia kupanua mabarabara ya Kilwa na ukarabati tulioufanya katika barabara nyingine kama Ali Hassan Mwinyi na Morogoro, serikali ndiyo yenye jukumu la kuhakiki ubora wa magari yanayopita katika barabara hizo kwa kuyaondoa yasiyofaa," alisema Ito.

    Aliongeza kuwa ukaguzi wa magari, kuboresha alama za barabarani, mabasi ya jumuia, ni jukumu la serikali kuyasimamia ili barabara ziweze kupitika na kulinda mazingira.

    Ito aliyasema hayo katika uzinduzi wa Kampuni ya kusafirisha magari kutoka nchini Japan, iitwayo Autorec Enterprises Limited yenye makao yake makuu nchini Japan, sherehe zilizohudhuriwa pia na Rais wa Kampuni hiyo, Koji Mizuno.

    Alisema ili kutatua tatizo la foleni jijini, serikali ya Japan inafanya uchunguzi wa kina ili kuondoa tatizo hilo, kwani inaamini kuwepo kwa foleni ndefu zinazosababisha watu kuchelewa katika sehemu zao za kazi kunakwamisha juhudi za kukuza uchumi.

    Hata hivyo alikiri kuwa magari mengi yaliyopo jijini Dar es Salaam ni mabovu na yanayosababisha kuwepo kwa foleni, na kuongeza kuwa wamiliki wa magari jijini wanapaswa kuyatunza magari yao ili kupunguza tatizo la magari mabovu.

    Rais wa kampuni hiyo, Koji Mizuno alisema kuwa wameamua kuanzisha tawi la kampuni hiyo nchini Tanzania, kwa vile kuna idadi kubwa ya magari yanayoagizwa hapa nchini ambapo karibu maombi 5,000 ya kutaka magari hutoka nchini. Jumla ya mgari 500 yameagizwa nchini kupitia kampuni hiyo kwa Julai pekee.

    Sehemu za kupaki magari nazo ni tatizo na zinachangia kwa kiasi fulani msongamano katikati ya jiji. Ingekuwa vizuri CITY COUNCIL wakatunga sheria ndogo itakayowabana wale wote wanaotaka kujenga katikati ya jiji waweke "car parking" angalau kwa floor mbili za mwanzo.

    Nilishangaa sana watu wanasema eti Ubungo, magomeni, Akiba na Fire hakuna nafasi ya kutosha kujenga flyovers.

    You can not imagine mtu anasema hivi leo Tanzania. Ningesema mtu kama huyo, ni sawa na mjomba wangu anayetoka Nyalugusu ambaye hajui flyovers.

    Naye PM kaja na idea ya ajabu na watanzania tunamchekea tu. Upuuzi ya njia tatu eti kwa sababu uliwahi kutokea England karne zilizopita basi ni wa busara. Matokeo yake ni ajali zisizo na maana kuongezeka. Kisa aonekane eti kweli anashughulikia tatizo.

    Immediate solution ni kuanza sasa kujenga Flyovers Ubungo na Magomeni na sehemu nyingine kama mwenge, Tazara, Akiba etc zifuate baadaye. Ukijiuliza utashangaa sana, wanavyokwenda huko majuu hawajifunzi kwa wenzao????

    Unaweza kuja ulaya ni ukatoka patupu vilevile,sema watu ambao wanaishi ulaya na kufanya shughuli zao huko ikiwa pamoja na kuendesha magari wakiwa huko ndio wanaweza kuzungumuza nini kifanyike,kwa sababu wao wanafanya vitu kwa vitendo.

    Wanajua parking zikoje, underground road zikoje, na sheria zingine za barabarani. Kama ningekuwa ndio nina madaraka pale Dar kuhusu foleni kama alivyosema mdau mmoja hapo juu kwenye makutano ya tazara,ubungo,kawawa/morogoro,kawawa/ali hasani,kilwa hizi zote ninge jenga tunnel.

    Watu wengi hawajashitukia mradi wa parking badala ya kujenga maduka tuu wanajenga parking hata floor kumi ktk ya jiji ilikupunguza msongamano.

    Ndugu zangu wa JF ambao mnaishi kwenye Jiji la Dar es Salaam mnalifahamu vema tatizo (ambalo sasa ni janga halisi) la msongamano wa magari barabarani. Tatizo hili limejidhihirisha wazi zaidi hususan kwenye siku za muda mfupi uliopita, wakati wa msimu wa mvua ndefu (masika) ambao uliungana na msimu wa mvua fupi (vuli) kutokana na mabadiliko ya hali ya hewa ya kidunia (Global Climatic Change).

