    Hakuna kingine zaidi ya tamaa za wamilikiwa vituo vya mafuta. Kwa kuwa wamesikia OPEC wamekubaliana kupunguza uzarishaji wa mafuta wanajua lazima bei itapanda. Kwahiyo wanaficha mafuta kusubiri bei ipande na wao wapandishe ili wapate faida mara mbili

    Mimi nadhani wanaficha ili wawalangue watumiaji. Wafanye inspection katika vituo 10 au hata zaidi ili kuangalia mara ya mwisho walipokea lini mafuta, walipokea lita ngapi na wameuza kiasi gani. Ikibainika kwamba wanatakiwa wawe nazo lita nyingi tu za petroli basi wapigwe faini kubwa na vituo vyao kufungiwa.

    EWURA wamesema kuwa tatizo la uhaba wa mafuta linasababishwa na poor supply kutokana meli kuogopa kutekwa na hawa maradhuli wa kisomali & Yemeni .. tusiwe wepesi wa kutoa majawabu marahisi kwa kila suala..

    Hapa wa kulaumiwa ni EWURA kwani hivi sasa hawa jamaa kwa kauli zao hizi wanatoa sababu za wenye vituo kubania mafuta yao na ku-create a very big demand-supply gap ambayo matokeo yake ni ku uplift prices. EWURA kama wanafanya kazi zao vizuri basi wafanye ukaguzi kama BAK alivyopendekeza na kutoa kichapo kwa wahujumu uchumi.

    Unategemea nini kutoka EWURA wanaosoma online kuhusu 'fear' za meli kutekwa na kujump to conclusion kwamba ndo imesababisha mafuta kupungua. Je, huwa wanafanya analysis kuhusu internal supply imesimamaje? waweza kukuta kwamba kuna mafuta mengi na ya kutosha kwenye depots na hata hivyo vituo. au ndo jinamizi la rushwa limewaangukia?

    Tunasafari ndefu sana katika kuregulate sensitive area ambazo nibackbone za uchumi wetu.

    Mkoa wa Morogoro umekumbwa na uhaba mkubwa wa mafuta aina ya petroli uliojitokeza kabla ya kuanza kwa Sikukuu ya Krismasi ya mwaka huu na kusababisha watumiaji wa magari yanayotumia mafuta ya aina hiyo kupandishiwa bei na wamiliki wa vituo vya mafuta kinyemela kutoka Sh 1,350 hadi Sh 2,000 kwa lita moja, imefahamika.

    Kutokana na uhaba huo ni vituo viwili pekee vyenye mafuta hayo ambapo kituo kimojawapo kimeamua kuuza mafuta hayo kwa bei ya Sh 2,000 kwa lita moja. Uchunguzi uliofanywa na mwandishi wa habari hizi jana mjini hapa kwenye vituo vinne vya mafuta , ni vituo viwili pekee hadi kufikia jana ndivyo vilikuwa na mafuta hayo ambapo uhaba huo umeanza kujitokeza Desemba 23, mwaka huu.

    Vituo hivyo ni ORYX kilichokuwa kinauza kwa bei ya Sh 1,436 kwa lita moja na kwa mafuta ya dizeli ni Sh 1,376 kwa lita , kituo kingine ambacho hadi jana hiyo kilikuwa kinauza mafuta ni kinachojulikana kwa jina la PETRO kilichopo eneo la barabara kuu ya Morogoro- Iringa.

    Uchunguzi uliofanyika ulibaini bei ya mafuta iliyoandikwa na kubandikwa katika kituo hicho ni Sh 2,000 kwa lita moja kutoka bei ya awali ya Sh 1,350 ambapo bei ya mafuta ya dizeli ni ya kawaida kwa Sh 1,400 kwa lita. Hata hivyo baadhi ya vituo vilivyoishiwa mafuta ya petroli bei yake imepishana ambapo vingine vimeonyesha bei ya Sh 1,400 hadi kufikia Sh 1,350 kwa lita moja na kwa upande wa mafuta ya dizeli ni kati ya Sh 1,280 hadi 1,250 kwa lita.

    Wakizungumza kwa nyakati tofauti baadhi ya madereva wa magari yanayotumia mafuta ya petroli hasa wa teksi, walisema hali hiyo imeleta usumbufu mkubwa na kuwaongezea gharama za uendeshaji za kila siku. Mmoja wa madareva hao, John Mushi, alishangazwa na kuadimika kwa mafuta hayo hasa wakati wa Sikukuu ya Krismasi ambapo watu wengi wanakuwa katika mapumziko na kuhitaji kutumia usafiri wa magari katika shughuli zao binafsi.

