Mafao ya wafanyakazi ATCL: Balozi Nyanganyi apingana na serikali

    Habari zilizotufikia hivi punde zinasema zinasema ule mchakato wa kuwapunguza wafyakazi wa ATCL umeingia katika mzozo mkali kati ya Mwenyekiti wa Bodi, wajumbe VS wafanyakazi wa ATCL.

    Akiongea kwa masikitiko mwandishi wetu ambae alifanikiwa kujipenyeza katika kikao cha wafanyakazi kilichofanyika makao makuu na kufanikiwa kupata nauli ya 5000 alisema mzozo mkubwa upo kati ya wafnyakazi na mwenyekiti wa bodi ya ATCL ambapo katika uchunguzi wetu inasemekana mwenyekiti.

    Balozi Nyanganyi anataka wale waliofanya mwaka 1-10 walipwe mafao ya mwezi mmoja kwa kila mwaka ;wakati wale waliozidi kuanzia 11- nk walipwe mshara wa nusu mwezi kwa kila mwaka waliozidisha...

    Jambo hili lilikemewa na baadhi ya wafanyakazi ambapo katka kupunguza makali ya wafanyakazi mmoja wao alipewa barua ya warning latter kwa kumlalamikia mwenyekiti wa bodi mbele ya wafanyakazi, hili ni jambo la kusikitisha sana kuona viongozi ambao wanatumia madaraka vibaya kuamua kutumia njia ya kutishia wafanyakazi kuficha maovu ...

    Baadhi ya wafanyakazi walilalamikia hata jinsi mchakato wa kupnguzwa unavyoedelea huku wengine wakiwa na hamu na shauku kubwaya kuondoka ...katika mlolongo huo wa maswali baadhi ya watu waliuliza maswali kadhaa yakiwemo

    1) Je zoezi hili zima ni kwa maslahi ya kampuni amakujifurahisha.katika hili walisema pamoja na kweli zoezi ni muhimu inashangaza kuona pesa nyingi zinatumika kwenye uongozi wa juu ambapo ukija kuangalia ni tofauti ndogo huku mengine yakibaki kama kawaida.

    Wakiongezea wanasema haiwezeekani Bodi na Menejiment husika iendelee kubaki huku ndio waliochangia kulimaliza shirika hili.

    Hebu angalia nanukuu

    1) BALOZI Nyanganyi kama mwenyekiti wa bodi alihusika moja kwa moja kuliingizia taifa na shirika hasara ya ajabu kwa kubishana na menejiment kuhusu uwezekano wa kupeleka mahujaji macca..mpaka leo hii si wizara wala mtu yoyote aliehusika kuadhibiwa kwa upotevu wa pesa za walipa kodi yani watanzania....

    2) Ndege ya AIRBUS iliyoletwa na menejiment wakishirikiana na bodi ya atcl wameliingizia TAIFA Na kampuni hasara kubwa zaidi ya billions kwa kusaini mkataba mbovu wa miaka sita...kwa kulipa USD 360,000 kwa mwezi huku bei halali katika soko kwa ndege mpya na nzuri 220,000-260,000 usd..

    Jambo hili halikukemewa mpaka walipoona wanashindwa kulipa na dondoo zinasema ni pale mbaya ni pale walilipojulikana kuna baadhi ya viongozi wa juu waliokuwa wakipata mgao wakiwemo maofisa wa juu wa wizara ya miundombinu...

    Kampuni imekuwa ikibeba hasara zisizotarajiwa huku bodi ikipitisha kila kitu bila kujali ipo siku zile zinazoliwa zinaisha muda wake...inasikitisha mapka leo hii ndege inasemekana mwenye ndege kaamua kuichukua na huku akiidai serikali na kampuni usd doller million 11.5 na kutishia kuipeleka mahakamani serikali kudai pesa yake..

    Hili ni jambo la kusikitisha na mbaya zaidi wale wale waliolifikisha shirika hapo lilipo bado wapo na serikali inatarajia mabadiliko .....

