    Wanajamvi jana nilikutana na gari lenye namba za mahakama ya Afrika [AFRICA COURT, J 4].Najua kulikuwa na mpango wa kuanzisha mahakama ya Afrika ili kuchukua nafasi ya UNICTR ambayo muda wake unamalizika mwishoni mwa mwaka huu.

    Naomba kujuzwa kama tayari mahakama imeshaanza kazi.

    Mahakama hiyo imeshaanza kazi siku nyingi sana. Ila kukusahihisha inachukua nafasi ya Kamisheni ya haki za binadamu ya afrika na siyo replacement ya UNICTR. Hizi zina jurisdiction mbili tofauti.

    The African Court on Human and Peoples' Rights is a regional court that rules on [ame="http://en.wikipedia.org/wiki/African_Union"]African Union[/ame] states' compliance with the African Charter on Human and Peoples' Rights.


    It came into being on January 25, 2004 with the ratification by fifteen member states of the Protocol to the African Charter on Human and PeoplesÂ’ Rights Establishing the AfCHPR.[1]
    The court is in the process of being merged with the [ame="http://en.wikipedia.org/wiki/African_Court_of_Justice"]African Court of Justice[/ame] following a decision by member states at a June 2004 African Union Summit.
    The Court is located in Arusha, Tanzania. Arusha was also the location selected in 1996 for the [ame="http://en.wikipedia.org/wiki/International_Criminal_Tribunal_for_Rwanda"]International Criminal Tribunal for Rwanda[/ame], which continues to function.
    On January 22, 2006, the Eighth Ordinary Session of the Executive Council of the African Union elected the first eleven Judges of the African Court on Human and Peoples' Rights.
    Judges are normally elected for six-year terms and can be re-elected once. The President and Vice-President are elected to two-year terms.
    The Court had its first meeting on July 2-5, 2006.

    On December 15, 2009, the Court has delivered its first judgment, finding an application against Senegal inadmissible.[2] The plans to merge with the African Court of Justice appear to have stalled: as of December, 2009, only two countries have ratified the relevant protocol, out of 15 needed for its entry into force.[3]

    Habari njema kwa mji wa Arusha na vitongoji vyake.Unajua UNICTR imesaidia sana Arusha kuchangamka economically.nilikuwa natafakari siku watakapofunga virago wenye nyumba watakavyopata shida kuwapata wapangaji [executive] bila shaka mahakama ya Afrika itasaidia kuziba pengo la UNICTR.

    Actually, Arusha ya leo iko hivi kutokana na taasisi hizi za kimataifa ku'base hapa!

    Kuna positives na Negatives kibao za ujio wa taasisi hizi kubwa. Lakini kubwa zaidi ni upande wa housing kama ulivyokwisha dokeza!...
    Watu wa ICTR wan'inflate sana bei za nyumba Arusha. Nyumba ikiwa nzuri wataingia kwa gharama yoyote, hali hiiimefanya thamani ya majengo mengi na ardhi kwa ujumla kuja juu sana!

    Hawa jamaa wakiondoka nyumba nyingi sana zitakosa wakaaji na hivyo wenyewe wataathirika in some ways (maana ICTR wana watumishi wengi sana).

    Ujio wa Mahakama ya Africa kwa namna yoyote hautaweza kuabsorb makazi yote ya ICTR!, nadhani wao ni wachache zaidi!..Hasara itaonekana wazi!

    Ni kweli mkuu wangu idadi ya wafanyakazi UNICTR ni kubwa sana kulinganisha na mahakama ya Afrika lakini EAC nao wanatusaidia kupumua kidogo.Nategemea idadi ya wafanyakazi EAC itaendelea kuwa kubwa kadri majukumu yake yatakavyokuwa makubwa.

    Unajua hizi taasisi za kimataifa zimetutia jeuri ya ajabu wakaazi wa Arusha kila kitu tunataka kuuza kwa dola kazi ipo siku wakikimbia sijui tutapata wapi wapangaji wa kulipa kwa dola.
