    Lecturers want all students readmitted

    Lecturers at the University of Dar es Salaam (UDSM) have demanded the admission of all students who fail to re-register due to lack of fees.
    The university re-opened Monday but is considering only students who are able to pay fees as part of the conditions for readmission.

    Registration began amid heavy presence of anti-riot police who were screening students entering the university campus.

    In a statement that could spark fresh trouble at the state institution, the UDSM Academic Staff Assembly (Udasa) yesterday urged the university management to unconditionally re-admit all students.

    The statement called on the management to review its current re-admission conditions to allow all students to resume lectures.
    The lecturers also demanded the removal of state security agents from the campus, a position which is likely to fly in the face of university management.

    Signed by Prof Yared Kihore on behalf of Udasa, the statement condemned the situation and "events" at the university as "not conducive" for learning.

    "We want all the routes to and from the University re-opened as before," read part of the statement.


    The university's Vice Chancellor, Prof Rwekaza Mukandara said he would not comment on the statement because he had not officially received the lecturers' demands.

    He said: "When we get their statement we will comment but so far we haven't seen it."

    And in an interview with The Citizen yesterday, Udasa secretary Prof Josephat Rugemalira expressed doubt that the university management would listen to their demands.

    But he said they would intervene "for the sake of the university" and the majority students whom he doubted would be able to meet the conditions.

    "All students must be readmitted regardless of the criteria so that they can start studying immediately," said Prof Rugemalira adding that they had set up two teams to look into the cause of the current problems.

    He said the armed police and "intelligence spies" at the campus were a disturbance to the university community which should be removed.
    The professor also urged the university management to open all campus entrances closed since Monday.

    Although the lecturers' statement did not specify what action they would take if their demands were ignored, a university employee who spoke on condition of anonymity told The Citizen some lecturers suggested they would not conduct lectures until their requests were met.

    "There is talk here that they (lecturers) will not teach if their demands are ignored. It is not surprising," he said.The lecturers' demands come amid similar calls by the opposition, which is now planning to pursue the matter in parliament.


    In a statement, Chadema, which recently alleged that there was political interference in the readmission process, said it would table an urgent private motion in parliament to press for the readmission of all students.

    The opposition's shadow education minister, Ms Susan Lyimo said the party wanted all students unconditionally readmitted to the state university.

    She said the opposition would table the proposed motion as soon as parliament resumes seating on January 27.

    "It is very unfortunate that students from poor families are being locked out of the university for failing to pay fees," said the Chadema MP.

    "But we will make sure the motion is tabled and discussed so that we save students from poor families who do not meet the readmission criteria," she added. The UDSM and five other public universities were closed in November last year following strikes by students opposing the cost sharing policy.

    The Government warned students who did not meet the readmission conditions to stay away or appeal to the education minister.

    UDSM is readmitting only students who have cleared their fees. The minister for Education and Vocational Training, Prof Jumanne Maghembe said those who failed to meet the fees condition should seek his clearance first.

    However, he said those who defied orders to write letters requesting to rejoin the university had dismissed themselves.

    Nakuunga mkono, ila sasa na ikumbukwe kwamba mbali na mshahaara hawa jamaa huwa wanapata vijihela vya kusimamia Seminar sasa inaonekana wameanza kuwa majalala(kuishiwa yawezekana).

    Mwalimu taratibu, hawa wahadhiri wako makini siku zote. Tatizo lipo kwenye uongozi wa chuo, UDASA utawaonea tu. Utakuwa hukumbuki vizuri, wakati wanafunzi wako kwenye mgomo, UDASA walitoa tamko la kuunga mkoni madai ya wanachuo kwamba sera ya uchangiaji ipitiwe upya. Msimamo wao huu ulikuwepo na uliwekwa wazi kwenye vyombo vya habari kabla ya vyuo kufungwa.

    labda wale wa english na physical education. Lakini wa uhandisi, biashara, kiswahili, kitivo cha sayansi na IRA hawana njaa kabisa.     Ni mara nyingi sana hao ma lecturers na walimu kwa ujumla Tanzania kudhani kuwa matatizo ya wanafunzi ni ya kwao peke yao, na kwa mara nyingi sana wamekuwa upande wa serikali, hata hivyo sasa naona ugali wao nao umeguswa na wanakuja na kauli kama hizi kwasababu ya hao askari, mazingira conduicive....Wakati ukweli ukiwa ni mgogoro wa mishahara,marupurupu nk.

