    ..meli hiyo ni mali ya waZNZ.

    ..imesajiliwa na serikali ya waZNZ.

    ..kwanini Maalim Seif atubebeshe mzigo wa lawama kwa kuzama kwa meli hiyo??!!

    ..anadai waziri wa Zanzibar hapaswi kubeba lawama kwasababu safari ya meli haikuanzia ZNZ[read ilianzia Tanganyika].

    Huyu maalim Seif unajua wakait mwingine ana Ujinga wa kuzaliwa. hata ndege zinapokaribia anga za tanzania ni jukumu la tanzania kuiongoza ndege sio Jukumu la kule ilipotoka. kama hali ya hewa zanzibar vilikuwa mbaya taarifa inatolewa na zanzibar kwamba meli haziruhusiwi kutia nanga hivyo aidha safari zinaahirishwa ama zina pewa njia mpya..

    Meli ilionodka dar salama na hali hakikuwa mbaya zaidi ya upepo ambao usingewez akuizuia kuondoka na ndio maana iliondoka na salama. Tatizo lilikuwa Zanzibar kwenyewe ilipozamia na ndio siku zote ajali hutazamwa ilipotokea.. Hivyo kama sababu ilikuwa muundo mbaya wa meli ambayo kwanza navyosikia ilikuwa Pantoni ikabadilishwa na kufanyiwa marekebisho iwe meli ya abiria. Hii pekee ilitakiwa kufanyiw auchunguzi mkubwa sana kina nani walihusika , kutazama kwa makini hilo Pantoni liliweza vipi kubadilishwa na kuweza kufanya safari ndefu za kwenda na kurudi kati ya Zanzibar na Dar..

    Jamani yule waziri alijiuzuru kwa sababu ya wizara yake kuruhusu meli isiyo na viwango ku-operate na wala si kwa sababu ya ajali hiyo. Mbona wakati wa ajali ya Mv Spice hakujiuzuru?

    Maalim anataka tu kumsafisha, kwanza hakuwepo, alikuwa amelazwa, wanasiasa bwana!

    Sheria za usalama wa meli duniani zina ainisha kuwa lawama huenda kwenye bandari iliyotoka meli mara ya mwisho ikitokea hitilafu ya usalama wa hiyo meli. Siyo ilipoandikishwa.

    Dunia nzima, hilo linajulikana, meli inaweza kuwa ni ya nchi fulani lakini toka iondoke bandari iliyosajiliwa inaweza kupita mwaka isirudi iwe kazini, na kila bandari duniani inabeba jukumu la kuikaguwa na kuhakikisha usalama ikiwa bandarini kwake.

    Ni kama ndege, kama haikidhi usalama wa kuruka au wakaguzi wanaona italeta madhara basi hawairuhusu kuondoka mpaka amma itengenezwe itengemae au hali ya hewa iruhusu au isimamishwe na kuwa scrap bila kuihusisha nchi iliyosajiliwa.

    Mzigo wa hii meli, tukitaka tusitake unadondokea bandari ilipoanza safari yake ya mwisho. Iwe ni kwa ubovu wa hiyo meli au hali ya hewa ilikuwaje wakati inaruhusiwa kuondoka.

    Hawezi kutoka inspector Zanzibar kukaguwa kila meli iliyosajiliwa Zanzibar kila inapokuwa bandari za nje.

    Port State Control (PSC) is the inspection of foreign ships in national ports to verify that the condition of the ship and its equipment comply with the requirements of international regulations and that the ship is manned and operated in compliance with these rules.

    Many of IMO's most important technical conventions contain provisions for ships to be inspected when they visit foreign ports to ensure that they meet IMO requirements.
    These inspections were originally intended to be a back up to flag State implementation, but experience has shown that they can be extremely effective, especially if organized on a regional basis. A ship going to a port in one country will normally visit other countries in the region before embarking on its return voyage and it is to everybody's advantage if inspections can be closely co-ordinated.

    Hapa mwenye makosa ni msajili wa meli ambaye alisajili meli mbovu isiyokidhi viwango vya usalama kubeba abiria. Kuongelea masuala ya wapi kiliondokea kuelekea Zanzibar ni upuuzi ambao ni mwanasiasa asiye makini pekee anaweza kuusema.

    Wewe ndio unakurupuka. Na kwa kuonyesha jinsi ulivyo mkurupukaji ume "copy" na ku "paste" link ambayo inaongelea port state control. Kwa taarifa yako hiki ulicho bandika hapa kinaongelea ukaguzi wa meli za kigeni zinazotia nanga bandari za ndani ya nchi. Labda kama unasema Zanzibar ni nchi ya kigeni kwa Tanganyika.

    Hakuna nchi duniani yenye registry mbili isipokuwa ni Tanzania tu. Na bahati mbaya zaidi hiyo ya pili ya hiki kinachoitwa na wanasiasa kuwa ni "nchi" ya Zanzibar haipo unguja wala pemba na wala hawana control nayo kwa sababu wametoa hiyo kazi kwa mkandarasi aliye Dubai. Huu ndio ninaouita upuuzi wa wanasiasa.

    Baada ya Seif kugeuzwa nyumba ndogo ya CCM ameishiwa kila kitu. Alichobaki nacho ni mshipa kukosa aibu wa kujikomba kwa kila kitu ili aweze kupata marupurupu. Amepewa nafasi isiyo na kazi zaidi ya kuwa kama fanicha nyumbani. Angalia balozi Idd Seif anayeitwa makamu wa pili anavyofanya kila kitu huku Seif akiachwa uani. Kweli walijua kumtenda. Amegeuka kituko karibu katika kila kitu. Kweli mshahara wa usaliti aibu.

    ..it will be interesting kusikia wahusika toka bandari za ZNZ na Dsm wana maelezo gani.

    ..lakini ukumbuke kwamba mamlaka ya ZNZ ndiyo iliyosajili meli 2 ambazo zimepata ajali mwaka huu.

    ..mwisho, kuna maelezo ya ziada hapa ambayo yanaelekeza kwamba "primary responsibility" iko upande wa ZNZ.

    Hata isajiliwe New York. Dhamana ni bandari iliyotoka, soma kanuni za IMO, nimeweka link juu huko, tusiongee ushabiki. Kwenye kosa tubainishe ili tusiendelee kuwa na makosa. Ukificha maradhi kifo kitakuumbuwa.

    Na ile iliyozama Lake Victoria ikauwa mamia kama si maelfu ilisajiliwa Zanzibar?

    hizo provisions za IMO ulizocopy na kupaste zinahusiana sana na ocean going vessel, si kwa usafiri wa ndani. Usikurupuke soma kwanza.

    ..yaani ZNZ wasajili meli mitumba au mbovu halafu wategemee zitakaguliwa na bandari za mataifa mengine!!

    ..again, kanuni ya IMO uliyoinukuu ilimaliza kwa maneno haya hapa chini. zingatia hapo kwenye RED.
