    National Consultant – UNREDD – Monitoring Reporting and Verification (MRV-Expert)
    The United Nations Collaborative Programme on Reducing Emissions from Deforestation and Forest Degradation in developing countries (UN-REDD Programme) component for Tanzania assists the government of Tanzania getting ready for REDD+. The current vacancy announcement aims at recruiting a National Consultant to cover the ongoing activities towards developing Monitoring, Reporting and Verification for REDD+

    In addition to the daily operational and technical supervisors the MRV-expert will work with the UN-REDD Project Coordinator, International Consultant (IC), focal points for REDD at MNRT to deliver to UN-REDD national programme work for Tanzania. The objective is to lead the process to develop a robust monitoring and reporting system in order to meet the reporting and verification needs at the national and international levels. The technical expert will also be expected to link the work of the UN-REDD programme (MRV) to that of the National Forest Inventory (NAFORMA) for Tanzania.
    The MRV technical expert will among others perform the following set of tasks:
    • Lead the process of contracting specialist to update NAFOBEDA and link with newly collected data and information ensuring REDD+ compliance.
    • Supervise the REDD+ annotated bibliography and library.
    • Complete the ongoing work on soil carbon laboratory analysis for REDD+ .
    • Support set up of laboratory/unit for Geographical information analysis.
    • Develop training modules on remote sensing and GIS, and forest GHG inventory methodology, IPPC Guidelines on Good Practices (GPGs) in cooperation with the Forest Training Institute.
    • Deliver training and capacity development on remote sensing, GIS and data interpretation, GHC inventory and IPCC GPC to the national institution that will report GHG data to UNFCCC and for other international reporting requirementsFollowing completion of degradation studies conducted by TAFORI and SUA, complete forest degradation indices.
    • Develop national statistics of carbon storage and changes in carbon stocks based on available data collected from NAFORMA and other programmes in Tanzania
    • Complete the ongoing work on Land Cover Change Assessment
    • Provide training and capacity building for the analysis of NAFORMA database, carbon and co-benefit mapping and related knowledge management systems, ensuring REDD+ compliance
    • Provide technical assistance including securing linkage with other upstarting MRV initiatives to ensure coherence in approach and synergies with NAFORMA
    • Support the Final Evaluation of the UN-REDD programme and the reporting and dissemination of findings
    • Perform any other relevant duties as instructed by the CTA

    All work to be described in a terminal report at the end of the assignment period - to be submitted to UNREDD Lead Technical Officer for technical clearance.

    Duration: 9 months.
    Duty Station: Dar es Salaam with some travels in the country.
    Qualifications:
    The Expert should have an advanced University Degree in forestry, geo-information systems or related field, at least 5 years of relevant experience in the field of assessing forest resources and/or strong background in remote sensing, forest inventory and land use policies. The Expert must be knowledgeable in forest information system and information management and have confirmed experience in capacity building and project implementation.
    Language: Fluency in English and Kiswahili spoken and written.