    Sasa migomo ikiendelea nchi nzima kwenye vyuo hadi sekondari ndiyo watajuwa kuwa watoto wanateseka kwasababu ya viongozi mafisadi?

    Si juzi tu hapa maandamano yalikuwa kila mahali kwasababu ya hali ya ufisadi iliyopelekea ukata na hali mbaya kwa wananchi walio wengi?

    System ya kuwakandamiza wanafunzi haijaanza leo na ukiangalia kwa makini system hiyo haireflect kuwa na characteristics zitakazopelekea kuamini kuwa ni ya kumfunza mtu ili kujiletea maendeleo no wonder watu wanasoma lakini hawaelemiki....Huku vigogo wakiwasomesha watoto wao nje kwa gharama za wananchi hao waliopigika.

    Hakuna nchi hapa duniani yenye maendeleo ambayo ina watreat wanafunzi wake kwa namna ambayo Tanzania imekuwa ikifanya hata kwa wanafunzi wa sekondari nk.

    Lakini this time naona hata kama ni mafao ndiyo yamewafanya wakufunzi hao kuwatetea wanafunzi...Still ni kitu ambacho kimewaunganisha....So tuone kama watacapitalize kwenye factor ya kuungana dhidi ya ufisadi.

    Mimi nadhani tunaongoza duniani kwa kufunga vyuo vyetu karibu kila mwaka na hili linaingiza hasara kubwa sana kwa Taifa. Maombi ya hawa vijana ni ya msingi kabisa lakini serikali inataka kuwakomoa. Hawana utamaduni wa kukaa meza moja na wanafunzi na wahadhiri ili watafute nija za kudumu kumaliza matatizo katika vyuo vyetu. Jambo hili la kufanya maamuzi ili kuwakomoa Wanafunzi ni hatari sana kwa nchi yetu.

    CHAMA cha Wahadhiri wa Chuo Kikuu Cha Dar es Salaam (Udasa) kimetoa tamko la kuutaka uongozi wa chuo hicho kuwarejesha wanafunzi wote waliosimamishwa ili waweze kuendelea na masomo yao kama kawaida.

    Karibu theluthi mbili ya wanafunzi wa chuo hicho wamezuiwa kurejea chuoni kwa madai kuwa wameshindwa kutimiza masharti, yakiwemo ya kulipa sehemu za gharama za elimu baada ya chuo hicho kufungwa mwishoni mwa mwaka jana kutokana na wanafunzi kugomea sera ya uchangiaji elimu, wakidai kuwa inabagua.

    Akizungumza na waandishi wa habari jijini Dar es Salaam jana, katibu mkuu na mjumbe wa Udasa, Profesa Josephat Rugemalira alisema kuwa utaratibu huo, ambao umewekwa na uongozi wa chuo, ni mbovu na ambao umesababisha usumbufu kwa wageni, majirani na wananchi wa eneo hilo kwa ujumla.

    "Hivi sasa wanafunzi wameanza kurudi kwa makundi kama ilivyopangwa tangu Januari 19 mwaka huu, lakini kumekuwa na usimamizi usiokuwa wa kawaida katika maeneo haya, hali ambayo imeleta adha na usumbufu mkubwa kwa wananchi na wageni. Kutokana na hali hiyo, tumeutaka uongozi wa chuo kutekeleza tamko hilo kama tulivyolitoa," alisema Profesa Rugemalira.

    Aliongeza kuwa ili uweze kutatua matatizo yaliyojitokeza, uongozi wa chuo hicho ulipaswa kuangalia upya utaratibu mzuri wa udahili kwa wanafunzi hao ambao utasaidia kupunguza usumbufu chuoni hapo na kuangalia mustakabali mzima wa hadhi ya chuo hicho na taifa kwa ujumla.

