    Tz inakuwa kwa nini na salary ndogo saana mpaka sasa hata hicho kima cha chini kilochesemwa hawatekelezi? inasababisha pia maisha kuwa duni maendeleo hakuna tufanye nini ili tuweze kupanza na kumudu masha?

    Wizi mtupu. Hata Benki Kuu wadogo vyeti vya kughushi wa juu EPA. Watu wamezowea kupata pesa kiurahisi sasa nani atafakari juu ya mishahara ya chini?

    The UNDP research on ''why do civil servants do not show they potential'' revealed that, the government pretends to pay and civil servants pretends to work. In other words we can say, 'what comes in goes around'.

    1. Mishahara BoT, Wakurungenzi, Wizarani, Waalimu Elimu ya Juu (public), watafiti, madaktari nk yaani hawa wote wana mishahara mizuri tu sana! Yaani mishahara isiyopungua 1.5 -2 m kwa mwezi- inategemea umefanya kazi mda kiasi gani! Pia wengine wana marupurupu makubwa kuliko mishahara!

    Ila kumbuka pia usipomlipa mtaalam vizuri ataondoka na kukumbilia nchi zingine kama SA, Botwana, nk! The govt pays better partly to retain them!

    2. Wenye misharara kidogo Tz ni waalimu, polisi na wafanyakazi wengine wa serikali Kuu!

    Inategemea mishahara midogo unaongelea sector gani! hutaamini mwalimu wa primary mshahara wake ni 180,000 kwa mwezi wakati BoT anapata 1.8m yaani mara 10 zaidi!

    Kumbuka pia Mbunge Tz mshahara na marupurupu ni Shilingi millioni 7 yaani 34 times mshahara wa Mwalimu wa Primary!!

    Je is this fair? Kumbuka ni pesa hii hii ya kodi mmoja nalipwa 180,000 na mwingine 1.8m
    na wote ni Watz!

    Je kwa nini jamii iwe na tofauti ya mishahara mikubwa hivi????? Ukiangalia nchi kama Denmark..hakuna tofauti kubwa za mishahara! Mwalimu wa primary hulipwa milioni 3 na Professor wa Chuo kikuu hulipwa millioni 4! na Barmaid naye hulipwa milioni 2!

    As a society: do we need a 10 times diffrence kati ya say mwalimu Primary na Mhadhiri wa Chuo Kikuu??

    Tambua kuwa wanaojilipa vizuri ni hao hao wanaofanya maamuzi, wabunge, wakurugenzi serikalini, n.k

    Hii ndo jinsi national cake inavyotafunwa mzee!! But this is not unique to Tz..ukienda Kenya utashangaa pia kuwa mshahara na marupurupu Mbunge ni Tshs 13m kwa mwezi na mwal. anapata kiasi kidogo pia!!!

    Je nani wa kumlaumu? Ndo maana hata maprofesa wanaacha kazi zao nzuri za utaaalamu na kukimbilia siasa!

    Pengine tujilaumu sisi wenyewe!

    Tanzania haina system ya kutengeneza equity katika mishahara.

    Tanzania haina uchumi huru unaofanya soko la kazi kuweza kupata mishahara inayoletwa na ushindani wa soko.

    Tanzania haina uchumi rasmi mkubwa.

    Tanzania haina sarafu yenye nguvu katika soko la sarafu la dunia.

    Tanzania kimsingi ni jamii ya wakulima ambao hawana uzoefu sana na biashara, ikiwa ni pamoja na kunegotiate mishahara, hasa kwa sababu kazi katika mfumo rasmi ni ndogo na kuwa na kazi hata inayolipa kidogo inaonekana ni bahati.Essentially it is our own labor market at work, skewed by the scarcity of employment.Employers have the upper hand as employees, even university graduates are left with little else but to either accept low wages or be unemployed.

    Serikali haiko committed kuongeza mishahara.

    Kweli. Ni mishahara mizuri tu. Ni kama mara 2 - 4 ya kiasi wanacholipwa Waalimu Elimu ya Juu, watafiti, madaktari nk wa new Europe (i.e. nchi kama Hungary, Croatia, Romania, Czech Republic). Ila salary disparity within occupational groups n.k. ni kitu cha kuangalia.