    "Hii hali hairidhishi hata kidogo manispaa inakuwa na vituo viwili pekee vinavyotoa huduma ya mafuta ya petroli tena kimoja kwa bei ya juu …hili jambo lazima serikali iingilie kati" alisema Mushi. Alisema hilo ni ongezeko kubwa hasa kwa kuzingatia kuwa mafuta hayo yalishateremshwa bei baada ya serikali kuwaamuru wafanyabiashara wa mafuta kutokana na bei yake kushuka katika soko la dunia.

    Katika sakata la uhaba huo wa mafuta na kupanda kwa bei kumewaathiri pia waendesha pikipiki wanaofanya shughuli za kubeba abiria na baadhi yao kushindwa kuendelea na kazi hiyo kutokana na kukosekana kwa mafuta hayo.

    Naye dereva teksi wa kituo cha Fundogolo, Manispaa ya Morogoro, Maalim Seif, maarufu ‘Kosovo' alisema kutokana na uhaba wa mafuta hayo na kupatikana kwenye vituo viwili pekee imewawia vigumu kuyapata kwa urahisi wanapokuwa wameishiwa mafuta katika magari yao. Alisema kutokana uhaba wa mafuta hayo bei yake imekuwa ikipandishwa holela ambapo asubuhi ya jana bei yake kwa lita ilikuwa ni Sh 1,800 na mchana kupandishwa tena kufikia Sh 2,000.

    Kwa upande wake Mkuu wa Wilaya ya Morogoro, Said Mwambungu, amewataka wafanyabiashara wa mafuta kuacha mara moja kuuchukulia uhaba huo kwa wao kuamua kupandisha holela bei ya mafuta hayo. Alisema kufanya hivyo ni kwenda kinyume na sheria zilizowekwa na mamlaka inayosimamia bidhaa ya mafuta nchini ambayo imewataka wamiliki wa biashara hiyo kushusha bei mafuta kutokana na bidhaa hiyo kushuka katika soko la dunia kwa wakati huu.

    KILICHOTOKEA kwa ufupi ni hivi: Wawakilishi wa wakala waliingia mkutanoni kwa lengo la kupunguza bei ya peteroli na dizeli kutoka 1,650 hadi Tshs. 800/-.

    Wafanyabiashara wakaomba kwa sababu isiyoeleweka kikao kiahirishwe hadi Januari 2009,

    Baada ya hapo wawakilishi wakaitwa katika kikao cha faragha na viranja wa wanatuonyonya kupitia bei ya mafuta na chama fulani (sikitaji jina).

    Kuifanya stori fupi ikaonekana haitakuwa busara kushusha bei ya mafuta ingawa imeshuka mno soko la dunia. Mbadala ukakubalika bei iendelee kuwa ile ile ya 1,650.

    Hata hivyo bei atakayochukua muuza peteroli ikawa ni 1,000/-. Chama kitachukua Tsh. 500/ -na wakala wakafungwa mdomo kwa shilingi 100/- kwa lita.a

    Ni kweli kabisa maana nilikuwa natafuta mafuta tarehe 24 dec 2008, nilipata shida saana nikaenda magomeni njia wakati naenda job hamna kitu lakini watu wanapewa kwenye vidumu na nafikiri wanajuana ,sababu naelekea kurasini ikabidi nikatafute huko huko nako vituo kama viwili nilona vidumu vinatembea nikaja pata baadae sehemu mmoja kwa bei iliyopaa ghafla lakini sababu ya haraka zangu za kusafiri ikabidi niwe mpole na kulipa ! HOJA YA MSINGI KUNA HAJA YA KUFANYA UKAGUZI KAMA ALIVYOPENDEKEZA BUBU , Sijui EWURA limits zao ni wapi lakini hili nalo waangalie ni TATIZO .

    Ewura mjue tutawachoma moto kama nanyi mnashikiri ktk Kuwahujumu watanzania. JK alikuwa na nia njema ya kuanzisha chombo hiki, sasa nyie mnatafuta short cut ili matumbo yenu na familia zenu yanenepe...

    Shame to wabunge wanaopigania Maslahi yao..Hili Haliitaji kikao cha Bunge kujadili...Mbunge yoyote kwa nafasi yake anaweza fanya press conference kukemea Hali hii....Ipo siku anaedhulumiwa akisema basi basi.....hata mpige mabomu yenu...lkn nanyi hamtoishi kwa amani na utulivu...

    Petrol imekuwa tatizo sana kwa Dar kusema ukweli. Naambiwa imefikia Tshs 1,700/= asubuhi ya leo katika baadhi ya vituo. BP nadhani bado wana stock ya nyuma kwani wao bado wanauza Tshs 1,450/= kwa lita moja.