    Mojawapo ya mapendekezo ya iliyokuwa Kamati ya Uchambuzi juu ya Tatizo la Msongamano wa Magari, iliyoundwa na aliyekuwa Waziri Mkuu, Edward Lowassa, lilikuwa ujenzi wa barabara zinazopita juu ya ardhi, maarufu kwa jina la fly-overs.

    Lengo kuu la fly-overs ni kuwezesha magari kupita juu ya barabara moja kwa moja kwenye kila sehemu ya makutano, hivyo kuondoa haja ya kusubiri magari yanayoruhusiwa kupita (kwa zamu) na taa za kuongoza magari (traffic lights). Kwa mfano, iwapo kungekuwa na fly-over kwenye makutano ya Barabara ya Ali H. Mwinyi na Barabara ya Kawawa (Morocco), magari yaendayo Kinondoni kutokea Msasani yangepita moja kwa moja, na yale yaendayo Msasani kutoke Kinondoni nayo pia yangepita moja kwa moja, huku yale yaendayo Jijini kutokea Mwenge, Mbezi Beach, na Tegeta (na sehemu nyinginezo) yangepita moja kwa moja, na yale yatokeayo Jijini kwenda Mwenge, Mbezi Beach, Tegeta, na sehemu nyinginezo, vile vile yangepita moja kwa moja.

    Kwenye fly-over hiyo, iwapo gari ingetaka kwenda Msasani kutokea Mwenge, kungekuwa na sehemu (mstari) maalum ya kuliwezesha gari hilo kuingia pole pole kwa kutumia utaratibu wa kisheria unaojulikana kama "yielding". Utaratibu huo ungetumika pia kwa wale ambao wangetaka kwenda Kinondoni kutokea Mwenge, hivyo kuwezesha magari kutembea kwa kasi zaidi bila kusimama, na hivyo kufanikiwa kuondoa kabisa tatizo la msongamano wa magari.

    Watanzania wasingelazimika kuamka saa 9 alfajiri (kwa wale wanaoishi Mbezi Beach, Tegeta, Bunju, Boko, n.k.) ili waweze kuondoka nyumbani kwao saa 10 alfajiri ili kuwahi ofisini saa 1 au 1.30 asubuhi, tayari kwa kazi, kwa wale ambao wana ajira kwenye Serikali Kuu, kwani, badala ya kutumia muda wa saa 3 au 4 barabarani, wangeweza kutumia muda wa saa 1 au 2 tu!

    Ujenzi wa fly-over si kitu cha ajabu wa kitu kigeni. Ujenzi huu unatumika sana nchi za ulaya, na umeondoa na kupunguza kabisa tatizo la msongamano wa magari kwenye nchi nyingi. Tukumbuke pia kwamba, tunapotumia muda mwingi kwenye msongamano wa magari, sio tu kwamba hasara kubwa inatokea kutokana na

    (a) matumizi makubwa ya mafuta ya petroli, na
    (b) upotevu mkubwa wa muda ambao ungetumika katika shughuli za uzalishaji, bali pia
    (c) sisi wenyewe tunaathirika kiafya kutokana na kuvuta hewa iliyochanganyika na moshi wa magari ambao huwa na sumu na kemikali zenye madhara kwa afya zetu.

    Niliwahi kujikuta kwenye msongamano wa magari nikitokea Mbezi-Luguruni, nikiwa Ubungo-Kibo. Sehemu ambayo, kwa kawaida, kufika kwenye makutano ya Barabara ya Morogoro na Barabara ya Sam Nujoma huchukua muda wa dakika 2 au 3, nililazimika (pamoja na watu wengine kadhaa) kutumia muda wa saa 2! Nilikuwa ninatokea Mbezi-Luguruni kurudi nyumbani Mbezi Beach. Nilipofika nyumbani nilishindwa kabisa kuona, nikalazimika kuosha macho yangu kwa maji, lakini sikupata nafuu, nikaenda kulala. Siku hiyo ilikuwa Jumamosi, nilifika Ubungo-Kibo saa 12.30 jioni, ilipofika saa 1.30 usiku ndio nilifanikiwa kuvuka makutano ya Barabara hizo, hatimaye kufika nyumbani saa 3.30 usiku! Nilikuwa nimealikwa kwenye sherehe ya harusi ya jamaa wa familia; sikuweza tena kwenda kutokana na kuumwa macho. Nimdai nani?

