    PROGRAMME FINANCE ASSOCIATE
    United Nations Development Programme (UNDP) Tanzania invites applications from qualified Tanzanians for the position of Programme Finance Associate. The incumbent will primarily be responsible for providing Accounting Support to the Ministry of Finance for Financial Management across UNDP Supported Projects. She/he will be based in Dar es Salaam, reporting directly to the UN Desk Officer at Ministry of Finance (MOF) and working closely with UNDP.

    Duties and Responsibilities



    Facilitate timely preparation and submission of Funding Authorization and Certification of Expenditure (FACE) requests by the Implementing Partners (IPs) for each quarter to UNDP for financial disbursement.
    Facilitate timely preparation and submission of expenditure reports (FACE report) on funds advanced to IPs for the implementation of UNDP National Implementation Mechanism (NIM) projects.
    Participate and support the process of annual work plan review and budget revision for each project in the UNDP portfolio that is nationally implemented.
    Support strategic planning for better project delivery by supporting improved and proactive planning and monitoring.
    Facilitate the IP to ensure that strong linkages exist between activity planning/narrative reporting and financial planning/reporting. Academic qualifications, experience and skills:


    Secondary Education, with specialized certification in Accounting and Finance. University Degree in Finance, Business or Public Administration desirable. Part-qualified accountants from an internationally recognized institute of accountancy will have a distinct advantage.
    A minimum of seven (7) years of progressively responsible financial management or accounting experience is required, with knowledge of programme or project finance desirable. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
    Knowledge of Atlas, IPSAS and/or IFRS desired.

    Preparation of policy briefs, technical papers and lessons learning articles based on the project and publishing in key local media.
    Create and maintain a network of Climate Change focal points in key MDAs and other external partners for effective engagement in the project implementation.
    Strategic partnership established with project partners, donor organizations, NGOs and other groups to ensure effective coordination of project activities.
    Business plan established and fundraising initiatives conducted for consolidating project interventions. Academic qualifications, experience and skills:


    A minimum of ten (10) years of post-graduate professional experience in high-level advocacy work in areas of climate change, environment or sustainable development with experience in the developing countries including East Africa and preferably Tanzania.
    A broad experience and knowledge of climate change adaptation and mitigation strategies.
    Knowledge and experience in national financing mechanisms and institutional frameworks for climate change governance would be welcome.
    Understanding of climate change and sustainable development challenges for developing countries, with the ability to work at local and national level in policy linkages and adaptation/mitigation priorities

    NATIONAL CONSULTANT FOR SUPPORT OF ZANZIBAR LEGAL SECTOR REFORM
    Procurement Notice No:IC/TZA/2012/UNDP- 024

    Duty Station:Zanzibar.

    Description of the assignment:To develop Comprehensive Legal Sector Reform Strategy.

    Project name: Support to Zanzibar Legal Sector Reform (Project No.00079188)

    Period of assignment/services: 70 working days spread over the period between Mid October and end of December 2012.
    1:Background

    Since September 2011, UNDP has supported preparatory activities in preparation for a broad-based legal sector reform under an initiation plan signed between UNDP and the Zanzibar Ministry of Justice and Constitutional Affairs. UNDP Tanzania supports the legal sector reform in Zanzibar in response to the Revolutionary Government of Zanzibar's priorities, as outlined in the key strategic documents (Vision 2020, MKUZA II and the MoJCA 2011/2012 Budget) priorities. It is also based on the UN Programmatic framework the United Nation Development Assistance Programme (UNDAP) outcome 1.2 'Select Public Sector Reforms in Zanzibar are developed and accelerated'. Implementation of the preparatory phase is coming to an end, and final reports on Assessment of Justice Needs and Obstacles and Assessment of Justice Sector Actor's Needs and Capacity will be submitted soon to the Ministry of Justice and Constitutional Affairs. The next step is to develop the comprehensive reform strategy with the help of an experienced consultant. It is assumed that the two studies and previous study reports will provide enough information that is required for reform strategy development. The reform Strategy development has to be undertaken between mid October and end of December, so as to remain within the requirements of the Initiation Plan, under which this activity is implemented. There is a possibility of extension of the consultancy, based on the fact that end products of the strategy documents needs to be compiled into four Volumes namely: Volume I - Narrative Legal Sector Reform Strategy, Volume II is the Detailed Activities and Budget, Volume III is the Result Framework and Volume IV is the Prioritised Intervention Workplan. The Consultant will also provide guidance in the process of formulation of the UNDP Support Project Document for the first 4 - 5 years. It is in this context that UNDP and the Revolutionary Government of Zanzibar have jointly agreed to recruit a consultant to lead the process of Zanzibar Legal Sector Reform Strategy development.The consultancy will be conducted in a participatory way with the guidance of the already formulated Legal Sector Steering Committee. A secretariat will be put in place to support the consultant with the day to day work and in the drafting of the Strategy. It is also expected that the consultant would request some officials from different legal institutions to join the drafting team from time to time as the need may arise.
    2:Duties and Responsibilities
    The aim of the consultancy is to engage with the stakeholders to develop a comprehensive legal sector reform strategy. This will also include formulation of the detailed activity budget. Specifically the Consultant is expected to do the following:-
    Review work plan
    Compile issues and challenges from the existing documents on legal sector in Zanzibar;
    Prepare and make presentations to stakeholders on the state and need for Legal Sector Reforms in Zanzibar to build base for participatory strategy development process;
    Provide leadership to the Drafting Team throughout the work period in the development of a comprehensive Legal Sector Strategy for Zanzibar;
    Through a consultative process develop Volume One - the Main Strategy Document, and Volume Two - Detailed Budget to implement the activities; and
    Set grounds for Legal Sector Reform Programme Management 3:Requirements for experience and qualifications:

    An experienced Reform Expert with not less that 15 years in the field;
    Proof of similar work in the Eastern and Central Africa;
    Satisfactory knowledge on Legal issues;
    Knowledge of Zanzibar administrative structures, political context and development priorities;
    Ability to involve different stakeholders in the different stages of reform strategy development;
    Excellent communication skills, including the ability to write clearly and succinctly and communicate effectively and persuasively with diverse audiences and partners; and
    Strong organisational skills. 4:Application Procedures:
    Interested Individual Consultants must submit the following documents/information to demonstrate their qualifications:
    1. Technical Proposal:

    Explaining why they are the most suitable for the work.
    Provide a brief methodology on how they will approach and conduct the work. 2. Financial proposal (prepared in accordance with the instructions indicated in Section 5 below). 3. Personal CV including past experience in similar projects and at least 3 references with valid contact details (Please clearly indicate names, valid telephone numbers and e-mail addresses of referees).
    5:Financial Proposal
    The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output (For detailed payment schedule, please refer to the TOR attached). In order to assist the Requesting Unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including Daily fee and number of anticipated working days).

    Travel: All envisaged travel costs (if any) must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. This consultancy work will be carried out in Dar es Salaam. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expense should be agreed upon, between the respective Business Unit and individual Consultant, prior to travel and will be reimbursed.
    Evaluation Method
    Individual Consultants will be evaluated based on the following methodology: Cumulative Analysis: The contract will therefore be awarded to the Individual Consultant whose offer has been evaluated and determined as both:
    a) Responsive/compliant/acceptable, and
    b) Having received the highest score out of the pre-determined set of weighted technical and financial criteria specific to the solicitation:
    * Technical Criteria weight: 70%
    * Financial Criteria weight: 30%

    Only candidates obtaining a minimum of 70% points in the technical evaluation will be considered for the Financial Evaluation.
