    Ministers on spot after Kibaki surrenders cars

    Ministers now find themselves in a tight spot following President Mwai Kibaki’s move to comply with Finance Minister Uhuru Kenyatta’s Budget directive to reduce government expenditure on official vehicles. The President yesterday said State House had returned eight newly-acquired vehicles for use at State House to the dealers – and asked ministers to follow suit in order to cushion Kenyans from the hard economic times. Kibaki and First Lady Lucy ordered the vehicles that were purchased for use at State House be taken back to the dealers in line with Uhuru’s directive to stop the buying of new vehicles to reduce the government’s expenditure bill.

    Kibaki’s move could prove a challenge to some of his ministers who, citing various reasons, have declared that they will not respect the directive by the Finance minister.A statement by Presidential Press Service (PPS) said the vehicles were purchased at the close of the last financial year when ministries and government departments engaged in the traditional Budget Day-eve expenditure binge to exhaust their funds in order to attract more allocations in the new financial year.

    Kibaki and Lucy distanced themselves from the purchase of the vehicles saying they were bought without their authority and knowledge.

    A dispatch from the PPS said the eight vehicles were delivered to the dealers yesterday following the First Family’s order opening the way for a full compliance to Uhuru’s order by ministers and other Government officials. “State House will support austerity measures announced by the Minister for Finance on a freeze in the purchase of new vehicles. As an immediate measure we are ordering the return of eight vehicles that were bought without our knowledge. We also appeal to all ministries to support the efforts by the Minister for Finance to cut-down on Government costs,” said the President and the First Lady.

    In the Budget which he delivered last month, Uhuru placed a freeze on purchase of new vehicles to help cut government spending.The minister also sought to limit ministers and senior government officials to one vehicle with an engine capacity not exceeding 1800cc.But some ministers have been quoted saying they would not comply with the new rule.Housing minister Soita Shitanda derisively dismissed the directive as unworkable arguing that Cabinet ministers “could not be expected to be driven in vehicles that resemble those used by teenagers.”

    Gender and Children Affairs minister Esther Murugi said that she could not surrender her current official vehicle to Treasury because it had been bought for her use only recently.Roads Minister Franklin Bett has also been quoted as saying the directive was hard to implement.While most ministers have kept their opinions on Uhuru’s directive to themselves, there have not been any signs that the directive was being complied with nearly a month after Uhuru read the Budget.

    Only Justice, National Cohesion and Constitutional Affairs minister Mutula Kilonzo has come out openly to say that he is ready to abide by Uhuru’s order. The minister has gone ahead to ask Treasury to buy him a vehicle which complies with the new measures.While announcing his move, Kibaki also urged ministers and senior government officials to comply with the directive in order to cushion the country from the current hard economic times when at least 10 million Kenyans are facing starvation. Said he: “It is important to support the cost cutting measures in the Government especially at this time when Kenyans are going through various challenges that require realignment of government finances to priority areas including the provision of food and water.

    It is critical that all departments seek ways of ensuring that they adhere to measures that cut government costs.”If implemented, the fuel-guzzlers will be returned to Treasury for auction to raise funds for other projects. Uhuru has on several occasions expressed optimism that ministers will comply with his directive to use vehicles with engine capacity of less than 1.8 litres. During his Budget speech, the Minister said that he and his assistant minister had decided to lead by example by trading his regular vehicle with one with a smaller engine capacity. He drove to Parliament for the Budget reading in a Volkswagen Passat.

    Currently, the ministry of Finance is taking data on the number of vehicles in the ministries which have an engine capacity of more than 1800cc in its bid to implement the directive.Some ministers have argued it will not be possible for them to visit many parts of the country in vehicles with low engine capacity since most roads were in state of disrepair.Responding to their concerns, Uhuru said that vehicles with higher engine capacity would be made available to ministers and officials when it is necessary.

    Besides calling for the cutting of costs in vehicles, Kibaki yesterday also called for prudent management of resources channeled through the Constituency Development Fund (CDF) so as to improve the economy.“The government is channeling these resources because it believes in developing all regions of the country.Wananchi must however be on the lookout for wasteful projects and misuse of funds on non-priority projects,” said the president.

    He said the government was committed to economic devolution in order to create jobs and share the national cake equitably.“The funds we are allocating to the grassroots have the potential of transforming our rural areas into hubs of development and create thousands of jobs for our young people. We encourage all wananchi to be active participants in the development process by demanding accountability and transparency in the use of public funds,” added Kibaki.In his Budget, Uhuru directly allocated an estimated Sh200 million to each constituency in CDF and other project allocations.

    a nice move,difficult to implement in Tanzania. kagame kaweza, nkurunzinza kafanya hivyo. uhuru kadhubutu, bado mafisadi tanzania na baganda.
    hapa kazi ipo. huko mawilayani ni blaaa. matumizi makubwa ya mafuta na magari hayo bila mpangilio ndo usiseme.
    kama tunashindwa kuanza wenyewe ,hata tuige mazuri kwa wenzetu.

    I tend to agree with you lakini bwana never compare the compassion and love for cars by the state house ya TZ inayokaliwa na Mkwere in the name of Jakaya Mrisho Kikwete aka Matonya the roving President. Let any of his close buddies come in the open and tell us how many vehicles were purchased for the state house use tangu aingie madarakani and in total the number of vehicles in the presidential pool!!

