Nalaumu watu kama Dr. Kafumu kwa kushindwa kutoa majibu ya kweli. Ni kwa nini tunapokea royalty badala ya kuwa na share kwenye miradi ya madini Tanzania?

Nabandika hapa chini mfano kutoka nchi ambayo hata hawana Elimu kama ya kwetu. Hata hivyo, wanaweza kuhakikisha taifa lao lina hisa ya 19.4% kwenye mradi wa gesi. Fedha zinazohitajika wamechukua toka benki za Uarabuni.

Kwenye Semina, huyo Kamishina wa Madini atawaambia wana SAUT ukweli ama atawavunga tena kwa maneno eti hatuna barabara kwa hivyo wachimbaji wa madini yetu lazima wachukue share zote?

PNG SECURES ARAB EQUITY FOR LNG PROJECT

The Papua New Guinea (PNG) Government has secured more than K3 billion ($1.06 billion) from an Arab investment company for its share in the country's first multi-billion kina liquefied natural gas (LNG) project.

State Enterprises Minister Arthur Somare told Parliament that this followed the conclusion of the deal between the Independent Public Business Corporation (IPBC) and International Petroleum Investment Company (IPIC).

IPBC is the custodian of the Government's 19.4 per cent equity in the project. IPIC is a business entity of the United Arab Emirates Government based in Abu Dhabi.

Mr Somare said IPIC had already deposited $A1.687 billion (K3.37 billion) into a quarantined bank account in Singapore.

The account is quarantined because the use of the funds will be exclusively for the purpose of funding Papua New Guineas equity and its contribution to the capital expenditure of the project, Mr Somare said.

Funds will be made available when required as the PNG LNG project proceeds from the current front end engineering and design stage to project construction.

The LNG project consortium, led by ExxonMobil has set a timetable that will result in a final investment decision by the end of this year with project implementation to commence in early 2010.

Our partners in the venture have reiterated their view that the PNG Governments financing arrangement with IPIC provides an added element of certainty regarding this momentous project, which promises a transformational impact on the national economy over decades.

The finalisation of this financing deal also adds greater confidence around the project, especially at this time when the project is focused on tying up marketing, debt financing, and engineering, construction, and procurement contracts before project sanction in October and final investment decision in December this year.
Mr Somare added that the Government's ability to conclude the financial package was a milestone achievement amid the global economic downturn.

Mr Somare said the strategic partnership between IPBC, IPIC and joint venture partner Oil Search Limited (ASX:OSH), would have a long-term beneficial impact on the national economy.

The manner in which the Government has accessed the substantial funds needed to secure our equity entitlement in the PNG LNG project represents a win-win situation for all stakeholders.

This financing will generate a positive impact on Papua New Guinea's vision to commercialise its gas resources.

The project is prioritised as number five in the global pipeline of LNG project earmarked for development.

In our Asia Pacific region, the PNG LNG project is ranked number one.

And it makes a lot of sense for Government to do everything we can maintain that position, Mr Somare said.