    Serikali kutoa tamko la mafuta leo

    Serikali imesema inalifanyia kazi tatizo la upungufu wa mafuta ya petroli uliojitokeza katika baadhi ya mikoa hapa nchini na inatarajia kutoa taarifa rasmi leo.

    Naibu Waziri wa Nishati na Madini, Adam Malima aliiambia HabariLeo kuwa serikali inatambua kuwapo kwa tatizo hilo na itatoa tamko lake leo pamoja na hatua ambazo zitachukuliwa.

    Petroli imeadimika katika mikoa ya Morogoro na Iringa kiasi cha kufanya bei yake kupanda na kusababisha gharama za usafiri kupanda kiasi cha magari mengine kusitisha safari zake.

    Hata hivyo Mamlaka ya Udhibiti wa Nishati na Maji (Ewura) iliuelezea uhaba huo ni wa muda na unatokana na kuchelewa kwa meli za mafuta kuingia Bandari ya Dar es Salaam kunakosababishwa na vitendo vya kiharamia pwani ya Somalia.

    Ewura hata hivyo kupitia kwa Ofisa Habari Mkuu wa Ewura, Titus Kaguo imesema uhaba huo wa mafuta siyo sababu ya kupandisha bei bali ni mchezo mchafu wa wafanyabiashara hao wa mafuta.

    Hali ya upatikanaji wa mafuta katika Mkoa wa Morogoro pamoja na kuimarika bei iliendelea kuwa tatizo anaripoti John Nditi kutoka Morogoro.

    Utafiti uliofanywa na gazeti hili umebainisha kuwa kuna baadhi ya vituo vimeendelea kukaidi agizo la kutopandisha bei la Ewura kwa kuendelea kuuza nishati hiyo muhimu kwa bei ya Sh 1,500 hadi 1,800 kwa lita.

    Uhaba wa mafuta hayo kwa Mkoa wa Morogoro ulianza kabla ya Sikukuu ya Krismasi ya mwaka huu na kusababisha watumiaji wa magari yanayotumia mafuta ya aina hiyo kupandishiwa bei kutoka Sh1,350 hadi Sh 2,000 kwa lita moja.

    Hata hivyo kituo cha Simba Oil cha mjini hapa ndicho pekee kilichokuwa na mafuta ya petroli kwa juzi asubuhi na kusababisha msongamano wa watu na magari kwa ajili ya kugombea kununua mafuta hayo kwa bei ya Sh 1,800 kwa lita moja na kumalizika mchana majira ya saa 7.

    Juzi hiyo saa kumi na nusu jioni kituo cha GAPCO kilichopo karibu na Hospitali ya Mkoa wa Morogoro kilipata mafuta na kuanza kuuza kwa bei ya Sh 1,450 kwa lita moja.Hata hivyo uchunguzi uliofanyika jana katika vituo mbalimbali vya mafuta vilivyopo katika Manispaa ya Morogoro kuna hali ya nafuu katika upatikanaji wa mafuta hayo ya petroli.

    Hata hivyo kituo cha Gapco kinachomilikiwa na mfanyabiashara ajulikanaye kwa jina maarufu 'Mzee Mella' ambapo juzi kilikuwa kikiuza mafuta hayo kwa Sh 1,450 kwa lita moja, jana kiliongeza Sh 50 na kufanya mafuta hayo kuuzwa kwa Sh 1,500 kwa lita.

    Vituo vingine vilivyopata mafuta hayo kuanzia siku ya jana ni pamoja na kituo cha MT kilichopo katikati ya mji ambapo kimekuwa kikiuza mafuta hayo kwa Sh 1,600 kutoka bei yake ya kawaida ya Sh 1,350 kabla ya kuadimika kwa mafuta hayo ambapo mafuta ya dizeli ni Sh 1,250.

    Katika vituo vingine vitatu vya mafuta vya Gapco vya Saddiq Service Station vimekuwa na mafuta hayo ya petroli ambavyo vinayauza kwa Sh 1,700 kwa lita moja tofauti na bei yake ya zamani ya Sh 1,350 ambapo kwa mafuta ya dizeli vituo hivyo vinauza kwa Sh 1,400 kwa lita moja.

    Hata hivyo baadhi ya vituo vingine kikiwamo cha ORYX ambacho awali kilikuwa na mafuta hayo kabla ya kumalizika kilikuwa kikiyauza kwa bei ya Sh 1,436 kwa lita moja na kwa mafuta ya dizeli ni Sh 1,376 kwa lita.

