JK na fikra za kifukara juu ya uwekezaji

    Akihojiwa na Ali Mutasa wa BBC huko Afrika ya Kusini leo asubuhi, JK amejaribu kueleza kile kinachomfanya asikae kitako nchini kwake kama marais wengine na badala yake kuwa kiguu na njia akipiga hodi nchi za wengine kila kukicha.

    Jk amesema anajaribu kutafuta wawekezaji na akajaribu kutoa takwimu zisizoshawishi za wawekezaji wa Afrika kusini(Makaburu) waliowekeza nchini.

    Amesema kwa sasa kuna wawekezaji makaburu wapatao 178 nchini na wamewekeza jumla ya Shilingi za kitanzania bilion 600 na kufanikiwa kutoa ajira kwa waTZ 18,000(elfu kumi na nane).

    Hawa watu ni asilimia 0.0759% ya work force ya TZ yenye watu million 23.6 na contribution ya mapato yao kwa pato la taifa ni negligible.

    Pia namshangaa JK kujidai kutafuta wawekezaji wakati mojawapo ya matatizo makubwa ya uchumi wa nchi hii siyo uwekezaji bali ni serikali kutotoza kodi icluding misamaha mingi ya kodi, na matumizi mabovu na yaliyokidhiri ya fedha za umma. Na hili IMF wanalijua.

    Kwa mfano, mwaka 2010 pato la taifa yaani GDP ilikuwa kiasi cha dola bilion 62.22(USD 62.22 Billion).
    Wakati huohuo kiwango cha kodi zilizokuwa zinakusanywa zilikuwa chini ya asilimia 15 ya pato la taifa , matumizi ya serikali yakiwa zaidi ya asilimia 25 ya pato la taifa, sehemu kubwa ikiwa ni kulipa mishahara( na mishahara hewa ikiwamo)

    Wote tunajua kodi kubwa zinazosamehewa ni za wawekezaji kwa mtindo wa "tax holiday". Kama ni hivyo, ni kwa vipi hawa jamaa ambao hawalipi kodi kwa kiasi kikubwa wanakumbatiwa na JK na kutaka waTZ waamini eti safari zake za nje ni kwa ajili ya kuwatafuta hawa wawekezaji. Hivi tangu lini JK akawa na juhudi na uchungu mkubwa kiasi hicho kwa waTZ na kumfanya asipate usingizi bali lale home ili kuwangaikia waTZ. Mi naona hizi ni geresha na watakao amini hayo ni wale wanaolamba viatu vyake ila kwa sisi watu wazima hatutadanganyika kwa hizi fikra za kifukara za JK juu ya uwekezaji..

    Kama yuko serious naomba atueleze jumla ya safari alizofanya na idadi ya wawekezaji aliopata tangu aingie madarakani na figures ya trend ya mchango wa wawekezaji hao ktk uchumi wa taifa.

    Maswali haya yanaulizwa kwa sababu hatuoni kama kile serikali inachokisema kuhusu kukua kwa uchumi kina shabihiana na hali halisi ya maisha ya mtanzania wa kawaida kwani hali ya maisha ya mtanzania inaendelea kuwa ngumu kila uchao. Mkuu tutakuelewa kama unayosema taswira yake tutaiona ktk maisha ya mtanzania wa kawaida sio tu kwa kipimo cha kupungua kwa waTZ walioko chini ya msatari wa umaskini bali kuongezeka kwa idadi ya waTZ walio wengi wa kuweza kufanya manunuzi ya mahitaji muhimu.

    anatafuta wawekezaji wanini wakati nishati ya uhakika hakuna, wawekezaji wenyewe wanafunga viwanda yeye anaenda kutafuta wengine, arudi ahakikishe mambo yanakwenda vizuri home hao watakuja wenyewe.

