    Viongozi na Wakuu wote hapa nyumbani JF Forums!

    Kwa niaba yenu wote tunapenda kuihakikishia serikali kuwa JF si mahali tu pa kumkoma nyani na kuibua maovu ya serikali na jamii kwa ujumla, bali pia ni mahali ambapo ushauri mbadala unaweza kutolewa juu ya yale yote ambayo serikali imekuwa haifanyi vizuri.

    Kwa kuanzia kuna hili la ATC (Shirika ka Ndege Tanzania) na TRL (Shirika la Reli Tanzania). Ni ukweli usiofichika kuwa serikali imeshindwa kuyaendesha au kuyasimamia mashirika haya.

    Ufuatao ni ushauri wa bure kwa serikali nini cha kufanya ili kuyanusuru mashirika haya yaweze kujiendesha kwa faida. Ushauri wa ziada naomba wana JF tuendelee kuutoa katika thread hii.

    Kwa kumbukumbu ya haraka na kwa mujibu wa Mkurugenzi mtendaji wa ATC, SHIRIKA la Ndege la Tanzania (ATC), litapata hasara ya sh milioni 300 kila wiki kutokana na kusimamishwa kwa huduma za ndege zake. Kwa maoni yangu huenda ikawa ni zaidi ya hapo kama utazingatia matumizi ya kutoka kila Idara za ATC na malipo ya wafanyakazi nk. TRL nayo nadhani inaelekea kaburini maana hata mishahara kulipa ni kwa tabu tu. Ningeshauri serikali ifanye makuu yafuatayo:

    - Mambo mazuri hayataki haraka. TRL na ATC inafaa zijipange upya. Kwanza ni vema mikataba yote isiyo na maslahi kwa shirika na taifa ikavunjwa mara moja. Hata kama itatugharimu, lakini tunaweza kujiunda upya kwa ufanisi zaidi.

    - Ufanyike Upembuzi yakinifu haraka sana kwa kushirikiana na timu ya wataalamu wazalendo kutoka ndani ya nchi na consultants kutoka mashirika yaliyobobea katika masuala ya uendeshaji wa safari za anga na reli. Serikali iyafanyie kazi haraka mapendekezo yenye tija baada ya kuyafanyia tathmini.

    - Utashi wa serikali unatakiwa katika kuyaokoa mashirika. Kwanza uwekwe uongozi makini sana na pia staff wafanyiwe vetting upya wabaki wale wanaoweza kumudu kuyaendesha mashirika kijasiliamali. Serikali iwekeze mitaji ya kutosha kwa kuweka priority. Kama ilivyofanikiwa kuanzisha chuo kikuu cha Dodoma kwa muda mfupi wa miaka miwili tu chenye uwezo wa kuchukua wanafunzi 10,000 na kukipita chuo kikongwe UDSM, serikali inaweza kuyaokoa mashirika haya ili mradi isafishe uozo wote ndani ya mashirika haya.

    - Baada ya miaka michanche ya kujiendesha kwa faida, serikali iuze baadhi ya shares zake DSM Stock Exchange Market.

    Naomba wenye ushauri zaidi tuongezee . . .

    Upembuzi yakinifu utakaofanyika, ni vema ukatoa mapendekezo ya ni mikakati gani hasa itumike katika kuyaendesha mashirika haya na pia kuwe na vigezo vya kufuatilia na kupima utendaji wake ambao utafanyika kila baada ya muda fulani.

    Ni vipi Precision Air waweze kujiendesha vema na ATC ambao wana back up ya Serikali washindwe?

    Naomba kuwakilisha tena.

    unajua D.MATTAKA NI SWAHIBA MKUBWA WA jk.so muda wote likitokea jambo anaona aibu kumuabarisha live sasa wakati mwingine unajiuliza jamaa akichota huku na mzee anaminyiwa kidizaini au!!!aiwezekani rais mwadilifu akamwacha mtu aongoze kwa upuuzi uliotokea wakati wa MAHUJAJI...mataifa yote yalijua na matokeo yake kuamua kutoa billion moja na watu kuanza kugawana kila siku laki 3 mpaka walipoisha....yah swala moja na muhimu hapa ndugu yangu ni kumwomba mungu atupe viongozi waadilifu...unaweza ukasema awe na hii na kile once anapokamata madaraka huwa wanabadilika kama kiwembe.....tunaitaji kwanza wanaoongoza mashirika wawe na proffessional za mashirika wanayoenda kuyaongoza..mfano tu ni DM...yeye ametokea PPF...kule alichokuwa akijua ni jinsi gani ya kupanga bajeti za pesa za PPF zitali ..basi kwahiyo hata akiiba hakuna wa kumsumbua..we imagine mtu ambae kipindi cha msiba wa BABA WA TAIFA anakwenda

    ameona awaletee atcl..any way wanajua wenyewe wafanyakazi nini cha kufanya ningekuwa hapo kweli kungewaka moto