    Kabla ya kuadimika kwa mafuta hayo baadhi ya vituo vya mjini hapa bei yake ilikuwa kati ya Sh 1,350 hadi kufikia Sh: 1,460 kwa lita moja na kwa upande wa mafuta ya dizeli ilikuwa ni Sh: 1,250 hadi 1,280 kwa lita.

    Baadhi ya watu waliohojiwa kuhusiana na sakata hilo kwa nyakati tofauti walisema kuwa hali hiyo haijawahi kutokea katika Mkoa wa Morogoro na kuitaka serikali kuangalia kiini cha tatizo hilo.

    Naye mkazi wa Manispaa ya Morogoro, Abdallah Mambo, aliitaka serikali kuwa makini ambapo mamlaka inayosimamia suala la mafuta kutakiwa kuwa makini na kusimamia sheria kuanzia za uagizaji na usambazaji na kutoa taarifa kwa umma wakati kunapotokea upungufu wa mafuta nchini.

    Naye Frank Leonard, akiandika kutoka Iringa anasema baada ya kuadimika kwa siku nne mfululizo, mafuta aina ya petroli yameanza kupatikana tena mjini Iringa.

    Mafuta hayo yalianza kuwasili juzi usiku na kuuzwa kati ya Sh 2,200 na Sh 2,400 katika vituo mbalimbali vya mafuta mjini hapa.Hata hivyo jana Jumapili mafuta hayo yalishuka bei hadi Sh 1,500 katika vituo vya GAPCO vilivyokuwa pia na mafuta hayo.

    Kupatikana kwa mafuta hayo kumerudisha upya huduma za usafiri wa baadhi ya mabasi ya kusafirisha abiria na teksi zilizosimamisha huduma hiyo kutokana na ukosefu wa mafuta hayo.

    Mmoja wa wakurugenzi wa vituo hivyo vya GAPCO, Salim Asas alisema jana kwamba mafuta hayo yaliwasili kwa wingi mjini hapa jana asubuhi."Mafuta ni mengi tu, juzi Jumamosi yalipakuliwa Bandari ya Dar es Salaam na jana sisi tuliyapata na tunaendelea kuuza kwa bei ileile ya mwanzo kama kawaida," alisema.

    Wakati vituo vya GAPCO vikiuza mafuta hayo kwa Sh 1,500 kwa lita, baadhi ya vituo vingine vilivyopata mafuta hayo juzi, mpaka jana vilikuwa vikiyauza kwa Sh 1,750 hadi Sh 2,400.

    Madai ambayo hayakuweza kuthibitishwa na wamiliki wa vituo hivyo yanaonyesha kwamba mafuta yaliyokuwa yanauzwa kwa bei hizo baada ya kuadimika mjini hapa kwa siku nne, yalinunuliwa kutoka vituo vingine vya mikoa jirani na jijini Dar es Salaam.

    "Unajua kufa kufaana, na biashara ni ujanja. Sisi tulilazimika kununua mafuta haya tunayouza kwa Sh 2,400 kutoka katika moja ya vituo vya mafuta mjini Dodoma , sijui bosi alinunua kwa kiasi gani lakini hakuna shaka hakununua kwa zaidi ya Sh 1,500," alisema mmoja wa wafanyakazi wa kituo kimoja cha mafuta ambaye hakutaka kutaja jina.

    Alisema siku ya Jumamosi walileta lita 2,000 zilizowasili majira ya saa mbili usiku, hata hivyo haikuchukua zaidi ya masaa mawili yakaisha pamoja na kuyauza kwa Sh 2,400. "Jana asubuhi zikaja lita zingine 2,000 ambazo tunaendelea kuziuza kwa Sh 1,750," alisema.

    Apa EWURA they need to be serious oncemore isije hawa wafanyabiashara wanafanya hayo ili bei zisishuke as planned au isije ikawa meri ziko baandarini kwenye foleni bure.
    Ila upande mwingine wale maharamia wa Kisomali wanacreate insecurity kule.
    Ila soon watakua sorted out as nchi nyingi zimejitolea ulinzi kama Japani,China etc

    Serikali imeshindwa kusema moja kwa moja sababu zilizosababisha uhaba wa mafuta ya petroli katika baadhi ya mikoa nchini siku za karibuni badala yake imeiagiza Mamlaka ya Udhibiti wa Nishati na Maji (Ewura) kukutana na wafanyabiashara wa mafuta leo kujadili suala hilo.

    Naibu Waziri wa Nishati na Madini, Adam Malima aliwaambia waandishi wa habari Dar es Salaam jana kuwa serikali imejadili kwa kina na wataalamu wake, lakini hakuna maelezo ya kitaalamu ambayo yanaweza kuelezea kilichotokea.