    Achana na mpuuzi huyo anakimbia aibu ya kutia nchi gizani. Huyu ni Rais Kilaza wa Karne hana mfano. ona anavyojibu maswali hata std seven aliyesomea kibatari atamshinda. Nakumbuka; "hata mimi nashangaa kwanini TZ ni masikini, /Ziara zinaleta misaada"

    anakwepa kufanya ziara za ndani za mikoani na wilayani kwani anajua siku hana mvuto na watanzania na pia anaweza kuambulia mabango, maandamano na mawe kama akienda mikoani

    Serikali yetu inapokosea ndio hapa. kwanza mkazo mkubwa unawekwa kwenye biashara kubwa na foreign direct investments ambazo mchango wake kwenye ajira na kipato ni mdogo sana ukilinganisha na SMEs

    Sasa badala ya kujenga mazingira mazuri ili kuboresha sector hii, yeye ni kiguu na njia kuwatafuta hao makaburu. Si semi kwamba tusivutie wawekezaji wa nje, bali ninachosema ni kwamba serikali iweke mazingira mazuri ya kukua kwa SME na hizi biashara kubwa zitakuja tuu.

    Kuna makaburu wanalima mashamba Congo Brazzaville na hata Nigeria. Sijawahi kusikia hata siku moja kuwa marais wa nchi hizo walizurura kama anavyozurura Kikwete kufanikisha kuwavutia makaburu hao. Njia pekee ya kuvutia wawekezaji ni kuimarisha miundombinu nchini, huduma za jamii na umeme wa uhakika. Otherwise atazurura atazurura but where.

    South Africa is the third-largest exporter to Tanzania, with a market share of 9.63%. However, while South Africa's exports to Tanzania had dipped slightly from US$500-million in 2009, SA's imports from Tanzania grew by almost 100%, from $22-million in 2009 to $44-million in 2010.

    Kikwete said the two countries needed to expand business cooperation before the issue of the trade imbalance could be addressed.

    Currently, South African exports to Tanzania consists predominantly of manufactured goods such as machinery, mechanical appliances, paper, rubber products, vehicles, iron, steel, services and technology. Imports from Tanzania are mainly gold, coffee, cashew nuts and cotton.

    Apart from boosting trade, the two presidents also talked about the situation in Libya and the newly born South Sudan. Kikwete said his country supports the AU roadmap, which encourages an inclusive and consensual Libyan-owned and led transition.

    Admitting that there were deeper conflict issues, Kikwete stood with Zuma that a military solution was, however, not the correct way to resolve problem.

    On South Sudan, both Zuma and Kikwete agreed that the people of that country should be given the opportunity to decide their own needs, with the international community standing ready to help where it could.

    Kikwete said hoped Zuma would visit Tanzania in September for the opening of the ambitious, pan-African Nelson Mandela African Institute of Science and Technology, which aims to develop the next generation of African scientists and engineers.

    Sio tu kwamba nimeshafanya kazi na wawekezaji bali hata international NGOs nyingine ni bilateral na hata multilateral organisations. Lengo lao liko very clear inawezekana wewe hujaelewa wawekezaji wanachotaka. Soma kitabu kinachoitwa'" THE CONFESSION OF ECONOMIC HIT MAN" ambacho kimeandikwa na Mmarekani ambaye aliwahi fanya kazi nchi mbalimbali za Africa na ikampa shida kuendelea kufanya kazi kwani hakuweza kuvumilia dhambi zinazofanywa na wageni wanaokuja Africa kwa kujiiza NGOs au multilateral au bilateral organisations. Aliamua kusema ukweli kupitia hicho kitabu na wewe kitafute uponywe upofu ulio nao.

    Kama rais anasafiri kutafuta wawekezaji, basi tatizo letu ni kubwa kuliko tunavyofikiri. Huwezi kuwavutia wawekezaji bila umeme wa uhakika. Hakuna mwekezaji wa maana atakayekuja kama bado kuna urasimu ktk taasisi mbali mbali za serikali kama Tanesco(kuunganisha umeme), TTCL(kuunganisha simu), TRA au BRELA(usajili wa kampuni).

    Kama tunataka kuwavutia wawekezaji tujifunze kwa Rwanda-wao wanaboresha miundombinu ili iwe rahisi kwa wawekezaji kuendesha shughuli zao. Chema chajiuza, kizuri chajitembeza. Tukiweka mifumo mizuri, watapeana taarifa wenyewe na kuja kwa wingi tu, hatutahitaji kuwafuata kwao. Rais apunguze safari, abaki nyumbani kusimamia ujenzi wa mfumo imara wa uwajibikaji ktk kila taasisi ya umma.