    Swali langu, baada ya kutoa hoja, ni, je, Watanzania wenzangu mliopo nje ya nchi mnaonaje kama mtachukua jukumu la kuongea na makampuni ya ujenzi wa barabara ili yaweze kuja Tanzania na kuingia ubia na, ama
    (a) Serikali Kuu au
    (b) Watanzania wenye uwezo wa kushirikiana nao ili kuweza kujenga hizi fly-over na kuondoa kabisa hili tatizo?

    Serikali Kuu tayari imekwishaweka mkakati wa ujenzi unaojulikana kama Build-Operate-and-Transfer (BOT), ambao unamwezesha mjenzi kukopa pesa kwa minajili ya kurejeshewa alichowekeza kwa njia ya kutoza kodi za moja kwa moja au "indirect taxation". Ninaamini kwamba Watanzania waliopo nchini(hususan Dar es Salaam) hawatapinga nyongeza ya kodi kwenye mafuta ya petroli kuwarejeshea wajenzi wa fly-over kile walichowekeza, ili mradi fly-over zinajengwa na tatizo la msongamano linaondolewa kama si kupunguzwa kwa kiwango kikubwa.

    Asante mwanahaki kwa post nzuri.

    Nimesoma hadi nikafurahi. wasiwasi wangu ni kuwa huko serikalini hakuna mtu mwenye nia ya kuendeleza nchi zaidi ya matumbo yao. Hili linaweza kuwa limesemwa over and over lakini watu wanaangalia matumbo yao na ego zao zaidi ya maendeleo ya nchi.

    Hilo suala limeongelewa sana na wajuvi lakini majibu yanayokuja ni very absurd, labda kwa kuwa PM aliyepita naye ni absurd in a way. Pamoja na contribution yote ya Dar kwenye GDP ya taifa alishindwa hata kuchukua hatua ya kujenga fly over moja in 6 month ili kupunguza shinikizo la msongamano

    Kisingizio cha kwanza walichotoa ni gharama za ujenzi kuwa kubwa, hii sio sababu ni kisingizio tu.

    Nyingine walitoa excuse kuwa hayo maeneo watu wanayotaja na wewe uliyotaja ni madogo kwa kunega fly-over (over head bridge) kitu ambacho ni upuuzi kabisa there is enough space na enough room, hata ikija bomoabomoa ya nyuma 2 au tatu ujenzi unaweza kufanikiwa,

    The most absurd thing akaleta idea ya magari yapite kwenye lanes tatu, ajabu na wabunge wetu na watu wengine waliichekelea tu, kisa eti iliwahi kufanyika kama hivyo Uingereza miaka ya nyuma, so foolish argument.

    Lakini sababu ya msingi ni kuwa viongozi ambao ndio wanaotakiwa kushughulikia suala hili, wao wanapopita magari mengine yanasimamishwa they never feel the pinch.

    Tatizo linalohitaji immediate solution alisema linahitaji solution itakayokuja tekelezwa baaaaaadaye, hilo ndio linalochekesha!!! na kutuumiza!

    Congestion relief haiji kwa kujenga fly-overs pekee.........kunatakiwa kuwe na integrated solution..........unaweza kufikiri unasolve tatizo kumbe unasababisha tatizo sehemu nyingine......kuna fly-overs zingine ziko congested...umeshaiona hiyo?

    yafuatayo ni masuala muhimu kuzingatia

    1. Efficient and reliable Public transport
    2. restricted travel zone should be established.......
    3. Congestion pricing
    4. Carpooling
    5. Proper infrastructure for Non motorized Transport

    final but not least........A VERY EFFICIENT TRAFFIC (SIGNALS) COORDINATED INFRASTRUCTURE.......kutegemea na travel partten and DEMAND.

    Kuna factors zingine pia.......kama dedicated parking areas na enforcement (traffic polisi peke yao hawatoshi)

    .....Je na ufisadi unaondelea sasa......kweli pesa ipo ya kutekeleza hayo?

    Nakuelewa vema katika post hii kwani mimi mwenyewe niko Dar kwa sasa; na natumia barabara ya Ali Hassan Mwinyi kila uchao. Kero ni kubwa kwa kweli. Ni chaos tupu kwa sisi wengine tuliozoea kuendesha kwa kufuata sheria ughaibuni.

    Hizo bara bara za juu (fly-overs) itakuwa ni sehemu ndogo tu ya suluhisho la tatizo hilo. Katika utafiti wangu usio rasmi nimegundua kwamba mfumo wa uendeshaji wa mambo (sekta ya barabara za DSM mojawapo) umeachwa kuwa mbovu kwa sababu ubovu huo ni mrija unaotiririsha kipato haramu (kwa wahusika) ambacho ni cha lazima kufidia gharama kubwa ya maisha Dar, ikilinganishwa na kipato halali kwa wakazi walio wengi hapa jijini.

