This position is responsible for management and oversight of all financial processes and procedures. These include budgeting coordination and budget monitoring, financial procedures and internal controls, accounts payable and purchasing integration, payroll systems, coordination with I-TECH HQ financial staff, cash flow management, computerized accounting systems and procedures, audits, and leadership management activities.

    The Belgian development agency, BTC, mobilises its resources and its expertise to eliminate

    other development partners to international solidarity. They support more than 300 cooperation
    projects and programmes in some 20 countries in Africa, Asia and Latin America.
    In view of the the further development of its activities the BTC is currently looking for a (m/f):
    International Expert in water resources and
    sanitation management – RWANDA
    Programme to supply drinking water and sanitation
    in the Nyaruguru, Huye and Gisagara districts of the Southern Province
    Ref: RWA/08/064-2
    Location: Huye (Rwanda)
    Duration of contract: 13 months (July 2011 – July 2012)
    Probable starting date: as soon as possible
    Monthly salary package: between 4.914,58 EUR and 7.095,74 EUR (this includes the gross
    monthly salary and the expat benefits: hardship allowance and expat allowance). The salary is
    calculated, depending on the composition of the family and the number of years of relevant
    experience.
    Project:
    The general objective of the programme is to “contribute to the improvement of the living conditions
    of the rural populations”
    The specific objective of the programme is to “sustainably improve the access to drinking water and
    the sanitation conditions of the rural populations of the Nyaruguru, Huye and Gisagara districts in
    the Southern Province”.
    The project aims at ensuring access to drinking water and at improving the sanitation conditions of
    a population of about 300,000. It consists of a set of activities that aim at achieving the following
    two results:
    1. Drinking water supply is improved through drinking water master plan studies and the
    construction of almost 340 km of water supply networks;
    2. Hygiene and sanitation conditions have improved through the construction of 850 latrines in
    schools and health centres.
    Project activities started in January 2007 and will end in January 2013.
    Position:
    The Programme to supply drinking water and sanitation in the Nyaraguru, Huye and Gisagara
    districts of the Southern Province (PEPAPS) is a significant, coherent whole at the scale of the
    three districts concerned. For its implementation, three successive funding agreements have been
    concluded by the Rwandan State.
    Each funding agreement is implemented by BTC in association to the donor (Kingdom of Belgium
    or European Union) through a service delivery contract.
    BTC is steering this programme. It is represented by a Delegate to co-management (Delco), in comanagement
    with the Rwandan administration, represented by the Intervention manager (DI).
    Moreover, the project team consists of 19 other people (17 Rwandans and 2 Junior Assistants)
    In this context, the Technical Assistant will be responsible for supporting the existing team to
    ensure the following tasks:
    1. For sanitation:
    a. Organising regular meetings with the projects engineers made available to the districts;
    b. Verifying control mission(s) of the quality of the latrine construction in the field;
    c. Organising work meeting with the districts to follow up the progress of construction in
    function of the planning provided;
    d. Verify and validate the payment requests for the works and the control mission(s);
    e. Ensuring the follow-up of the payment of the invoices for works and control missions;
    f. Informing and ensuring the necessary reporting to the Monitoring and Evaluation unit
    and to project management;
    g. Assist and cooperate with the districts in the preparation of the calls for tenders, in
    launching and awarding the contracts and in their performance.
    2. For training of, on the one hand the private operators and hydrological engineers, and, on
    the other hand, the district agents:
    a. Inventorying the different bodies existing in Rwanda or in the region that could supply
    technical, administrative and financial training;
    b. Identifying the shortcomings of private hydrological engineers and operators chosen by
    the districts and the district agents;
    c. Establishing a training plan for the operators, hydrological engineers and district agents
    in function of the progress of the supply works and establishing the Terms of Reference
    for a services contract;
    d. Launching the call for tenders procedure and following up all the administrative
    procedures for awarding the contract until signature of the contract
    e. Supporting, verifying and validating the training work (progress, follow-up of the
    payments…);
    f. Evaluating the know-how acquired during the training session;
    g. Informing and reporting to the Monitoring and Evaluation unit.
    3. For the water and sanitation master plan:
    a. Contribute to the preparation of the water and sanitation master plan under the
    authority of the project leader/Delegate to co-management.
    Profile:
    · Specific hydraulics or equivalent university training - Engineer (A0 or A1);
    · At least 5 years of experience with drinking water and sanitation; minimum 2 years of
    international experience;
    · Ability to conduct a dialogue between actors, to work in a team with good listening skills;
    · Good writing skills in French and English;
    · Experience in Africa in the area of drinking water or sanitation and in master planning is an
    advantage.
