    Kama ni kweli watanzania tunahitaji kuanza kuheshimu professions za watu, si kila mtu ni mchumi hata kama tunaishi katika uchumi huu. Haya mapendekezo ya ndugu Kigwangalla ni mazuri kimaudhui na baadhi yanatekelezwa hivi tunavyoongea ila ukweli ni kwamba matokeo ya sera hayajitokezi mara moja hivi. Si sawa na kuflick a switch na taa kuwaka mara moja. Ndugu Kigwa nisingependa kumtemtea Ndulu for his performance hasn't matched expectations ila karibia yote unayoongelea kuna vitu kama SAGCOT, Kilimo Kwanza (whatever you think of it), EPZs, Investment Plicy and Act, IIDS, ASDP, mikakati na sera nyingine za elimu n.k ambazo zinatekelezwa kufanya kazi hiyo.

    Royalties, what royalties? Hizi ambazo hata hazifikii makusanyo ya kodi ya wiki mbili? What other kind of ring fencing unayoitaka? All the investment, mining and exploration incentives offered hazitoshi?

    Prof, angalia vizuri highlights zangu zilizo in red situmii ushabiki, japo inawezekana kabisa pia nikawa nipo on the wrong track lakini si kwasababu ya ushabiki bali itakuwa ni kwasaabu ya uwezo wangu mdogo wa kufikiri na ku-reason....huyu jamaa yupo katika siasa kama muwakilishi wa watu lakini ni mtu anaeonekana hajaweza kuzi-red targets zake, anaweweseka zaidi badala ya kutimiza majukumu yake.

    Mkubwa, I wasn't criticizing Kigwa's advice rather I was merely pointing out holes in his line of thought. For the record it will be unfair of Kigwangalla to expect governor Ndullu to carry out what is essentially the primary task of the executive branch. Ndullu and the BoT are only in charge of monetary policy with the control of inflation as their primary objective. To quote Section II article 5(1) of the 2006 BoT Act "The principal functions of the Bank shall be to exercise the functions of a central bank and, without prejudice to the generality of the foregoing, to formulate, implement and be responsible for monetary policy, including exchange rate policy, to issue currency, to regulate and supervise banks and financial institutions including mortgage financing, development financing, lease financing, licencing and revocation of licences and to deal, hold and manage gold and foreign exchange reserves of Tanzania. "

    Discretionary spending forms the core of fiscal policy an onus sadly in the hands of ministerial technocrats whose opinions and advice get ignored by politicians. The other major obstacle in planning or the execution of long term solutions lies in the financing of such solution especially when the government can barely collect enough to finance its annual budget or pay its workers for that matter.
