Maputo - Mozambican President Armando Guebuza declared on Sunday that the country's natural resources should benefit all Mozambicans, who must feel that they are the owners of the resources.


Speaking in the northern city of Pemba, at the opening session of the 10th Congress of the ruling Frelimo Party, Guebuza added that the country's resources should also help strengthen national unity, consolidate peace and build up the self-esteem of Mozambicans.


"These are the fundamental conditions for us to continue weakening poverty until it passes into history", he declared.


"The message of Frelimo is this: let us all continue, my dear fellow countrymen, to build this beautiful Mozambique, a Mozambique that we and future generations should all be proud of", he added.


Guebuza stressed that this Congress is taking place in the year of Frelimo's 50th anniversary. Frelimo was founded in Dar es Salaam on 25 June 1962, and held its first congress, also in Dar es Salaam in September of that year. Guebuza cited words spoken by the first President of Frelimo, Eduardo Mondlane, 50 years ago to the day at that Congress, which had decided on the path of armed struggle to liberate Mozambique from Portuguese colonial rule.


Guebuza declared that over the past decade and a half Frelimo has created the conditions for the Mozambican economy to grow at an average rate of seven per cent a year, with a direct impact on improving the quality of life of Mozambican citizens.


"This growth benefits all Mozambicans, because it results in the expansion of the education and health services, of the electricity grid, and of the fixed and mobile telephone networks", he said. "It finances the constructon of more roads, bridges and water sources. The Mozambique that Frelimo is building, with the participation of all our fellow countrymen, is benefitting all Mozambicans".


The opening session also approved the agenda and the standing orders of the Congress, and elected the members of the Congress Presidium and Secretariat, the Credentials Committee, the Elections Committee, and the committees that will deal with the drafting and amendments of the various Congress documents and resolutions.


Among the main points on the Agenda are a lengthy report from the outgoing Central Committee, presented by Guebuza, new Frelimo statutes, a new programme for the Party, and the election of the Party President (Guebuza is currently unopposed) and of a new 180 strong Central Committee.


116 members of the Central Committee have already been elected at the provincial conferences that preceded the Congress. The Congress must ratify their election and will directly elect the other 64 members.


In its first meeting, the Central Committee will elect the Party's Political Commission and the Central Committee Secretariat, responsible for the day-to-day running of the Party.

Kikwete has an opportunity here to 'make his bones', if you will, by how he handles this matter. As far as his legacy is concerned prior to this, it's shot to hell. But how he deals with this can be a chance to save face and walk out with his head high. Well maybe not high but at least not hung low.