    Isitoshe, kuangalia mishahara tu bila kuangalia bei za vitu na mfumuko wa bei ni kuangalia nusu ya jambo hili tu.

    Waalimu wa Hungary wanaweza kulipwa nusu ya wakurugenzi wa Tanzania, lakini kama bei ya vitu Hungary ni robo ya level ya bei ya vitu Tanzania, ukiangalia purchasing power parity utaona walimu wa hungary wanalipwa zaidi in real terms kwa sababu wanaweza kununua vitu vingi zaidi.

    Kwamba bei ya vitu Hungary ni robo ya level ya bei ya vitu Tanzania? Ila kulicho wazi ni kwamba stlye ya maisha na majukumu yanatofautiana. Kwa mfano mfanyakazi ya TZ most likely ana extended family, ana jukumu la kumlipa mfanyakazi wa ndani, mlinzi, etc. tofauti na mfanyakazi wa ki-Hungary, etc. - hii inaleta income strain.

    Hiyo ilikuwa ni hypothetical case, kwamba kuzungumzia mishahara tu bila kuzungumzia purchasing power and its parity ni kungalia swala hili kwa upande mmoja tu.

    Vipi kama watanzania wanalipwa equivalent ya USD 3,000 kwa mwezi lakini mlo mmoja ni USD 150 wakati wa Hungary wanalipwa USD 300 kwa mwezi wakati mlo mmoja ni USD 1.

    Nani analipwa zaidi/vizuri hapa?

    My point ni kwamba tunaposema Watanzania wanalipwa vizuri kuliko Hungary tusiseme kwa kuangalia kiasi cha pesa wanacholipwa tu, bali pia tuangalie na gharama za maisha.

    1. Cost of Living Tz ni kidogo sana ktk EA kama unapata mshahara wa $ 2000 kwa mwezi! Pia inategemea unaishi wapi Tz ! Kumbuka kuwa mwal. primary anapata $ 150 na ni nchi hiyo hiyo!

    2. Sina uzoefu na cost of living Romania: ila kumbuka wako ktk EU na ktk EU $ 500 au hata $1000 ni pesa kidogo sana uki;linganisha na Standard of Living enoe la EU!

    Serikali ya Tanzania ni kubwa kuliko makusanyo ya kodi inayopatikana. Just imagine, Marekani li nchi likubwa ajabu, ina mawaziri 6 tuu, Tanzania kinchi kidogo, mawaziri na manaibu almost 60!.

    Nchi haina uwezo wa kukusanya kodi ambayo ndio ingefanya watumishi walipwe vizuri.

    Kutokana na ugumu wa maisha, waBongo hatuna utamaduni wa kulipa kodi. Tunajitahidi sana kuiba na kukwepa kodi huku tukijenga majumba kwa fedha za mfukoni bila mikopo!.

    Pato la taifa, GDP ni dogo, uchumi wa taifa duni, hali za maisha duni, vipato vya watu ni duni na mishahara duni.

    Wakati mishahara hii ni duni, baadhi ya taasisi za umma, binafsi na za kimataifa wanalipa mishahara minono ya dola 3,000 mpaka 10,000 kwa mwezi.

    Wakati tunazungumzia mishahara midogo, kuna house girl mbezi beach analipwa mshahara wa sh.5,000/= kisa anakula bure na kulala bure wakati hiyo ndio bei ya double whisky anayokula baba mwenye nyumba!.

    waBongo wanakinmbia kulipa kodi kutokana na hawa TRA kwa mfano kwenye maduka makadirio yao ni makubwa saana kuna mama mmoja nilienda dukani (kibanda) kwake ni jamaa akanieleze kuwa TRA wamekuja wamenikadiria na kuniambia kulipa zaidi ya laki 1

    Angalieni huyu mama duka lake hafikishi hata laki tano haunmpagia kiwango hicho si ndio utamfanya akimbie kulipa

    mwalimu kwanza ndio anatoa elimu kwa mtu then yeye anape $150 kwa mwezi hivi tunajenga au kubomoa