    "Tumewaagiza Ewura wakutane na wafanyabiashara wote kesho (leo) wajadiliane halafu watuambie tatizo lipo wapi ili tuweze kuchukua hatua," alisema Naibu Waziri huyo. Mikoa ya Iringa na Morogoro ilikumbwa na uhaba wa petroli kwa takribani siku tano hadi juzi hali ilianza kubadilika, lakini tatizo lilikuwa likiendelea mkoani Morogoro kiasi cha Malima kuitisha mkutano na waandishi wa habari.

    "Tusubiri kesho (leo) Ewura watatuambia baada ya kukutana na wafanyabiashara maana maelezo yote ya kitaalamu hayatuambii kwa nini uhaba huo umetokea na bei zimepanda," alisema. Alisema inawezekana kwa sababu bei za mafuta kwenye soko la dunia zimeshuka ndiyo maana wafanyabiashara wananunua kidogo kidogo ili wasipate hasara wakikaa na mzigo kwa siku nyingi wakati bei imepungua.


    "Kitu kimoja tunachokijua ni kwamba stock (akiba) ya mafuta imepungua, lakini si kwa alarming rate (siyo kwa kiwango kikubwa). Inaonekana wafanyabiashara wananunua kidogokidogo kwa sababu bei inashuka kwa kasi soko la dunia," alisema. Hata hivyo, alisema nchi bado ina akiba ya kutumia kwa muda wa mwezi mzima kiasi ambacho kinatosha na ni cha kawaida kutunzwa hata kabla ya kutokea uhaba huo.

    Alisema serikali haitarajii hali hiyo kuwa mbaya kiasi cha kutisha kwa kuwa kiasi cha mafuta kilichopo kinatosha na tatizo litashughulikiwa baada ya kupata majibu hayo ya kitaalamu kutoka kwa Ewura na wafanyabiashara. Malima pia amekanusha maelezo yaliyotolewa na Ewura juzi kuwa uhaba huo wa petroli unatokana na matukio ya uharamia katika pwani ya Somalia kwa kuwa meli inabidi zisubiriane kabla ya kupita eneo hilo.

    "Nilisikia kwenye redio watu wanasema maharamia wa Somalia ndiyo wanachelewesha meli, lakini baada ya kukaa na wataalamu, tumeona hakuna ushahidi wowote," aliongeza Malima. Alisema uchunguzi wa serikali umebaini tatizo la kupanda kwa bei limetokea pia nchini Kenya, lakini serikali ya nchi hiyo imegundua kwamba hali hiyo ilisababishwa na msimu wa Sikukuu ya Krismasi ambapo wafanyabiashara walihodhi mafuta ili wayauze wakati wa sikukuu.

    Yaani jamani porojo za huyu Malima ( Naibu Waziri) ni worse kuliko hata story za huku vijiweni Manzese. Yaani blah blah bila point yoyote.

    Act on artificial fuel shortage, Ewura told

    The fuel shortage the country has been experiencing in the past week or so is "artificial", the Government declared yesterday.

    Energy and Minerals deputy minister Adam Malima said there were enough stocks of fuel to meet national demand for at least a month.

    "All factors that affect the supply and, by extension, prices of fuel are stable. There has been no disruption of fuel delivery and supply in the country, which has enough stocks to last at least a month.

    "There has been no abrupt increase in demand to cause widespread shortages. In short, there have been no factors that have destabilised the principles of supply and demand recently," he said.

    Mr Malima added that the ministry had directed the Energy and Water Utilities Regulatory Authority (Ewura) to meet with oil companies and other stakeholders today to address the problem that has seen fuel prices increase sharply in some areas.

    "The Government has directed Ewura to consult with oil dealers in the country to establish what has happened. Ewura will then use the feedback to take appropriate measures that will be in line with regulations governing the petroleum sector."

    Mr Malima said Ewura would communicate its decisions and their implementation to the Government which would then issue an official statement on the matter.

    He said, however, that the fuel business was "very unpredictable", adding that anything could happen any time.

    The deputy minister ruled out the possibility of the Government imposing price controls in the near future, saying it was best to leave market forces to determine price levels.

    However, Ewura was working on a modality of indicative fuel prices that would rein in dealers who charged unreasonably high prices, he added.

    Some filling stations in Dar es Salaam stopped selling fuel during Christmas and the weekend that followed, while others increased the price of petrol from an average of Sh1,400 per litre to Sh1,700.

    Mr Malima said some regions were experiencing shortages which led to price increases while prices remained stable in other areas. In Songea, for example, a litre of petrol was retailing for was Sh1,400 while in Makambako it was selling for Sh1,900.

