WAKATI Wizara ya Fedha na Uchumi ikiwa katika uchunguzi wa gharama za ujenzi wa nyumba ya gavana wa BoT inayodaiwa kugharimu Sh1.4 bilioni, imebainika kuwa nyumba nyingine ya mmoja wa manaibu wake imegharimu Sh1.2 bilioni.

Taarifa ya BoT iliyowekwa kwenye mtandao wake wa www.bot-tz.org jana mchana ilieleza kuwa nyumba ya gavana iliyoko katika kiwanja namba 12 Barabara ya Tumbawe maeneo ya Oysterbay ilipendekezwa kujengwa kwa gharama ya kati ya Sh1,399,184,549.00 hadi Sh1,847,763,537.00, lakini benki iliidhinisha Sh1,274,295,025.26.

"Mapendekezo kutoka kwa makandarasi yalikuwa na viwango vya gharama kuanzia Sh1,399,184,549.00 hadi Sh1,847,763,537.00 kwa kiwango cha juu.

Baada ya tathmini ya zabuni hizo na kufanya masahihisho ya tarakimu zilizowasilishwa, mzabuni aliyeshinda kwa kuwa na gharama ya chini kuliko wote alikuwa ni M/S Eletrics International Co. Limited. Gharama yake baada ya masahihisho ilikuwa ni Sh1,274,295,025.26," ilisema sehemu ya taarifa hiyo na kuongeza:

"Taarifa ya tathmini hiyo ilipitia tena kwenye Bodi ya Wazabuni na ndipo ilipofikia uamuzi wa kumteua M/S Eletrics International Co. Limited kwa bei ambayo haitabadilika (fixed price) ya Sh 1,274,295,025.26 ya kukamilisha ujenzi huu katika wiki 32."

Kwa mujibu wa taarifa hiyo mkataba wa ujenzi na mkandarasi huyo ulitiwa saini Juni 3, mwaka 2008 na kazi ya ujenzi ikaanza mara moja.

Taarifa imeeleza kuwa Bodi ya Zabuni (DSM) ya Benki Kuu ikaridhia pia kuwa kampuni ya Remco (International) Limited ishughulikie masuala ya vipoza hewa; Ginde EAP Services Ltd masuala ya maji safi, mabomba na maji taka na Pomy Engineering Co.Ltd ishughulikie masuala ya umeme.

Wakati nyumba hiyo ikigharimu kiasi hicho cha fedha nyumba nyingine namba 57 Mtwara Crescent imejengwa kwa gharama ya Sh1,272,348,512.00 kwa muda wa majuma 24 na kampuni ya Holtan Builders Ltd.

Taarifa imefafanua zaidi kuwa ujenzi huo umetokana na mabadiliko ya Sheria ya Mwaka 2006, yaliyoitaka benki hiyo kuwa na manaibu gavana wanne badala ya wawili.

"Hapo awali gavana alikuwa anaishi Barabara ya Mahando kiwanja namba 387 Masaki na Naibu Gavana Barabara ya Msese kiwanja Namba 43,"ilieleza taarifa hiyo na kuongeza kuwa;

"Baada ya mabadiliko ya Sheria ya mwaka 2006, Benki Kuu ina viongozi wakuu wanne; Gavana na Manaibu wake watatu na kwa mujibu wa mikataba iliyowekwa kila mmoja anastahili kupata nyumba ya kuishi."

"Nyumba zote mbili zilipangwa ziwe za ghorofa moja, vyumba vitano vya kulala, wenyeji na wageni, sebule ya wageni, sebule ya familia, mahali pa kulia na vyoo na mabafu yanayoendana na idadi ya vyumba," ilieleza taarifa hiyo na kutaja majengo ya nje kuwa ni pamoja na nyumba ya kuishi watumishi, gereji ya magari, bwawa dogo la kuogelea, ukuta, vyombo vya usalama na kibanda cha walinzi.

