Authorities at Makerere University have endorsed a proposal to award President Museveni an honorary law degree, citing his contribution to the growth of agriculture in Uganda.

TO BE AWARDED: President Museveni

The proposal, originally from the Faculty of Agriculture, has been approved by the University Senate but is yet to be endorsed by the University Council, according to Mr Gilbert Kadilo, the institution’s spokesman.

“The University Council is yet to receive the proposal and consider it. But that’s not a problem,” Mr Kadilo said yesterday, adding that would be awarded the degree of Doctor of Laws.

But a press statement from State House, where Mr Museveni had a meeting with a group of Makerere University dons on Saturday evening, suggested that the decision to award him an honorary degree had already been reached.

“The vice chancellor disclosed that the University Senate,[which] sat on December 11, 2009, recognised outstanding Ugandans for their distinguished service to the country and President Museveni was one of those selected and bestowed with an honorary degree of laws,” reads the statement issued yesterday.

Mr Kadilo said he was not aware that several Ugandans were being considered for honorary degrees that would be awarded during the next graduation ceremonies, in January 2010. “The proposal we looked at was for President Museveni,” Mr Kadilo said.

He could not provide details of why Mr Museveni was being honoured, saying only “we honour him for his contribution to overall improvements in the agricultural sector”. The actual citation would be announced during the awards ceremony, he said.

It is understood that the decision to honour Mr Museveni is part of a deliberate effort by the university to make him more interested in affairs at the 87-year-old institution, which has recently faced negative publicity stemming from falling academic standards.

“My strategy is to start with scientists in all universities,” the statement from State House quoted Mr Museveni as telling his visitors. “I want these scientists to get enough money that will help retain them here.”
