Mozambicans interviewed on the streets of Maputo on Monday expressed no surprise that former President Joaquim Chissano had won the Mo Ibrahim prize for good governance in Africa. They said he deserves it because he played a very important role in achieving peace in Mozambique, and is now serving as a voice for peace elsewhere in the continent through his work in the African Union and the United Nations.

"He deserves the prize for his good work since taking office after the death of Mozambique's first president Samora Machel," said Telma Cumbe, a student. Gaddafi and Mugabe should take the example of Mr Chissano who stepped down even though he had one mandate to run.

"He helped boost the country's economy after the chaos of war," she said. Sam Gudo said Mr Chissano, who stood down as president at the end of 2004, could serve as an example to long-serving leaders.

"Other African leaders like (Libya's) Muammar Gaddafi and (Zimbabwe's) Robert Mugabe should take the example of Mr Chissano who stepped down even though he had one mandate to run," Mr Gudo said.

There were differing views on what Mr Chissano should do with the considerable prize money: a total of $5m over 10 years, followed by an additional $200,000 per year. "He should use the money in his foundation to strengthen peace and democracy in Africa," said journalist Lionel Muchano.

Economist Evaristo Cumbana said Mr Chissano should use the prize money for social development projects in Mozambique. "The prize is a prestige award for Mozambique and a good example for good governance," he said.

Chisano hongera kwa zawadi hii na tunakutakia mafanikio kwa vyovyote vile utakavyotumia ni uamuzi wako. Angalau hukuiba pesa ya walipa kodi kama marais wengine.

Sidhani kama kwenye mijadala hiyo kuna chances za ku-entertain majungu kama ilivyokuwa kwenye CC na NEC mwaka 2005. Vichwa vilivyo kwenye hiyo kamati haviwezi kukubaliana na maelezo ya kumwangusha mtu ambayo hayana evidence, so mtu anapokuja na hoja lazima awe na evidence ya kui-support!

Mimi nadhani kama kweli Mkapa yupo ktk final list basi kaingizwa kutokana na Blair/Mo Ibrahim wenyewe. Kumbuka Mkapa ndiye rais wa kwanza kukubali kuweka sahihi ya kuunga mkono mapendekezo ya mikopo kutolewa kwa kufuata good governace kabla yeye mwenyewe hajatia tim kuachia lawama wanaofuata..

Nitakuwa mchache wa shukrani nisipotoa pongezi kwa comrade Chissano. Kwa kweli anastahili hii zawadi. huyu bwana katika utumishi wake wa umma aliweka maslahi ya wananchi na nchi yake mbele. Well kama binadamu alikuwa na mapungufu yake lakini alijitahidi kuiweka Msumbiji katika ramani ya dunia baada ya vita ya kutisha na kusikitisha.

Utawala bora unawezekana katika Africa, tatizo ni la viongozi wetu wahuni. Usitegemee ukiingia kwenye uongozi kwa mizengwe na rushwa kesho uwe kiongozi safi. JK anaweza kuwa msafi lakini kwa sababu ya watu waliombeba na kumfikisha alipo basi lazima alipe fadhila. Jiulize mtu aliyesotea kazi kwa elimu yake na vyeti vyake hata kwenye ofisi au maamuzi anajiamini sana tofauti na mtu aliyeteuliwa AU ALIYEPEWA KAZI KWA KI-MEMO.. Kama JK angepata nomination kwa merit na kuwa kiongozi anayekubalika ndani ya chama, angekuwa tofauti lakini kwa vile aliaandaliwa na jamaa wajanja akina RA wakampa pesa nyingi za kampeni basi leo hana guts za kufanya "painful decisions" kwa mufaa ya nchi.

Kamaa jamaa livyosema, perhaps we shall learn along the way namna ya kuchagua viongozi na sio kuchagua watawala. Maana democrasia ni kama shuleni the more you practice the higher are the chances of success.

Joaquim Chissano, the former President of Mozambique, has been announced today as the winner of the inaugural Mo Ibrahim Prize for Achievement in African Leadership. The largest individual award in the world, it comprises:
• US$5 million over 10 years and US$200,000 annually for life thereafter

• Up to US$200,000 a year for 10 years towards the winner's public interest activities and good causes

Announcing the Laureate in front of an audience of London's African diplomatic community, civil society representatives and the media, Kofi Annan, the Chair of the Prize Committee, said that "President Chissano's achievements in bringing peace, reconciliation, stable democracy and economic progress to his country greatly impressed the committee. So, too, did his decision to step down without seeking the third term the constitution allowed."

Praising his Government's economic progress, poverty reduction programmes, infrastructure development and work to tackle HIV/AIDS, Kofi Annan stated that "it is his role in leading Mozambique from conflict to peace and democracy that President Chissano has made his most outstanding contribution." He also commended President Chissano for his "major contribution outside his country's borders" which included providing "a powerful voice for Africa on the international stage".

Kofi Annan stated that "the Prize celebrates more than just good governance. It celebrates leadership. The ability to formulate a vision and to convince others of that vision; and the skill of giving courage to society to accept difficult changes in order to make possible a longer term aspiration for a better, fairer future."

The annual Prize has been established by the Mo Ibrahim Foundation, launched in October 2006 as an African initiative to strengthen governance in Africa. The winner was selected by the Prize Committee of six eminent individuals who assessed every sub-Saharan African leader who has left office in the last three full calendar years on their exercise of leadership.

The Committee drew on research from the recently published Ibrahim Index of African Governance, and a range of other sources, to assess the quality of governance in the areas of economic and social development, peace and security, human rights, democracy and the rule of law. The Prize aims to encourage leaders who fully dedicate their tenure of office to surmount the development challenges of their countries, improving the livelihoods and welfare of their people and consolidating the foundation for sustainable development.

On hearing the outcome of the Prize Committee's deliberations, Mo Ibrahim, the founder of the Mo Ibrahim Foundation, said: "I am absolutely delighted that Joaquim Chissano has been selected as the first Laureate. As a man who has reconciled a divided nation and built the foundations for a stable, democratic and prosperous future for the country, he is a role-model not just for Africa, but for the rest of the world."
