Kwa namna hii SUMATRA imeshindwa kazi!

    SUMATRA (Surface and Marine Transport Regulatory Authority) iliyoanzishwa kwa sheria namba 9 ya mwaka 2001 kufanya majukumu ya uangilizi wa sekta ya usafirishaji. Mamlaka hii ilianzishwa kutimiza majukumu kadhaa; jukumu la muhimu katika mada hii linahusu kusimamia na kufuatilia utendaji wa sekta za usafiri na huduma zitolewazo na sekta hizo:

    c) to monitor the performance of the regulated sectors, including in relation to:-
    (i) levels of investment.
    (ii) availability, quality and standards of services
    (iii) the cost of services

    (iv) the efficiency of production and distribution of services, and
    (v) other matters relevant to the Authority

    Kwa leo napenda nizungumzie sekta ya usafiri wa barabara.

    Hivi karibuni kulitokea ajali mbaya sana ya kampuni la mabasi la Championi; ajali iliyotokea maeneo ya Nala, nje kidogo ya mji wa Dodoma ikihusisha basi lililokua likitokea Mwanza kuelekea DSM. Watu walifariki na wengi kujeruhiwa. Baada ya ajali SUMATRA kama msimamizi akaja na suluhisho la kuifungua kampuni hiyo safari zake za Mwanza-DSM-Mwanza. Mamlaka ikishirikiana na kikosi cha polisi wa usalama barabarani ikaja na uamuzi wa kuyakagua mabasi yote ya kampuni hiyo ili kuona kama yanakidhi ubora.

    Baada ya ukaguzi adhabu ya kuifungia kampuni kwa safari za Mwanza-DSM-Mwanza ikaendelea licha ya kwamba mabasi yote ya kampuni hiyo yalionekana hayakidhi viwango. La kusikitisha ni kwamba, kampuni hii inaendelea kutumia mabasi hayo mabovu kusafirisha abiria kutoka Dodoma-Arusha-Dodoma, Dodoma-Kondoa-Dodoma na Dodoma-Dar-Dodoma kwa kutumia mabasi hayo hayo mabovu.

    Swali, hivi SUMATRA walitumia akili na busara zipi katika kuifungia kampuni hiyo route 1 wakati wakiacha kampuni ikiendelea kutoa huduma kwa route zingine kwa kutumia mabasi hayo hayo mabovu?!

    Pia kuhusu suala la kupiga marufuku utumiaji wa malori katika kutoa huduma za usafiri kwa abiria mbona SUMATRA imekaa kimya?! Kampuni za Championi, Ngorika (ingawa angalau ana mabasi mapya ya Yutong; bado ana mangalangala yenye chasis za malori), Shukrani, Meridian et al. bado zinaendelea kutumia mabasi yenye chasis za lori bila ya SUMATRA kutekeleza majukumu yake kisheria?!

    Kuna suala la mabasi madogo kuanza kufanya route za masafa marefu. Mfano, siku hizi kampuni ya Super Sonic, wanatumia basi ndogo (ya kubeba abiria wasiozidi 30) aina ya Tata kufanya safari za Dodoma-Dar-Dodoma!! Pia kampuni ya Islam, inatumia basi ndogo aina ya Eicher kufanya safari za Dar-Moro-Dar! Aina hizi mbili za basi hazifai kutumia kwa provincial/regional routes; hizi zinafaa kwa city routes. SUMATRA naamini wanaelewa na kufahamu hivyo lakini wapo kimya!!

    Ajali ikitokea ndipo unawaona SUMATRA na polisi wakatumia reactive response na strategy kukabiliana na ajali, wakati SUMATRA wana mandate kisheria kutumia proactive strategies katika kupunguza ajali zisizo za lazima kutokea.

    Hayo yote ndugu yangu ni matatizo ya serikali iliyooza, kwani si kwamba wakubwa hawajui hilo linafahamika na walishatoa notice hao sumatra kwamba kuanzia mwaka jana malory yaliyogeuzwa bus marufuku lakini notice yao imeishia hewani. Uongozi zero- Sumatra, na serikali inayosimamia sumatra zero
