    Tanzania yaishukuru Libya kwa Msaada

    TANZANIA imeishukuru Libya kwa misaada yake ya kibinadamu ambayo imetoa kwa Tanzania kusaidia watu walioathiriwa na athari za mvua na mafuriko ya hivi karibuni katika mikoa ya Dodoma na Morogoro.

    Shukurani hizo zimetolewa usiku wa kuamkia jana na Rais Jakaya Kikwete katika mazungumzo yake na Kiongozi wa Libya, Kanali Muammar Gaddafi mjini Sirte, Libya.

    Rais Kikwete alisimama kwa muda mjini Sirte kwa mazungumzo na Kanali Gaddafi akiwa njiani kwenda Davos, Uswisi kuhudhuria Mkutano wa 40 wa Taasisi ya Uchumi Duniani ya World Economic Forum unaoanza leo ukishirikisha viongozi kutoka nchi zaidi ya 30 duniani.

    Katika mazungumzo hayo, Rais Kikwete alimwambia Kanali Gaddafi: “Nakushukuru sana kwa misaada yako ya kibinadamu ambayo Serikali yako imeipatia nchi yangu kufuatia mafuriko na athari nyingine zilizosababishwa na mvua katika Tanzania.” Rais Kikwete alimwambia Kanali Gaddafi kuwa familia zipatazo 26,000 zilikuwa hazina mahali pa kukaa baada ya nyumba zao kubomolewa katika mafuriko hayo na kuwa zilikuwa zinaishi katika kambi za muda.

    Maeneo yaliyoathiriwa zaidi na mafuriko hayo ni wilaya za Mpwapwa katika Mkoa wa Dodoma na hasa Wilaya ya Kilosa katika Mkoa wa Morogoro, ambayo imebeba athari kubwa zaidi za mafuriko hayo kutokana na mvua zilizonyesha kuanzia wiki ya mwisho ya Desemba, mwaka jana, hadi wiki ya kwanza ya Januari, mwaka huu.

    “Tunakushukuru kwa mahema, kwa dawa, na kwa misaada mingine ambayo imetoa mchango mkubwa na kuleta tofauti kubwa katika maisha ya watu wetu walioathiriwa na mafuriko hayo.

    Tulikuwa na ukame wa miaka miwili mfululizo, na mvua zilipoamua kunyesha zikaja wa hasira kubwa,” Rais Kikwete alimwambia kiongozi huyo ambaye pia ni Mwenyekiti wa Umoja wa Afrika (AU).

    Rais alisema mafuriko hayo yaliyotokana na mito miwili, ukiwamo Mto Mkondoa kuacha njia za asili na kubomoa kingo, yameharibu mno miundombinu ya barabara na reli kiasi kwamba Serikali ya Tanzania inahitaji kiasi cha dola za Marekani milioni 15 (zaidi ya Sh bilioni 15) kukarabati miundombinu hiyo.

    “Ni hasara kubwa kwetu. Kiasi cha dola za Marekani milioni 15 ni nyingi kwa nchi masikini kama Tanzania lakini tumeamua kuwa ukarabati huo utakuwa umekamilika katika muda mfupi”.

    Jumatatu wiki hii mjini Dar es Salaam, Rais Kikwete aliitisha mkutano maalumu wa viongozi na wataalamu wa Wizara ya Miundombinu, taasisi na kampuni zilizoko chini ya wizara hiyo, kujadili hali ya uharibifu kwenye miundombinu hiyo, na hatua za haraka kukarabati miundombinu hiyo.

    Rais Kikwete alisimama Libya na kushauriana na Kanali Gaddafi kuhusu masuala kadhaa yanayohusu AU na mkutano wa wiki ijayo wa Wakuu wa Nchi Wanachama wa AU utakaofanyika Addis Ababa, Ethiopia. Gaddafi ni Mwenyekiti wa AU anayemaliza muda wake baada ya kumpokea uenyekiti Rais Kikwete mwaka jana.

