    Mbunge wa Monduli, Edward Lowassa (CCM) na Mbunge wa Igunga, Rostam Aziz (CCM), ni miongoni mwa wabunge wanne, ambao wametajwa kwamba, hawajawahi hata mara moja kuchangia mijadala kama wabunge tangu Bunge la sasa lianze mikutano yake mwaka 2005.

    Katika orodha hiyo, wamo pia Mbunge wa Kwahani, ambaye pia ni Waziri wa Ulinzi na Jeshi la Kujenga Taifa (JKT), Dk. Hussein Mwinyi (CCM) na Mwanasheria Mkuu wa Serikali (AG), Jaji Frederick Werema.

    Aidha, Mbunge wa Karatu, Dk. Willibrod Slaa (Chadema), ametajwa kushika nafasi ya kwanza ya utendaji bungeni kati ya wabunge wote 320 wa Bunge la Tanzania akifuatiwa na Mbunge wa Iramba Mashariki, Mgana Msindai (CCM) na Mbunge wa Mpwapwa, George Lubeleje (CCM).

    Hayo yamo kwenye muhtasari ulioandaliwa na asasi ya Uwazi Infoshop, ambao umebainisha kuwa wabunge hao wamewekwa katika makundi hayo, baada ya kupima kiwango cha ushiriki wao katika vikao rasmi vya Bunge na kugundua tofauti kubwa ya viwango vya ushiriki huo miongoni mwao.

    Muhtasari huo wenye kichwa cha maneno: “Je, wanafanya kazi kwa ajili yetu?, unapima utendaji wa wabunge kwa kuzingatia namna walivyoshiriki katika vikao vya Bunge. Kipindi kilichopitiwa ni mikutano 17, kuanzia mwaka 2005 hadi 2009 bila kujumuisha mkutano wa 18 wa Bunge wa sasa ulioanza Januari 26, mwaka huu.

    Muhtasari huo pia umechambua mambo manane kuhusu Bunge la Tanzania kwa kutumia Mfumo wa Mtandao wa Taarifa za Bunge kwa Umma (POLIS) kwenye tovuti ya Bunge, zilizopatikana Januari, mwaka huu.

    Mambo hayo, ni pamoja na Bunge la Tanzania kuwa wazi, Chama Cha Mapinduzi (CCM) kuwa chama kinachochangia zaidi bungeni, wabunge wa upinzani kushiriki zaidi kuliko wa chama tawala na wabunge waliochaguliwa wanachangia zaidi kuliko walioteuliwa.

    Mengine ni wabunge wanaume kushiriki zaidi kuliko wanawake, wabunge 72 hawajawahi kuuliza swali la msingi hata moja, Dk. Slaa, Msindai na Lubeleje wanaongoza kushiriki bungeni, na Lowassa na Rostam wako mwisho katika ushiriki bungeni.

    “Bunge lina wabunge watatu wa kuchaguliwa ambao hawajawahi kuchangia mijadala ya vikao hata mara moja kwa mujibu wa POLIS. Hawa ni Dk. Hussein Mwinyi, Edward Lowassa na Rostam Aziz,” ilieleza sehemu ya muhtasari huo.

    “Ikumbukwe kwamba hiki ni kiashiria kimoja tu cha utendaji wa wabunge; wajibu mwingine muhimu wa wabunge ni pamoja na kufanya kazi kwenye Kamati za Bunge na kushirikiana na wananchi kwenye majimbo yao,” uliongeza.

    Hata hivyo, muhtasari huo umemtetea Jaji Werema, ambaye hajawahi kuchangia mijadala kwa vile aliteuliwa hivi karibuni (Oktoba, 27, 2009), kama mbunge kutokana na cheo chake (Mwanasheria Mkuu wa Serikali).

    Katika uchambuzi wake, muhtasari huo umewaelezea Lowassa, Rostam na Mwinyi kwamba, wamefungana kwa kushika nafasi ya mwisho kabisa (ya 319) ya utendaji bungeni; kwa kila mmoja kupata sifuri katika uzito wa ushiriki, maswali ya msingi, maswali ya nyongeza na michango bungeni.

    Muhtasari huo umebainisha kuwa, anayeshika mkia katika kundi la wabunge wote, ni Dk. Mwinyi, akitanguliwa na Lowassa kabla ya Rostam.