    Hizi ni wimbo wa taifa maana inavyosemekana imewagusa hadi viongozi wa wizara waliopitisha magari yao kupitia mgongo wa ATCL
    Menejiment ikishirikiana na Bw mmoja aliesemekana kwa jina moja bw mashaka ambae ni mjomba wa mmoja wa kiongozi wa juu kwenye kampuni wameweza kulitia shirika hasara isiohesabika mpaka leo hii kwa kumlipa usd 4500 kwa mwezi zile gari ziingie kwa kuziifadhi kwenye B.W.H YAKE..magari walioagiza ni 27 kati ya haya magari 6 yalikuwa ya viongozi wa juu wa kampuni ambapo yaliingizwa kwa mgongo wa kampuni wakitarajia exempetion toka serikalini.iliposhindikana ilibidi wakope zaidi ya miilion 75 kila mmoja kuweza kuyakomboa.....hivi majuzi TRA wametangaza kuyauza yale magari 15 yaliobakia huku katibu wa wizara akijua nini kinaendelea....hakuna aliongelea upotevu huu wa pesa na wala alietafuta chanzo cha ufujaji wa fedha kiasi hiki...je hata wakipunguza 400 kuna msaada wowote...kw kweli binafsi kama nimeona vibaya kwamba wana ndege 2 watu 360 ni wengi...ila wanaitaji ku prun kidogo na wale viongozi walioliingiza shirika hasara ili wasije wakawa wanafanya hadithi za abunuasi.....

    Ni majuzi tumesikia vichekesho kutoka kwa katibu wa wizara ATCL inatarajia kuanza kuruka SOUTHAFRICA,ENTEBBE,KOMORO tulipomfwata waandishi wa habari akasema hana muda ...tulipoenda kwa viongozi wa atcl na kuwaonyesha walikiri hakuna kitu kama hicho....
    nadhani hata wizara ya miundo mbinu nayo inaitaji kusafishwa kidogo kuweza kukidhi maitaji ya miundo mbinu TANZANIA...aiwezekani TRL kelele,ATCL migongano...kuna tatizo kubwa kwenye hii wizara...nakumbuka majuzi ndugu yetu mahanga alitolewa pale kwa mchezo wa ten percent....sasa na mjomba nae sijui anaijua hii ama la....

    Rais ni muhimu kabla ya kuanza kuwaondoa mameneja wa mashirika.nk anza na chanzo halisi pale miundo mbinu.....

    mi ninachowaombea heri zezi liishe salama...wawe na amani kila mtu maana
    nimepata dondoo kuna majina ya wote waliookuwa wakipiga makelele na madongo kwenye ulaji wa viongozi...baya zaidi sijui kama kweli...wenye ukweli tusaidieni hili...ati kuna mfanyakazi ndugu wa waziri wa mambo ya nje wa tanzaania ilipotangazwa zoezi hili akabadilishwa gafla ili sekeseke lisimkumbe......haya mambo wawe nayo makini yaliwakimbiza menejjimeni ya TTCL mahakamani watu wakaondoka na vitita ..wakiwa na ushahidi wa wawazi wazi...kazi ipo nyie mlioletwa na kapuku kazi mnayo...

    huyo mstafa nyang'any'i ni pumbafu fulani na JK usipo angalia huyu bwana anakumaliza. Kwa nini muwahangaishe wafanyakazi kwa matatizo yenu ya kifisadi ya mikataba na SAA.

    ya Tanzania. tunaomba msaada wako ukiwa kama RAIS WA TANZANIA..
    utuondolee BODI YA ATCL NA MENEJIMENT YAKE
    Kumekuwa na malalamiko ya kutosha kuhusu matumizi mabovu na machafu ya kampuni....,hii yakiongozwa na bodi nzima ya atcl na menejiment yake...kama huamini ipo siku atcl itaelekea shimoni kama inapoelekea TRL...kipindi mnasaini mkataba wa TRL watu walipiga kelele sana na hakuna alieukuwa tayari kuwasikiliza leo hii mnaona aibu hata kupita barabarani kuongelea TRL...kwa nini muaribu miundo mbinu kwa tamaa zenu.je kuwa kiongozi ni lazima uwe fisadi???

    Bw oksir nahisi kama hadithi za alinacha huyo bwana mwepesi wa kusikia lakini ni mgumu mno wa MATENDO......,na kama litafanikiwa ombi lako natumaini itakuwa ni breaking news kwa kufikisha miaka 59....

    SHUTUMA DHIDI YANGU (AFRICAR KAGEMA) KUTOKA SALES TEAM

    Ni wajibu wetu sote kutambua kuwa biashara sio siasa na aihitaji mambo ya kisiasa badala yake inahitaji uwajibikaji na uzalendo kwa kila mmoja wetu kwa nafasi yake, kwa kutumia elimu yake na upeo wa uelewa wake kuhakikisha kampuni inayofanya biashara ya faida iweze kufanya hivyo kwa manufaa yetu sote.