Kazi zingine zilizoongeza gharama za majengo hayo ni pamoja na mashine ya umeme (generator), mashine ya kupoza hewa, matanki ya kuhifadhi maji na kutengeneza mahali pa kuegesha magari na bustani.

Kabla ya ujenzi wa nyumba hizo, taarifa ilieleza kuwa Benki Kuu ilikodi nyumba mbili, moja kiwanja namba 480 Barabara ya Bray, Masaki na nyingine kiwanja namba 591, Msasani Peninsular kwa matumizi ya viongozi hao wawili ambao walikuwa bado wanaishi kwenye nyumba zao mbali na ofisi.

"Kati ya Oktoba 2007 aliporipoti kazini kama Naibu Gavana hadi Aprili 2008, Profesa Ndulu aliishi kwenye nyumba yake iliyoko Mbezi Beach, na Naibu Gavana Mkila naye pia aliishi nyumbani kwake kabla ya kuhamia kwenye nyumba hizi zilizokodishwa,"ilieleza taarifa na kuongeza: "Benki Kuu iliamua kumhamisha Naibu Gavana Juma Reli kwenda Barabara ya Mahando Masaki ili kuruhusu matengenezo ya nyumba aliyokuwa anaishi Kinondoni Barabara ya Msese."

Taarifa imeeleza kuwa Naibu Gavana Dk Bukuku anaishi kwenye nyumba yake na Benki Kuu inatoa posho ya nyumba kulingana na mkataba. "Nyumba hizo mbili zilizojengwa chini ya miradi iliyotajwa, sasa hivi zimekamilika. Gavana wa Benki Kuu, Profesa Ndulu alihamia nyumba namba 12 Barabara ya Tumbawe Desemba 17,2009 na Naibu Gavana Mkila alihamia nyumba namba 57 Mtwara Crescent Desemba 4,2009," ilieleza taarifa hiyo.
 
Tatizo kubwa la BoT ni muundo wake. Kama hautabadilishwa tutegemee madudu kama hayo hata wakimuweka nani. Muundo wa sasa ni uchocholo wa kupitishia pesa za walipa kodi. Kunahitajika mabadiliko ya muundo wake. Haiwezekani CEO (GAVANA) akawa tena ndiyo Mwenyekiti wa bodi halafu anateuliwa na Raisi harafu wajumbe wa bodi wanateuliwa na Waziri hili litaendelea kutuangusha. Yaani Waziri anateuliwa na Rais, Gavana na Rais, hapa hakuna uwajibikaji. GAVANA wa kuteuliwa na Rais ni kama yale ya Balali na Mramba kwamba Mramba hakuwa na ubavu kwa Balali bado yanaendelea mpaka sasa kwa muundo huu hata waziri wa fedha hana ubavu kwa Gavana na Bodi ya BoT ni ya ndiyo mzee GAVANA hakosei, hashauriki.

Kunatakiwa kubadilisha muundo wa Benki Kuu hili iweze kurefrect uzawa. Waendeshaji wa BoT ni kama watalii hawajui maisha ya mtanzania wa kawaida. Kunahitajika watu wakuangalia BoT inafanya nini. Anahitajika Mwenyekiti wa Bodi ambaye atateuliwa na Rais na asiwe CEO. GAVANA na Deputy GAVANA wasiteuliwe na Rais.

Hayo madaraka makubwa eti kila CEO kuteuliwa na rais ndivyo yanayoua mashirika yetu. Rais ana mzigo mkubwa.
 
Mimi nasema tatizo si muundo; tatizo ni sisi watu tunaoendesha taasisi hizo tukiwa na nia mbaya ya kujinufaisha, kuwanufaisha ndugu, jamaa zetu na marafiki zetu badala ya kuangalia picha kubwa zaidi ambayo ni kulinufaisha taifa zima, ambapo hatimaye huishia kutomnufaisha yeyote. Kwani ikiwa tutalinufaisha taifa zima hao ndugu zetu, jamaa zetu na marafiki zetu wangenufaika zaidi.

