Main responsibilities
Under the direct supervision of the Finance and Administrative Officer, and the overall supervision of the Director of the UNESCO
Dar-es-Salaam Cluster Office, the incumbent shall perform the administrative/human resources functions; assist in the administration
of the regular programme budget, funds for Extra Budgetary projects and indirect costs, assist in the administration of the assets of
the Office. The incumbent will report directly to the Finance and Administrative Officer.
He/she will:

Act as Certifying Officer up to a limited amount ensuring that office financial transactions are in compliance with UNESCO
regulations, rules, policies and procedures.
Ensure the office's financial resources and expenditures are fully and properly accounted for and that internal control systems are
adequate and functioning.
Monitor allocations/commitments/payments and advice the Finance and Administrative Officer on financial status of funds for Extra
Budgetary Projects and Programmes. Review and verify payments requests (missions, contracts, hospitality, supplies, services
etc…) by ensuring relevant supporting documents. Verify availability of funds.
Prepare payments instructions (cheques, bank drafts, bank transfers) and follows-up. Prepare tax claims for review by the Finance
and Administrative Officer. Monitor refunds from staff members and suppliers.
Undertake coding and data entry tasks within UNESCO's financial management system (FABS). Ensure that requests for
replenishments are made in a timely and organized manner. Ensure adequate availability of positive balance in accounts,
maintaining contact with the bank to determinate bank balances. Maintain Petty Cash Imprest.
Prepare documentation and initiate actions in UNESCO's system (STEPS) to facilitate a variety of HR transactions (recruitment,
training etc…)

Follow-up the administration of the Office assets and recommend modifications and improvements to support successful
administration and financial controls.
Draft routine correspondences, emails, faxes and reports.
Any additional activities that may be required to ensure the success of the work team.
Profile Secondary or vocational school degree in accounting, finance or administration.
Minimum of five years relevant experience in similar functions. Experience with the UN system would be an asset.
Organizational skills and adaptability to changing priorities.
Service- oriented towards internal and external "clients"
Excellent inter-personal and communication skills.
Excellent IT skills, knowledge and experience of ERP systems such as SAP.
Good drafting and presentation skills in English. Knowledge of French would be an asset, the UNESCO Dar-es-Salaam Cluster
Office covering French-speaking countries such as Madagascar, Mauritius, Seychelles and Comoros.

Conditions of employment

For this post, the annual remuneration will be based on the local UN salary scale. In addition, UNESCO offers an attractive benefits
package including 30 days annual vacation, pension plan and medical insurance. The initial appointment, which is for 2 years,
includes a probationary period of 12 months, and is renewable, subject to satisfactory service.

The United Nations Industrial Development Organization, Tanzania country office is seeking to recruit a qualified, motivated and experienced national programme analyst to support program management and coordination activities in the portfolio of investment and enterprise development. The position brings with it a lot of exposure to major policy dialogue fora in the country; including public and private sector as well as the development partner community.
1. BACKGROUND

The United Nations Industrial Development Organization (UNIDO) is a specialized agency of the United Nations. Its mandate is to promote and accelerate sustainable industrial development in developing countries and economies in transition, and work towards improving living conditions in the world's poorest communities by drawing on its combined global resources and expertise. UNIDO recognizes the MDGs as the overarching framework for collective action for development and aspires for a competitive and environmentally sustainable industry as crucial for accelerating economic growth and reducing poverty.

2. MAIN DUTIES AND RESPONSIBILITIES
As part of the multi-disciplinary team of professionals supporting the investment and enterprise development portfolio, the incumbent will have the following main responsibilities:
1. Participate in the development, implementation and monitoring of the programme portfolio in the area of investment and enterprise development, to ensure effective delivery of ongoing programs and projects. As part of the routine activities, he/she will be involved in the identification of new program opportunities and support formulation of new innovative programmes.
2. As a team member, participate in missions to promote UNIDO's successes and to orient counterparts while forging partnerships with financing institutions, multilateral and bilateral organizations and other strategic partners to mobilise resources for UNIDO-led programmes.
3. Review and analyse available literature including country reports, technical papers and relevant documents as well as participate in national and international forum to bring back cutting edge approaches to be included in designing new programs and approaches Participate in the various UN and other partner coordination meetings to bring in UNIDO inputs as relevant.
4. Ensure effective liaison with counterparts and partners to ensure coordination and delivery of UNIDO programs and mobilizing partnerships to that effect. Participate in and facilitate the organization of high level dialogue meetings, workshops and trainings with key private and public sector partners.
5. Providing business advisory and technical support for individuals and groups of entrepreneurs that have benefited from UNIDO support, with view to promote success stories for the private sector learning and scaling up.
3. QUALIFICATIONS, COMPETENCES AND EXPERIENCE.
 Advanced University Degree in the Economics, Agricultural Economics, Business Administration or related discipline.
 At least five years of relevant postgraduate experience with a proven performance record.
 Demonstrated ability in establishing effective networks with key private sector development stakeholders, and to lead and orient discussions to arrive at consensus.
 Good communication skills with proven ability to present and facilitate high level meetings, including training and workshops. .
 Proficiency in computer applications.
 Fluency in Kiswahili and English, both written and spoken.
