    Remember those trips to the tent in Sirte, when you left with bulging briefcases?

    Requiem mass — or more appropriately, the khitma — may have to wait. Muammar Gaddafi may or may not be toppled, as the military seesaws of recent weeks have demonstrated with swift twists and fast turns.

    He is certainly a survivor, whatever his ultimate fate may turn out to be.

    One point has intrigued me for some time now — especially after the rebellion broke out in Benghazi and Gaddafi’s hold on power looked fragile — and that is the attitude of African rulers to the events in Libya.

    They are confronted with a dilemma: If they support Gaddafi against his rebels and the imperial powers helping them, they are likely to anger the latter, whose handouts are badly needed by our broke Treasuries, and the rule is that you do not bite the hand that feeds you; if they support the rebels they run the risk of biting another hand that feeds them and at the same encouraging their own latent rebellions with which many of our systems are pregnant, the rule here being that you don’t throw stones if you live in a glass house.

    So, generally, the word has been mum, except, of course, for one or two members of the “League of Extraordinary Dictators” whose knee-jerk support for one of their own can hardly be surprising.

    If Gaddafi survives his present crisis he is bound to remember those who stood by him when he needed support.

    As for those who kept quiet, and those who were calling for his overthrow, he is likely to remember them as well, and his generosity towards them is bound to be slightly mitigated in the future.

    Gaddafi is not new to the strange behaviour of his African colleagues.

    Many of our rulers had developed the habit of stopping by Gaddafi’s ornate tent in Sirte to pay homage to the man who calls himself El Qaid, the Leader, and leaving with much more than a bag of dates in their suitcase.

    It is rumoured that almost every head of state, vice president, prime minister and minister that made the trip to Sirte left with a sum commensurate to his or her status and the usefulness of the individual in propagating Gaddafi’s pet project of a United States of Africa.

    Yet most of our rulers found a way of having their ugali and eating it too, for they would gladly pocket the Leader’s money and yet skirt around the issue of continental government, often mumbling inconsequential platitudes but doing nothing to concretise their benefactor’s dream.

    No wonder that when he was taking over as chairman of the AU he told his peers he would use his one-year chairmanship to get them to state loud and clear where they stood, for or against the USA.

    One year later, he left without having managed to wring the answer out of his colleagues; such is the steadfastness of our big men.

    Still, he continued to dish out pocket money to our rulers, cover the expenses of the AU and even pay statutory subscriptions for some member states.

    It’s not easy to guess what his stance is likely to be if he emerges from this crisis as the victor.
    Is he likely to keep his love for Africa after what he must consider a betrayal?

    What is he going to say to those of his supposed friends who rushed to confiscate Libya’s assets in the name of carrying out some international obligation?

    Will he continue to burn money like a bank on fire, lavishing it on ungrateful and shameless Africans?

    But maybe these are secondary questions, seeing as Libya will come out of this terrible bloodbath a deeply wounded, badly mangled and hopelessly divided country.

    Whether Gaddafi wins or loses, the internal problems that Libya will have to face up to may mean less time to bother about African problems, and this will necessarily mean the weakening of the AU.

    It will be time for our rulers to put their money where their mouth is and pay up their statutory contributions, even give voluntary donations to help their organisations to survive, with or without a continental government.

    Another masterpiece from Jenerali. Anachosema ni kweli kabisa kuhusu unafiki wa viongozi wa Afrika. Wengi wao wanaogopa kumsaidia Gaddafi kwa sababu wanaogopa kushughulikiwa na nchi za Magharibi. Mmoja wao ni huyu Mkuu wetu hapa. Angalau Museveni alitamka kitu -- alitoa ubaya na uzuri wa Gaddafi na pia kutoa onyo kwa nchi za Magharibi kuhusu undumila kuwili wao.

    Kiongozi jasiri wa Afrika lazima asimame awe counted -- siyo kukaa kimya na kusubiri mwelekeo wa upepo. Mkuu wet atamke kuhusu Gaddafi -- negatively or positively. Ilimchukuwa miezi mitatu kutoa tamko la kumtambua rasmi Ouattara.

    Ila alisisitiza kuwa Tanzania itabaki kuwa in a neutral position.

    Umoja wa Africa umethibitisha kuwa toothless,ni wasaliti wakubwa.Hii haikuwa vision ya wanzilishi wa OAU mwaka 1963.

    Generali Ulimwengu is right but he is forgetting one very sad but very true aspect of African governments. We do not have a clear foreign policy. In other countries you can predict which side they would be on by knowing their foreign policy. But for us the foreign policy is whatever the president feels it is depending on the situation.

    Penye red: Ni sera ya hovyo. Kama ni gari, basi gari hilo katika neutral position haliendi. Kama ni 'middle of the road' policy, basi that's where you get knocked down.

    Kaka umenifurahisha sana hapo kwenye red. Hicho (Julius Malema) ni kichwa. Hebu linganisha hilo jembe ulaya na akina Beno Malisa na Shigela wa UVCCM uone tofauti. Hawa (Vijana wa ANC) ndio vijana wenye vision na misimamo isiyoyumba bila kujali wanazungumza na nani. Hata kama mkuu akiteleza anaelezwa live bila kujali ni wa chama chetu na nchi inasonga mbele.

    Samahani kwa kutoka nje ya mada kidogo.

