Title: Project Support Officer for Eastern and Southern Africa
Duty Station: Forum Syd Nairobi office, Kenya with frequent travels in the region.
Reports to: Country Manager Kenya with technical responsibilities managed by Head of Project Support Office at HQ in Stockholm, Sweden
Primary function
To improve results of development cooperation between Swedish and Eastern- and Southern African organisations by working with civil society organisations, CSOs through organizational assessments and capacity building in order to strengthen systems and routines for projects, results based management and funds’ management.
Working Relations
The Project Support Officer will work in close relation with:
1. The Country Office in Nairobi:
i. support from Finance Officer,
ii. Day to day planning with Country Representative.
2. The Project Support Unit for Africa at headquarters in Stockholm, Sweden:
i. Assistance with orientation to organisational background/local implementing partners information
ii. Assistance with all the relevant guidelines that are important for the planning, monitoring and training of the organisations
iii. Discussing CSOs assessment and monitoring plans with project support officers in head quarters, reporting the findings and;
iv. Proposing interventions to address identified challenges.
3. Other Project Support officers in the region for purposes of sharing and learning from each other.
Main responsibilities and tasks
Financial Capacity Assessment
 Design and develop capacity assessment tools for use in assessing CSOs.
 Assess Local organisations/CSOs capacity in project management, grants management, financial management and routines, audit routines, anti-corruption policies.
 Assess the financial capacity of the Local Partner to manage grants from the Swedish partners and Forum Syd.
 Assess the local partners including institutional, board and staff capacity needs and development of a capacity building plan.
Capacity building
 Designing capacity building plans for CSOs staff and board based on the assessment on results
 Designing and developing facilitators training modules, participants handouts and manuals
 Designing and organising capacity-building as per the needs such as financial management, project-planning, result-based management, report-writing, rights based approach and other areas of concern.
 Organising training in regards to the work, both methodologically and thematically, to make the organisations stronger in their work on democracy and rights approaches.
 Organising training and exchange of experience among CSOs on how to develop qualitative partnerships.
 Coordination with other international or local support organisations.
 Facilitation in system building, methods and instrument to assure quality assurance
 Monitoring and evaluation of Forum Syd’s capacity building initiatives to CSOs
Monitoring and Evaluation
 In liaison with the project support unit for Africa at headquarters in Sweden, develop an evaluation framework to assess the achievements of project support work to this end.
 Develop and implement a comprehensive monitoring and evaluation framework for the work of project support in coordination with the Headquarters.
Networking
 Facilitating contacts and cooperation with rights-based coalitions and networks for local and also Swedish partners. Experiences from similar kind of partnership building attempts should be considered.
 Facilitating participation in future Forum Syd Partnership Country Collaboration Programmes including networking, capacity building, facilitation and other areas.
General
 Assist in fundraising and implementation of the Country Strategy for Kenya.
 Prepare reports as per agreed format and include reports in the management system
 Other related work as directed by the Country Manager.
Qualifications
 Masters degree in Development/Social Sciences or similar experience
 5-10 years work experience in a similar field/development environment or a related field (i.e. democracy and rights, community development, poverty eradication, international affairs, disaster response, information management etc)
 5-10 years experience in technical support to donor funded partners/CSOs
 Knowledge and experience of project cycle management including stakeholder analysis and participation in project appraisal, result based management, monitoring and evaluation, project management using participatory methodologies.
 Competence in training and facilitation on project management.
 3-5 years experience in grants management and sub-granting.
 Experience in organizational/project capacity assessments
 3-5 years experience in training/facilitation of CSOs staff and board
 Knowledge and experience on result based management, monitoring and evaluation methodologies will be an added asset.
 Good knowledge in one or several Development Areas such as Gender, HIV/Aids, Democracy, Rights, Conflict and Risk analysis
 Good networking skills
 Fluency in spoken and written English a must.
 Proficiency in Computer applications MS office
 Excellent report writing skills.
 Demonstrated understanding of issues affecting CSOs in Eastern- and Southern African region.
 Demonstrated maturity and self-motivation with minimum supervision.
 Must be willing and able to travel frequently within the working region.