    Aliyemtangulia juu Rostam, ni Mbunge wa Bagamoyo (CCM), ambaye pia ni Waziri wa Miundombinu, Dk. Shukuru Kawambwa akiwa na mchango mmoja, Waziri Mkuu, Mizengo Pinda (1), Ali Haroon Suleiman (Baraza la Wawakilishi-CCM- 2), Mohamed Seif Khatib (Uzini-CCM-2), Dk. John Magufuli (Biharamulo Mashariki-CCM-3), Mohamed Aboud Mohamed (Kuteuliwa-CCM-3), Zakia Meghji (Kuteuliwa-CCM-3) na Yusufu Makamba (Kuteuliwa-CCM-4).

    Kwa mujibu wa uchambuzi huo, Dk. Slaa ameshika nafasi ya kwanza kwa kujizolea jumla ya ushiriki 268, maswali ya msingi (33), maswali ya nyongeza (106) na michango (129) bungeni.

    Wa pili, ni Msindai, mwenye jumla ya ushiriki 256, maswali ya msingi (58), maswali ya nyongeza (109) na michango (89), huku Lubeleje akishika nafasi ya tatu kwa kupata jumla ushiriki 225, maswali ya msingi (46), maswali ya nyongeza (98) na michango bungeni (81).

    Wanaofuatia kwenye mlolongo huo, na jumla ya ushiriki wao kwenye mabano ni Diana Chilolo (Viti Maalum-CCM- 214), William Shellukindo (Bumbuli-CCM- 208), Zitto Kabwe (Kigoma Kaskazini-Chadema- 199), Godfrey Zambi (Mbozi Mashariki-CCM- 192), Juma Killimbah (Iramba Magharibi-CCM- 186), Jenista Mhagama (Peramiho-CCM-185), Suzan Lyimo (Viti Maalum-Chadema-179), Michael Lekule Laizer (Longido-CCM-168), Lucas Selelii (Nzega-CCM-163) na Job Ndugai (Kongwa-CCM- 161).

    Wengine ni Profesa Raphael Mwalyosi (Ludewa-CCM-152), Mohamed Rished (Pangani-CCM-150), Hamad Rashid Mohamed (Wawi-CUF-149), Said Arfi (Mpanda Kati-Chadema-149), Siraju Kaboyonga (Tabora Mjini-CCM-149), Esther Nyawazwa (Viti Maalum-CCM-149), Ruth Msafiri (Muleba Kaskazini-CCM), Raynald Mrope (Masasi-CCM-148) na Mohamed Mnyaa (Mkanyageni-CUF-144).

    Wengine ni Chrisant Mzindakaya (Kwela – CCM- 144) na Hebert Mtangi (Muheza- CCM- 144). John Cheyo mbunge pekee wa UDP kwa jimbo la Bariadi Mashariki amechangia mara 142. Wabunge wengine wanafuatia chini ya hapo.

    Muhtasari huo uliosambazwa kwenye mtandao wa kompyuta, unatoa picha muhimu kwa umma kujadili namna wabunge wanavyowakilisha maslahi ya wananchi.

    Pia, unatoa fursa kwa kila chama cha siasa na kila mbunge kujitathmini zaidi namna ambayo wamekuwa wakihudumia maslahi ya wananchi kwenye majimbo yao.

    Sijui kama inatoa picha ya halisi ya utendaji bungeni. Lowassa amekuwa Waziri Mkuu kwa miaka miwili na zaidi, na michango bungeni mingi tu akiiwakilisha serikali, sasa hayo mawaswali ya jimbo angemuuliza nani bungeni? Dk Mwinyi naye ni Waziri wa Ulinzi mpaka leo hii, nadhani hiyo ripoti haijafikisha ujumbe kamili maana ya tathmini ya kazi. Wangeenda kufanya tathmnini ya maendeleo majimboni kwa kipindi ambacho watu wamekaa majimboni ningeleewa, na hiyo ingesaidia hata wananchi kwa mwaka huu wa uchaguzi.

    Nafikiri kumtendea haki EL angepimwa toka Feb 2008 to date!!

    Lakini pia sishangai kwa EL na RA kuwa "mabubu" bungeni kwani hata wakiongea hakuna mtu makini atakaye wasikiliza kwa sababu wamepoteza moral credibility!!