Kwa nini muundo si tatizo? Kwa sababu muundo si skeleton ambayo imeumbwa hivyo tokea enzi za dahari. Muundo huo haukuwekwa na supernatural being ambaye hatuna control naye. Muundo huwekwa na hawa hawa viongozi; ikiwa kiongozi atafika pale akiwa na nia nzuri ya kuiendesha benki kuu kwa maslahi ya nchi, hilo tatizo la muundo ataliona mapema na kulishughulikia.

Hili tatizo la muundo tunaliona sisi tunaotaka kuwatetea watu wanaotenda maovu; kwa hiyo tunajaribu kuwaficha kwa kusema si wao ni muundo. Hivi umemuuliza gavana wa Benki kuu akakuambia huu muundo ni mbaya? Ikiwa yeye mwenyewe hauoni kama muundo ule ni mbaya, una uhakika gani na nia yake?

Hili la kulaumu miundo wakati tunaweza kuibadilisha hii miundo siliafiki. Gavana angekuwa anaona ule muundo ni tatizo angetoa mapendekezo ya kurekebishwa muundo huo ili uendane na hali halisi ya kuongeza ufanisi serikali isingeweza kukataa. Kwanza ndo maana anateuliwa Gavana ili awe mshauri mkuu wa serikali kwenye masuala ya fedha. Kwa hiyvo hata muundo wa chombo hicho cha ushauri na uendeshaji wa mambo ya fedha kwenye nchi ni wajibu wa Gavana vile vile. Akiwa na malengo mazuri hilo tatizo la muundo angeliona kabla hata ya kuingia mle.

Ndo maana wanateuliwa watu ambao uzoefu wao na utaalam wao kwenye mambo haya ya fedha, hautiliwi shaka. Lengo ni kuwa huyu mtu aishauri serikali juu ya mambo yote haya ikiwa ni pamoja na muundo wa taasisi yenyewe anayoiongoza. Tatizo linabaki kwenye nia na uzalendo. Magavana wanaingia pale kama wafanyakazi wengine wakiwa na nia ile ile ya kuganga njaa. Matokeo yake matatizo haya ya kimuundo wanayafumbia macho ili hatimaye wayatumie kujinufaisha. Hili ni jepesi kuliona. Kwa hiyo si sahihi kulaumu muundo.

Gavana angekuwa anaona ule muundo ni tatizo angetoa mapendekezo ya kurekebishwa muundo huo ili uendane na hali halisi ya kuongeza ufanisi serikali isingeweza kukataa. Kwanza ndo maana anateuliwa Gavana ili awe mshauri mkuu wa serikali kwenye masuala ya fedha. Kwa hiyvo hata muundo wa chombo hicho cha ushauri na uendeshaji wa mambo ya fedha kwenye nchi ni wajibu wa Gavana vile vile. Akiwa na malengo mazuri hilo tatizo la muundo angeliona kabla hata ya kuingia mle.

Ndo maana wanateuliwa watu ambao uzoefu wao na utaalam wao kwenye mambo haya ya fedha, hautiliwi shaka. Lengo ni kuwa huyu mtu aishauri serikali juu ya mambo yote haya ikiwa ni pamoja na muundo wa taasisi yenyewe anayoiongoza. Tatizo linabaki kwenye nia na uzalendo. Magavana wanaingia pale kama wafanyakazi wengine wakiwa na nia ile ile ya kuganga njaa. Matokeo yake matatizo haya ya kimuundo wanayafumbia macho ili hatimaye wayatumie kujinufaisha. Hili ni jepesi kuliona. Kwa hiyo si sahihi kulaumu muundo.


Kwa hili sikubaliani na wewe kwasababu kisaikolojia we human beings are greedy. Katika moral ethics niko pamoja na wewe but kwenye hili no na nitakupa sababu. Mfano wewe ndio gavana na umekalia kiti cha ugavana ukiona ulaji mahali utausema!!!!

