Kenya to declare food emergency

Kenya is to declare a national emergency because of a drought affecting the East African country.

President Mwai Kibaki's government warned that nearly 10 million people - more than a quarter of the population - were at risk from food shortages.

The government intends to import five million bags of maize, reduce the price of seeds and buy up livestock in drought-hit areas to ease the crisis.

Famine relief packages including maize and beans are also to be distributed.

A drought in 2006 killed dozens of people and thousands of livestock - the main source of livelihood for nomads in the arid north-east of the country.

The decision to declare a national emergency was taken at a food security meeting chaired by President Mwai Kibaki and attended by ministers of his coalition government.

"President Kibaki told the food security committee that the entire government must focus on the urgency of providing food to all Kenyans after the failed rains in the last two seasons and reduced production due to last year's post-election challenges," a government statement said.

Correspondents say Kenya's finances are already under strain because of last year's post-election violence, which badly affected the economy.

At least 300,000 people were displaced in the unrest, many of them farmers who have been too frightened to return home and plant crops.

As food shortage bites, hundreds of families in Coast Province have been reduced to scavengers.

Residents brave death everyday to feed on food from dumping sites.

More than 200 families from Kinango and Kaloleni districts have camped at Mwakirunge dumping site in Mombasa to scavenge for food.

When The Standard visited the site yesterday, it found several families waiting for garbage trucks to dump waste then pick edibles.

Shanties have mushroomed in and around the dumpsite, where villagers stay and pay smalls fee as they look for food.

Dama Baya with her two children Juma Jindwa, aged one, and Omar Jindwa, four, said she had been forced to relocate to the site from Kaloleni.

Ms Baya, however, said she was "unlucky" yesterday as she arrived late when a truck bringing garbage arrived earlier than usual.

"Today, I arrived late and I was told the truck that normally brings in "food" had just left and all that was to be scavenged had already been taken away, so today I will go back home with nothing," she said.

Dump Site

Mr Charo Makazi, who was a farmer, has been joined by his wife Kanze Charo at the dumpsite.

"I decided to camp here with my wife so that we can collect as much food as possible and truly our combined effort sometimes bears fruit," he said.

Josephat Maithya, Chief Public Health officer at Mombasa Municipal Council said they were aware many people scavenge for food.

"This problem has been recurring and we hope these people will not eat something poisonous. We cannot stop them," he said.

Meanwhile, the Government has dispatched a team to assess the hot spots affected by famine in Kinango District.

Kinango DC Apollo Okello said the team had moved to Nyango village following conflicts between herders and farmers over pasture and water.

Deputy PC Joseph Keter said he could not comment on the matter and referred us to the Mombasa DC, who could not be reached.

The frail woman can neither sit nor stand, apparently drained of all energy due hunger.

Ms Ethuuko Nangole, whom our team met on the Lodwar-Kalokol highway, with all the energy she can muster repeatedly whispers: "I haven’t eaten for the past three days". Emaciated and sand-bathed, she is supported by some two women near the Katotum manyatta in Turkana North Constituency.

Breathing faintly, she adds, "I took some porridge three days ago," revealing the sheer magnitude of her situation to the world.

Hers is only one of the many shocking pictures of hunger-stricken Kenyans in various regions that speak volumes of the current food crisis.

A Standard survey of various regions recorded first-hand accounts of the scary face of the famine.

Later our team meets another woman, Ms Annah Nachok, a mother of 10 who is struggling to keep her family alive in Turkana South.

"Death is staring us and our children in the face, the famine is very severe, we have had no rain for long time," she says.

She is boiling water at her manyatta to serve to Adung Piarae 80, Akut Koriban, 70 and Alice Eruwan, 50.

It is 6.30pm and three-year-old Loboche Ewalan sitting by her side won’t stop crying because of hunger.

We witness the family sharing about three litres of boiled water, perhaps to cheat hunger until the following day when a World Vision field officer is expected to deliver food.

Starting today and for the next one week, The Standard brings you a special report on the food crisis and how Kenyans are struggling to stave off the famine.

Some have gone for days without a meal as they desperately wait for relief food that has not been forthcoming. Hunger-stricken residents of North Rift, Coast and parts of Eastern Province have been reduced to eating wild berries and roots.

Reports by the Kenya Red Cross which have not been independently verified, indicate three people have died of famine-related causes.

About 84 per cent of the 232,000 residents in the district are starving according to data released by the Ministry of Planning.

In Samburu East District, mothers have resorted to giving children wild berries dipped in cooked goat blood.

In the Coast, in parts of Taita, Taveta, Kaloleni, Ganze, Kilifi and Malindi districts, many residents have resorted to wild roots and fruits. The scenario is the same in parts of Makueni, Kajiado and Narok.

Other badly hit areas are in Tana River, North Eastern, Eastern and Central provinces.

Where school is the only chance for a meal

Hunger pangs have forced many parents in Mandera West to send their children to school

Enrolment in primary schools in North-Eastern Province has risen. Parents, who during rainy seasons send children to herd animals, now have a different reason for renewed interest in education.

Ironically, the fact that teachers are on strike has not deterred pupils from going to school.

Children are joining schools to benefit from the World Food Programme school-feeding programme.

Its obvious that we are experiencing a natural calamity right now, there is food shortage within our country, artificial or not, lakini as always you Tz guys always try potraying that Kenya is at the brink of collapse.. Turkana and other arid and semi arid region have been hit badly.. the Gvt is making initiative to feed its people by allowing imports of duty free maize and other foodstuffs.