    The deputy minister said oil importers have of late been bringing in less fuel because of a sharp fall in prices of the commodity in the world market.
    "They fear that importing huge quantities could result in losses if world prices keep falling," he said.

    Mr Malima also ruled out piracy off the coast of Somalia as among the causes of the current shortage, saying supplies to Tanzania had not been affected by piracy.

    Some importers have warned of imminent shortages if piracy continued in one of the world's busiest shipping lanes. They said vessels bringing fuel to East Africa were being delayed as they waited for escorts, adding that this increased wharfage charges and transport costs.

    "The situation is bad and we expect it to worsen. We have just received information that a vessel that was scheduled to bring fuel to East Africa has cancelled its journey.

    It is just a matter of time before tankers stop coming this way altogether due to piracy," a Chevron official recently told The Citizen in Dar es Salaam. The company imports over 70 per cent of fuel used in Tanzania.

    Once confined to the Gulf of Aden, Somali pirates have reportedly extended their range of operations to the territorial waters of Kenya and Tanzania.

    A Dutch-operated container ship outran pirates who attacked it 450 nautical miles off Dar es Salaam early this month.

    Reports say at least 11 actual or attempted piracy incidents have taken place near the Tanzanian coast this year.

    The unwillingness of oil tanker owners to ply Eastern Africa waters, sources have said, threatens the availability of oil in the region.

    There is currently an international arrangement whereby vessels are escorted by Nato forces in groups of between 15 and 20, but sources said they arrangement has not helped to reduce skyrocketing transport charges. The viability of the Nato escort arrangement is yet to be tested.

    Insurance premium to ship owners have risen to $1.5 million per vessel for ships sailing up the coast of Somalia and through the Gulf of Aden as a result of piracy activities.

    The costs, however, vary according to the route taken and the value of the ships' cargoes.

    The high cost of insurance coupled with the risk of ransom payments has led a number of shipping companies to opt for the long and expensive but safer route around South Africa rather than risking the route thought the Gulf of Aden.

    Oil dealers creating artificial shortage

    Oil companies may be hoarding fuel to create an artificial shortage of the essential commodity, our investigations revealed on Sunday.

    The Nation learnt that the companies had deliberately refused to collect more supplies at their respective depots in Nairobi for onward transmission to the petrol stations, despite the availability of the commodity in plenty.

    Multiple interviews with industry insiders showed that marketers are focusing the sale of the fuel to neighbouring countries within the region to create an artificial shortage for them to be allowed to increase prices.


    The prices in neighbouring countries give the companies higher profits than in Kenya where the Government is spearheading a move to establish a price control mechanism, the Nation learnt.

    The proposal, industry insiders say, has unsettled petrol companies who prefer to set the prices.

    The Government has published a proposed formula for determining prices following a reluctance by petrol companies to reduce prices in line with global prices, which have fallen from an all-time high of $147 a barrel to about $37 currently.

    The Government then invited petrol companies and other industry players to give their input before the final proposal is taken to Parliament for passage into law.

    The Nation also established that no fuel shortages have been reported in Uganda, Southern Sudan or Rwanda. Documents in our possession indicate that about 4.2 million litres of premium petrol had been pumped to seven petroleum companies within the last four days.

    Kenya Pipeline Company also pumped 261,000 of regular, 563,000 litres of kerosine, 6.1 million litres of diesel, 1.3 million and 5.8 million litres of Jet fuel to Moi and Jomo Kenyatta International airports, respectively, during this period.

    By Sunday evening, KPC received an additional 4.2 million litres of premium petrol and 15 million litres of diesel from their Mombasa depot to be distributed to various parts of the country, according to the document.

    The seven companies include Chevron, OilLybia, Kobil, Kshell, Total, Nock, and Oilcom.

    The details emerged on a day that marketers, through their umbrella body the Petroleum Institute of East Africa, blamed the Kenya Petroleum Refineries, KPC, Kenya Revenue Authority, importers and Kenya Power and Lighting Corporation for the "shortages."

    Crude oil

    The inability by the refinery to convert crude oil into sufficient quantities especially of premium gasoline was frustrating, said Petroleum Institute of East Africa general manager George Wachira.

    "With a refinery in an urgent need of an upgrade, this will continue to be an expensive problem both to the economy and the consumer," said Mr Wachira in an article published in the Sunday Nation.

    "Power fluctuations and outages have also consistently interfered with the ability of the refinery to meet its production targets."

    When the Nation called him to respond to reports that petrol companies were creating an artificial shortage, his phone went unanswered and neither did he respond to the inquiries sent through the text message service.