Miundo lazima ibadilishwe kwasababu kuweko na usimamizi wa kutosha kwa gavana kwasababu unaweza kuta gavana ana ambitions zake tofauti na ambitions za serikali (mojawapo kujitajirisha!!!). Mahali ambapo tunaweza kumdhibiti gavana ni katika bodi akiwa mmoja wa wajumbe inakuwa vizuri maana tunaweza kuwasilisha mapendekezo kwa rais apigwe chini akiwa analikoroga. Mbona Tanesco iko hivyo isiwe hivyo BOT (wao kwani ni nani??).
 
The Court of Directors

The Bank of England Act 1998, which came into force on 1 June 1998, changed the constitution and duties of the Court of Directors from that set out in the previous Act of 1946, strengthening the Bank's governance and accountability, as well as formalising the Bank's responsibility for the conduct of monetary policy.

The Banking Act 2009 introduced a number of reforms to the governance of the Bank of England, including modernising the operations of Court reducing its size from 19 down to 12 members, of whom a majority must be non-executive and formalising the current arrangements. The Chancellor of the Exchequer has designated Sir David Lees to Chair the meetings of Court.
The Act provides for the appointment, by the Crown, of a Governor, two Deputy Governors and nine non-executive Directors. The term of appointment for the Governor and two Deputy Governors is five years and for the Directors, three years, all of which are renewable. This year though, some are initially appointed for different durations so as to stagger end dates and help ensure continuity.

Court meets a minimum of seven times in a calendar year, and its functions are to manage the Bank's affairs other than the formulation of monetary policy, which is the responsibility of the Monetary Policy Committee . This includes determining the Bank's objectives and strategy, ensuring the effective discharge of the Bank's functions , ensuring the most efficient use of the Bank's resources and to review the Bank's strategy in relation to the Financial Stability Objective.

Under the Bank of England Act 1998, certain functions of Court are delegated to a sub-committee comprising the nine non-executive Directors of the Bank. This sub-committee is known as NedCo.

The delegated functions are:-

1. keeping under review the Bank's performance in relation to its objectives and strategy for the time being determined by Court;
2. monitoring the extent to which the objectives set in relation to the Bank's financial management have been met;
3. keeping under review the internal financial controls of the Bank with a view to securing the proper conduct of its financial affairs;
4. determining how the remuneration and pensions of the executive members of Court should be fixed;
5. keeping under review the procedures following by the Monetary Policy Committee, including determining whether the Monetary Policy Committee has collected the regional, sectoral and other information necessary for the purposes of formulating monetary policy;
6. determining the terms and conditions of the members of the Monetary Policy Committee who are appointed by the Chancellor of the Exchequer.

The Court of Directors

The Bank of England Act 1998, which came into force on 1 June 1998, changed the constitution and duties of the Court of Directors from that set out in the previous Act of 1946, strengthening the Bank's governance and accountability, as well as formalising the Bank's responsibility for the conduct of monetary policy.

The Banking Act 2009 introduced a number of reforms to the governance of the Bank of England, including modernising the operations of Court reducing its size from 19 down to 12 members, of whom a majority must be non-executive and formalising the current arrangements. The Chancellor of the Exchequer has designated Sir David Lees to Chair the meetings of Court.
The Act provides for the appointment, by the Crown, of a Governor, two Deputy Governors and nine non-executive Directors. The term of appointment for the Governor and two Deputy Governors is five years and for the Directors, three years, all of which are renewable. This year though, some are initially appointed for different durations so as to stagger end dates and help ensure continuity.

Court meets a minimum of seven times in a calendar year, and its functions are to manage the Bank's affairs other than the formulation of monetary policy, which is the responsibility of the Monetary Policy Committee . This includes determining the Bank's objectives and strategy, ensuring the effective discharge of the Bank's functions , ensuring the most efficient use of the Bank's resources and to review the Bank’s strategy in relation to the Financial Stability Objective.