    Huyu JK sera zake kumaliza matatizo ya waalimu e lakini (malupulupu) yao inakuwa kazo pia wengine wanaenda kuwachapa bakora sasa hapo MWL anakuwa anafikiria mengi mshahara mdogo anakuwa anaamuwa lolote

    Pia Wana JF nahijitaji kujuawa hawa (Chama cha Wafanyakazi) kipo wapi haki sikii vilio vya watu kwenye mishahara yao

    Mzalendo halisi, tafadhali waondoe Madaktari Ktk hiyo list yako ya wanaolipwa vizuri TZ, daktari (Medical Officer) wa TZ anayeanza kazi analipwa mshahara wa dereva wa BoT au askari zimamoto wa Bandari, anapata takribani USD 500, halafu mnataka Dr akimwona mgonjwa aonyeshe tabasamu!(A HUNGRY MAN IS NEVER WISE)

    Cost of living ita make sense tu kama utaongelea vitu standardized, kama una a standardized basket of goods.Ukisema "inategemea unaishi wapi" unaelekea ku sacrifice "quality of life" for the sake of "cost of living" which could be counter productive.

    Tatizo ni kwamba Tanzania ni nchi ya "data not available" kwa hiyo comparisons za "cost of living" zinakuwa ngumu kwa sababu hatuna standardized basket of goods, na goods hizo hizo zina bonge la disparity katika bei , kama ulivyosema, kutehemea na unanunua wapi.

    The comparison rightfully should be between Romania and Tanzania, not Romania and the EU.

    Halafu kuna factors kama vile inflation. Kwenye nchi yenye income disparity kunakuwa na phenomenon ya watu wenye income ya juu kusababisha inflation inayopandisha bei za vitu kwa watu wengi ambao wako na income za chini.Mfano, bei za real estate zimepanda sana Dar kutokana na ufisadi wa wachache, kusababisha wananchi wa naolipwa hizo $ 1000 -2000 kwa mwezi kuona haziwatoshi kabisa kununua kiwanja cha $ 30,000 - 60,000.

    Kwa hiyo ukienda na figures hizi na mentality ya kwamba watu wa kawaida wanatakiwa kuwa na access ya vitu vizuri (watoto wavae nguo decent, waende shule decent, kwa usafiri decent etc), utaona kwamba actually cost of living ya Tanzania si ndogo hivyo.

    Mishahara ni midogo kwasababu nyingi - ikiwa ni pamoja na ukweli kuwa serikali inaajiri watu wengi zaidi ya wanaohitajika na kwa msingi huo kazi zinazofanyika ni kidogo ukilinganisha na kinachopatikana. Input kidogo =output kidogo.Wage bill kubwa utai justify vipi? Linganisha na taasis nyingine kama sekta binafsi au mashirika ya kimataifa.Huko unakuta badala ya kuwa na dereva, mhudumu, mfagizi, sekretari na mesenja kama ilivyo serikalini (watu watano) kazi zote hizi zinafanywa na mtu mmoja.Fikiria mshahara uliokuwa ulipwa mathalani watu watano, analipwa mtu mmoja. Kingine ni kuwa serikalini kuna uvujaji sana wa fedha - matumizi mabaya/makubwa kwa wachache wakati wengi hawapati hata mshahara wa kutosha kujikimu.

    Kwa kifupi vijana wanasema "tunagawana umasikini"

    Ni bora kazi ndogo ifanywe na wengi kwa mshahara mdogo kuliko kufanywa na wachache kwa mshahara mkubwa. This is especially true in the government.

    ......cost of living iko juu sana..rent sasa hivi vyumba vi2 vya standard walau maji yanatoka mara 2 kwa juma umeme wako si chini ya $300....

    ......kwa wenye watoto shule ni balaa ukitaka mtoto wako asome kwenye walau shule za standard nzuri kindagarten tu si chini ya $500 kwa semister zao na kwa mwaka wana sem 3......sekondari ndio usiseme kuna za $2000....

    .......gharama za usafiri kama una gari ni kiyama.....kwenda kazini na kurudi tu bila mizunguko yoyote si chini ya 20000 kwa siku hujala....

    ....weekend hujatoka...acheni bana....kwa mtu kama mie mmoja kwa mwezi m2 inakatika bila kujua.....

    ....nani anasema cost of living tz ni ndogo?