    Mr Wachira in his article apportions a share of blame to KPC over an upgrading programme. "KPC commissioned a new set of pumps at a time when the country was low in stocks. Commissioning a new pumping system always has teething problems.

    "At a supply meeting in late November, marketers expected the system to stabilise within one month," Mr Wachira wrote.

    "However, KPC may have given people false hope with the timing of the commissioning ceremony which has not been made smoother by the quality of power supply."

    That coupled with difficult tax payment procedures may have slowed down the movement of the commodity by road, said Mr Wachira.

    Energy Assistant Minister Charles Keter told the Nation that KPC had delivered its part of the bargain.

    Mr Keter said the fuel in various depots was enough to last for a week and wondered why the oil firms were not taking the commodity to their petrol stations. In addition, he said KPC was pumping fuel everyday as usual.

    "We have enough fuel in the depots and we want to know why the companies are not picking the products," the assistant minister said.

    Mr Keter asked the firms to explain to Kenyans why there was no fuel at their stations when there was plenty at the depot.

    He said the Government would not allow economic sabotage now that it had asked the companies to reduce the prices to be in line with the world prices.

    "We will not allow any price increases because it is very clear that the crude oil prices is at its lowest," he told the Nation by telephone.

    The Nation learnt that a further 15.8 more litres of diesel and 6.4 million litres of kerosene is expected to be supplied to the KPC Nairobi depot from Mombasa between today and Thursday.

    WAAGIZAJI wakubwa wa mafuta nchini wamewakana na wamiliki wa vituo vya kuuza nishati hiyo na kushangazwa na kitendo cha kupandisha bei kiholela wakati wa sikukuu ya Krismas kwa kisingizio cha uadimu wa mafuta baada ya meli kuzuiwa na maharamia wa Kisomali.

    Kauli ya waagizaji hao imekuja siku moja baada ya Naibu Waziri wa Nishati na Madini, Adam Malima kueleza kuwa akiba ya mafuta iliyopo ni kubwa ya kuweza kutosheleza mwzi mzima na kushangazwa na hatua ya wafanyabiashara hao kupandisha bei ya mafuta kwa madai kuwa ni adimu.

    Bei ya mafuta ilipanda ghafla usiku wa siku moja kabla ya Krismasi huku baadhi ya vituo vikifungwa kwa maelezo kuwa kuongezeka kwa vitendo vya maharamia wa Kisomali kuteka meli za mizigo kwenye pwani ya Somalia kumefanya meli zilizobeba shehena za mafuta yanayokuja nchini kushindwa kupita na hivyo kusababisha uhaba wa nishati hiyo muhimu.

    Lakini wakizungumza kwa nyakati tofauti kabla ya katibu wa umoja wa waagizaji mafuta, Salum Bisarara kutoa msimamo wao, wafanyabiasahara hao walisema ingawa serikali imeruhusu mfumo huria wa biashara, hatua ya wenye vituo kupandisha bei mara kwa mara si ya kistaarabu.

    Mmiliki wa kampuni inayoagiza mafuta ya GBP, Salim Baabde alisema kuwa walifunga ofisi katika kipindi cha sikukuu ili kuwapa wafanyakazi wao fursa ya kusheherekea Krismasi na familia zao.

    "Mimi binafsi nilishtushwa sana na hatua hiyo (ya kupandisha bei ya mafuta) kwa kuwa yapo ya kutosha nchini na bei wanayonunulia iko palepale,"alisema Baabde na kuongeza:

    "Kitendo cha wamiliki wa vituo vya mafuta kinapaswa kukemewa kwani wanawasababishia wananchi hofu ya maisha... mafuta yakipanda bei kila kitu inapanda."

    Naye Alicarian Hirani, ambaye ni mkurugenzi wa kampuni ya Moil Ltd, alisema ongezeko lolote la bei katika biashara linatokana na ushindani wa biashara husika, lakini ongezeko la safari hii lilitokana na baadhi ya wafanyabiashara kusikia kwamba nchi za jirani zina uhaba wa mafuta.

    "Siku chache kabla ya sikukuu ya Krismasi baadhi ya wafanyabiashara walihofia kutokea kwa uhaba wa mafuta baada ya kuwepo taarifa kwamba nchi jirani hazina mafuta, hivyo wakalazimika kupandisha bei ya bidhaa hiyo kiholela ingawa sisi kwa ujumla wetu kila mmoja ana akiba itakayoweza kutumika kwa siku 25 na kabla hayajamalizika meli za mafuta zitakuwa zimeshawasili nchini," alisema Hirani.

