They are brand new helicopters. The initial number was 5 units, but now they say 3 more will be coming.... Here is the original contract announcement from US dept of defence website

Bell Helicopter, Ft. Worth, Texas, was awarded a $52,248,119 firm-fixed-price foreign military sales contract (Kenya) to produce and deliver five Huey II helicopters, spare parts, program management, special tools, and other program necessities. Bids were solicited via the Internet with one received. Work will be performed in Ozark, Alabama, with an estimated completion date of Dec. 29, 2017. Fiscal 2016 other procurement funds in the amount of $52,248,119 were obligated at the time of the award. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-16-C-0067).
