    Africare is an international non-profit organization working to improve the quality of life of the people in Africa. With the funding from USAID, Africare is implementing a Nutrition program in Manyara, Morogoro, and Dodoma regions in Tanzania. Hence therefore Africare is in need of filling following vacancies: 1. Vacancy for Program OfficerPosition: Program Officer (1 position)Location: Dar es SalaamReporting to: Deputy Director Program ImplementationOVERALL PURPOSE OF THE POSITIONTo provide both programming and administrative support to DDPI NutritionKey Results Areas· Administration· Program· ReportingPART A: PRINCIPAL DUTIES-ADMINISTRATION1. Program Administration· Render administrative support to DDI, FAO and Regional coordinators.· Assist COP in all administration issues, draft and/ or process a variety of correspondence and other communications.· Maintain files, documents and materials related to program and administration activities under senior managers, ensuring copies are sent to central filing by Administration.· Coordinates Program’s management meetings and Program staff regular meetings.· Maintain program filling system, create program database and other correspondence on behalf of the Program Manager.· Coordinating and managing Africare program/project meeting and workshop with different partners.· Familiarize with grant conditions and ensure compliance with reporting.· Ensure all reports are submitted to relevant authorities (government, donors, CO) after they have been checked by the Program Manager and coordinating feedback from CR’s office. · Maintain records of all submitted reports.· Update Program manager on reporting status and Schedule for all projects as appropriate.· Familiarise with ALL Africare projects/program management· Performing any other duties as may be assigned by Program Manager. Required Qualifications· A minimum of first degree in social sciences· 2-3 years experience of working in similar position· An ability of working beyond a call of duty with frequent visits to field units. 2. Vacancy for PROGRAM ASSISTANTPosition: Program AssistantLocation: Dar es SalaamReporting to: Program OfficerOVERALL PURPOSE OF THE POSITIONS/he will provide programming and administrative support to Program Officer.1. Qualifications:· Minimum of first degree in a relevant field with not less than two years of experience.· Computer literate · Fluent in both English and Swahili. 4. Vacancy for Regional coordinators;Position: Regional Coordinators/Nutritionists (3 positions)Location: Dodoma, Morogoro and Manyara Regions Reporting to: Chief of Party PURPOSE OF POSITIONThe Regional Coordinator/Monitor will manage all community nutritional project activities in the region assigned to him/her, including, planning, designing, facilitating the implementation, documentation, providing supportive supervision to District nutrition Officers, community home based care providers (CHBCPs), and networking with District Coordinators and other key stakeholders in the region. The Regional Manager/Coordinator will supervise District Officers, the regional M&E Officer, Finance and Admin. Officer, and work closely with government officials to ensure that the program achieves its objectives and documents results. He/she will coordinate with and report directly to the Project Management Team based at Africare Country Office. DUTIES/RESPONSIBILITIES AND REQUIREMENTS:
    Manage and coordinate nutritional project activities in the region of designation, plan activities, facilitating both implementation and documentation. Supervise District Officers, CHBCPs, and network with the district coordinator and other key stakeholders working with Africare in the district.