    Alisema utaratibu uliopo sasa wa kuwarudisha wanafunzi chuoni kwa kuwafanyia udahili upya baada ya kulipa ada zote za mwaka wa masomo 2008/09 kwa kufuata masharti yaliyowekwa na kuweka ulinzi mkali, sio mzuri na unasababisha usumbufu mkubwa.

    Alisema katika mkutano wao wa Novemba 20 mwaka jana, Udasa iliunga mkono madai ya wanafunzi hao kuhusu hoja yao ya kutathmini upya sera ya uchangiaji na utaratibu mzima wa kugharamia elimu ya juu baada ya kuona kuwa baadhi ya vipengele vilivyo katika sera hiyo vina mapungufu.

    Kwa mujibu wa Rugemalira, baada ya kuona mapungufu hayo Udasa iliunda kamati mbili ambazo zimepewa majukumu tofauti ikiwa moja ni jukumu la kushughulikia chanzo cha migomo kwa wanafunzi na njia mbadala ambazo zitasaidia kupunguza tatizo la gharama za elimu ya juu.

    Mpaka sasa, zaidi wa wanafunzi 2,000 hawajarejea chuoni hapo kutokana na kushindwa kutekeleza masharti yaliyowekwa na uongozi huo. Tayari wanafunzi wanne wamekamatwa kwa makosa ya kuandamana kutaka wenzao waliokataliwa kurudi chuoni, waruhusiwe huku viongozi wa serikali ya Chama cha Wanafunzi (Daruso) wakifikishwa mahakamani.

    BAK...Well said...Ila cha kuongezea ni "Kasumba" Mbaya tuliojijengea watanzania na waafrika kwa ujumla...System aliyoiacha mkoloni haiwezi kutufikisha mahali na tukigangamala na kuwagandamiza wasomi wetu kama walivyokuwa wakifanya wakoloni je unadhani tutafika?

    Je ni kweli tukiangalia deep inside hatuwezi kuona kuwa system yetu ya elimu haiendani kabisa na uhuru wetu tuliopatiwa?
    Je tulipopewa uhuru tulidhani ni mabadiliko tu ya viongozi kutoka wazungu hadi waafrika ama ni mabadiliko ya system nzima ambayo ndiyo iliyokuwa silaha makini ya mkoloni?

    Yani kwa kifupi ni kwamba serikali haipendi wanafunzi wenye akili period,na wakiwa smart wanaitwa wakorofi,jamii ya kikondoo kwa maslahi ya mafisadi wachache ambao wameshajipigia panga Taifa letu....Wao na familia zao wameshajenga tabaka lakini ni lazima wajuwe kuwa haitakuwa kazi ndogo na kama wako tayari kwa mpambano basi sina cha kusema zaidi ya kuwatakia kila kheri.

    Hawa UDASA sijui nini, wameona upenyo wa ujiko na wao wanataka kuutumia upasavyo ili na wao wapate kusikika kwenye bomba..


    Pili, hawa jamaa ni kwa ubinafsi wao wameona hili suala litawagharimu kwa upande wao..maana suala la kudahili wanafunzi lina implications na repercussions ktk mambo yao ya assessment, ikijumuisha kutunga mitihani maalum .n.k. Hivyo hawa wajamaa wanaona watakosa muda wa kwenda baa au kushughulika na mambo yao binafsi..

    I salute UDASA for standing up for the nation. A conscientious lecturer will not agree to teach only a third of his or her students while the rest are denied access on grounds that they are too poor.

    There are some here at JF who are taking cheap shots at UDASA. Reduction in the number of students would mean less work for UDASA members; it would not affect their income. They are concerned about their students and about the nation as a whole.

    UDASA is absolutely correct in calling for the police and other brutal sectors of the state to stay away from the Hill. You cannot study properly while you are surrounded by armed police and hordes of state spies.

    I urge UDASA not to forget the fate of student leaders who have already been arrested and charged. Help to fight for them, and demand that the charges be dropped.

    Should the university management refuse to discuss and come to an agreement with UDASA, then I suggest that their resignation be part of the demands of UDASA.

    Well said. Na ukweli ni kwamba wakuu wa UDSM ni wanachama wa UDASA. They ought to be humble enough to seek input from UDASA. Or do they take their orders from the CCM Branch at the Hill?