    Katika hatua nyingine, Rais Kikwete amesema Tanzania haina nia ya kuwania moja ya nafasi mbili za kuwa Mwakilishi wa Kudumu katika Baraza la Usalama la Umoja wa Mataifa (UN), na badala yake, itaendelea kuwa mstari wa mbele katika kupigania haki ya Afrika kupata nafasi mbili za kudumu katika Baraza hilo.

    Aidha, imesisitiza kuwa iko tayari kuunga mkono nchi nyingine za Afrika zilizoonesha nia ya kuwania nafasi hizo iwapo suala hilo litakubaliwa chini ya mageuzi makubwa yanayojadiliwa ili yafanyike ndani ya Umoja huo

Ingekua jambo la Busara sana kama Tanzania ingeingia katika kinyang'anyiro cha nafasi ya uwakilishi kwenye baraza la usalama la UN.Tunayo Cv ya kutosha kabisa...Sasa Jk anasema hatuhitaji hiyo nafasi and yet tuli-risk watanzania wenzetu ku-command huko comoro,kukomboa mataifa ya kusini mwa Afrika nk.hatujawahi kupata malipo.Kuna haja ya kujadili hili suala huku nyumbani,ikiwezekana Tanzania iwanie kiti katika UN security Council

    Tutaweza kurudisha anagalao kiasi cha gharama zote za kiuchumi,kijamii na kisiasa ambazo Tanzania ilibeba tangu tupate uhuru hadi sasa.

    Viongozi wetu kwa kweli wanatia shaka sana degree ya uzalendo wao.

    Siasa za kimataifa zilikwisha wakati Nyerere alipoondoka madarakani. Kuanzia hapo sijaona tanzania ikiwa frontline katika mambo yoyote ya kimataifa ukiachilia uteuzi wa Asha; huenda hatuna uwezo nayo.

    Hapo umesema kweli mkuu.Kwa kweli hatuna foreign policy,we are empty! Unajua hata India pia wamekua na hili tatizo,ukiangalia Foreign policy yao imeathiriwa sana na shri.Jawahlal Nehru but at least aliweza ku-frame policy ambayo ilikua flexible na ni applicable hadi sasa au ilitoa foundation nzuri kwa ajili ya improvement na regime zilizofuata.

    Sasa sisi sijui tumejikatia tamaa au vipi,kunahitajika radical reform ktk hii foreign policy.Membe na masters yake kabisa aliyoisomea anashindwa kunyoosha mambo hapo foreign affairs,anashindwa kutengeneza short tem and long term foreign policy? Kwa kweli tumepoteza hadhi yetu kwa kiwango kikubwa,hapa ndipo ninapomuona Nyerere kweli alikua gwiji.Inatia uchungu sana

    I think Kikwete was right.

    Tanzania tulikuwa kwenye Security Council Rotating sits juzi juzi tuu. Na Balozi Mahiga ndo alikuwa mjumbe wetu mle for two years. I Think Tanzania we aint doing bad in foreign policy.

    Sema what I see, Watanzania wengi hatujishughulishi kabisa na foreign policy ya nchi yetu. I think mpaka sasa hatuna think tank ya kujadili na kuformulate sera za nchi yetu. Kila kitu ameachiwa serikali. I believe na sisi ni vyema tuwe washiriki. In one way or another.

    Naona hukuona ushawishi wa JK kule Davos! Na shukrani za dhati kule Libya pamoja na mambo mengine ya kupokea magari safi kutoka kwa Ghadafi.

    Asante mkuu kwa kuchangia,sasa hoja hapa ni uwakilishi wa kudumu.
    Pia tuko ukurasa mmoja kwenye hoja foreign policy..sasa think tank ya ku-formulate foreign policy yetu inahitajika sana.Hata hivyo,kungekuwa na independent think tank ya aina hiyo na inayopata resources from different sources other than government ingekua vizuri zaidi

    Pia nakubaliana na wewe kwamba pia tunastahili kuchangia ktk foreign policy,sisi tutakua ktk kundi la pressure groups katika kusaidia kutunga hizo policies but iam afraid kuwa our government never succumb to pressure groups au hata kupokea ushauri.Suali kubwa tunaweza kujiuliza,tuna kitengo gani hasa ktk foreign ministry yetu kinahusika na utungaji wa sera zake au ni kamati ya akina nani hasa?