    Niliposoma kuwa Jk amenteua Nyang'anyi kuwa Mwenyekiti wa ATCL nikakumbuka kashfa yake ya kivuko cha ferry [UNIFLOAT] alipokuwa waziri wa mawasiliano na Warioba akiwa waziri Mkuu; sikuwa na mategemeo ya shirika kuendelea kwa ufanisi na kweli mu si muda ikatokea kashfa ya mahujaji na sasa shirika limekuwa grounded!!! Mwalimu Nyerere alisema kwenye maswala ya nchi/kazi hakuna urafiki; rafiki yako unamkaribisha nyumbani kwako kunywa chai!! Nadhani muungwana ameacha kusikiliza speech za mwalimu anaona zinamhalibia mwelekeo!! Nyie mnaospin msikasilike.

    Nimeona Kijarida cha Cheche cha Mwanakijiji kimeshafanya analysis ya kutosha na kuibua uozo wote pia. Unfortunatenately sasa hivi ATCL wamenyang'anywa na leseni.

    Kitu kimoja ambacho JF hatujaweza kuchangia sana ni . . . Ni nini hasa kifanyike kuliokoa shirika hili au ni nini hasa suluhisho la matatizo ya ATCL na hata TRL ili hatimaye mashirika haya yajiendeshe kwa faida?

    Hivi kama ATCL wakipewa Precision Air ambao so far wana-peform better lakini kupitia taratibu zinazokubalika za procurement, kuna ubaya wowote Wazalendo?

    Usiombe kitakachotokea...sali huyu mwandawazimu wetu asijeakawaza hili. Walioua ATC mara ya kwanza ndo uwape tena leo? Ukisikia ATCL imefungiwa, jua kuna sherehe Precision!

    Kama walivyogusia wakuu hapo juu, ukiwa na tatizo la msingi la uongozi bora, kuangalia tatizo la ATCL katika context ya ATCL ni kuangalia symptoms za ugonjwa wakati chanzo unakiacha.

    Nchi yetu ina tatizo la uongozi bora, tena kuanzia katika ngazi ya taifa mpaka chini kabisa, kwa hiyo inakuwa vicious cycle.

    Uongozi bora hautoi utatuzi kwa matatizo ya elimu, matokeo yake tunakuwa na wanafunzi wasiojua mambo, matokeo yake tunakuwa na waandishi wa habari wasiojua mambo na press mbovu, ambayo haitoi habari vizuri kuhamasisha wananchi kama inavyotakiwa kuhusu uongozi bora (I applaud the effort, but more can be done).Vivyo hivyo kwa walimu, wanausalama na karibu kila nyanja.

    Uongozi bora unapokosekana hata uzalendo unaisha, ndipo hapo serikali inapokuwa katika freefall, mawaziri wanapeana mipasho huku wengine wanaibiana mabibi na wafanyabiashara na kutumia ofisi zao kulipa visasi, huku kazi za serikali zinalala.

    Kukosekana uongozi bora ndiko kunaleta appointments za kinasaba zaidi kuliko za kutokana na ujuzi, matokeo yake mtu anaharibu PPF, anastaafishwa kwa manufaa ya umma kwa sababu ya scandal ya rushwa kubwa sana only to be reinstated na rais mwingine eti kwa sababu ni "washkaji".

    Uongozi bora ndiyo mzizi wa matatizo yetu katika kila nyanja. Ninaamini tungekuwa na uongozi mzuri, hata kama tungekuwa na resources chache zaidi, tungeweza kufanikiwa zaidi.

    Nafikiri umefika muda mwafaka wa sisi kujipenda.Tatizo la ATC,linaendeshwa kisiasa badala ya kuzingatia utaalamu(expert)sasa kama huyu Mataka,has no idea about aviation.Kuna wataalamu wengi wanaoweza kusaidia nini cha kufanya,ila pia napata wasiwasi kama ushauri huo utazingatiwa,tunahitaji utashi na nia ya kweli ya kulifufua shirika letu,ni aibu baada ya 47 ya uhuru hatuweziendesha shirika la ndege,kwa kweli ni aibu,kubwa.Wenzetu kenya walifikia hatua kama hii ya ATC,wakatafuta wataalamu wakazingatia ushauri na leo shirika lao ni moja ya mashirika bora duniani.Nafikiri badala ya kuuza share Dar stock exchange,tuuze share kwa mashirika makubwa yenye utaalam wa anga,kama Ethiopian,Emirates,Klm,au Airfrance.We should make sure we do not do the same mistake.

    Hilo ni wazo zuri kimsingi inchi yetu inawataalam wengi ituite tuu tutatua bongo ndio kazi zetu hizo tufanye hizo feasibility study. Pia tutawaandalia a good Strategic Plan that is easily translated into operational framework for monitoring performance. Chamsingi siasa isitawale kwenye technical issues.