    Key result areas· Program Management and Oversight · Capacity building· Monitoring and Evaluation· Communication and Project Marketing· Grants Financial and Administrative Management · Liaison with Outside Agencies and Funding Acquisition PRINCIPAL DUTIES1. Program Management and Oversight · Provide clinical and technical support to field staff and ensure that Africare achieves tangible documented results that feed into the overall results framework of the program. · Supervise District Officers to ensure that all program activities are implemented according to plan and that Africare’s field sub-offices provide quality nutrition services. · Work closely with government authorities at national, regional and district level to ensure that local government authorities (LGAs) integrate program activities into local government planning processes.· Identify constraints in implementing the project and support Project Management Team in taking corrective measures. 2. Capacity building: · Work with the District Officers, district coordinators, WMACs and CMACs to ensure selection, screening and training of CHBCPs within the designated region, as per national community Nutrition curriculum.· Work with the Regional and LGAs, district medical officers, district Nutrition coordinators, and nutritional supervisors to provide guidance to CHBCPs on training primary caregivers to provide quality nursing care, nutritional, material, referral and psychosocial support to PLHIV, in accordance with the National Guidelines. · Work with the different local and international organizations supporting partners and local community support structures to ensure that PLHIV are supported and linked to relevant support structures for their unmet needs, in accordance with the National HBC Guidelines.· Identify training needs of staff and HBC partners to coordinate regional training schedule. 3. Monitoring and Evaluation· Monitor implementation of the project in the field through supportive supervision visits to be conducted weekly. Submit weekly field visit reports to the Project Management Team. · Coordinate monthly conference calls (weekly for first 3 months of project start up) between Program Management Team and regional staff.· Review reports from field staff. Coordinate with Regional M&E Officer to compile reports for submission to the Project Management Team. · Conduct periodic literature reviews related to the project’s implementation, disseminate results to the project team and coordinate with Project Management Team to apply key findings. 4. Communication and Project Marketing
    • Liaise with Program/ Communications Assistant (based at Country Office) to develop program marketing materials including brochures, project briefs, and study results.
    • Work with M&E Officer and HBC Coordinators to identify best practices and prepare submissions to international conferences, research journals, etc.
    • Work with Project Management Team to develop pertinent HBC manuals, IEC and project materials including volunteer job aids and training tools.
    5. Grants Financial and Administrative Management
    • Have a clear understanding of the project cooperative agreement and ensurecompliance during regular monitoring visits.
    • Work closely with Regional HBC Coordinators in preparing annual work plans and budgets.
    • Work closely with FAO and participate in procurement committees.
    • Execute internal controls including investigations of procurements as needed.
    6. Liaison with Outside Agencies and Funding Acquisition
    • Represent the project and Africare and events and forums for project stakeholders.
    • Promote partnerships between Africare, local government authorities and other HBC implementation partners.
    • Liaise with Project Management Team to identify supplementary funding sources for wrap-around activities including water and sanitation for PLHIV, OVC services, nutritional support, and prevention education.
    Minimum Qualifications
    • A post degree/Masters degree in Public Health (or related field) from a recognized institution of higher learning.
    • The candidate should have a social science background with proven working experience in public health, social work, and community development.
    • A background in nutrition at undergraduate level is an added advantage.
    5. Vacancy for Regional Grants Finance and Administrative officer
    Position: Finance and Administrative officer.
    Duty Station: Dodoma, Morogoro and ManyaraReporting to: Program ManagerDUTIES/RESPONSIBILITIES AND REQUIREMENT: Program Funds Management · In coordination with program Manager, s/he prepare Quarterly Funds Requests (to be submitted to CO), ensuring that the minimum amount of funds are available in the program account to fully implement projects and meet all financial engagements in timely manner.· Maintain financial and accounting systems and reporting as guided by the rules and regulations of Africare.· Perform periodic reviews and certify the General Ledger, cash book, Trial balance and other pertinent reports generated in Financial accounting system by the 15[SUP]th[/SUP] of every month in time for monthly batch dispatch to CO.· Maintain Accounts Receivable (A/R) for all program staff and ensure settlement of all cash advances within specified timeframe as per financial manual.· Prepare financial reports as per donor requirements and timeline with in addition to Africare financial formats1.0 Budgeting and Reporting· Develop project’s Annual Operating budgets as per donor agreement and Africare guidelines.