    Pili, hata wale wanaoongea sana especially wa CCM, hakuna cha msingi wanachochangia zaidi ya kusifia serikali, chama chao na "kuuza sura" kwa wapiga kura wao. Therefore kuongea kwao hakuna tija kwa wapiga kura wao!!

    Binafsi nasubiri wagombea binafsi watakapoingia bungeni, naamini hapatokuwa panakalika kwa sababu wao hawatokuwa wakibanwa na "kamati za chama".

    Hivi wana JF mbunge anapimwa na wapiga kura wake kutokana na kusema sana bungeni au kwa kuwa chachu ya kuendeleza kero za jimbo lake???????
    Hivi karibuni katika magazeti mengi wananchi wamekuwa wakilalamika kuhusu wabunge wao[maarufu kwa kuongea kwa hisia kali bungeni] kuwa hodari wa kuongea bungeni lakini majimboni hakuna kinachoeleweka na pia kutishia kutowachagua tena kwani kero zao si hayo wanayopigia kelele bungeni.
    Kutokana hivyo basi inawezekana hao mnaowasema kuwa mabubu bungeni wakawa wanapendwa sana na wapiga kura wao na pengine kurudishwa tena jimboni.

    Kama hakuna haja ya kuongea, wanakutana ili iweje? Si wangekuwa wanadondosheana posho na marupurupu kwenye bank account zao wakiwa majumbani na maisha yangeelendelea?

    Labda kuna haja ya kuwa na objective performance appraisal kwa wabunge wetu na Mh. Rais pia. Kwa sababu makada e.g. Makamba, Cheyo, na wengineo wanasifia utendaji na ufanisi wa serikali mpaka inatia kinyaa kusikiliza. Huku nao 'wenye wivu wa kike' wanaponda utendaji wa serikali na kubeza mafanikio yaliyopatikana mpaka inatia kinyaa pia!!

    Wapiga kura wanabaki kuyumbishwa na kupewa majina ya ajabu kama vile ' 70% ni bendera ufuata upepo'!!

    Ukitaka kujua kuwa hawa wabunge wamefanya kazi au la, nenda kawaulize wapiga kura wake. Nenda Monduli ukadadisi wapiga kura wa Lowasa wanasemaje kuhusu utendaji kazi wa mbunge wao ndani ya jimbo, utapata majibu. vivyo hivyo nenda kwa Rostam and Mwinyi.
    Utafiti wenyewe nadhani ulikuwa haujaweka vigezo vyote au vizuri kwa kusema kuchangia. Wangesema pia waliochangia topic au waliouliza maswali au walioibua mijadala yenye tija kwa wananchi! Wangetoa pia wahudhuriaji wazuri, wanaotoa udhuru sana, etc.

    Sasa Abunuasi kazi ya bunge ni nini basi wawe wanaenda kuangaliana usoni jioni wanarudi kulala pamoja na mambo mengine kazi ya mbunge ni kusema asikike kwa wapiga kura wake wakuone unatoa hoja na kuchambua mambo si kwenda kusikiliza tu

    Hao unaosema mabubu lakini majimboni wanamaendeleo aidha ni mawaziri au mafisadi wanahela zao kutoka mifukoni kama RA na Mkono na vile vile sio competent wanameza chochote kitakachojadiliwa na wengine ubunge si kutoa hela mfukoni

    mbunge mzuri ni pamoja na kukataa vifungu vibovu vinavoletwa kwenye bills ina maana hao mabubu huwa hawavioni au kila kitu kwao ni sawa mbona sisi wananchi wa kawaida huwa tunaviona basi wabaki majimboni wasije bungeni wasubiri yatakayoamuliwa

    Who are the best and worst MPs?


    Research assess the level of participation of Members of parliament in formal sessions of parliament

    Chadema's Dr Willibrod Slaa is the most active Member of Parliament, according to a new report on performance in the National Assembly in the last four years.

    The MP for Karatu, who is also the opposition party's secretary-general, is followed by Chama Cha Mapinduzi veterans Mgana Msindai (Iramba East) and George Lubeleje (Mpwapwa) in second and third places, respectively.

    The report by the 'Uwazi InfoShop', a programme under 'Twaweza', a non-governmental organisation, which was made available to the media in Dar es Salaam yesterday, is the first major survey on the performance of MPs based on information posted on Parliament's website.