    Kabla sijaeleza yaliyojiri siku ya jumamosi tarehe 26/09/09 kwenye mkutano wa wafanyakazi uliohusu kupunguza wafanyakazi, napenda kusema kuwa nimesikitishwa na nimefedheheshwa sana na majibu ya shutuma yaliyotolewa na sales team kujibu hoja ambazo sikuzitoa kwenye mkutano huo.

    Hoja zangu kwenye mkutano huo wa tarehe 26/09/09 zilizogawanyika katika mada mbili ambazo nilizitoa kwa maadishi ambayo nakala yake wanayo COWTU zilikuwa ni;

    i. Kutopunguza Wafanyakazi
    ii. Kupunguza Wafanyakazi

    Katika maelezo haya nitaijadili mada moja tu yaani Kutopunguza wafanyakazi ambayo sales Team wameijibu kama ifuatavyo;

    KUTOPUNGUZA WAFANYAKAZI

    1. MAPATO

    Mimi nilipingana na zoezi la kupunguza wafanyakazi kama kigezo cha kupunguza gharama za uendeshaji wa kampuni badala yake niliomba kampuni kufanya yafuatayo ili kuongeza mapato na kupunguza gharama za kampuni;

    a) Kuimarisha (Kuboresha) Vituo vyake vya Mauzo

    Nilitoa rai kwa kampuni kurekebisha vituo vyake vya mauzo ili kukabiliana na ushindani uliopo katika soko. Nikitolea mfano wa vituo vya ATC House na Interline sales counters ambavyo mazingira yake yanakuwa kana kwamba Air Tanzania haina ushindani wowote katika soko hivyo kwa mazingira yoyote yale wateja watakuja tu kununua tiketi.

    b) Kupunguza tiketi za bure yaani Liberty

    Nilishauri kampuni kupunguza kutoa tiketi za liberty kwa wafanyakazi na management na watu wengine kwani tiketi hizi ndizo chanzo cha kupungua kwa mapato kwa kampuni. Niliendelea kusisitiza kuwa liberty hazina control yoyote na watu wa Fedha (Finance) hivyo hakuna mtu anayejua kuwa kampuni inapoteza kiasi gani kwa siku, Mwezi au Mwaka kutokana na tiketi hizi. Nilitolea mfano kuwa tiketi hizi zinatolewa na watu wa record na Commercial bila kuwahusisha watu wa Finance hivyo kutojua hasara inayopatikana.

    c) Kuimarisha uhusiano mzuri kati ya Air Tanzania na Travel Agents ndani na nje ya nchi.

    Nilikubushia kuweka uhusiano mzuri kati ya Air Tanzania na Travel Agents wa ndani na nje ya nchi kwani travel agents wanachukua nafasi kubwa katika mapato ya kampuni.

    Uhusiano wa Ndani.

    Nikielezea uhusiano wa ndani niliwakumbusha watu wa Commercial kuwa wanapaswa kutoa majibu yanayojitosheleza kwa travel agents kuhusu masuala yanayohusu uhasibu au BSP na kama wanaona hawana utaalam nayo wanapaswa kuniuliza ua kumuuliza mtu wa BSP kwa sasa AFRICAR ili wapate majibu sahihi badala ya kutoa shutuma kuwa mtu wa BSP ndiyo kikwazo cha matatizo yao.

    Nikielezea kuhusu matatizo yanayojitokeza mara kwa mara ya refunds wakati mwingine zinachelewa kutokana na utaratibu niliojiwekea kwamba lazima zichunguzwe na watu wa Help desk au Mama Kikowe na kuzifunga kwanza ndipo nizifanyie kazi. Vilevile ifahamike kuwa wakati mwingine tiketi hazionekani kwenye system kwa hiyo mimi (Africar) na watu wa help Desk inabidi kuomba msaada kutoka SITA, ATLANTA AU MERCATOR ili kujua status zake.

    Uhusiano wa nje.

    Niliikumbusha kampuni kuangalia upya soko la South Africa kwani mpaka sasa Travel Agents wanadai ZAR 1,269,618@ 168 = TZS 213,295,824 credit card refunds ambazo zitaisumbua sana kampuni ikianza safari zake huko. Kampuni itambue kuwa deni hili halijalipwa kwa muda mrefu tangu December 2008.

    d) Kulifanyia Matengenezo jengo la ATC House.