    Safi, nimefurahishwa na maono yenu, ni kweli kabisa kwamba tz siku hizi siasa yetu ya mambo ya nje haieleweki, hivyo tunashindwa kutoa misimamo kwenye mambo ya dunia. AU nayo hamna kitu kabisa, kinachofanyika libya ni aibu kwa bara la afika, yaani anapigwa siye tunaangalia tu hata kukemea tu tumeshindwa?

    Ni vyema ieleweke kwamba kitendo cha baadhi ya nchi hususani za kiafrika kukaa kimya, bila kutoa tamko lolote kuhusu mgogoro wa Libya, ni ishara ya woga na kukosa msimamo.Na hii inadhihirisha kiasi gani viongozi wa nchi zetu hawana uhuru kwa kusema na kutenda kwa kuhofia kulaumiwa au kuadhibiwa na upande fulani.AFRICA IS STILL ENDURING COLONIZATION AND THEREFORE THE CURRENT AFRICAN IS TO A GREAT EXTENT PARALYZED, DYSFUNCTIONAL AND DELUSIONAL.

    Hali inajionyesha halisi haki haitendeki kwa wote. Sasa hivi kinachoangaliwa zaidi ni maslahi na sio sheria za nchi husika. Kwa ukimya unaouona ni kama alivyosema Ulimwengu. Huku wataka na kule wataka. Hili ndio tatizo la kutokuwa independent economically. Maamuzi yako yanategemea wakubwa wanavyosema.

    Hivi huwa tuna specific policy kwenye kitu gani? Niambie kama siyo tuko always nonspecific ndiyo maana huwa hatuendi direction yeyote kwenye maendeleo zaidi ya kuzunguka tu kama mshale wa saa.

    It is a known fact that African leaders are selfish and sit-tighters but the rate at which the West in debauching African states to replenish their over-stressed economies is shameless. They are so blatant at the act that they are ready to take-on any government brazenly without shame.

    This is exactly what they did during the slavery trade era -entering into villages using locals, in daylight capturing their able bodies as slaves without blinking an eye. In today's parlance, they only ride on the back of popular uprising to ferment and perpetuate illegalities.

    This is a civil war, you do not take sides, you mediate and if that fails then you send in "peace keeping" troops.


    Don't get me wrong, Iam a strong and staunch advocate of good and responsible government but the rate of western imposition is alarming , Africa and her leaders must watch out and checkmate these gate-crashing .

    So until African leaders start making their countries better places for all their indigenous, they will keep getting this kind of treatment. You gotta keep in mind that the world at large will not stand by and watch America invade a good country with a decent leader. Evil needs a cloak under which to operate, in international politics, the cloak is '
    ROGUE LEADERS' or 'ROGUE COUNTRIES'. Do right by your people and you wouldn't have to worry about that.

Tunapenda sana kudandia hii concept ya Westerners kama vile ndiyo sababu ya sisi kuwa hivi lakini in most cases hiyo ina contribution ndogo sana na westerners are always serious na issues za livelihoods na welfares za watu wao na dunia in general. Sasa ni ukweli kuwa they need our resources yes but also they need ustaarabu na pale kiongozi yeyote wanaye mwona si threat kwa maslahi ya welfare za watu wao pale walipo na duniani lakini mwenye kujali watu wake na welfare zao hupewa support ya hali ya juu. This is expected kwa mtu yeyote mwenye akili timamu. Lakini viongozi wetu wengi hawako for peoples interest na ilikulinda maslahi yao wakaamua kutoa nchi zao kafara ili wao waendelee kula bila kubugudhiwa sasa westerners wanaona bora iwe hivyo kuliko yule ambaye anakuwajeuri na wakati huo huo anaingilia msalhi yao binafsi na ya dunia kwa ujumla, huyo hawfanyi makosa wanampiga kama mbwa mwizi! Wale walioamua kuneemesha matumbo yao lakini hawaingilii interest zao wanamwacha ila pale raia wanapoonyesha kumchoka wakaona hiyo inaweza kuwa opportunity ya kiongozi mwingine wasio mfahamu kuingia huchukua a lead ili kuweka mtu ambaye atleast ata behave vizuri.

    So hapo mi sioni tatizo lao kabisa kwani wanahofu na barbaric character zetu zaidi na ndiyo maana wako macho ila sisi kwakweli tukubali tu kwamba we have a problem some where maana mambo tunayoyafanya katika dunia iliyo staarabika hatuonekani kufit kokote zaidi ya kuwa kama wilde animals in the game reserves na ndivyo wanavyotufanya and I think we deserve!

    Its now up to us to make sure that we come up with leaders who are respectful and capable of effecting change that would improve our welfare na huku anauwezo wa kufanya diplomacy nzuri na westerners. Utaona hapa Mkapa tried although yeye akashindwa kuweka uadilifu wa hali ya juu kwa viongozi na kuamua kujigawia ka utajiri kadogo kaliko anza kuonekana. Lakini kama angeweza ku negotiate term vizuri basi hizo investment sasa zingeitoa kabisa Tanzania kwenye kundi la maskini wa kutupwa na pengine tungeingia kwenye level ya nchi kama Botswana. Tatizo ni la neogotiation skills na pia umimi kwani mikataba iliyoingiwa mengine umeona madhara yake kwenye uchumi wa nchi. Hapa si westerners waliochangia kama countries lakini private companys ambazo ziliona weakness yetu na ku capitalize on that kupata super profits. Na watanzania wachache kwa kukosa uzalendo wakaona hapo ndo hasa pa kuwa mabilionnaires!