    The organisation says their work is aimed at improving access to information to enhance transparency and public accountability.

    Entitled, "Do they work for us?" the report covers 17 formal parliamentary sessions running from November 2005 to November 2009.

    According to the report, there are three kinds of interventions an MP can make. These are asking basic and supplementary questions, and contributions during debates.

    Dr Slaa, a former Catholic priest, who has taken the war on corruption to the government
    �s doorstep, was named the most prolific debater, "with 268 interventions and a total of 139 basic and supplementary questions". The Karatu MP is serving his second five-year term and is believed to harbour presidential ambitions.

    The burly and humorous Mr Msindai, the report says, made 256 interventions, asking 102 basic and supplementary questions, while Mr Lubeleje had 225 interventions, with 104 questions.

    Other MPs in the Top 10 list are Ms Diana Chilolo (Nominated- CCM), Mr William Shelukindo (Bumbuli-CCM), Mr Zitto Kabwe (Chadema-Kigoma North), Mr Godfrey Zambi (Mbozi-CCM), Mr Juma Kilimbah (Iramba West-CCM), Ms Jenista Mhagama (Peramiho-CCM), and Ms Susan Lyimo (Chadema-Nominated).

    Three CCM lawmakers, six Cabinet ministers and an ex-officio MP are listed by the NGO as the least active in Parliament and reportedly accounted for not more than five scores in all the three measures used to judge performance.

    Some did not make a single intervention. The poor show by most of the ministers and their deputies could be because, as government appointees, they can't make many interventions on the floor of the august House.

    East Africa Cooperation minister Deodatus Kamala and his education counterpart, Prof Jumanne Maghembe, top the list of the 10 most active ministers. However, Dr Kamala is ranked 163rd and Prof Maghembe, 167th on the overall list.

    Information minister George Mkuchika is third among the ministers, at position 196, and Foreign Affairs minister Bernard Membe is fourth and 202nd overall. They are followed by Mr William Ngeleja (Energy and minerals), Ms Sophia Simba (Good Governance) and Mr John Chilligati (Lands).

    Others are Health and Social Welfare minister David Mwakyusa, and the minister of State in the Vice-President's Office (Environment), Dr Batilda Burian. Prof Mark Mwandosya closes the list of the Top 10 of the 27 ministers.

    Among the deputies, Mr Aggrey Mwanri (Local Government) leads, followed by Mr Ezekiel Maige (Tourism and Natural Resources).

    Others are Mr Joel Bendera, Dr Makongoro Mahanga, and Mr Adam Malima. Others are Mr Christopher Chiza, Ms Mwantumu Mahiza and Dr Aisha Kigoda. The last two are Dr Cyril Chami and Mr Hamis Sued Kagasheki.

    According to the survey, the MPs jointly made 19,039 interventions, of which 3,922 were basic and 5,882 supplementary questions.

    CCM, which has 87 per cent of the total number of the 320 elected and Nominated MPs, is cited as the most active party. It made 15, 410 interventions, while Chadema and the Civic United Front (CUF), made 2,150 and 1,337 interventions, respectively.

    When the parties' strengths are compared, opposition MPs are rated as more active than their CCM counterparts. Chadema ranks first with an average of 53 questions per MP.

    Interestingly, even though the United Democratic Party (UDP) has only one MP, Mr John Cheyo, its average is above CCM's, whose MPs came last with an average of 12 basic questions, 17 supplementary questions and 26 contributions per MP.

    According to the study, 72 MPs, mostly belonging to CCM, have never asked a single basic question. Asking basic questions is considered the main vehicle an MP can use to initiate a debate on an issue affecting his constituents. CUF and UDP have one MP each who have never asked a basic question.

    The study shows that women were slightly less active than their male counterparts and elected MPs perform better than the nominated ones.

    MPs from the Zanzibar House of Representatives and those nominated by the President participate least in the main sessions of Parliament.

    Parliament is one of the most important institutions, which is reflected in the vast resources allocated to it.

    For the 2009/10 financial year, Parliament was allocated Sh62 billion. Part of Parliament
    �s job is to ensure that the country is well governed, that services are properly delivered to the citizens, and that money entrusted to the government is well spent and accounted for.