    Nilitoa wito kwa kampuni kulifanyia matengenezo jengo la ATC House ili lipangishwe kwa kutangaza tenda na makampuni makubwa tu ndio yapewe nafasi yatakayoweza kupanga floor nzima ili kuweza kupata pesa nyingi kwa mkupuo kuliko hizi pesa ndogo ndogo tunazopata kwa sasa.

    Nilipendekeza ukarabati ufanyike ili kubadilisha mabati juu ya paa ambayo yameoza na yanavuja hivyo kuleta usumbufu kwa wapangaji ikiwa ni pamoja na mabomba ya maji machafu.

    Vilevile nilipendekeza wafanyakazi wa ATC House wahamie Mezzanine Floor kama ilivyokuwa zamani na kupangisha ghorofa ya kwanza,pili na Tatu.

    e) Mikataba Mibovu

    Nilitoa ushauri kwa kuirekebisha mikataba yote mibovu na inayopunguza mapato ya kampuni kama vile mikataba ya Miss Tanzania ambayo ni dhahiri kuwa haiinufaishi Air Tanzania badala yake inawanufaisha hawa Miss Tanzania na wenzao. Ni ukweli usiopingika kuwa Miss Tanzania inaitangaza Air Tanzania wakati wa mchakato wa kumpata Miss Tanzania tu lakini baada ya hapo hawaisaidii kampuni hii, hivyo wanapanda ndege bure tu. Niliomba mikataba hiyo iwe ya kipindi Fulani tu hasa wakati wa mchakato.

    Vilevile mikataba ya Clouds FM ambayo nayo sio kila siku inaitangaza Air Tanzania, lakini wafanyakazi wake wanatumia liberty kila mara.
    Hivyo ni wajibu wa kampuni kuangalia upya mikataba kama hii ili kuinusuru kampuni na kuongeza mapato yake.

    f) Kuimarisha Kitengo cha mawasiliano.
    Nilitoa wito kwa kampuni kuimarisha kitengo hiki ili wateja wetu wapewe maelezo au taarifa mapema inapotokea mabadiliko yoyote katika ndege zetu. Nilitolea mfano wa abiria ambao walijikuta wanasafiri hadi Kigoma wakati wao walikuwa wanaenda Tabora kwenye mkutano. Nikitolea mfano kama huu hapa chini,

    2. MATUMIZI
    Katika kipengele hiki niliiomba kampuni kupunguza matumizi katika mambo yafuatayo;

    a) Kupunguza Duty Travel zisizokuwa za lazima kwa wafanyakazi na management.
    b) Kupunguza matumizi mengine yoyote yasiyokuwa ya lazima ili kuinusuru kampuni na gharama zisizokuwa za lazima na kubana matumizi ikiwa ni pamoja na mikataba mibovu.


    KUJIBU TUHUMA ZA SALES TEAM

    Kwanza ni matumaini yangu kuwa kwa wale waliokuwepo kwenye mkutano huu watakubaliana na mimi kuwa hayo maneno na lugha iliyotumika haikuwepo kwenye mkutano ule. Vilevile ukisoma kwa umakini sana utagundua kuwa hawa watu wanageneralize tuhuma zao na hawako specific kwa kila kauli wanayodai kama vile:

    Napenda kusema kuwa hizi kauli hazikutolewa na mtu yeyote kwenye mkutano huo. Hivyo huku ni kupotosha jamii ya ATCL hasa ambao hawakuhudhuria mkutano huo waelewe hivyo. Hizi ni hadithi za kutunga kwani hakuna binadamu mwenye akili timamu anaweza kutamka maneno haya.

    Serikali ina mpango wa kuondoa kila mtu pale ATCL na kuanza upya. Tatizo sio Bodi au Manejimenti tu ni mfumo mzima wa shirika amabalo limekaa sio kibiashara bali shirika tegemezi kwa umma.

    Bwana Mwanahalisi, I have no problem with the argurments and counter arguments between ATCL colleagues. However, I have a big problem with the lead story. There are a lot incorrect information in that piece. Mr. Nyanganyi is just being used as punching bag as far as workers' terminal benefits are concerned. The decision to that effect lays much higher and the man can only act as a mouth piece of the shareholder and I am sure the writter knows that the government has a worst case scenario. Let us be fair to everyone involved here.

    Air Tanzania Company Limited workers lined up for retrenchment are today expected to receive letters confirming their worst fears.

    The development comes with the firm’s management and trade union negotiators still deadlocked over the modalities on how to execute the job cut exercise.

