    *Dawasco wapigwa marufuku kuingia eneo la jeshi bila kibali

    MAKAO Makuu ya Jeshi la Ulinzi la Wananchi wa Tanzania (JWTZ) yaliyoko Upanga jijini Dar es Salaam pamoja na maeneo mengine nyeti ya kijeshi yalikatiwa maji kuanzia jana.

    Katika operesheni maalum iliyoendeshwa na Kampuni ya Usambazaji Maji Dar es Salaa, (Dawasco) jana, maeneo kadhaa nyeti yanayomilikiwa na jeshi kama Hospitali ya Lugalo, kambi ya Lugalo, nyumba za maafisa wa jeshi zilizoko Muhimbili, Band Coy, Area J, na 361 Mzinga KJ yote yalikatiwa maji.

    Kwa mujibu wa Afisa Mkuu wa Biashara wa Dawasco, Raymond Mndolwa, huduma ya maji ilikatwa jeshini kufuatia kushindwa kulipa ankara ya maji yenye thamani ya Sh276 milioni iliyolimbikizwa tangu mwezi wa nane mwaka jana.

    Mndolwa alisema kuwa kwa muda mrefu jeshi limekumbushwa juu ya deni hilo, lakini katika mazingira yasiyoeleweka mpaka sasa deni hilo halijalipwa.

    Alisema kuwa mwezi uliopita Dawasco ilitoa notisi iliyofuatiwa na kumbusho maalum (reminder) iliyopelekwa wiki iliyopita, lakini bado jeshi likaendelea kukaa kimya.

    Tuliwapa notisi, tukawaongezea na kumbusho maalum bado hawakuelewa somo, sasa tumeamua kukata maji ili kuwaonyesha wateja wetu wengine kuwa hatubagui katika kuwahudumia na katika kuwakatia maji wanaokaidi kulipia bili,� alisema Mndolwa.

    Kundi la wafanyakazi wa Dawasco walioongozana na waandishi wa habari walishuhudia kazi ya kung�oa maungio ya maji kwenye nyumba za maofisa wa jeshi eneo la Upanga.

    Kwa mujibu wa Meneja Uhusiano wa Dawasco, Badra Masoud zoezi kama hilo lilikuwa linaendelea kwenye maeneo yote yaliyotajwa na lingeendelea kwa siku nzima jana.

    Awali Mndolwa alimweleza mwandishi wa Mwananchi kuwa juhudi za kuzungumza malipo ya deni hilo ili wasikikatie maji kwa chombo hicho nyeti yalifanyika mara kadhaa, lakini haukuwa na mafanikio yaliyopatikana.

    Ndugu wa maofisa waliobaki nyumbani walishuhudia zoezi la chapuchapu likitekelezwa na kufumba na kufumbua maafande hawakuwa na maji.

    Baada ya watu waliokuwa katika nyumba hizo kupiga simu, maafisa wa jeshi walifika na kuwasomba baadhi ya mafundi wa Dawasco hadi makao makuu ya jeshi ili wakaeleze nani aliwatuma kukata maji kwenye nyumba za jeshi.

    Mashuhuda wanaeleza ilikuwa heka heka kwenye nyumba hiyo iliyoko ploti 289 Upanga ingawa hakuna vurugu zilizosababisha maumivu kwa watumishi hao.

    Kundi la waandishi lililoshuhudia zoezi hilo liliamua kufuatilia makao makuu ya jeshi ambako kwa takriban saa tatu mahojiano yalikuwa yakiendelea baina ya mafundi hao na maofisa wa jeshi.

    Mafundi hao Moses Leo Bakagya, Wendelin Komba, Bonaventure Mtesigwa, Kassimu Mumba na Zawadi Nganyanga inasemekana walihojiwa ili wamtaje aliyewatuma kukata maji lakini walishindwa, ndipo Mndolwa aliende kuokoa jahazi.

    Habari zinasema kwamba baada ya Dawaco kumaliza kazi yao maafisa wa jeshi walitoa tahadhari kwa mafundi wa kampuni hiyo kuingia tena kwenye maeneo ya jeshi bila kibali.

    WATER is rightly referred to as the liquid of life. You have to have water for life to continue - whether or not you are living in urban or rural area; in a posh area or a slum or in a barracks or in civilian quarters. Water, more so potable water, is not a luxury. It is inevitability.

    Indeed, when it to comes to a huge concentration of people, water supply must be constant to minimise sanitation problems and avert even unforeseen disasters. Lugalo army barracks in Dar es Salaam has over 5,000 people; it harbours the army's main hospital and has a lot of military activities that need water to function properly.

    Water that flows into Lugalo barracks is supplied by the Dar es Salaam Water Sewerage Company (Dawasco). Dawasco disconnected recently water supply to the barracks demanding 276m/- from the army for water already used. This fact has not been disputed. Dawasco spends money to collect and send water to consumers.

    Therefore, paying for water received from Dawasco is both a commercial and patriotic duty every Tanzanian individual and institution must honour. On this score, words cannot be minced. While we insist that Lugalo barracks has to be supplied with water all the time, we insist in the same breath that water must be paid for by the army.

    The army has budgetary allocation to pay for water it uses. If it does not want to get water from Dawasco, it is free to drill its own bore wells. On Friday, seven soldiers from Lugalo barracks stormed offices of Dawasco at the Ubungo Water Reservoir Terminal, assaulted, manhandled and detained innocent workers.

    On the scene, a senior Dawasco official, Mr Raymond Mndolwa, told reporters that the Chief of Staff, Lt General Shimbo, had denied sending soldiers to the installation. Who sent those soldiers and with what kind of instructions? We denounce this action done in the name of Tanzania People's Defence Forces in the strongest terms. TPDF soldiers are sons and daughters of poor workers and peasants.

    They should be the last to behave the way the seven soldiers behaved. No Tanzanian, whether or not in uniform, is above the law. This behaviour is indefensible and cannot be condoned. To defend such behaviour is to court trouble. Indeed, it would be the surest way of detaching the TPDF from the people. Police said they are investigating. We hope the investigations will be speedy and exhaustive. The culprits will not only be punished, but the public will be made to know they have been punished.