Under the Bank of England Act 1998, certain functions of Court are delegated to a sub-committee comprising the nine non-executive Directors of the Bank. This sub-committee is known as NedCo.

The delegated functions are:-

1. keeping under review the Bank's performance in relation to its objectives and strategy for the time being determined by Court;
2. monitoring the extent to which the objectives set in relation to the Bank's financial management have been met;
3. keeping under review the internal financial controls of the Bank with a view to securing the proper conduct of its financial affairs;
4. determining how the remuneration and pensions of the executive members of Court should be fixed;
5. keeping under review the procedures following by the Monetary Policy Committee, including determining whether the Monetary Policy Committee has collected the regional, sectoral and other information necessary for the purposes of formulating monetary policy;
6. determining the terms and conditions of the members of the Monetary Policy Committee who are appointed by the Chancellor of the Exchequer.

Mimi nasema tatizo si muundo; tatizo ni sisi watu tunaoendesha taasisi hizo tukiwa na nia mbaya ya kujinufaisha, kuwanufaisha ndugu, jamaa zetu na marafiki zetu badala ya kuangalia picha kubwa zaidi ambayo ni kulinufaisha taifa zima, ambapo hatimaye huishia kutomnufaisha yeyote. Kwani ikiwa tutalinufaisha taifa zima hao ndugu zetu, jamaa zetu na marafiki zetu wangenufaika zaidi.

Kwa nini muundo si tatizo? Kwa sababu muundo si skeleton ambayo imeumbwa hivyo tokea enzi za dahari. Muundo huo haukuwekwa na supernatural being ambaye hatuna control naye. Muundo huwekwa na hawa hawa viongozi; ikiwa kiongozi atafika pale akiwa na nia nzuri ya kuiendesha benki kuu kwa maslahi ya nchi, hilo tatizo la muundo ataliona mapema na kulishughulikia.

Hili tatizo la muundo tunaliona sisi tunaotaka kuwatetea watu wanaotenda maovu; kwa hiyo tunajaribu kuwaficha kwa kusema si wao ni muundo. Hivi umemuuliza gavana wa Benki kuu akakuambia huu muundo ni mbaya? Ikiwa yeye mwenyewe hauoni kama muundo ule ni mbaya, una uhakika gani na nia yake?

Hili la kulaumu miundo wakati tunaweza kuibadilisha hii miundo siliafiki. Gavana angekuwa anaona ule muundo ni tatizo angetoa mapendekezo ya kurekebishwa muundo huo ili uendane na hali halisi ya kuongeza ufanisi serikali isingeweza kukataa. Kwanza ndo maana anateuliwa Gavana ili awe mshauri mkuu wa serikali kwenye masuala ya fedha. Kwa hiyvo hata muundo wa chombo hicho cha ushauri na uendeshaji wa mambo ya fedha kwenye nchi ni wajibu wa Gavana vile vile. Akiwa na malengo mazuri hilo tatizo la muundo angeliona kabla hata ya kuingia mle.

Ndo maana wanateuliwa watu ambao uzoefu wao na utaalam wao kwenye mambo haya ya fedha, hautiliwi shaka. Lengo ni kuwa huyu mtu aishauri serikali juu ya mambo yote haya ikiwa ni pamoja na muundo wa taasisi yenyewe anayoiongoza. Tatizo linabaki kwenye nia na uzalendo. Magavana wanaingia pale kama wafanyakazi wengine wakiwa na nia ile ile ya kuganga njaa. Matokeo yake matatizo haya ya kimuundo wanayafumbia macho ili hatimaye wayatumie kujinufaisha. Hili ni jepesi kuliona. Kwa hiyo si sahihi kulaumu muundo.

Kama taifa kupitia BUNGE na UwT kuna haja ya kufanya kazi ya ziada na kutengeneza DATABANK ya Watanzania ambao ni waadilifu na wachapakazi ili wapewe upendeleo katika kushika nafasi za juu za uongozi na kuliondoa taifa letu katika lindi la umaskini na maendeleo duni.
