Just to share my view:-

There could be two scenarios:-

a. Normally and assumingly, there is an official function i.e. Monduli Army
passover, the Regional Authorities are required to prepare a programme
which can cover other 'promotional'activites and or social works in their
region.
So and perhaps this lead to incorporating this 'official opening' of the
hotels.

b. Sometimes, the respective owners request for a grand opening and
willing spend funds to 'offset' costs for the trip at the local ikulu
premises along with pledges to ruling party.

There is aways a perceived stigma that when 'leaders'open such places
there is bound to be a 'protection'ring around their investment.

Kibo Palace, of what has been mentioned here was a joint venture between Laswai and Mramba but in the wake of scandal, they decided to sell off the same to the Kenyatta family as fears was that due to Mramba's name being 'there' it could raise problems later.

Snowcrest, has the Tarimo family but somehow I could not get other names.

It also does not necessarily mean that a person ulitised loans only from bank to construct a place. Maybe it was a cover and or ran out of funds to finish the same?
At times, maybe the media coverage is weak by not detailing names of the so called owners if and when mentioned?