    Serikali ina jukumu la msingi katika kutengeneza sera ya mambo ya nje. Aidha sera ya mambo ya nje ina uhusiano wa moja kwa moja na sera ya ndani. Na kwa upande huo, utashi wa chama tawala una nafasi kubwa sana katika sera zote jinsi tunavyotaka viwe kwani serikali ni mtekelezaji wa sera za chama. Na chama kimepewa ridhaa ya kuongoza na sisi wananchi kwa ujumla wetu.

    Suala kubwa hapa ni kuwa Serikali yetu inafuata sera gani katika mambo ya kitaifa na kimataifa? Kama haijaweza kujibainisha na sera madhubuti katika mambo ya ndani kama ilivyokuwa wakati wa Mwalimu Nyerere, si rahisi kuwa na sera yenye ushawishi kimataifa.

    Kwa mfano, wakati ule imani ya CCM kwamba binadamu wote ni sawa na kila mtu anastahili heshima ilitafsiriwa kwa kujenga ujamaa na kujitegemea ndani ya nchi na kuunga mkono KIVITENDO harakati za ukombozi barani Afrika na kupinga udikteta duniani kote. Hata kauli zetu kimataifa hazikuwa na shaka lolote juu ya msimamo wetu kama Taifa.

    Kuhusu kuwepo kwa thinktanks nako kunategemea na jinsi Serikali inavyothamini mawazo ya wataalamu. Watu hawawezi kupoteza muda kuuumiza vichwa kutoa mawazo/ushauri ambao mwisho wa siku hautatiliwa maanani na, pengine, ukawaletea matatizo.

    Wako wasomi, wanasiasa na wanaharakati wengi ambao mara nyingi hutoa mawazo yao na ushauri juu ya masuala mbalimbali ya kitaifa na kimataifa. Sasa sijui kama tunaweza kusema serikali imekuwa ikifuatilia na kuona lipi la kuchukua na lipi la kuacha zaidi ya kuwapanga watoaji mawazo katika mafungu ya wenzetu na wapinzani.

    Ben, I guess we are on the same page.

    Kwa Tanzania kupata uwakilishi wa kudumu the chances are nearly zero. Precisely because we are poor. Tanzania we have nothing to offer on the table of international community. Mfano international politics zote zinakuwa influenced na determined na economic muscle. For Africa, even if we are to lobby to have a sit on the "table of the grown ups" it will very much depend on how much do we spend for international cause. Definitely South Africa is a biggest contender. Kwa sababu ndo anatoa package kubwa ya pesa na michango mingine kwa matatizo ya Africa kama Darfur nk. Nigeria also is another likely contender. Kifupi, you can influence international events, depending on how much you give. Ndo maana dunia ya tatu we are always crying kwamba tunatengwa. Ni kwa sababu ya umasikini wetu. Suluhisho ni nini-if you may ask? Is just to work hard kujikomboa kiuchumi.

    Nikisema Think Tank ya foreign policy, I mean tuwe na sehemu inayofanya cutting edge research na scholarly enquiry ambayo itaweza kuwapa opportunity watoto wetu na viongozi wetu kuielewa dunia inavyokwenda. Ukiangalia mfano US, foreign policy yao mara nyingi inatoka kwenye Think Tank (Democrats-Centre for American Progress, nk. Republicans-American Enteprise Institute, Freedom House, CATO Institute nk).

    Si kweli kwamba serikali inabidi ihusike na kila kitu. Hapana. Hata sisi wananchi tuna wajibu wa kuwa na initiative. Tatizo watanzania wengi tunajilimit na what we can do. Ndo maana unaona kama akina Prof. Baregu wananyimwa extension ya mkataba wa kufundisha UDSM wanaanza kulia lia. Lakini ukweli ni kwamba wazee kama wale, ingebidi wakae kwenye Think Tank za maana waandike vitabu! (and guess what? the old Prof. Baregu has a PhD from Stanford and an accomplished scholar in Political science and IR). To me, I really dont believe in this notion of "government should do this and that"....Maendeleo yoyote ya kweli yanakuja baada ya wananchi kuamka.