    Authoritative sources within the cash-troubled national flag carrier told The Guardian in Dar es Salaam yesterday that the decision to proceed with layoffs was reached late on Tuesday after a daylong consultative meeting between the management and officials from the parent ministry (Infrastructure Development) at the ministry’s headquarters in the city.

    “Our fate will be known tomorrow. Retrenchment letters are ready for distribution tomorrow. The management has stuck to its guns, insisting that 181 workers must be offloaded,” added the source.

    The situation at the firm was described as getting increasingly tense, with reports saying workers were yet to be paid their salaries for last month.

    Efforts to reach ATCL chief executive officer William Haji for comment on the matter failed again yesterday even after The Guardian visited the firm’s head offices in downtown Dar es Salaam yesterday.

    A secretary who identified herself only as Mariam swore that “the boss” could not be reached even by phone because he had a very tight schedule.

    “The boss is away from office, but even when he returns he will not be in a position to see anybody because he has a very tight schedule,” she said.

    Sources within the state-run firm, which survives on government subsidy, explained last week that the impending job cuts were seen as the only way to make it continue running off life support.

    They said the retrenchment option was widely viewed as the least painful way to save on unnecessary expenditure.

    The sources hinted that the layoffs were earlier planned for October 1 (Thursday last week), but the company’s top officials were still locked in negotiations for about a week because there were still “certain unresolved issues”. The closed-door talks ran on until late Tuesday, but still with no consensus.

    Some members of the negotiating teams intimated to this paper that the talks continued this week to keep the dialogue going after formal talks on the retrenchment plans ended prematurely on Friday.

    They said the formal talks were to be followed by a “direct meeting” between the management and the workers.

    Should the axe indeed fall on the 181 workers, in a plan meant to revamp the cash-strapped firm, the ATCL workforce will have been pruned to a mere 150.

    Secretary Mariam maintained throughout last week that she was under strict instructions to tell our reporter that CEO Haji was too busy to meet journalists.

    In January this year, the government rescued the airline from financial doldrums with the disbursement of a second bailout package to the tune of 4.5bn/-.

    ATCL came into a series of problems soon after the collapse in 2006 of its short-lived marriage to a strategic investor - South African Airline (SAA).

    The problems included the December 8, 2008 decision by the Tanzania Civil Aviation Authority (TCAA) to revoke the new-look airline’s Air Operating Certificate over faulty documentation.

    TCAA imposed the ban after the International Civil Aviation Organisation (ICAO) threatened to rate Tanzania as not airworthy.

    The airline fulfilled TCAA’s requirements three weeks later (December 30) and its planes were allowed to start flying again. However, financial difficulties made it impossible for the flights to actually resume.

    Just recently, well-placed sources told The Guardian that the carrier was under probe in connection with the reported purchase of more than 15 luxury vehicles at a time when it was knee-deep in financial problems.

    The sources said the posh four-wheel-drive vehicles were bought with money forming part of the rescue package the corporation has been receiving from the government.

    It is reported that the vehicles cost over 2bn/- and that the decision to buy them was made by the firm’s management and endorsed by the board of directors.

    ATCL, formerly Air Tanzania Corporation (ATC), was established in March 1977 following the collapse of East African Airways and several other regional institutions previously under the ill-fated first-phase East African Community.

    ATC was taken over by SAA in 2002 and renamed ATCL, before the government reclaimed all its shares in the firm four years later.

    Wananchi wana haki ya kumuuliza waziri DR. Shukuru Kawambwa, kwanini mpaka sasa hajaiweka hadharani report ya uchunguzi ya Prof. Mshoro na kamati yake juu ya ATCL? Kamati ilitumia fedha nyingi za walipa kodi lakini mpaka sasa wananchi hawajaelezwa lolote. Waandishi wa habari kwanini hamfuatilii mambo kama haya?

    hayo ni matunda ya kuwa na utaratibu wa kulipa shirika ruzuku bila ya shirika kuhalalisha hiyo ruzuku inafanya kazi gani na wala hakuna uwajibikaji wowote ule.

    Kama wabunge wangekuwa makini Serikali isingeweza kuwa na bajeti ya kumwaga mahela ya wananchi kwa walafi hawa.

    Wa kulaumiwa sio shirika, hata nyinyi mungekuwa na system inayowaruhusu kula mungekula, wa kulaaumiwa ni wabunge kwa sababu wao ndio wanatakiwa kudhibiti ulaji holela kwa kuweka system yenye checks and balances.

    Mtu yoyote akipewa mahela bila ya kutaka uwajibikaji ana uwezekano mkubwa wa kujipendelea.