· Develop and maintain budgetary controls of expenses, in consultation with Program Manager and Program staff.2.0 Grants Management and facilitation of Audits. · Prepare and facilitate external audits as appropriate in consultation with donor requirements3.0 General Administration· Ensure that adequate internal controls and procedures are in place, understood and adhered to.4.0 Procurement of Goods and Services· Work closely with project’s Procurement/Logistics ensures procedures are compiled with as specified in Africare procurement policy for goods and services.Qualifications:· Holder of a degree in Business Administration, Commerce, Finance or related field.· A Post graduate qualification such as CPA (T)/ACCA/CIMA will be an added advantage. · S/He must be registered by the National Board of Accountants and Auditors. 6. Vacancies for Monitoring and evaluation officer(3 positions)Location: Manyara, Dodoma and MorogoroReporting to: Regional coordinatorDutiesThe responsibilities of the OR/M&E Officer include, but are not limited to:· Finalizing and implementing the project’s results-based M&E plan.· Ensuring timely and accurate reporting on indicator-based performance, including performance reports.· Managing the mid-term evaluation.· Facilitating the refinement of the operations research strategy.· Managing M&E and operations research data.· Ensuring data quality, including data provided by partners.· Ensuring sufficient management information systems and data quality among partners to facilitate timely and accurate reporting.· Supporting research partner to conduct operations research as required, for example through the following illustrative tasks:· Design of survey questionnaires and other survey tools.· Development of data collection protocols.· Assistance in management and oversight of survey work.· Data analysis.· Literature reviews.· Management of operational research budget.· Review of reports.· Developing and managing the implementation of an information dissemination strategy to ensure lessons learned are proactively integrated into the program.· Generating knowledge products and learning materials as required by the strategy and/or as requested by project leadership.· Producing required reporting content and documents, as stipulated by project’s contract.· Management and oversight of M&E fields staff and short-term survey and operations research hires, for example through the following illustrative tasks:· Ensuring that M&E field staffs conduct monitoring data collection and reporting in a timely and accurate manner.· Providing capacity-building as necessary for M&E field staff to complete their tasks effectively.· Ensuring the short-term survey and operations research hires complete their assigned tasks and follow appropriate protocols.QualificationsA minimum of first degree in a related field, such as Development Planning (with strong coursework in M&E and related quantitative fields), Economics, or Statistics.A post graduate qualification in this field will be an added advantage. At least two years of proven experience in: · The planning and implementation of M&E systems.· Quantitative monitoring and evaluation methodologies, including experience with experimental and quasi-experimental evaluations.· Data management, data quality review, processing, and analysis.· Pursued training on M&E topics.· Report writing.· Understanding of operations research and rigorous evaluation methodologies.· Familiarity with nutrition programming in development contexts.· Strong management, organizational, and communications skills.· Willingness to undertake regular field visits.· Fluency in English; proficiency in Kiswahili desirable.· Proficiency in data analysis software and other computer processing. 7. Front desk Officer:Location: MorogoroLocation: Dar es Salaam/Tanzania Country OfficeReporting to: Regional coordinator/NutritionistDUTIES AND RESPONSIBILITIES
    1. General Responsibilities
    · Open the office on time during week days and ensure that it is locked at the end of the day.· Receive and regulate visitors while portraying Africare’s image and standards.· Typing and faxing official documents.· Receiving incoming calls and placing outgoing calls.· Regulate Africare employees sign in/out sheet.· Obtain appropriate signatures from the relevant officer for various documents e.g fuel vouchers, travel authorization forms, purchase orders etc.· Make travel arrangements, hotel reservations, and appointments for managerial staff and other Africare staff.· Maintain and update program related files for the Regional coordinator/nutritionist.· Ensure that outgoing mails are posted and incoming mails are distributed in time.
    1. Financial Responsibilities
    · Custodian of petty cash for the Country Office.· Make petty cash payments and replenish the petty cash till accordingly.· Receive bills and distribute them to respective departmental heads for verification and seeking approval for payment.
    1. Reporting Responsibilities
    · In collaboration with the Regional coordinator and FAO, assist in compiling the Annual Administrative Report.· Assist all heads of departments in forwarding documents to Headquarters in Washington and to project sites.· Perform any other duties as may be assigned by the supervisor.How to ApplyApplications should include a resume and cover letter.