    Kumalizia naweza sema kwamba, ushawishi wetu kwenye foreign policy unakuwa mdogo sana kwa sababu tuna matatizo mengi na tunashindwa kuwa creative.

    Mfano how do you groom vijana wadogo waingie kwenye international/national diplomacy?: Membe angeanzisha scheme pale Foreign Affairs ya kutoa internships kwa vijana wetu wanaomaliza UDSM na vyuo vingine, kusudi wapikwe kwenye issues za diplomacy. Rais akienda kwenye conference kubwa za kimataifa anaambatana na vijana kama watatu au wanne (Abdoulaye Wade is doing this). Wakifika kule wanajifunza na kuinteract na wengine from other parts za dunia. Wakirudi nyumbani wanaambiwa lets say waandike reports au kitu kingine chochote. Na selection inakuwa inafanywa on merit kabisa (mfano applicants wanapewa theme ya mkutano husika au conference wanaambiwa waandike how they think it impacts Tanzania`s economy/foreign policy etc..something like that. By this kwanza utahakikisha una motivate vijana wengi kufanya vyema chuoni maana wanajua kabisa kwamba opportunities zipo. Na unawaambia anayefanya vizuri atabakizwa! Its simple! Hii haihitaji cabinet paper, as Membe would tell you. Ni yeye kukaa na kuja na ideas! But people are dozing. na siku hizi wanaopewa kazi foreign ni watoto wa wakubwa. Which I think is wrong for the future of our country!

    Kuna mengi ya kufanya, we only need to be creative and know what we want. Tatizo ufisadi uko kila sehemu. Hata hizo scheme ukianzisha, odds are high that wakubwa watapenyeza wana wao hata kama hawana vigezo.

    I have alot to share on this, but on serious note, I am thinking of taking this initiative at some point in the future. Sio lazima kila mtu afanye kazi serikalini. We can as well help our governement tukiwa nje.

    Ushawishi wa nchi katika medani za kimataifa huletwa na moja ya haya:

    1. Umuhimu wa nchi husika, au

    2. Msimamo wa nchi (read 'Kiongozi wa nchi') husika katika masuala mbalimbali (nchi ikiwa na misimamo huru inathaminika zaidi).

    Nchi ikipenda kuwa tu karibu na nchi hasa za magharibi (hasa mambo ya photo-opportunities za viongozi na zisizo na maana), inakuwa predictable, na hata kura yake katika suala lolote inakuwa taken for granted, at least inakuwa inaeleweka kuwa haitapinga lolote.

    Kabla sijasahau katika initiative yoyote i will be there hii ndiyo kitu namalizia kusomea.

    Pia,tanzania imechangia sana UN especially katika peecekeeping forces.Pia katika influence ya siasa za Afrika Tanzania tulikua ju sana but we lost focus somewhere.

    Tungekua na strong Foreign policy pamoja na umaskini wetu hata Nigeria wasingetutoa.Pia Economically hatutaki kutumia Economic Diplomacy katika kuharakisha ukombozi wetu kiuchumi

    Katika ku-formulate foreign policy hatuhitaji tutangaze points kama Za monroe doctrine,au truman's Doctrine za march 12,1947. we need to adopt or to formulate some policies which will facilitate the attainmant of an economic myth.seriously,at least ministry iunde commitee fulani ambayo inahusisha wanazuoni,wanadiplomasia wetu,retired army generals,economic analysts etc.


    Ukisma foreign policies za nchi kama India,na US kwa kweli utaona ni jinsi gani zimewasaidia kufika hapa walipo.Dont be suprised even our diplomats hawaelewi hii kitu ya Economic diplomacy.Wacha nijikaze kisabuni nimalizie hii shule miezi mitatu iliyobaki,nitoe mchango wangu kwa Taifa