    Katibu wa matajiri hao wa mafuta nchini, Bisarara alisema akiba yao inatosha na kwamba hakuna haja ya wananchi ama serikali kuwa na wasiwasi kwamba bidhaa hiyo inaweza kupungua.

    "Tunakiri kwamba akiba yetu inatosha hivyo wananchi wasiwe na wasiwasi. Hata serikali pia isiwe na wasiwasi wowote katika hilo ingawa hofu iliyotanda hivi sasa kuhusu ongezeko kubwa la bei ya mafuta inatisha na kuongeza hofu kwa wananchi," alisema Bisarara na kuongeza:

    "Suala la mafuta kupanda ni suala la wamiliki wa vituo vya mafuta wala halihusiani na sikukuu za Krismas ama sisi kufunga ofisi wakati wa sikukuu na wala lisihusishwe na suala la maharamia wa Kisomali, bali ni maamuzi ya wamiliki wa vituo vya mafuta ya kupandisha bei kwa sababu wanazozifahamu."

    Alisema wamiliki hao wako chini ya Mamlaka ya Udhibiti wa Maji na Nishati (Ewura) na ndiyo waliowapa leseni ya kufanya biashara kama ambavyo mamlaka hiyo ilivyotoa leseni kwa waagizaji hao hivyo bado wana mamlaka ya kuwadhibiti kwa namna yoyote ile ili tatizo la aina hiyo isije ikajitokeza tena.

    "Watu hao walipewa leseni na Ewura kama tulivyopewa sisi hivyo mamlaka ndiyo yenye uwezo wa kuwadhibiti, hasa ikizingatiwa kwamba ni chombo cha serikali na chenye maamuzi mazito. Sisi hatuwezi kuchukua polisi na kwenda kuwakamata licha ya ukweli kuwa ongezeko hilo linawaumiza wananchi."

    Alifafanua kwamba ingawa mafuta yapo ya kutosha nchini, pia wameshalipa gharama za kuleta mafuta mengine na kwamba meli hizo ziko njiani na zitawasili muda wowote kuanzia Januari mwakani.

    Kuhusu suala la upangaji wa bei ya mafuta, Bisarara alisema kwamba wameshakubaliana na Ewura namna watakavyofanya endapo itabidi bei ya mafuta ipande.

    "Katika makubaliano yetu ya kupanga bei tumeafikiana mambo mawili moja ni kukutana na Ewura kwa ajili ya kubadili takwimu za bei ya mafuta nchini na suala la pili ni kukutana kila wiki mara mbili - Alhamisi na Jumatatu- kwa ajili ya kujadili mambo mbalimbali, likiwemo suala la hali ya bidhaa hiyo," alifafanua Bisarara.

    Wakati wafanyabiasahara hao wakisema kwamba akiba ya mafuta waliyonayo inaweza kutumika kwa siku 25, Ewura wao wanasema akiba ya mafuta iliyopo nchini inaweza kutumika kwa siku 28 hadi 30.

    Wakati bei ya mafuta ikipanda nchini, hali ni tofauti katika soko la dunia ambako nishati hiyo imeshuka kwa kiwango kikubwa katika kipindi cha miezi mitatu iliyopita baada ya kupanda kwa kasi hadi kufikia dola 140 za Kimarekani kwa pipa mwezi Julai.

    Bei kwa sasa dola 40 za Kimarekani kwa pipa, wakati bei ya mafuta ambayo yanatakiwa kuwa yanauzwa nchini kwa sasa ni ile iliyokuwa duniani miezi miwili iliyopita ambayo ni kati ya dola 50 na 60 za Kimarekani kwa pipa.

    Mkurugenzi wa Ewura anayesimamia uchumi na bidhaa ya mafuta, Felix Gamlagosi alisema akiba ya mafuta itatumika kati ya siku 28 hadi 30 huku akiwataka wananchi kutokuwa na hofu.

    Alifafanua kuwa wajibu wao ni kulinda maslahi ya watumiaji na wenye mali na kwamba wata hakikisha kwamba akuna atakayeumia kati yao.

    Aliongeza kuwa moja ya sababu zinazoongeza hofu ya kukosekana kwa mafuta ni hatua ya waagizaji na wamiliki wa vituo vya mafuta nchini kuagiza mafuta kidogo kutokana na bei ya bidhaa hiyo kuyumba.

    "Ingawa sisi kama Ewura kazi yetu ni kulinda maslahi ya watumiaji na wenye mali na kuhakikisha kwamba hakuna atakayeumia kati yao na kuhusu ongezeko la bei ya bidhaa hiyo inasababishwa na wafanyabiashara kuwa na hofu ya kukosekana kwa mafuta,"alisema Ngamlagosi.