    The figure can send one to Mulago;Muhimbili or Kenyatta hospital for hypertension. Tz is the best spender of taxpayer"s and donor"s money!!! The tz GVT under president Mwinyi who was slapped a couple of months ago and Malecela the old diehard Mp SOLD all unnecesary GVT vehicles but his followers overturned the move simply because they forgot to enact that exercise...

    For SUSTAINABILITY namshauri Hon.Uhuru Kenyatta apeleke motion katika Bunge au even that should be constitutionalized kwani Miafrika kwa kutokupenda utawala sheria ni Mabingwa that is why at times ningependa hizi countries kuwepo na "Sharia Law" period!!! Wanaokiuka tunawakata mikono na miguu is the only way out!!!

    Hapa Kenya sisi huwa tunamponda sana huyu mzee Kibaki na mama watoto wake, lakini kwa hili amejaribu. Hope hao wabunge na mawaziri wezi watamfuata kiongozi wao, kwa sababu sie tushachoka zamani na hizi serikali zetu za kipuzi.

    Good timely move...only if all ministers and Ps' would follow suit...and like somebody said ..this shd be embedded in the constitution...kwani change of administration wd overrule this directive!! kudos kibaki na mama lucy!! at least something gud from state hse!

    Hongera Rais Kibaki & First Lady kwa kuanza kuonyesha mfano mzuri.Ni matumaini yangu mawaziri & other walanchi watafuata nyayo zako.

    Tanzania hili jambo linawezekana sana kufanyika iwapo tutawachagua viongozi makini.Tanzania kwa bahati mbaya inakosa aina ya viongozi wanaoweza kufanya maamuzi kwa manufaa ya wananchi.Nchi yetu imejaa viongozi walio tayari kujinufaisha pekee yao na familia zao,wanachokiubiri majukwaani ni tofauti na wanayoyafanya maofisini.

    Bahati mbaya pia wananchi/wapiga kura wengi wanafikiri ni haki ya viongozi/watawala kutumia magari ya kifahari.Wananchi pia kwa kiasi kikubwa wanastahili kubeba lawama kwa kuendelea kuwarudisha madarakani wanasiasa walioifikisha nchi yetu katika umaskini mkubwa.

    ....naelekea kufikiri kutokana na muundo uliyopo kwa sasa grossly matumizi ya serikali ni makubwa!!, ni kama kuwa na 'a 2-in-1 government' lazima wapunguze matumizi ya serikali yasiyo na ulazima.

    Usanii tu Kibaki anafanya. Arudishe angalau ekari 50 kati ya maelfu ekari anazomiliki. Hii kurudisha magari anamsaidia tu Uhuru come 2011.Gimmicks za kisiasa tu hizi.

    Kama ni kweli anamiliki ma elfu ya ekari, alizipata kihalali, huyu mzee si mwizi kama wenzake serikalini, shida kubwa ambalo linamsumbua ni kuto waadhibu wa halifu kwenye serekali yake, he is a very tolerant old man, who can swallow anything you throw at him (people are making careers abusing him).

    On the drop on Uhuru, umesema kweli, he is just trying to pimpin Uhuru to us. These politicians dont have the interest of Kenya at heart, and they think we are soo stupid to fall for the same ol' trap again. He should be brighter than that, knowing where he came from (i.e the opposition in the Nyayo era).

    Do not lead us into temptation. Hii thread ilikuwa inazungumzia the bold decision by Kibaki and Mkewe kurudisha magari kwa dealer period!!. We are not talking about whether he got the land illegaly or inherited it au whether he is clean or not we are simply judging the courage!! History ya Kibaki is not a state secret waweza anika hata hapa if you wish,

    That is the problem with Africans in general!! You people in Kenya made a big mistake ya kumtoa Moi and Nyayo but you didnt't bother to fight for sustainable constitutional changes!! That constitution itawasumbua the same way Watz kwani who ever is in power it favours him na marafiki wake!! Wacheni kukimbilia uchaguzi with fake conatitutions!! see the results?

    Solution lets make a big demonstration from Tripoli to Cape Town and from Freetown to Mombasa to fight for a single African constitution achana na mawazo yaliyooza ya these African leaders who go mad for AU hata before asking the wananchi this is bulling and daylight dictatorship!!

    Wakenya,Waganda, Congoman and Watz bila katiba mupya you are all slaves of the buggers who enter the Ikulu's irrespective ni nchi gani mtajijua!!

    I wish JK angekuwa mtu wa kuiga mifano mizuri! hili hata hapa bongo si mnakumbuka Magufuli wakati ule wa Ben alijaribu jaribu kidogo lakini wapi kama kawa... hola! Kuna mengi amabyo JK kama aki achana na u Mr never told wake yatafanikiwa, mfano anaweza iga mfano wa Kagame kwa kukamata viongozi 30 wa chama chake kwa ufisadi japo alipewa anaglizo toka mwanzo kuwa ukifanya hivi chama kitashindwa, mnajua alijibu nini ...well alisema kama nikifanya hivi chama kitashindwa, basi chagueni mgombea mwingine mimi siwezi bravo! jamaa wakamuacha na chama kikashinda! Je JK anaudhubutu huu, hawezi kwa sababu ni mpenda starehe sana.
