With the location in mind, you dont build/ buy an extravagantly overpriced boxed monstrosity in subterfurges and expect the good people of JF to cheer.

It is not like the embassy just requested $10.5 million from the Treasury for the building.
The embassy had some money from the previous sale of its first residency and the embassy still owns its former office building which is run down but is also in a prime area. Recently George Stefanopoulous of ABC bought a 5.8 million 32 storey-house not too far away from the new Tanzania house, so for a 6 floor house to cost 10.4 million in DC is a pretty darn good deal. I hear the former owners of the building were in danger of being foreclosed so Tanzania was able to get a good deal on the building.