    Nikirudi kwenye kero ya usafiri Dar. Tunaweza kuongalia maeneo mengine kama magari ya usafirishaji wa abiria. Vipanya vinaongeza foleni ya magari. Viondolewe. Magari makubwa ya abiria yangeweza kusaidia kupunguza foleni. Na pia ni vipanya hivi hivi vinavyoongoza kwa uvunjaji wa sheria za barabarani.

    Pendekezo lingine ni kufanyika kwa utafiti katika eneo hili. Kuna chuo cha usafirishaji cha taifa-NIT (www.nit.ac.tz). Hawa wangeweza kufanya utafiti na kupendekeza namna ya kuboresha usafiri katika jiji la Dar.

    Changamoto: Watawala wetu wanawaamini wataalamu wa kizalendo? Au mpaka waje wenye ngozi nyeupe? Maana hao watakuja na mapesa yao...japo mwisho wa siku wataondoka na mapesa mengi zaidi ya waliyotumwagia.

    ...thats not an absurd idea...........niliwahi kusema huko nyuma kuwa kuna kitu chaitwa EEE....i.e. Engineering, Education and Enforcement.........kilichokosekana kwetu kuhusu hiyo idea ni hizo mbili "Education & Enforcement".........kinachotakiwa baada ya hapo wahandisi wanatakiwa wa-evaluate the performance ya idea waliyoitoa kama ina-work or not........if it doesn't........ there are plenty other options to play with

    Ogah you are right, lakini ukiangalia kwa layman analysis utaona kuwa ajali ndogondogo zimeongezeka, congestion haijapungua, imeanza hata kuleta confusion vichwani mwa madereva, na enforcement yake ni very mechanical. Inaonekana kama ni decision iliyofanyika ili kujitafutia political gains lakini haikutafitiwa kama inaweza kuendana na mazingira ya sasa.

    Hizo fly overs kwa Tanzania hazitufai maana hatuna utaratibu wa kuzifanyia matengenezo barabara zetu, hivyo zinaweza kuleta maafa makubwa zitakapoanza kuzeeka kwa kuanguka.

    Nilisoma mahali kwamba fly overs nyingi za US ziko katika hali mbaya sana na hivyo kutishia maisha ya watumiaji.

    MwanaHaki na wakuu wengine mliotangulia..... Hili swala la msongamano wa magari jijini kwa kweli limeongelewa sana humu jamvini......

    1. Tulianzia kwenye issue ya project iliyofanywa na wale wakuu wa pale Chuo cha Ardhi, siku hizi panaitwa UCLAS, they did a marvelous job.

    2. Kisha tukaingia kwenye swala la mabasi yaendayo kwa kasi.

    3. Pia liliangaliwa lile swala la Daraja la kivukoni.

    4. Na mwisho tulidokoa dokoa kwenye issue ya mauzo ya Kiwanja pale Samora Avenue.

    Ukiangalia yote hayo utakuta kikubwa sio wingi wa magari, bali kuna factors kama:
    1. Lack of strategic traffic management approach kwa wale mipango miji yetu - upanuzi wa mabarabara etc

    2. Ukuaji wa CBD vertically without considering issue kama population density growth which for our environment ina direct impact kwenye increase ya magari within the CBD (poor public transport etc)

    3. Lack of integrated approach amongst stake holders kwa sekta nzima ya mipango miji endelevu.... Hii nakazia kwenye swala la study ya UCLAS. Ukiangalia kwa karibu zaidi utagundua kuwa kila idara/mtu/institution inafanya study kivyake vyake na hakuna integration ya stusy hizo!!

    4. Muhimu zaidi ni kuelewa kuwa foleni za Dar sio "Costriction to normal flow of Traffic (access into the city)"; la hasha.... Tatizo lipo kwenye "Overflow ya magari ndani ya CBD (foleni within the CBD creating tailings along the acesses into the CBD)". 3 by 1 inaonyesha kuwa itakusaidia utoke Mwenge mpaka Selander Bridge in 30mins. Lakini usishangae ukichukua 2 hours ku navigate within the CBD as kila mtu anaingia at the same time, lack of parking areas etc!!

    Hivyo mkuu hebu bofya kwenye hizo links hapo chini uone kuwa solution ya tatizo la foleni tunayo ila ni maswala la PRIORITY na FORWARD THINKING ndiyo yanaonesha kutusumbua.....
